In early September, I had the privilege to attend the NAHB Fall Board of Directors Meetings in Phoenix, AZ. Although I attended many meetings on various topics, a quote used at the Presidents Council meeting really stuck with me.
There’s a difference between interest and commitment. When you’re interested in doing something, you do it only when it’s convenient. When you’re committed to something, you accept no excuses; only results.”

Have you thought about what you are committed too?
Lancaster County has seen recent elected officials win by extremely narrow margins. Your voice and vote matter, but can only be heard if you participate in the process. Please mark your calendars to make a difference during the General Election on Tuesday, November 4th! HOMEPAC has interviewed candidates and will be sharing a list of candidates most favorable to the housing industry in the weeks ahead. Any member of HBAL is welcome to participate in HOMEPAC.
The annual Fall Parade of Homes will be October 5-12th and will feature 45 homes. The flipbook is available at HBAL.org. Link the page of your home, a home you worked on or supplied materials for to your social media pages and websites. It’s fun to share information on the finished project with those who may not get to see your craftsmanship and trade on a daily basis.
Finally, thank you to everyone who attended the September “Big Red Night.” We appreciated UNL Director of Athletics, Shawn Eichorst, for attending and speaking to our members.

Annual Coat DriveIt’s time again for HBAL’s Annual Coat Drive. Bring your coats, mittens, hats, other warm clothing or blankets to the HBAL office or the November General
Membership Meeting. HBAL will take all donations to the People’s City Mission in November. Our members have been so generous the last few years, we hope
to once again provide warm clothing for many of Lincoln’s needy citizens.
Toy DonationsAlthough we have discontinued the Dolls vs.
Wheels toy drive, HBAL will be happy to accept your donation. Any toys dropped off at the HBAL office will be distributed to local charitable organizations in time for Christmas. Please contact the HBAL office at 402-423-4225 for

The proceeds from this event will go to the Lincoln Home Builders Care Foundation. Its mission is to support the educational and
charitable activities of the Home Builders Association of Lincoln.
The Foundation strives to support the community by contributing to community service projects focused on housing, as well as providing scholarships for students
pursuing a career related to the building industry, and providing funding for other industry related educational and research programs. Gifts are tax

Award Nominations
Associate of the Year AwardSend in your nomination by November 3
PurposeThe purpose of the “Associate of the Year” program is to recognize an outstanding Associate member of the association who has conducted themselves in an exemplary manner so as to bring credit to the building industry, community and HBAL.
EligibilityEach nominee shall be an active Associate member of HBAL and must have been a member for a minimum of three years on January 1, 2014.
DeadlineSubmit your nomination by filling out the form and returning it to HBAL before November 3. If you need additional space, please attach a separate sheet of paper to the nominating form. From the nominations received, the winner of the award will be chosen by the selection committee.
Selection CommitteeThe committee will have a minimum of five members. The committee shall consist of the President, President Elect, First Vice President, Immediate Past President and the 2013 “Associate of the Year” winners Ken Jones and Tyson Vogt.
Basis of SelectionThe basis for selection shall include the following criteria:
1. Business conduct and experience (25 percent)2. HBAL activities/involvement (50 percent)3. Civic and volunteer activity (25 percent)
PresentationThe 2014 “Associate of the Year” will receive a personal award at the installation meeting in January 2015. The presentation will be made by the outgoing President, Mike Kinning, or the previous “Associate of the Year” winner. The recipient’s name will be added to a permanent trophy on display at the HBAL office.
One Nomination NeededA single nomination assures the nominee’s consideration by the selection committee. Each nominee will be considered on the basis of the criteria, not on the number of nominations. Call Mike Benker at 402-423-4225 if you have any questions.

In September, the federal Occupational Safety and and Health Administration announced a final rule that requires employers to notify the agency—within 24 hours—whenever an employee has an occupational-related in-patient hospital stay, amputation, or loss of an eye.
The rule goes into effect Jan. 1, 2015, and applies to all employers—even those with fewer than 10 employees. Previously, OHSA’s regulations required an employer to report only work-related fatalities, and in-patient hospitalizations of three or more employees. Reporting single hospitalizations, amputations or loss of an eye was not required under the previous rule.
To make these requirements a little less burdensome, OSHA is developing a website for employers to report incidents electronically, in addition to the phone reporting options.

Trend Alert: Wet Rooms are Today’s Choice for Beautiful, Usable Bathrooms
TREND ALERT
Inviting, accommodating and a feast for the eyes—wet rooms are showing up in more and more homes and wowing visitors at new-home showcases.
Wet rooms—essentially open-concept or barrier-free bathrooms—are tiled continuously from floor to ceiling and across the floor surface, giving a sleek, unified appearance.
The shower is open to the room or enclosed in clear glass, and has no raised threshold to step over. Sinks, countertops and vanities mounted to the walls hover above the unbroken plane of the floor.
The wet room’s uninterrupted sight lines give a feeling of space to even a relatively small room. The continuous floor surface makes for easy cleanup and allows people in wheelchairs or with restricted mobility to move freely.
Here are a few things to consider when designing your wet room:
Express YourselfThe open spaces and abundance of tile that define a wet room invite you to splash on your own creative look.
Whether you choose soothing earth tones and textures, cool minimalist grays, whites and blacks, or whimsical colors and patterns, the wet room creates an eye-catching display.
Curbless ShowerBecause the entire room is waterproof, your curbless shower also can be completely open to the room, with no enclosure at all. Just be sure there’s enough space to place the toilet and sink where they won’t get splashed by spray from the shower.
Glass enclosures with seamless glass doors are another popular option. They’ll contain water on all sides without impeding the view.
Or sometimes simply a slab partition between the shower and the toilet will do the trick, leaving the front of the shower open to the rest of the room. The slab may be a foot or two short of the ceiling and face the doorway to minimize its effect on the visual flow.
Threshold drains—or grates that are flush with the tile floor—may define the edge of the shower area without interrupting the floor’s flow. Some drains even glow from within, using interior colored or white LED lighting for an extra flair and to help orient a person under the shower’s spray.
Another popular option is adding a place to sit in the shower. A built-in slate ledge, matching or contrasting with the wall tile, a wall-mounted drop-down bench in bamboo or a free-standing teak stool is a handy feature for anyone and contributes to the overall design.
FixturesFloating vanities, attached to the wall without legs, and floating countertops look great with today’s vessel sinks and minimalist faucets.
In addition to their sleek look, these features also provide sink access for anyone in a wheel chair. Drawers or shelves attached underneath or on each side of the sink provide storage.
Professional InstallationTo be sure your wet room keeps the water where it’s supposed to be, it’s important that everything be installed just right, and that might require a professional.
Floor grading is key—constructed to slope gently and almost imperceptibly, but effectively, toward drains. Tile must be properly installed and sealed to prevent leaks.

The federal debt routinely captures headlines and continually grows but is there a crisis? Should congress fix the debt immediately, or have we made enough progress? Turns out, in the short-run we are fine, but there is heavy lifting that must yet be done if we are to get to a sustainable path.
While the debt is huge, it’s the ratio of debt to GDP that matters. Ignoring debt held by government agencies (such as the $5 trillion in IOUs held by the Social Securitv Administration), and focusing on debt held by households, firms and foreigners and upon which the treasury pays interest, the total amount of money the government has borrowed equals, $12.6 trillion, close to 75% of GDP.
To give some perspective, before the Great Recession the debt was 35% of GDP and it was projected to gradually rise to 50% of GDP by 2018 as more Baby Boomers became eligible for Social Security and Medicare and as healthcare cost rose. Then came the Great Recession which resulted in more borrowing as tax receipts fell and more had to be spent on countercyclical social programs including unemployment benefits and food stamps. As a result, debt rapidly rose to 50% of GDP and was projected to rise to 70% within a decade. Then to fight the Great Recession, President Obama persuaded Congress to pass the American Recovery and Reinvestment Act (aka “The Stimulus”) an $800 billion package of tax cuts and spending increases. That along with the weak recovery pushed the debt to 70% of GDP by 2011 and it was projected to rise toward 100% of GDP by 2021 as the economy returned to health and interest rates rose towards normal levels.
At that point things looked grim. Then came some big changes that dramatically improved things. Congress raised taxes on upper income families, cut discretionary spending, and the rate of
increase in government spending on healthcare, particularly on Medicare, unexpectedly slowed by 2.25%/year. That improved the projected trajectory of the debt. Now, it is forecast to climb from 75% of GDP today to 80% of GDP by 2024 and it’s projected to climb higher after that. While the debt is high by historical standards, at least it’s getting worse more slowly, at least in the short-run.
The good news, outside of Social Security and Medicare, projected revenues and spending are balanced. The key to balancing the budget is closing the gap between promised future Medicare and Social Security benefits that are actuarially higher than future taxes earmarked for those programs. This can be done by cutting benefits, raising taxes or ideally some of both. Moreover, the earlier these changes are made, the less painful they will be. A second way to fix the budget; pass pro-growth legislation. This would include reducing tariff and non-tariff barriers via trade reform, reducing marginal corporate and personal income tax rates via tax reform, and enabling illegal immigrants to fully participate in the economy via immigration reform. Collectively these policies would raise annual GDP growth by $80 billion, or 0.5%, which when compounded over time is a huge amount.
Our budget problems now lie largely in the future. That, however, must not distract us from grappling with them soon as time passes all too fast. Moreover, assuring markets that we are solving future budget problems should help promote the current economic recovery.

Essential Fall Maintenance Checklist
for Your HomeWith fall quickly upon us, now is the time to focus on a few simple home maintenance projects to prepare for the changing weather ahead. The good news is that many of these are low- or no-cost DIY projects that can also help you save money on your energy bills. Most importantly, they help protect your home investment.
Here are a few projects to check off your to-do list in the next couple of months:
Mind the GapsHeated air can escape from gaps that develop where building materials meet. Inspect areas where building materials may have pulled apart and caulk or seal any gaps that have formed. Check places where exterior siding meets windows and doors, around roof and foundation lines, around chimneys and where pipes protrude through walls or roofs.
Insulate Escape RoutesHeat rises, which mean heat from your home also can escape through any vulnerable areas of the roof. The most efficient way to stop that heat loss is by installing ceiling and roof insulation with an R-value of approximately R-38 to R-50. The R-value refers to the ability of any material to resist the passage of heat. For example, a fiberglass bat or blanket 9 ½ to 10 inches thick has an R-value of approximately 30. You can raise that number to 38 simply by adding two or three more inches of fiberglass.
Weather Strip Your WindowsEnsure that your storm windows and doors are effectively keeping warm air in and cold air out. Look for any cracks around glass, sashes and window frames. Apply adhesive foam weather strips to the top and bottom window rails or nail felt weatherstripping where window sashes and frames make contact. If you live in a home built in the last 15 years or so, you likely have double or triple-paned windows and low-emissivity (Low-E) glass. Both these products increase your energy efficiency and can lower your energy bills.
Give Your Gutters Some LoveGutters and downspouts are easy traps for leaves and pine needles, and squirrels often use them to store food. Be sure to clean gutters thoroughly, and pay special attention to elbows and bends in the downspouts. Keep hangers fastened securely and plug any holes and cracks. Touch up any sections showing signs of rust with rustproof paint.
Inspect Your Heating UnitConsider replacing an older or inefficient heating unit with a gas or oil furnace or a heat pump with a high efficiency rating. If your system already is efficient, be sure to inspect and clean it regularly. Be sure that filters are clean and that you change them monthly. A timer model thermostat that can turn the heat down while you sleep or when no one is at home also can help you save money.
Performing routine home maintenance is essential and well worth the time and effort to keep energy bills low, protect your investment, keep your family safe and prolong the life of your home.

Eye on the Economy: Builders Look ForwardHousing starts fell in August, according to the most recent government data, but the NAHB/Wells Fargo Housing Market Index (HMI) rose to a post-recession high. The market data suggest future increases in single-family building as the sector expands to higher levels of activity more consistent with long-run rates of household formation and population growth.
For August, the Census Bureau and HUD reported that the seasonally adjusted annual pace of housing starts was 956,000, 14.4% below the July pace of 1.117 million starts. It is important to note that much of the decline was concentrated in the volatile multifamily sector.
Multifamily starts came in at an annual pace of 313,000, down significantly (32%) from the elevated rate of 458,000 in July. Multifamily starts have ranged between below 300,000 and over 400,000 for the last 18 months. Despite the volatility, the trend in multifamily starts has been solidly upward, averaging a 352,000 pace thus far in 2014.
The pace of single-family starts for the month was effectively flat, falling 2.4%. NAHB expects single-family starts to strengthen through the end of this year and next. Indeed, the HMI, a monthly measure of single-family builder market sentiment, increased four points to 59 in September, the highest reading of the post-recession period. Builder confidence was up in all four regions and has regained the losses suffered at the end of 2013 and the start of 2014.
Completions of single-family and multifamily projects boosted the Census measure of private residential construction spending to an annual pace of $358 billion in July. On a three-month moving average basis, from July 2013 single-family construction spending is up 9.9% and multifamily has increased 38.4%. Home improvement spending continues to show some weakness, down 2.2% year over year, due to earlier weakness in the volume of existing home sales.
Beyond strengthening builder confidence, conditions continue to favor home buying going forward. Surging rental demand has increased rents, with CPI data and NAHB calculations indicating that inflation-adjusted real rents have risen, on average, 1.4% over the last 12 months.
Rising consumer confidence is also apparent in recent data revealing expanding consumer credit and purchases of durable goods such as furniture and other home furnishings. And mortgage interest rates remain low by historic standards. Monetary policy has kept rates low, although recent Fed communications suggest that the federal funds rate is expected to increase in 2015.
Recent labor market conditions presented mixed news for housing. The Bureau of Labor Statistics (BLS) August report noted employment growth of only 142,000, well below analyst expectations. The unemployment rate ticked down to 6.1%, but that decline was driven by fewer people in the labor force rather than more positive conditions for hiring.
For construction, the BLS JOLTS data found that the current count of unfilled construction jobs is among the highest since 2008, with the number of open construction sector jobs for June being revised up from 127,000 (on a seasonally adjusted basis) to 152,000. The June count of unfilled construction jobs was the second highest since May 2008. The July estimate posted a small monthly decline to 140,000. The data point to ongoing challenges in hiring for many builders.
In more positive news, building material prices continue to ease. Inflation in prices received by producers (prior to sales to consumers) was flat in August from July. Softwood lumber prices rose 2.4% in August but are down modestly from an earlier March peak. OSB prices declined 4.9% for the month, continuing a slide that began in 2013. Gypsum prices declined 0.9% in August and are down from a recent February peak.
In analysis news, NAHB economists recently examined Census data to explore the characteristics of typical new subdivisions, in terms of median size, number of housing units, density and other factors. In a separate analysis, research explored the most common exteriors for new homes, with vinyl products leading the market. Finally, NAHB discussed the causes and consequences of the Great Delay – the declining rates of household formation for younger Americans.
