VI. BOARD PRESENTATIONS

● AntiBullying Specialist William Hart presented a Powerpoint regarding the Harassment, Intimidation and Bullying policies and procedures for the Frog Pond Elementary School. Amber Bennett talked on behalf of Mr. Atweh about the program at the George J. Mitchell Elementary School and she spoke about the Robert C. Wood Early Childhood Center procedures at the Preschool level.

VII. SUPERINTENDENT’S REPORT

Mrs. McCooley gave the following report: District Highlights A letter from Delta Kappa Gamma was received to honor Tracy Williams Moyer for being inducted into their Omicron Chapter. ∙ The Ocean County Prosecutor’s Office provided presentations in both the Frog Pond Elementary School & George J. Mitchell Schools for all third, fourth, fifth and sixth grade students with regard to School Violence Awareness and Red Ribbon Week. ∙ Students from Pinelands Regional SADD program visited both Frog Pond Elementary School & George J. Mitchell Elementary Schools 6th grade classes to discuss the importance of Red Ribbon Week. ∙ On November 11th, the 6th grade students at both Frog Pond Elementary School & George J. Mitchell Elementary School came together to celebrate Veterans Days at the George J. Mitchell Elementary School. Durham Transportation donated a bus so that the 6th grade students could celebrate together as a district. The celebration brought tears to everyone’s eyes who were in attendance. We had approximately 50 veterans in attendance who were just so moved by the program. This will be an annual event for the 6th grade class.

Frog Pond Elementary School ∙ The Marine Mammal Stranding Center, located in Brigantine, NJ, receives grants that allow them to visit local schools. We are pleased to have them scheduled to visit Frog Pond Elementary School in April 2016. Representatives from the center will visit Mrs. Nielson’s Kindergarten and 3rd Grade Science classes during that week. ∙ Nadine Paretzky, School Nurse at Frog Pond Elementary School has taken the lead in a Treats for Troops program. Leftover Halloween candy will be collected and sent to our Troops. Nurses at the George J. Mitchell Elementary School and the Early Childhood Center have agreed to collect the candy in their schools also. ∙ The Frog Pond Elementary School has started a “Big Frog – Little Toad” program. It is similar to a Big Brother/Big Sister program. Children who would benefit from having a mentor will be partnered with a staff member volunteer. George J. Mitchell Elementary School ∙ On October 23rd, there was a K6 Assembly for School Violence Awareness presented by Aziz Atweh, HIB Specialist. ∙ There was a Dental Assembly for Grades K2 presented by the South Jersey Family Medical Center on Dental Health Hygiene. ∙ On November 9, Holocaust Remembrance Day Proclamation Assembly initiated by 6th grader Sarah Curtis and the Student Government and presented by Mayor Arthur Midgely ∙ On November 17, the 5th grade students attended a concert at the Count Basie Theater in Red Bank. The concert was called Black Violin. A teaching artist did a workshop with the students before the show on November 16 and after the show on November 20 for the students. This trip was part of a grant that was given for trips throughout the year for the students. ∙ On November 17, Mrs. Lissette May was presented with the Thunder 106 School Spirit Award for October 2015. The award was presented by the radio station Thunder 106. The entry for the award was submitted by Mr. and Mrs. Curtis on behalf of their son William who had Mrs. May as a teacher last year. This award was given based on the nurturing and caring relationship that Mrs. May has and continues to have with her students and their families. She was presented with a gift bag, a plaque and will have her name announced on the radio for a month that she is a winner! Robert C. Wood Early Childhood Center ∙ The Robert C. Wood Early Childhood Center was selected to participate in the Reaching Potentials through Practice Program with the Office of Special Education and the Early Childhood Technical Assistance Center. This is a yearlong program that will focus on improving early intervention and early childhood special education service systems, increase the implementation of effective practices, and enhance the outcomes for young children and their families through professional development and technical assistance. ∙ During the week of November 1620 there will be a Scholastic Book Fair with two nights for Family shopping, Wednesday and Thursday from 4:30 pm7:30 pm.

Office of Curriculum/Instruction ∙ Consolidated monitoring of the IDEA grant (Titles I, II, and III) will be conducted by NJDOE staff on November 23rd and 24th. Office of Special Services ∙ A Special Education Parent Advisory Committee Meeting was held for parent(s)/guardian(s) at the Frog Pond Elementary School on November 9 from 6 p.m.7 p.m. We had 7 parents which is a 50% increase over our last meeting. ∙ A voluntary Professional Development Breakfast for all LEHSD Paraprofessionals was held on November 14, 2015 at Frog Pond Elementary School. There were 20 Paraprofessionals who volunteered their time on a Saturday for training. Mrs. Martucci presented a video of the District’s Veteran’s Day Celebration. Mrs. McCooley thanked Mrs. Guinan for all her hard work to make this event successful. Ms. Reigelman presented a video about a program called How Low Can We Go Challenge that she discovered. Two elementary students from Frederick, MD created this idea that on November 30th , people all around the world should find ways to try to save energy to coincide with the United Nations Climate Change Conference.

VIII. OPEN TO THE PUBLIC The Board of Education recognizes the value of public comment on educational issues and the importance of allowing members of the public to express with each statement made by a participant limited to three minutes as cited in Policy No. 0167. The public may comment on any item on the agenda at this time. General public comment will occur later in the meeting. No public comment at this time.

IX. BOARD WORK SESSION

Superintendent McCooley spoke on several policies. Building Policy Parent Involvement A written policy needed to be created for Title I Policy/Regulation 5600 Student Discipline/Code of Conduct asked permission to use as a guide for this year so that the current policy can be reviewed and revised. Regulation # 3280 Liability for Student Welfare 1st reading This relates to teachers responsibilities for safety of students. Committees

○ Discipline Committee will meet on December 3, 2015 at 4 p.m. ○ Homework/Grading Committee will meet on December 9, 2015 at 4 p.m.

Budget & Finance Business Administrator Cohen spoke on the following items: Reorganization meeting needs to be held during the first week in January. Discussion of possible dates was held. It was decided that the date for Reorganization will be January 4th at 4 p.m. The Plan of Action for the 20162017 Budget was discussed. Ms. Frasca asked what meetings should the public be made aware of to give their input. Ms. Cohen stated the January and February public meeting would be time for public input after the budget presentation has been given. Ms. Frasca would like to see some scenarios so the public can give feedback on those scenarios. Ms. McCooley said having different scenarios is a good way to see the best case. She also mentioned that in February there may need a couple meetings needed for public feedback. Mr. Daleo asked when the budget/finance committee will be formed and when will the meetings be held. Ms. McCooley said the committee will be picked at the Reorganization Meeting. Board Workshop with Charlene Zoerb, NJSBA The Board Members will pick a date for Review of Board Ethics and Superintendent Evaluation Process from the following dates: week of January 4th , Tuesday, January 12th, Thursday January 14th, Tuesday, January 19 and Thursday, January 21st.

Upcoming Ocean County SBA Workshops NJSBA’S 3Rs: Responsibilities, Relationships and Resources Regional Informational Program for New and NotSoNew Board Members. The southern part of the county it will be held on Thursday, November 19th at Hammonton High School. The program runs 7:00pm to 9:00pm A Chapter 78 Meeting will be held at Charlie Brown’s Restaurant, 400 Route 70, Lakewood, NJ, December 2nd dinner is at 6:00pm and the meeting starts at 6;45pm. It should be noted that these workshops/dinners are free to board members. Academy credits are awarded to the district. The Little Egg Harbor School District has the distinct honor of being recognized as a Master Board of Education because of the participation in these workshops and additional trainings.

1. Mrs. Michele Hannan, Preschool Teacher Assistant, RCW ECC is

requesting a medical leave of absence to begin on 10/23/2015 to on or about 1/4/2016. Mrs. Hannan will be utilizing 38 sick days and 2 noncumulative sick days. Mrs. Hannan’s medical benefits will remain in tact during this period.

2. Ms. Katelyn Russo, Preschool Teacher Assistant, RCW ECC is requesting a maternity leave of absence to begin on or about 1/4/2016 through 5/18/2016. Ms. Russo will be utilizing 17 sick days, 2 nonaccumulative sick days and 4 personal days. Ms. Russo has requested to utilize 6 days of the Federal Family Leave Act and 60 days of the New Jersey Family Leave Act for Childcare. Ms. Russo’s medical benefits will remain in tact during this period.

3. Mrs. Shana Fehring, Preschool Teacher Assistant, RCW ECC, is requesting to revise her Maternity Leave of Absence request. Mrs. Fehring’s leave will begin on 11/17/2015 rather than 11/30/2015 which was previously approved.

4. Mrs. Erin Smith, KDN Teacher, GJM, is requesting to revise her

Maternity Leave of Absence request. Mrs. Smith’s leave began on 10/29/2015 rather than 11/9/2015 as was previously approved. Mrs. Smith’s medical benefits will remain in tact during this period.

5. Mrs. Mary Kleinow, Paraprofessional Media Center, FPE is requesting to utilize the NJ Family Leave Act beginning 1/4/2016 through 4/18/2016. Additionally, Mrs. Kleinow will be utilizing 1 personal day. Tabled

8. Mrs. Jessica Reineke, Preschool Teacher, RCW ECC is requesting to extend her childcare leave through February 29, 2016. Mrs. Reineke will be eligible for COBRA medical benefits during this time period.

XIX. PUBLIC COMMENT

The floor is now open to members of the public. The Board of Education recognizes the value of public comment on educational issues and the importance of allowing members of the public to express themselves with each statement made by a participant limited to three minutes as cited in Policy No. 0167. There is a signin sheet located on the podium. Please sign in before you speak.

Marc Sink and Kathie Sink attended a Relay for Life event to recognize the participating teams. The districts team was recognized as one of the top fundraisers with a ranking of 5th out the surrounding counties. Ms. Sink presented Superintendent of Schools with a plaque that the district received. Ms. McCooley thanked Ms. Sink and Mr. Sink for their efforts in this program and they have her support with future events. Howie Denowitz Mr. Denowitz commended the school district on the bullying programs that are available for the children. He also asked since there are less housing accounted for at the township level, why wouldn’t the population be less and shouldn’t that lessen the cost for bussing, personnel, etc? Ms. McCooley stated that just because there is less houses accounted for, those students within those homes are still in our student population and they are considered homeless. She also said that the student enrollment is growing. Mike Polito Mr. Polito wanted an update on the lease/purchase resolution from the last board meeting. Ms. Cohen stated the district will be posting an ad for bids from

Lease/Purchase companies for financing. There is also an application submitted to the state, with hopes they will accept the lease/purchase as our local share for the construction project. We are planning to get this all in place within the next few months so we can go out for bid for the construction project and start it this summer. This will be financed over the next 5 years. Mr. Polito also asked to have the Budget Calendar posted to the district’s webpage. Ms. McCooley said that it would be posted. Mr. Polito asked if there are budget guidelines. If so, have they been published or compiled yet for the public? He feels like having the information will help with public participation. He said that he ses a lot of expenses related to the budget but does the board take income parameters into the equation when creating the budget? Ms. Cohen answered by saying income is definitely taken into consideration. The state aid numbers are given in February. There are other types of revenue in forms of grants from the government. But most revenue is from the taxpayers and that is shown in our budget presentations. The presentations will tell you what the tax implications are when the different scenarios are presented. Ms. Cohen stated there is a state cap of 2% and the District is limited in what we are allowed to spend and it’s very regulated. We prepare our budget then figure out how to achieve that number. Mr. Polito wants the board to consider putting the school board budget on a referendum to the taxpayers. He feels it’s taxation without representation. Ms. McCooley assured that this budget will be transparent and we are going to ask for public feedback. Mr. Polito also asked to clear up a rumor that there are children of our municipal workers who don’t live in Little Egg Harbor who are getting tuition free public education in Little Egg Harbor. Ms. McCooley stated that she can assure him that it is not happening. Ray Schubert Are there any cap dollars remaining from previous budget years that can be applied to upcoming school budget. Ms. Cohen stated yes there is, it’s called banked cap and is left over from last year. Mr. Schubert clarified that for the upcoming school year you may exceed the 2% cap without putting it to the residents of the town. Art Elliott There has been mention by the state of NJ if you don’t increase the budget by more than 2%, that it doesn’t have to go for approval. Why limit ourselves to the 2%? What’s against the idea of going 2% below. Does anyone look at that to be lower than the 2%? Ms. McCooley stated that you’ll see with the scenarios being presented, that it would have a significant impact to the education of the students of our district. Once the scenarios are presented you’re going to get the big picture of the detailed budget. You’ll see what it would be to cut 2%, stay at zero or raise 2%. Mr. Elliott thinks the school needs to be run like a company and the budget would be lowered and still maintain the level of service you are expected to provide.

XX. BOARD FORUM

Mr. Daleo thanked everyone involved in the Veterans Day event. Ms. Frasca stated she attended the NJ School Boards training for three days and went to a lot of informative workshops. Ms. Frasca congratulated the Relay for Life committee. She also said the Veterans presentation was very moving and exciting and looking forward to the future of that event. Mr. Maleski wished everyone a Happy Thanksgiving. Mrs. Palan said she also attended the NJ School Boards workshop and she thought it was informative on how to save money in regards to energy savings. She also stated that in reflection of the Veterans Day Event she heard from the public that they enjoyed the event and that the Veterans thought it was wonderful that they are still remembered. Ms. Frasca spoke again giving a thank you to the bullying specialist for a great job. She also wanted to put on record that the board members are volunteers. The board members put in a lot of hours and are dedicated to the students to give them the best education that we can. Mr. Daleo stated that he’s been on the board since 2010 and that was a bad year for the economy. That year we let off about 28 employees. Every year he has been on this board we have made cuts to staff. The board is doing their due diligence and will continue trying to save money. Mr. Maleski stated last year we chose to not utilize the full amount of bank cap. We could have taken more but chose to make the cuts instead out of concern for the taxpayers. We did make cuts last year but we could have taken more money. The board has to honor their responsibility to taxpayers as well as our students.
