PROFESSOR AND EBERLY FAMILY PROFESSOR FOR OUTSTANDING PUBLIC SERVICE, Department of Public
Administration, Eberly College of Arts and Sciences, West Virginia University. Appointed Professor in
August 2014, appointed to distinguished professorship in 2006 and reappointed in 2011.
ASSOCIATE DEAN Eberly College of Arts and Sciences, West Virginia University (June 2011 to July 2013).
The primary role of the Associate Dean was to provide academic leadership support to the Eberly College of
Arts and Sciences. In this capacity served as Interim Chair and Interim Director of the WVU School of
Social Work (2011-2013).
ASSISTANT DEAN for the School of Applied Social Sciences, Eberly College of Arts and Sciences, West
Virginia University (August 2005 to June 2011). The Assistant Dean facilitated and coordinated efforts
among three academic departments within the School (Public Administration, Social Work, and Sociology

& Anthropology) in such areas as collaborative curriculum development, outreach and service, collaborative
research, and oversight of administrative systems.
CHAIR. Division of Public Administration (August 2004 to July 2011). Provided academic and administrative
leadership to the Division and was responsible for such duties as: budgeting, curriculum planning and
development, personnel hiring and review, program assessment review and reporting, accreditation review,
student recruitment, external relations, and strategic planning. From 2005 to 2011 served concurrently as
Assistant Dean for the School of Applied Social Sciences.

Selected Public Service Activities
Advisory Board Member. North American Nanohertz Observatory for Gravitational Wave (NANOGrav)
Collaboration. The board is made up of astronomers and physicists from across the nation representing
various universities. I am the sole social scientist on the board, and my role has been to provide advice on
project management and collaboration. Major National Science Foundation grants (Partnerships in
International Research and Education and the Physics Frontier Center) have helped to support the
NANOGrav collaboration. Appointed 2010.
Member, Board of Directors. West Virginians for Affordable Health Care. This non-profit organization
encourages research, outreach and education for affordable and accessible healthcare in West Virginia
Appointed 2015.

Member, Board of Directors, Community Housing Action Partnership (Morgantown, WV). This non-profit
organization explores issues relating to attainable and affordable housing in the greater Morgantown area.
CHAP sponsors educational events and conferences and conducts research on housing related issues.

Member ACCESSWV BOARD OF DIRECTORS, AccessWV is a state-operated health insurance program for
individuals who fall into “high risk” underwriting categories who cannot otherwise be insured in the private
insurance market. West Virginia is one of approximately 35 states with such a program. Appointed to the
board of directors by Governor Joseph Manchin in September 2005. Reappointed by Governor Earl Ray
Tomblin in 2010. In March 2014, ACCESSWV ceased operations with the implementation of the
Affordable Care Act.
Member, West Virginia Affordable Insurance Group. This working group, organized at the behest of Governor
Joe Manchin III was charged with investigating health insurance and primary care service options in West
Virginia (2005 – 2006).
Member, West Virginia Planning Grant Health Advisory Committee. This group, organized under the auspices
of the West Virginia University Health Policy Institute and funded by a federal HERSA grant, was charged
with examining and developing options to provide health coverage to uninsured West Virginians. (2003 -
2005).
Member, West Virginia Legislature Student Internship Committee. This committee, comprised of legislators,
faculty from West Virginia’s universities, and past interns, selects legislative interns for the Walter Rollins
Scholars Program and the Robert Burk, Jr. Student Intern Program and other programs. Appointed 1998,
service continues.
Member, Steering Committee. West Virginia State Strengthening - Children, Youth, and Families at Risk
Program. West Virginia University Extension Service. This committee assists in project planning and
development for a major program initiative in the Extension service which is being funded by a federal grant
from the U.S. Department of Agriculture Appointed 1999, service continues.
Member, West Virginia Governor’s Cabinet on Children and Families Research and Evaluation Team. This
team assisted cabinet staff in the implementation of an indicators framework to be used in assessing the
well-being of children and families in the state. (1998-2000)
Team Member, West Virginia Governor’s Cabinet on Children and Families’ Indicator Selection Task Team.
Team member for a special task force that has been established to develop objectives and benchmarks to
gauge the economic, social, and health well-being of families and children in West Virginia (1998).
Steering Committee Member, Community Design Team. The Community Design Team is a well-known
technical assistance program established at West Virginia University in 1997. Community Design Teams
visit small communities to assist in planning and development efforts. Teams are made up of faculty and
professionals from the social sciences, forestry, health promotion, landscape architecture, architecture, civil
engineering, and historic preservation that work with citizens and officials in small communities (1997-
2012)
Volunteer, West Virginia University Extension First Impressions Program. This program, aimed to assist small
rural communities through assessment visits by volunteers, often serves as a precursor to the Community
Design Team. Volunteers visit small communities, register their impressions in brief reports that are
aggregated and submitted to the community. First Impressions volunteer for Phillipi (January 2009),

Glenville (December 2008), Belington (October 2006), Clay (March 2005), Marlinton (September 2003),
Franklin (November 2003), and Fairmont (October 2002).
