Follow Up/Update From Last Meeting

Coalition Assessment Tool (CAT) Feedback This was reviewed at our last meeting, giving coalition members the opportunity to provide feedback
for any changes. Once that was completed, the information was uploaded and submitted. Moving forward we need to do a bi-annual/quarterly communications test. We need to come up with a
plan on how to do that. (may consider incorporating radio communications, website, TNHAN, HRTS, Ham, alternating for each test).
Evacuation Full Scale Exercise
We were able to identify beds and transport for all patients during the 90 minute timeframe, but were not able to exercise receiving facility play.
Evacuating Facilities-: Turkey Creek Medical Center: This exercise requires a lot of organization and resource
planning. Big piece is communication…once patients are identified and told where they are going, how do you communicate what that patient needs in a timely manner to the receiving hospital? TCMC will be looking at roll of transfer call center, (helps that they are part of a larger system). They are going to follow up with a tabletop drill with their call center to see if they can quickly place 40-50 patients. Leadership team was very involved, more so than most exercises and learned a lot from it.
Parkwest Medical Center- Agrees with the challenges/lessons learned at Turkey Creek. One of their biggest challenges was patient transport. In the future, call centers have to work with emergency managers to identify specific needs of those being transferred for proper placement. For this exercise, all transports went directly through RMCC and RHC, call centers were not used.
Kudos to Blount Memorial for doing an exceptional job with patient tracking. They were able to quickly and automatically input their entire patient census into the state patient tracking system, which greatly expedites the patient tracking process. Their IT person is working with the state developers to make it more user friendly.
Receiving Facilities- This exercise held little play for the receiving facilities. Next year, we may consider adding play time past the official 90 minute window to allow the receiving facilities to play further and the evacuating facilities to have to ensure official handoffs occur to receiving hospitals.
If you’d like to volunteer to evacuate next year, let Charity or Wanda know. We’ve already had several facilities volunteer.

This exercise utilized the Mobile Operations Center (MOC). EMS, RMCC, RHCs worked together.
Traditionally, these three groups are not in the same room, but it went well for this exercise. Counties were divided for each facility in order to quickly facility transport.
EMS: Great cooperation from the region, other non-traditional transport services and outside our region. We need to work on triage to ensure that the language the hospitals utilize match the capabilities for EMS.
Group requested AAR be completed for the exercise. RHCs will work on one.

CMS17 MOU
Our CMS17 partners are requesting to be part of our Coalition MOU. The coalition agreed to add them to the MOU we currently use. We will send out to our CMS partners and upload the new one to our website once completed.

Stop The Bleed Update: Stop The Bleed kits have been purchased (8 packs for each public school). We are now
partnering with Jenny Holden and Homeland Security District 2, to expand the program. District 2 Homeland Security has funding to do active shooter training for public schools throughout the region. Additionally, they will be providing (2) Stop The Bleed training kits to each county EMA
Plan is to train county by county. Although the original training will be school based, the training kits will be available for future training for a more comprehensive community program. County train the trainers will be the ones doing the training locally, so we are looking for 10-15 trainers for each county. It does need be someone with some type of medical background. And, for the school training sessions, we ask that trainers be affiliated with a first responder agency, hospital, or health department. If you’re not medical, you can still participate in the training and contact Stop The Bleed after for possible certification.
Chris Bell with Hamblen County EMA informed the group that local Walmart stores may have possible funding to expand the Stop the Bleed training. Talk to EMA in your county to see if funding is available.

Conference sessions were great and presentations from the KET coalition were well-received. KET did 4 presentations total at the conference.

Emergency Management of Maine Summit- Phil McDaniel presented on the Gatlinburg Wild Fires. Lots of interest and questions. Many of the people from that area had condos in Gatlinburg. They had area hazmat teams, which Phil can provide more information on if anyone is interested. Red Cross did a good presentation on sheltering. Learned a lot about new technology with hazmat supplies. He was proud of our coalition and the work we accomplish in our region.
We’ve had low attendance at some of our trainings, so if you sign up, go. Please be responsible and show up/cancel if you are unable to attend. And, please make sure your organization’s other attendees do the same.

Coalition PIO Letter- Outside of our HPP grant responsibilities, we have PHEP (Public Health Emergency Preparedness) grant deliverables as well as combined deliverables. One of the combined deliverables is that we have to document the process we use to share medical information during public health emergencies. We have created a memo that details how we communicate, what systems in place and protocols that will be used. Basically, the KCHD PIO will coordinate central messages with facility PIOs. That does not supersede anything your individual organization has in place, it merely established a coordination network.
Regular HRTS exercises- after action from both exercises. Tim Taylor thought we should do quarterly activations. Group agreed.
TNHAN response rates. Have not been high during the last few activations. Please make sure those in your facility who are registered users are confirming receipt of their messages and that all users are current.
David Walton will be leaving July 13th. He is going to work at KUB. We are all excited for him in his professional endeavors, but he will be missed as a valued Coalition member.
Gary Smith is in the hospital. Please keep him in our thoughts and prayers as he recovers.

many contacts they can make. Also have a radio programming class. If you have a radio bring it and they can help. This is a family friendly event, so feel free to bring children & grandchildren.
Oseana Brittan- Oseana would like your feedback for facility reviews. Please go back to your EDs and see if you are prepared for pediatric disaster.
John Brinkley – There has been a lot of activity/practice with the Rescue Task Force. They have several upcoming exercises.
Tonya Shott: Tennova Metro facilities will be doing an active shooter drill in July. If anyone would like to observe/volunteer, please let Tonya know. These will be done on 3 separate dates. This exercise will extend to addressing the after math of event (evidence collection, etc.)
