1 Introduction

Mayer Brown Ltd has been appointed by Lidl UK to prepare this Travel Plan in respect

of a replacement food store on Evesham Road in Bishops Cleeve, Gloucestershire GL52

8NF. Lidl has an existing store on the site but plans to replace this with a larger store in

line with their latest corporate specification.

The site is bounded to the north by Evesham Road and to the east by Gloucestershire

Road with undeveloped land backing onto residential properties to the south and west.

The development proposals seek permission to provide a replacement Lidl foodstore

with a Gross Internal Area (GIA) of 2,573sqm, with vehicular access taken directly from

Evesham Road as per the existing arrangement.

This Travel Plan has been developed as a long-term strategy with the aim of promoting

and facilitating trips to/from a site using the most sustainable modes of travel available,

minimising the impact proposals will have upon the local highway network through a

reduction in single occupancy private car travel.

The primary objective of the Travel Plan is to reduce unnecessary vehicular trips

undertaken by staff and customers through the promotion and facilitation of suitable

alternative modes of travel when accessing the site.

A review of the site in terms of location, development proposals and accessibility has

been undertaken in order to highlight any potential barriers to facilitate use of sustainable

travel modes in the local area.

A range of physical and managerial measures have been outlined within the Travel Plan

which aim to work towards this objective and meet outlined targets.

The Travel Plan and its obligations will become effective upon occupation of the

replacement store for a period of up to 5 years, although it is envisaged the legacy of the

Travel Plan to reduce unnecessary vehicular trips and promote/facilitate more

sustainable modes of travel where possible will continue past this period.

2 Objectives & Motivations

Governmental guidance has highlighted the requirement for a reduction in car usage,

particularly single occupancy journeys and an increase in use of public transport,

walking, cycling and car sharing.

Preparation of the Travel Plan has taken into account, although is not limited to the

following Department for Transport guidance documents:

• Creating Growth, Cutting Carbon: Making Sustainable Local Transport Happen

(2011);

• Good Practice Guidelines: Delivering Travel Plans through the Planning Process

(2009); and

• The Essential Guide to Travel Planning (2008).

Objectives

The objective of the Travel Plan is to implement a long term change in travel patterns.

Although the Travel Plan is aimed at both customers and staff, it is considered that staff

travel provides more scope for change, in particular due to:

• Staff undertake a higher frequency of trips to the site compared to customers;

• The level of control/influence that employers have over the behaviour of staff; and

• A car journey is generally preferred by customers undertaking bulk shopping trips.

The primary objective of the Travel Plan is to encourage utilisation of sustainable modes

of travel when accessing the site and in turn reducing unnecessary vehicular trips,

primarily single occupancy private car travel where suitable alternative modes of travel

are available.

It is envisaged that this objective will be achieved through:

i) Making staff and customers aware of the potential benefits/advantages of travel by

sustainable modes of travel; and

ii) Introducing a package of physical and managerial measures to encourage/facilitate

travel by sustainable modes of travel to the site.

Motivations

The proposed development of a replacement foodstore provides an opportune time in

which to develop a Travel Plan, in particular due to any new staff accessing the site with

no favoured travel choice and providing a “new start” for existing staff members.

Measures and initiatives implemented as part of the Plan not only benefit store

customers and staff directly but also the local community and employers.

Promotion of sustainable modes of travel provides benefits for staff, including possible

health, fitness and monetary benefits in addition to improved accessibility assisting staff

recruitment, flexibility and retention.

In addition utilisation of sustainable modes also benefits the customers, employers and

the local community through freeing up spare capacity within the car park, improving

environmental credentials for the store in addition to a healthier/more productive

workforce, reducing traffic levels and associated impact this may have within the site and

upon the local highway network.

3 Site Description

The site is situated in on the edge of Bishops Cleeve village centre within Tewkesbury

Borough Council’s area of control with Gloucestershire County Council acting as the local

highway authority.

The site is bounded to the north by Evesham Road and to the east by Gloucestershire

Road with undeveloped land backing onto properties to the south and west.

The immediate area surrounding the application site is predominantly characterised by

residential uses in addition to a range of local shops and amenities, which includes a

large Tesco supermarket with associated parking located around 100m to the

south/southeast of the application site.

Development Plans

The development proposals seek to demolish the existing Lidl store and incorporate

adjacent land to the north to provide a 2,573sqm GIA Lidl foodstore, alongside

associated parking for 117 cars and landscaping.

The proposed foodstore will safeguard the existing employees, who occupy a

combination of both part and full-time positions.

In addition development proposals include:

• Parking provision for up to 10 cycles onsite for use by customers and staff and

located in a well monitored area;

• Pedestrian access will be provided from footways on Evesham Road and

Cheltenham Road, with pedestrian crossing and walkway facilities linking these

access points to the foodstore entrance; and

• Within the store staff welfare facilities will be provided on the first floor, which includes

changing areas, WCs and lockers for the storage of wet clothes.

The proposed site layout, illustrating the vehicular access, internal highway and car

parking layout, is provided in Appendix A.

4 Site Accessibility

Whilst it is recognised that a car will often be necessary for bulk food shopping trips, it is

important that the store is accessible by non-car modes of transport for those without the

use of a car and customers undertaking smaller shopping trips, as well as staff regularly

travelling to and from work. Therefore an assessment of how the site can be accessed

via non-car modes of travel has been undertaken.

Walking & Cycling

Walking is the most important mode of travel at a local level as it offers the greatest

potential to replace short car trips, particularly under 2km. Bishops Cleeve residential

areas are located within this distance of the site, providing a 25 minute walk assuming a

comfortable walking pace of 80m per minute.

Appropriate width footways are provided along highways in the vicinity of the site

alongside regularly spaced street lighting. A crossing point with dropped kerbs, tactile

paving and central refuge is provided on Evesham Road approximately 80m to the west

of the site access, providing access toward residential areas to the north.

To the southeast of the site, a zebra crossing facility near the southern terminus of

Cheltenham Road and uncontrolled crossing points, with dropped kerbs, tactile paving

and central refuge provide convenient pedestrian access to/from the village centre and

residential areas beyond.

The existing Lidl foodstore benefits from pedestrian access onto Evesham Road and

Cheltenham Road in addition to dropped kerbs/tactile paving being provided for

pedestrians crossing the vehicular site access on Evesham Road.

All of Bishops Cleeve and surrounding villages such as Gotherington, Southam and

Cleeve Hill as well as the northern edge of Cheltenham are within 5km of the site,

considered a reasonable cycling distance for most cyclists.

Cycling in the immediate vicinity of the site is accommodated on carriageway, however

quieter residential roads and tracks allow cyclists to travel around the local area whilst

avoiding the main vehicular routes.

Public Transport

A number of bus stops are located within a 400m walk of the site, including stops located

on Evesham Road, Station Road and Church Road with pedestrian facilities provided as

appropriate to facilitate pedestrian access between the Lidl store and these stops.

A summary of bus services operating to/from stops in the vicinity of the site are outlined

in Table 4.1.

In particular Stagecoach West service D/E provides a high frequency service, providing

access to various residential areas throughout Bishops Cleeve and Cheltenham.

General operation times for bus services operating to stops in the vicinity of the site

provide members of staff and customers convenient access to the Lidl foodstore via

public transport.

The nearest commercial railway station to the site is Cheltenham Spa, located

approximately 8km drive from the site. Bus service D/E, which stops in the vicinity of the

Lidl site, provides direct access towards Cheltenham Spa railway station.

5 Travel Plan Management

A Travel Plan Co-ordinator (TPC) will be appointed by Lidl UK to manage and implement

the Travel Plan. The TPC will be in role prior to occupation of the replacement store, to

ensure that measures/initiatives are in place. Currently it is expected that this role will be

fulfilled by a nominated member of staff.

The role of the TPC will include:

• Overall responsibility for the Travel Plan;

• Taking a lead role in the development, implementation and review of the Travel Plan,

with assistance/support from store management and head office as required;

• Promotion and marketing of the Travel Plan to both staff members and customers;

• Assisting and providing support to staff in relation to personal journey planning as

and when required;

• Monitoring onsite facilitates and infrastructure to ensure it is fit for purpose and

investigate possible improvements/additional provision if required;

• Acting as a point of contact for the Travel Plan and addressing staff and customer

questions/queries regarding travel to and from the store and within the site; and

• Mediating with the Local Authority and public transport operators.

Resources

Suitable resources will be provided by Lidl for the implementation of the Travel Plan and

its associated measures and initiatives.

6 Travel Plan Measures

A range of physical, managerial and awareness measures have been outlined which will

be implemented in order to promote and facilitate use of sustainable modes of travel

when accessing the store. This list is non-exhaustive with the TPC free to investigate

other potential measures/initiatives.

Staff Travel Pack

All employees will be provided with a Travel Pack. The Travel Pack will highlight the

existence of the Travel Plan, in addition to providing all the information an individual will

need in order to make an informed choice on the mode of travel to be used for any local

journeys.

The Travel Pack will include:

• A summary of the Travel Plan objectives and targets;

• Details of walking and cycling facilities and routes in the local area;

• Local public transport information, including routes maps and timetable information;

• Details of the benefits of car sharing and appropriate websites; and

• Details for the nominated store TPC.

Travel Pack information will be checked and updated annually by the TPC. Spare copies

of the Travel Pack will be kept by the TPC, if required by staff.

Staff and Working Hours

It is likely that staff members will generally live within the local area where sustainable

modes are a viable alternative for travel to work, providing benefits for both staff and the

store. Staff located nearby provide a more flexible workforce in order to meet operational

demands, for example covering sickness, short notice shift changes, overtime etc.

Varying shift patterns are necessary for functionality and operational flexibility but the

store management will endeavour to accommodate colleague requests for minor

amendments to their working hours to facilitate use of sustainable modes of transport

wherever possible.

Travel Noticeboard

Customer and staff travel information will be provided on noticeboards in

appropriate/prominent location(s) within the building, which will be regularly updated to

display information about travel options and events, including:

• Promotional material in relation to health, financial and environmental benefits of

utilisation of sustainable travel;

• National and regional sustainable travel campaigns/events such as Walk to Work

week, National Bike Week, and National Car Free Day. The TPC will investigate the

possibility of providing rewards to participating staff members;

• Appropriate information/leaflets showing local walking/cycling routes and public

transport timetable information;

• Details of useful travel/journey planning websites such as Gloucestershire County

Council’s Think Travel site (www.thinktravel.info); and

• A list of local taxi companies’ contact details, which provides an alternative means of

transport for trips when other modes of transport may not be available and walking

or cycling may not be preferable.

Contact details for the TPC will be on display in order that staff can contact them with

any issues/concerns or suggestions on additional content which they believe would be

beneficial to the travel noticeboard.

Walking & Cycling

In addition to providing details in relation to walking and cycling routes in the vicinity of

the site as part of the staff travel pack and travel noticeboards the following measures

will be implemented in order to encourage travel to and from the store by foot and bicycle.

Staff Welfare Facilities

Staff welfare facilities will include male and female staff changing facilities and lockers in

order to allow storage for wet weather gear and cycling clothing / equipment.

Cycle Parking

A total of 10 cycle parking spaces will be provided to the rear of the trolley bay in a well

monitored location for use by staff and customers. In addition if required there is also

sufficient space within the store’s secure warehouse area for all staff to securely park

their bicycles.

Cycle Training

Details of local adult cycle training courses, specifically aimed at adults who have never

cycled before or those who would prefer a bit more confidence before cycling to work,

will be displayed on the travel noticeboards, including where additional

details/information can be obtained from.

Within Gloucester adult cycle training is available via a number of local cycling trainers,

with details about how to book a training course and costs provided on the

Gloucestershire Road Safety website.

Local Authority Liaisons

The TPC will liaise with the local authority as appropriate to pass on comments /

concerns received from staff and customers in relation to local walking/cycling routes.

Public Transport

In addition to providing local public transport route and timetable information as part of

the staff travel pack and travel noticeboards the following measures will be implemented

in order to encourage travel to and from the store by public transport.

Journey Planning

Details of useful public transport journey planning websites and mobile applications will

be put on display to allow staff and customers to easily plan their journeys to and from

site. A selection of suggested websites and mobile applications are detailed below:

Websites

• www.thinktravel.info – providing public transport timetables and map/routes

interactive bus maps in addition to information on walking, cycling, car sharing and

additional journey planning resources.

Mobile Resources

• @ThinktravelGlos – Twitter account keeping you updated on live road and public

transport information for Gloucestershire.

• @GlosRoadSafety – Twitter account for the Gloucestershire Road Safety

Partnership, including updates on ways to save money and reduce pollution whilst

travelling

Discounted Ticketing

Information and details on available local ticketing offers, such as weekly, monthly and

annual ticket options which offers cheaper travel for longer term tickets will be put on

display.

Public Transport Operator Liaisons

The TPC will liaise with local public transport providers as appropriate to pass on

comments/observations/concerns received from staff and customers in relation to local

public transport routes.

Car Sharing

Car sharing represents a good option for staff living in areas with limited access to public

transport or essential car users who want to save money. The TPC will provide

promotional material to employees to raise awareness of the cost benefits of car sharing,

in addition to where to find additional information and frequently asked questions relating

to car sharing.

Public Car Share Scheme

Staff will be encouraged to sign up to a local car share scheme, allowing staff to simply

and securely find car share partners for regular trips to/from the site in addition to

occasional leisure journeys outside work.

Staff will be provided with details for the car share Gloucestershire website

(www.carsharegloucestershire.com) which provides information in relation to car

sharing, savings calculator and help with finding a car share partner.

Fleet Management

Lidl will keep under review their company fleet management policies and procedures in

order to ensure that, consistent with operational requirements, they target low CO2

emissions e.g. through avoiding unnecessary delivery movements, route optimisation

and use of efficient/ environmentally friendly vehicles.

Employee Travel / Visitors

Employees travelling to/from the site who have access to company cars will be

encouraged to utilise other modes of travel such as public transport and car sharing to

attend meetings where practical.

Similarly, visitors to the store (i.e. non customers) will be made aware of the Travel Plan

and its objectives in encouraging sustainable travel. Where possible, visitors will be

provided with information on sustainable transport modes in order to encourage travel to

and from the store by modes of transport other than the private car.

7 Travel Plan Targets

As previously detailed the primary objective of the Travel Plan is to encourage utilisation

of sustainable modes of travel when accessing the site and in turn reducing unnecessary

vehicular trips, primarily single occupancy private car travel where suitable alternative

modes of travel are available.

In order to assess success in achieving this objective, appropriate Travel Plan targets

will be set, primarily focusing on staff travel as this can be more easily quantified and

provides the greatest scope for a reduction in single occupancy private car travel.

Aim Targets

The Travel Plan aims to reduce the dependence upon single occupancy private car travel

when accessing the site and hence the Travel Plan targets should aspire for:

• A decrease in the percentage of staff travelling by single occupancy private car to

and from the store; and

• An increase in the percentage of staff utilising active modes (walking/cycling), public

transport and car sharing to access the store.

In order to identify a modal split for staff travel an initial (Year 1) travel survey will be

undertaken within 3 months of the occupation of the replacement store, with a sample

survey included in Appendix B of this report.

Table 7.1 outlines interim short, medium and long term staff modal shift targets, utilising

2011 Census Travel to Work data for the workplace population in the Tewkesbury 005

Super Output Area Middle Layer, in which the existing and replacement store is located.

Targets set out within Table 7.1 are considered ‘SMART’ (Specific, Measurable,

Achievable, Realistic, Time-bound) and are in line with the objectives of this Travel Plan,

looking to achieve a reduction in single occupancy car travel over the period covered by

the Travel Plan through an increase in car sharing, active modes (walking and cycling)

and public transport usage.

Targets detailed in Table 7.1 will be reviewed and updated accordingly following

undertaking of the initial (Year 1) staff travel survey.

alongside implementation targets dates for completion.

8 Monitoring & Review

Monitoring and review of the Travel Plan will be undertaken by the TPC.

Monitoring

Monitoring of the Travel Plan includes the collection of ‘hard’ analytical data and ‘soft’

data in the form of general feedback and correspondence.

Staff Travel Survey

Updated staff travel surveys will be undertaken on or around the 3rd and 5th year

anniversary of the initial (Year 1) staff travel survey, to provide travel data for comparison

with data derived at the introduction of the Plan, free of seasonal bias.

If requested by the local authority the staff travel survey results will be distributed

following completion and analysis in order to refine and agree measures/initiatives for

the Travel Plan moving forward and ensure targets remain SMART (Specific,

Measurable, Achievable, Realistic and Time-bound).

Travel survey results will be made available in store via the Travel noticeboard.

Ongoing Monitoring

The TPC will undertake ongoing monitoring, recording/addressing any pertinent

information to be considered as part of the development of the Travel Plan. Ongoing

monitoring would include, but is not limited to:

• Customers and staff feedback relating to any concerns or comments regarding travel

to/ from the store and within the site;

• Ensuring internal pathways are kept clean and clear for pedestrian use;

• Condition and use of staff locker and changing facilities;

• Counts of cycles parking onsite, including formal and informal locations; and

• The take-up of any staff on any discounts/schemes promoted by the TPC, e.g.

awareness events, cycle training, car share schemes and ticketing discounts.

Review

The Travel Plan is not a fixed document and the strategy and measures herein are

expected to require reviewing over the period of the Plan to react and be suitable to

accommodate changes in circumstances which are beyond the occupants’ control,

although the objectives of the Plan will not change.

If the TPC believes that there is a justifiable reason to undertake a review of the Travel

Plan and its associated objectives, targets or measures the TPC will liaise with the local

authority accordingly.
