Notice of Intent to Lease Real PropertyPublic notice is hereby given that Wichita State Uni-

versity (WSU) intends to directly lease, and indirectly sublease through its affiliate corporation Wichita State Innovation Alliance, Inc., subject to all required state approvals, an approximate ground area consisting of 150,000 square feet or less with the potential for expan-sion for parking, for the private development of one or more partnership buildings. This private development shall be located west of Oliver, between 17th and 18th streets, on the Wichita State University main campus. The university is interested in leasing such ground to any individual, organization, or entity whose presence on campus would advance the university’s applied learn-ing vision or its mission as an educational, cultural, and economic driver for Kansas and the greater public good, and specifically an emphasis on supporting and growing advanced laboratories for research, testing, and innova-tion in data infrastructure/storage, video surveillance storage, IOT, security, analytics, visualization/modeling, and machine learning/AI. The university intends to lease such ground for any period of time up to sixty-five years, but extended terms and renewal options would be con-sidered. Interested tenants must be willing to be a good fit with the university’s educational mission and identify anticipated benefits to the university, its students, and the WSU community (i.e. applied learning, joint research, faculty start-up, WSU curriculum or program support, etc.), and must agree to the essential ground lease terms and restrictive covenants. Interested tenants will be evaluated on: proposal terms, demonstrated benefit to WSU, design concepts, financial stability, and proposed use. Rental rate shall be assessed per leased or leasable square foot of the building but is negotiable based on term of lease and benefit to the university. The university will consider serious offers and inquiries with detailed proposal terms from any financially qualified individu-al, group, organization, or company and such offers will

be considered until a selection is made or this notice is withdrawn. Southeast Kansas Oklahoma RailroadRequest for Proposals

The Southeast Kansas Oklahoma Railroad (SKOL) is seeking proposals to perform rehabilitation of existing and other ancillary railroad work for the proposed SKOL railroad project near Neodesha, Kansas. Proposals must be submitted no later than February 28, 2020. Late pro-posals shall be rejected.1) Scope—Moline sub MP 153 – 246

Provide all necessary labor, equipment, and logistical services to supply all materials called for, complete all rehabilitation and track construction work, ties, ballast, surface, bridges, crossings, and welds complete other an-cillary railroad work required for the “SKOL RR.” The scope is further described as follows:

• Provide and install approximately 8,564 new 7-inch crossties. Pro-vide and install all needed OTM, plates, spikes, and anchors.

• Provide and install 3,200 tons of ballast and 105,000 feet of surfacing.

• Provide and install materials for rehabilitation of six crossings, ties, ballast, rail panels, plates, anchors, and road closures

-Provide and install 15 welds (thermite welds) -Bridge repairs to five bridges, deck ties, caps, stringer, and piles -All old materials will be removed from SKOL property

2) Scope—Neodesha sub MP 389 – 414Provide all necessary labor, equipment, and logistical

services to supply all materials called for, complete all rehab and track construction work, ties, ballast, surface, bridges, crossings, welds, and complete other ancillary railroad work required for the “SKOL RR.” The scope is further described as follows:

• Provide and install approximately 10,000 new 7-inch crossties• Provide and install all needed OTM, plates, spikes, and anchors• Provide and install 4055 tons of ballast and 105,000 ft. surfacing• Provide and install 40 welds (thermite welds)• Provide and install materials for rehab of five crossings, ties, bal-

last, rail, panels, plates, anchors, and road closures• Bridge repairs to one bridge, concrete work, and caps• All old materials will be removed from SKOL property

3) Minimum RequirementsI. MSA and Roadway Worker Protection: Contrac-tors must complete, and have on file, a current Mas-ter Services Agreement with Watco Transportation Services, LLC. Prior to submitting a proposal.

A. Contractor shall comply with all parts of 49 CFR Part 214 and 219 regarding FRA Roadway Work-

er Safety at all times. Men and equipment shall remain clear of the track unless they have gained Roadway Worker Protection from a qualified per-son.B. Any subcontracted work will need to be ap-proved by Watco Companies, LLC prior to any work startingC. Contractor must complete registration of all workers for this project at www.Eshortline.comII. Work Windows: Impact to current railroad op-erations must be kept to a minimum. When work must take place that causes an active track to be taken out of service for the purposes of perform-ing work that pertains to the project, the contractor must pre-arrange a defined work window with the railroad. A minimum of 72 hours of notification is required to the railroad to arrange this window.

- Work windows shall consist of daily eight-hour win-dows which shall be granted at anytime in a period of 10 hours between the hours of 07:00 and 17:00. Work windows may be arranged seven days a week, if de-sired. Current railroad operations consist of at least one train per day through the work area. This train operates in the evening hours; however, this schedule is subject to change at any time. This topic will be further dis-cussed and clarified during the pre-proposal meeting.

III. Standards: All standards referenced by the proj-ect plans and specifications, as well as all applica-ble AREMA standards must be upheld during all phases of the project work, unless certain standards are excluded from the project with written approv-al by Watco Transportation Services, LLC. All rail shall be replaced at standard gauge of 56 1/2”.IV. Submittals: The following documents shall be submitted by the contractor as part of the project–at the times listed:

A. Schedule of Work – Submitted with proposalB. Certificate of Insurance – Submitted prior to constructionC. Safety Plan – Submitted prior to constructionD. Proof of Roadway Worker Training – Submitted prior to constructionE. Rail Testing (If AREMA #1 Relay Rail is Used) – Submitted prior to constructionF. “Buy America” Documentation – Not requiredG. Rail Weld UT Test requirements (All Rail Comp Welds) – Submitted with billing

V. Insurance: Contractor shall purchase required coverage and submit for verification a Certificate of Insurance. Insurance must comply with require-ments found in Exhibit B.VI. Materials: All materials shall meet the requirements found in the project plans and/or specifications as well as applicable AREMA requirements. Material storage is granted on railroad right of way to the contractor. However, no materials shall be stored closer than 15’ from the centerline of any active track at any time. Ma-terial and equipment laydown areas and reclaimed ma-terials stockpiling locations shall be discussed and fur-ther clarified at the pre-proposal meeting. All removed materials remain property of the SKOL Railroad, to be stockpiled as directed by a railroad representative.

VII. Rail Relay and Turnout Construction: Contrac-tor shall relay all rail, replace all turnouts, and install other special trackwork per the project plans and specifications. All materials used shall meet AREMA requirements, as well as requirements shown in the project plans and specifications.

4) Non-Project AreasWatco Transportation Services, LLC has secured access

to the project through the railroad right of way. Other access may be obtained by the contractor if he so choos-es. All areas (public, private, and railroad right of way) that are used for access to the project, including parts of the railroad right of way which have no proposed work, shall be maintained and/or remediated, incidental to the project, by the contractor to the satisfaction of the proper-ty owner if any damage to these areas occurs.5) Project Completion

All work pertaining to this project shall be completed by October 30, 2020. Failure to complete work by October 30, 2020 may result in the contractor’s removal from the property or charges of $2500 a day until completed to satisfaction.6) Pre-Proposal Meeting

Watco Transportation Services, LLC shall hold a pre-proposal meeting at the project site at 11:00 a.m. (CST) February 6, 2020, at SKOL, Neodesha, Kansas. Contractors are required to be present at this meeting to submit a proposal or proposal can be rejected.7) Submission of a Proposal

All proposals must be submitted no later than Febru-ary 28, 2020. All submitted proposals shall be reviewed by Watco Transportation Services, LLC. Please ensure your proposal includes all required information. All in-complete proposals shall be rejected. Contractors who wish to submit a proposal must attend the pre-proposal meeting. The structure of the proposals must be able to be clearly understood and shall provide the following line items and provide costs as required below:

1. Provide a total sum of all line items on the proposal2. Mobilization and demobilization – lump sum3. Extract and install approximately 18,564 7-inch

new crossties4. Distribute approximately 7,255 tons ballast5. Tamp and regulate approximately 210,000 feet6. Rehabilitate approximately 1,880 feet of crossings7. Shoot approximately 55 thermite weldsProposals must be simultaneously emailed to the fol-

II. Work Windows: Impact to current railroad op-erations must be kept to a minimum. When work must take place that causes an active track to be taken out of service for the purposes of perform-ing work that pertains to the project, the contractor must pre-arrange a defined work window with the railroad. A minimum of 72 hours of notification is

required to the railroad to arrange this window.-Work windows shall consist of daily 8-hour windows which shall be granted at anytime in a period of 10 hours between the hours of 07:00 and 17:00. Work windows may be arranged 7 days a week, if desired. Current railroad operations consist of at least one train per day through the work area. This train operates in the evening hours; however this schedule is subject to change at any time. This topic will be further dis-cussed and clarified during the pre-proposal meeting.

III. Standards: All standards referenced by the proj-ect plans and specifications, as well as all applica-ble AREMA standards must be upheld during all phases of the project work, unless certain standards are excluded from the project with written approv-al by Watco Transportation Services, LLC. Material storage is granted on railroad right of way to the con-tractor. However, no materials shall be stored closer than 15’ from the centerline of any active track, at any time. Material and equipment laydown areas and re-claimed materials stockpiling locations shall be dis-cussed and further clarified at the pre-proposal meet-ing. All removed materials remain property of the KO Railroad, to be stockpiled as directed by a railroad representative.VII. Rail Relay and Turnout Construction: Contrac-tor shall relay all rail, replace all turnouts and install other special trackwork per the project plans and specifications. All materials used shall meet AREMA requirements, as well as requirements shown in the project plans and specifications.

4) Non-Project AreasWatco Transportation Services, LLC has secured access

to the project through the railroad right of way. Other access may be obtained by the Contractor if he so choos-es. All areas (public, private and railroad right of way) that are used for access to the project, including parts of the railroad right of way which have no proposed work, shall be maintained and/or remediated, incidental to the

project, by the contractor to the satisfaction of the proper-ty owner if any damage to these areas occurs.5) Project Completion

All work pertaining to this project shall be completed by October 30, 2020. Failure to complete work by October 30, 2020 may result in the contractor’s removal from the property or charges of $2500 a day until completed to satisfaction.6) Pre-Proposal Meeting

tion. The primary power generation unit (Unit 12) is a combined cycle power plant with a heat recovery steam generator (HSRG) and cooling tower. Historically, the Spring River was dammed to create Empire Lake as source water storage and to serve as a heat sink for the power plant. Discharge in Outfall 001X1 consists of Unit 12 area stormwater runoff, gravel lot stormwater runoff, and cooling tower blowdown discharge water in the flume prior to discharge. Cooling water is disinfected with bleach followed by dichlorination, if need-ed, with sodium bisulfite. Based on the EPA Cooling Water Intake Structure regulations, the Empire RPS cooling water intake structure (CWIS) is subject to the provisions of Federal Clean Water Act Sec-tion 316 (b) regulations and 40 CFR Part 125 Subpart J – for existing facilities. The proposed permit contains limits for total residual chlo-rine, whole effluent toxicity, and pH, as well as monitoring for flow and temperature.

A public hearing to take testimony from interested par-ties will be held from 11:00 a.m. to 12:00 p.m. Friday, Jan-uary 31, 2020, in the Curtis State Office Building, Room 530, 1000 SW Jackson, Topeka, KS 66612-1367.

The first portion of the hearing will be a briefing by the Watershed Planning, Monitoring, and Assessment Section outlining each of the TMDLs, and the second portion of the hearing will be open for public comment. The public comment period for these TMDLs will be held open from January 17, 2020 through February 14, 2020. After reviewing the testimony and public comments, KDHE will make appropriate revisions to the TMDLs and submit them to Region 7 of the U.S. Environmental Protection Agency.

Section 110 of the Federal Clean Air Act (CAA) requires each state to submit a plan for the implementation, main-tenance and enforcement of the NAAQS to the admin-istrator of the U.S. Environmental Protection Agency (EPA) for approval. The EPA approved Kansas SIP for the 2010 SO2 Primary NAAQS effective July 6, 2015 for all CAA Section 110 requirements except §110(a)(2)(D)(i)(I). This proposed SIP revision specifically addresses the Interstate Transport requirements or “Good Neighbor” provisions of CAA §110(a)(2)(D)(i)(I).

The proposed SIP revision does not include any rulemaking action. Governor’s Grants ProgramNotice of Available Grant Funding from the Federal John R. Justice Student Loan Repayment Program

Grant funds are available from the Federal John R. Justice Student Loan Repayment Program for calendar year 2020. The purpose of this grant program is to pro-vide student loan repayment assistance for full-time lo-cal, state and federal government public defenders and full-time local and state government prosecutors who commit to serving as public defenders and prosecutors for at least three years. Kansas has $32,352 available for awards and will be available to prosecutors (maximum of $16,176) and public defenders (maximum of $16,176). Federal John R. Justice Grant funds awarded under this program are a supplement to, not a substitute for, per-sonal student loan obligations. To be eligible to receive funding, an attorney must not be in default on repay-ment of any federal student loans. Synopsis: A district attorney is an elected official who is not subordinate to the board of county commissioners (BOCC). As the county’s chief prosecutor, the district at-torney has several statutory and ethical obligations, in-cluding a duty to manage his or her workload so that each matter can be handled adequately. Although the BOCC has general authority over county expenditures, it has a statutory duty to provide reasonable sums neces-sary for the district attorney to meet his or her statutory duties of office. The Kansas Supreme Court has held that a BOCC must approve an elected official’s expenditure if the expense is necessary for the official to fulfill his or her statutory duties. The Court also held that mandamus is the appropriate remedy if the BOCC fails to approve the necessary expenditure. Notice of Hearing on Proposed Administrative Regulation

A public hearing will be conducted at 10:00 a.m., Mon-day, March 16, 2020, in the meeting room, 714 Plum St., Wamego, Kansas, to consider the adoption of proposed changes in an existing rule and regulation of the Kansas Board of Veterinary Examiners.

This 60-day notice of the public hearing shall consti-tute a public comment period for the purpose of receiv-ing written public comments on the proposed rule and regulation. All interested parties may submit written comments prior to the hearing to Dr. Jody Johnson, the agency executive director, at P.O. Box 379, Wamego, KS 66547 or e-mail [email protected].

All interested parties will be given a reasonable oppor-tunity to present their views orally on the adoption of the proposed regulation during the hearing. Permanent Administrative Regulations

Article 1.—EXAMINATION AND REGISTRATION

86-1-10. Approved courses of instructions; proce-dure. (a) Definitions. Each of the following terms, as defined in this subsection, shall apply to K.A.R. 86-1-10 through K.A.R. 86-1-12 and K.A.R. 86-1-17:

(1) “Commission” means Kansas real estate commission.(2) “Coordinator” means an individual who serves as

the primary contact for a school and is responsible for complying with the requirements in this regulation.

(3) “Course” means instruction designed to fulfill the education requirements of K.S.A. 58-3046a, and amend-ments thereto.

(4) “Distance education course” means a course for which the school provides instructional materials by mail or electronic transmission to students who are phys-ically separated from the instructor for all or a portion of the course.

(5) “In-person education course” means a course pro-vided to students who are not physically separated from the instructor.

(6) “Monitoring” means review of approved courses by commission staff to ensure that the attendance, pre-sentation platform, instruction time, outline, and mate-rials provided by schools meet the requirements of the commission.

(7) “School” means an entity eligible under K.S.A. 58-3046a(g), and amendments thereto, to offer courses ap-proved by the commission.

(b) Request for course approval. Each school seeking commission approval of a course shall submit the follow-ing information to the commission at least 45 days before the first scheduled class session:

(1) A completed course approval application obtained from the commission;

(2) a copy of all course materials, including textbooks, student workbooks, and examinations with answers;

(3) the total number of sessions, sections, or modules;(4) the duration of each session, section, or module;(5) the total number of requested hours for the course;(6) the course objectives and a detailed course outline;

and(7) the course approval fee prescribed by K.A.R. 86-1-5.(c) Additional course approval requirements for dis-

tance education courses.(1) In addition to meeting the requirements of subsec-

tion (b), each school requesting approval of a distance education course shall submit the following information:

(A) The means to access the distance education course as it will be offered to students;

(B) evidence of sufficient information technology sup-port to enable students to complete the distance educa-tion course;

(C) documentation on how the distance education course will require active participation by each student and substantial interaction between the students and the instructor, other students, or a computer program; and

(D) evidence that the system used for testing students will scramble questions and items for any quizzes or ex-aminations to ensure a random presentation.

(2) Each distance education course certified by the as-sociation of real estate license law officials shall be pre-sumed to meet the requirements in paragraph (c)(1).

(3) Each school offering a distance education course approved by the commission under K.S.A. 58-3046a(e) or K.S.A. 58-3046a(f), and amendments thereto, shall re-quire each student to answer at least 10 quiz or examina-tion questions per credit hour.

(4) Each school offering a distance education course approved by the commission under K.S.A. 58-3046a(a), K.S.A. 58-3046a(b), K.S.A. 58-3046a(c) or K.S.A. 58-3046a(d), and amendments thereto, shall require each student to answer at least 50 quiz or examination ques-tions.

(5) Each school shall issue a certificate of completion of each distance education course approved by the com-mission to meet any requirement of K.S.A. 58-3046a, and amendments thereto, to each student who has answered at least 90 percent of the quiz or examination questions correctly during the distance education course.

(d) Instructors. Each school coordinator shall be re-sponsible for ensuring that the school’s instructors have the specialized preparation, training, and experience in the subject matter to be taught to ensure competent in-struction.

(e) Changes to an approved course.(1) Except as provided in paragraph (e)(2), each school

shall submit a new application for course approval under subsection (b) if there is any change to the course con-tent, outline, objectives, or presentation platform for an approved course.

(2) A school shall not be required to submit a new ap-plication for course approval under subsection (b) if any of the following changes:

(A) The coordinator;(B) the location of the school; or(C) the course title.(3) Each school shall submit notification to the commis-

sion of each change described in paragraph (e)(2) at least 15 days before the change is scheduled to occur.

(4) Each school shall submit notification to the commis-sion at least 15 days before the discontinuation of any course or the intent to close the school.

(f) Registration of approved courses; application for renewal.

(1) The registration of courses approved by the com-mission shall expire on January 31 of each year. Each ap-plication to renew the approval of a course shall be sub-mitted on a form provided by the commission.

(2) Each application to renew approval of a course received after the expiration date shall require the sub-mission of a new application for approval pursuant to subsection (b).

This regulation shall be effective on and after July 1, 2020. 86-1-11. Minimum curricula and standards for course. (a) Each school offering a course approved by the commission under K.S.A. 58-3046a(a), and amendments thereto, shall use a course outline provided by the com-mission and shall use the title “principles of real estate.”

(b) Each school offering a course approved by the commission under K.S.A. 58-3046a(b), and amendments thereto, shall use a course outline provided by the com-mission and shall use the title “Kansas real estate funda-mentals course.”

(c) Each school offering a course approved by the commission under K.S.A. 58-3046a(c), and amendments thereto, shall use a course outline provided by the com-mission and shall use the title “Kansas practice course.”

(d) Each school offering a course approved by the commission under K.S.A. 58-3046a(d), and amendments thereto, shall use a course outline provided by the com-mission and shall use the title “Kansas real estate man-agement course.”

(e) Each school offering a course approved by the commission under K.S.A. 58-3046a(e), and amendments thereto, shall use a course outline provided by the com-mission and shall use the title “Kansas law course.”

(f) The 12 hours of additional instruction required by K.S.A. 58-3046a(f), and amendments thereto, shall consist of at least three hours designated as mandatory hours titled “Kansas required core” and not more than nine hours designated as elective hours.

(1) A nonresident of Kansas may receive elective-hour credit by submitting to the commission proof of comple-tion of courses approved by the real estate regulatory agency of the nonresident’s state of residence completed during that individual’s Kansas license renewal period.

(2) Each approved course shall have a total instruction time of at least three hours.

(3) Any licensee may receive a maximum of three elec-tive hours of credit during any renewal period for real estate appraisal courses approved by the commission.

(4) Any licensee may receive a maximum of three elec-tive hours of credit during any renewal period for attend-ing a commission meeting approved by the commission. The licensee shall sign in at the beginning of the commis-sion meeting and shall be physically present at the com-mission meeting for at least three consecutive hours of the commission meeting, to receive the three-hour credit.

(5) Any licensee who is an instructor of a course ap-proved by the commission to meet a requirement of K.S.A. 58-3046a, and amendments thereto, may receive credit for the number of hours taught by the instructor. The credit may be received by an instructor only once for each course taught during a renewal period.

The provisions of this subsection shall be effective on and after July 1, 2020. 86-1-12. Monitoring courses; withdrawal of approv-al. (a) Each approved course shall be subject to monitor-ing by the commission, with or without prior notice.

(b) Course approval may be withdrawn by the com-mission for falsification of attendance records or failure to comply with any provision of K.A.R. 86-1-10, K.A.R. 86-1-11, or K.A.R. 86-1-17.

(c) Withdrawal of course approval during class ses-sions in process shall not affect credit given to students who are attending the course. Approval of a course may be reinstated by the commission upon satisfactory evi-dence that deficiencies have been corrected. 86-1-17. Responsibilities of schools. (a) Course reg-istration. Each school shall request that any applicant or licensee registering for a course verify the applicant’s or licensee’s registration or license number and use the applicant’s or licensee’s name exactly as it appears on file with the commission to ensure that the applicant or licensee will receive credit for the course.

(b) Issuance of certificates to students.(1) Within five calendar days of completion of the

course, each school shall issue a certificate of completion in person, electronically, or by mail to each student who successfully completes a course approved by the com-mission. Each school shall use certificate forms approved by the commission.

(2) The school shall not issue a certificate to any student who was absent for more than 10 percent of the classroom hours scheduled for courses registered, pursuant to K.A.R. 86-1-11, under the title “principles of real estate,” “Kansas real estate fundamentals course,” “Kansas real estate man-agement course,” “Kansas law course,” or “Kansas prac-tice course.” The school shall not issue a certificate to any student who was absent during any portion of the sched-uled classroom hours for any other course approved by the commission pursuant to K.A.R. 86-1-11.

(c) Submission of course completion records to the commission.

(1) Each school shall submit a list of the individuals who completed each course offered by the school, in

a format approved by the commission and within five calendar days after the course completion date. If the completion date is less than five calendar days before any expiration date established by K.S.A. 58-3045 and amendments thereto and K.A.R. 86-1-3, the school shall submit the information no later than the expiration date.

(2) Any roster containing incorrect or incomplete infor-mation may be returned to the school. No credit hours may be entered into the commission records until the roster is corrected and returned to the commission.

(d) Advertising.(1) A school shall not advertise a course as meeting the

educational requirements of the Kansas real estate bro-kers’ and salespersons’ license act before the school re-ceives commission approval.

(2) A school shall not advertise a course using a school name different from what was submitted to the commis-sion on the course approval form.

(3) Neither a school nor a representative of a school shall guarantee that successful completion of a course will result in the student’s passing a real estate licensing examination.

(4) The school shall include a statement that the course is approved for a specified number of mandatory hours toward the 12-hour requirement or for a specified num-ber of elective hours toward the 12-hour requirement in any advertising of a course approved pursuant to K.A.R. 86-1-11 and in any course registration form.

(5) A school shall not publish or distribute information that is false, misleading, or inconsistent with Kansas real estate license law.

(e) Maintenance of records.(1) Each school shall maintain for at least three years a

record of each student who has successfully completed a course approved by the commission.

(2) The school shall keep attendance records current and available for inspection by commission represen-tatives upon request. 86-3-7. Advertising. (a) For the purposes of this reg-ulation and K.S.A. 58-3034 et seq. and amendments thereto, “advertisement” and “advertising” shall mean communication in any form of media between a licensee or other entity acting on behalf of one or more licensees and consumers or the public, for any purpose related to licensed real estate activity. These terms shall include business cards, signs, insignias, letterheads, telephone or

electronic mail, radio, television, newspaper and maga-zine advertisements, internet advertising, web sites, so-cial media or social networking, display or group adver-tisements in telephone directories, and billboards.

(b) No employed or associated salesperson or associate broker may include in an advertisement a name or team name that meets any of the following conditions:

(1) Uses the term “realty,” “brokerage,” “company,” or any other term that can be construed as a real estate com-pany separate from the supervising broker’s company;

(2) is more than two times larger in font size than the font size of the supervising broker’s trade name or busi-ness name; or

(3) is not adjacent to the supervising broker’s trade name or business name in any internet, web site, social media, or social networking advertisement.

(c) The context of an advertisement may be consid-ered by the commission when determining whether the employed or associated salesperson or associate broker committed a violation under subsection (b).

111-4-3600. “Wheel of Fortune Crossword” instant ticket lottery game number 119. (a) The Kansas Lottery may conduct an instant winner lottery game entitled “Wheel of Fortune Crossword.” The rules for this game are contained in K.A.R. 111-3-1 et seq. and 111-4-3600.

(b) The “play symbols” for the “YOUR LETTERS” and the crossword puzzle grid in this game are as follows: A–B–C–D–E–F–G–H–I–J–K–L–M–N–O–P–Q–R–S–T–U–V–W–X–Y–Z. There are no “play symbol captions” for the play symbols listed hereinabove.

(c) For this game, a play symbol shall appear in each of 20 play spots within the “YOUR LETTERS” play area and a variable number of times within the crossword puzzle grid.

(d) The ticket numbers in each book of tickets in this game shall start with 000 and end with 099.

(e) The price of instant tickets sold by a retailer for this game shall be $3.00 each.

(f) “Wheel of Fortune Crossword” consists of a cross-word puzzle grid that contains 11 spaces (height) by 11 spaces (width) covered by transparent latex. In the “YOUR LETTERS” play area, located in the upper part of the ticket, there are 20 letters located under opaque latex. The player will remove the latex from the “YOUR LET-TERS” play area one letter at a time, and then for each matching letter in the crossword puzzle grid scratch off the transparent latex. Each letter revealed in the “YOUR LETTERS” play area may be used an unlimited number of times in the crossword puzzle grid. If a player reveals at least three complete words in the crossword puzzle grid, the player wins the corresponding prize in the prize legend. The prize legend on the front of the ticket indi-cates prizes won for number of words revealed. If all of the letters in any complete word on a winning ticket are blue in color instead of black in color, the player wins two times the applicable prize amount.

Entries into the drawing will be accepted beginning at 12:01 a.m. on the day Kan-sas Lottery “Multiplier Super Ticket” instant tickets are first offered for sale to the general public and ending at 11:59 p.m. on September 28, 2020. The drawing will be conducted sometime after entry into the drawing has closed but before noon on October 2, 2020, at which time the winner will be announced.

(b) The specific ticket eligible for entry into this draw-ing shall be non-winning $30 “Multiplier Super Ticket” game number 154.

(c) A player shall enter the drawing through the Kan-sas Lottery PlayOn program available at www.kslottery.com. The player shall follow the hyperlink specifically designated for the purpose of accessing the “Super Tick-et Bonus Second Chance Drawing” promotion. The Kansas Lottery will accept en-tries into the drawing beginning at 12:01 a.m. on January 25, 2020. Entry deadline into the drawing is 11:59 p.m. on May 31, 2020. The drawing will be conducted sometime after entry into the drawing has closed but before noon on June 5, 2020, at which time the winners will be announced.

(b) Only registered Kansas Lottery PlayOn (“PlayOn”) members may enter the drawing. PlayOn members must enter themselves into the drawing according to the terms and conditions of PlayOn. Entries shall not be accepted which are submitted by any method other than through PlayOn.

(c) A total of 1,395 player loyalty club points are required for a PlayOn member to enter once in the drawing.

(d) One drawing will be conducted to select four (4) winners of a trip prize package to Atlantis Paradise Is-land Bahamas. Each trip prize package shall include:

his or her points allow, but may win only one prize pack-age in this drawing.

(g) The procedures set forth in K.A.R. 111-18-5 for con-tacting winners and the claiming of prizes shall be fol-lowed, except that in this promotion the 10-day deadline for the four (4) winners to return their claim forms shall be business days and commence with the date of the an-nouncement of the winners.

(h) The winner must book travel within 90 days of be-ing notified by the Kansas Lottery that he or she has won a prize. Travel must be completed by the winner with-in one year from the date listed on the trip information package provided to the winner.

(i) Prize package trip fulfillment will be handled by Sci-entific Games, International.

(j) By accepting any portion of the prize for which a ticket, voucher, certificate or pre-paid gift card is pro-vided, winner must abide by any terms, conditions, and restrictions provided thereon. Lost, mutilated, or stolen tickets, vouchers, certificates, or pre-paid gift cards will not be replaced.

(k) Prizes are not exchangeable for cash. The Kansas Lottery retains the right to substitute an alternate prize of approximate equal value.

(l) Prize winners shall be advised they may be required to have a valid United States of America passport to com-plete the trip portion of the prize.

(m) In the event the trip prize package awarded for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions shall be provided.

(n) All winners and guests shall release the Kansas Lottery from any liability for injuries sustained while re-deeming any portion of the prize.

Article 301.—SPECIFIC LOTTERY FACILITY GAMES AT LOTTERY GAMING FACILITIES

111-301-60. Definitions. The following words and terms, when used in the game of Chase the Flush, shall have the following meanings unless the context clearly indicates otherwise:

(a) “All in bet” or “all in wager” means a wager made by a player after which wager is made the player cannot make any additional wagers and cannot change the wager or wagers previously made during that round of play.

(b) “Ante” or “ante wager” means the first of two ini-

tial wagers required to be made prior to any cards being dealt in order to participate in the game.

(c) “Bonus spin wager” means an optional $1.00 wa-ger that if made must be placed prior to any cards being dealt in the round of play. A bonus spin wager wins if all of the first three cards dealt to a player who made the bonus spin wager are in the same suit and loses if the first three cards dealt to a player who made the bonus spin wager are not all in the same suit.

(d) “Check” means that the player waives the right to place an all in wager but remains in the game.

(e) “Community card” means any of the four cards dealt face up in the center of the table, all of which may be used by each player and the dealer together with his or her own two cards to form the best possible seven-card flush hand.

(f) “Flop” means the first two community cards dealt face up in the area designated for the placement of the four community cards.

(g) “Fold” means the withdrawal of a player from a game by discarding his or her three cards and not mak-ing a play wager.

(h) “Flush” means cards of the same suit up to a maxi-mum of seven (7) cards.

(i) “Game” means one complete cycle of play during which all players playing at the table have been dealt a hand, have folded or wagered upon their hand, and have had their winning wagers paid or losing wagers collected.

(j) “Layout” or “table game layout” means the playing surface covering the table at which the game is played, on which surface are printed areas designated for the placement of wagers for each player, designated places for the placement of cards as they are dealt, and various other information related to the game.

(k) “Match play coupon” means a coupon issued to a player by Boot Hill Casino and Resort that may be used by a player as a substitute for, or in addition to, a wager made in the game of Chase the Flush if used according to the terms, conditions and restrictions of the coupon.

(l) “Push” means a tie or draw, and occurs if the play-er’s seven-card hand and the dealer’s seven-card hand are of equal rank. In a push, the dealer shall not take or pay the player’s ante, x-tra bonus, or all in wagers.

(m) “Qualifies” or “qualify” means the dealer’s longest flush utilizing the dealer’s three cards and the four com-munity cards is comprised of three (3) or more cards with the highest ranking card in the flush being a 9 or higher ranking card.

(n) “Rank” or “ranking” means the relative position of a card or group of cards, with all cards ranking from lowest to highest as follows: 2, 3, 4, 5, 6, 7, 8, 9, 10, jack, queen, king and ace.

(o) “Round of play” or “round” means each level of play beginning with the first player’s opportunity to act, and ending with the dealer revealing or distributing cards, except that the last round of the game will end with the dealer paying all winning wagers and collecting all losing wagers of all players remaining in the game.

(p) “Same suit bonus wager” means an optional wa-ger that if played must be made prior to any cards being dealt in the round of play.

(q) “Shoe” means the receptacle into which the playing

cards may be placed after they have been shuffled to be held for dealing.

(r) “Shuffle machine” or “automatic shuffler” means the electro-mechanical device that may be used to shuffle the playing cards and hold them for dealing, which de-vice may also automatically dispense a pre-determined number of cards to be dealt by the dealer.

(s) “Straight flush” means cards of the same suit in con-secutive rank order.

(t) “Stub” means the remaining portion of the deck af-ter all cards in the round of play have been dealt.

(u) “Suit” means one of the four categories of cards: club, diamond, heart, or spade, with no suit being higher in rank than another.

(v) “Turn and river” means, respectively, the last two community cards dealt face up in the area designated for the placement of the four community cards.

(w) “X-tra bonus wager” means the second of two ini-tial wagers required to be made prior to any cards being dealt in order to participate in the round of play. 111-301-62. Play and payouts. (a) Cards may be man-ually shuffled or an automatic shuffler may be used in the game of Chase the Flush.

(b) For the start of play when cards are manually shuf-fled in the game, beginning with the player farthest to the dealer’s left and continuing around the table in a clock-wise manner, the dealer shall deal three cards at a time face down to each player who has placed an ante wager and x-tra bonus wager and to the dealer. For the start of play when an automatic shuffler is used in the game, the first four cards dispensed by the shuffler shall be the community cards, which shall be placed face down by the dealer on the gaming table and followed by dealing cards to the players and dealer as described above.

(c) After the dealing procedures specified above have been completed, each player shall examine his or her cards and replace the cards face down on the layout. Starting with the player farthest to the dealer’s left and proceeding in a clockwise manner around the table, each player shall act by either checking or making an all in wager. If the player chooses to make an all in wager, the player must place chips equal to three (3) times the amount of the player’s ante wager in the designated area of the layout. If a player checks, the player shall remain in the game and defer his or her decision to place an all in wager to the next wagering opportunity.

(d) After all players have either made an all in wager or checked, for games in which the cards are manually shuffled the dealer shall deal the flop by placing the next two cards in the deck face up in the area designated on the layout for community cards, and for games in which an automatic shuffler is being used the dealer shall turn face up the first two community cards.

(e) After the flop has been completed, for any player that has not yet made an all in wager and starting with the player farthest to the dealer’s left and proceeding in a clockwise manner around the table, each player shall

act by either checking or making an all in wager. If the player chooses to make an all in wager, the player must place chips equal to two (2) times the amount of the play-er’s ante wager in the designated area of the layout. If a player checks, the player shall remain in the game and defer his or her decision to place an all in wager to the next wagering opportunity.

(f) After all players have either made an all in wager or checked, for games in which the cards are manually shuf-fled the dealer shall deal the turn and river by placing the next two cards in the deck face up in the area designat-ed on the layout for community cards, and for games in which an automatic shuffler is being used the dealer shall turn face up the last two community cards.

(g) After the turn and river have been completed, for any player that has not yet made an all in wager and starting with the player farthest to the dealer’s left and proceeding in a clockwise manner around the table, each player shall act by either folding or making an all in wa-ger. If the player chooses to make an all in wager, the player must place chips equal to the amount of the play-er’s ante wager in the designated area of the layout. If a player folds the player loses all wagers made.

(h) Once all players have either placed an all in wa-ger or folded, the dealer shall then turn the dealer’s three cards face up and announce the longest flush using the dealer’s three cards and the four community cards.

(i) If the dealer’s hand does not qualify, then:(1) The ante wager of each player who did not fold is

returned to the player;(2) Each player’s hand that beats the dealer’s hand is

paid for any all in wager and x-tra bonus wager; and,(3) The dealer shall collect any all in wager and x-tra

bonus wager of each player’s hand that does not beat the dealer’s hand. Even in the event the dealer and player both have non-qualifying hands, to win the player must still have a longer or higher ranking flush than the dealer;

(4) If a player and the dealer’s hands tie, any all in wager and x-tra bonus wagers shall be returned to the player;

(5) If the player’s hand beats the dealer’s hand with four or more cards of the same suit, the player shall be paid for any x-tra bonus wager; and,

(6) If the player’s hand beats the dealer’s hand with fewer than four cards of the same suit, the x-tra bonus wager is a tie and the player’s wager shall be returned to the player.

(j) If the dealer’s hand qualifies, then:(1) For each player who did not fold, starting with the

player farthest to the dealer’s right and proceeding in a counterclockwise manner around the table, the dealer shall combine each player’s three cards with the com-munity cards to determine that player’s longest flush. If the dealer and the player both have the same number of cards in their flush, the winning hand is determined by the highest ranking card of the flush in each hand. If the highest ranking card is the same in both hands, the win-ning hand is determined by the second highest ranking card in each hand. The same rule is applied for each card thereafter until either a winner is determined or there is a tie between the hands;

(2) If the player’s hand wins, any all in and ante wagers (continued)

are paid at odds of one to one;(3) If the player’s hand loses to the dealer’s hand, the

ante and any all in and x-tra bonus wagers shall be col-lected by the dealer;

(4) If the player’s hand and the dealer’s hand tie, the ante and any all in and x-tra bonus wagers shall be re-turned to the player;

(5) If the player’s hand beats the dealer’s hand, any x-tra bonus wager by the player shall win and the dealer shall pay the player as follows:

(A) If the player has seven (7) cards of the same suit, the player shall be paid at odds of 250 to one (1);

(B) If the player has six (6) cards of the same suit, the player shall be paid at odds of 20 to one (1);

(C) If the player has five (5) cards of the same suit, the player shall be paid at odds of five (5) to one (1);

(D) If the player has four (4) cards of the same suit, the player shall be paid at odds of one (1) to one (1); and,

(E) If the player’s winning hand has three (3) or fewer cards of the same suit, the player’s hand is deemed a tie and the wager shall be returned to the player.

(6) Any same suit bonus wager shall win if the player has four or more cards of the same suit. It is irrelevant to the same suit bonus whether the player’s hand beats the dealer’s hand. A winning same suit bonus wager shall be paid as follows:

(A) If the player has a straight flush consisting of five (5), six (6) or seven (7) cards, the player shall be paid at odds of 500 to one (1);

(B) If the player has a flush consisting of seven (7) cards, the player shall be paid at odds of 400 to one (1);

(C) If the player has a flush consisting of six (6) cards, the player shall be paid at odds of 50 to one (1);

(D) If the player has a straight flush consisting of four (4) cards, the player shall be paid at odds of 20 to one (1);

(E) If the player has a flush consisting of five (5) cards, the player shall be paid at odds of five (5) to one (1);

(F) If the player has a flush consisting of four (4) cards, the player shall be paid at odds of one (1) to one (1); and,

(G) If the player has fewer than four (4) cards of the same suit, any same suit wager loses and the dealer shall collect the player’s wager.

(k) If a player places an all in wager, the wager shall be placed in the designated all in betting area on the gaming table.

(l) Located on each gaming table that offers the bonus spin wager will be an electronic graphic representation of a wheel equally divided into twelve (12) segments. At the conclusion of the hand, the dealer shall determine if any player or players have won the bonus spin wager. If no player wins the bonus spin wager, the next hand of play shall commence. If one or more players win the bonus spin wager, moving from the dealer’s left to right each player with a winning bonus spin wager shall in turn touch a lighted sensor located on the table gaming layout, which shall cause the electronic wheel to rotate and eventually stop on one of the twelve (12) segments. If only one dollar amount appears in the segment where the wheel stops, the player spinning the wheel shall win that prize amount. If the wheel stops on a segment containing two dollar amounts, the player spinning the wheel shall receive the higher of the two dollar amounts and each of

the other players at the table that also made a bonus spin wager during that round of play, if any, shall receive the smaller of the two dollar amounts. The amounts avail-able to win on each of the twelve (12) segments and the approximate expected frequency of the wheel stopping on each segment every 30,000 spins are as follows:

Article 302.—SPECIFIC LOTTERY FACILITY GAMES AT LOTTERY GAMING FACILITIES; CRAPS

111-302-4. Characteristics of the game. (a) Craps is played at a large rectangular shaped table with rounded corners or at a small table designed for a single dealer.

(b) A cloth covering the table has areas for all possible bets that can be made.

(c) Two dice as described in K.A.R. 111-302-2 are re-quired to play the game.

(d) The large table layout is divided in half and both halves are imprinted the same. The small table layout approximates half a large table layout and shall have a maximum of eight (8) player positions.

(e) For each half of the large table open for play there is a dealer (also known as a “base dealer”) and for the entire table one employee that is called the “stickperson” that is positioned at the center across from the base deal-er or dealers. On the small table a single dealer shall act as both the base dealer, stickperson and box person.

(f) At the large table a box person, floor supervisor or higher ranking casino official sits in between the location for the two base dealers. The small table shall be super-vised by a casino floor supervisor or higher ranking ca-sino official.

(g) At a large table the players are able to play on either half of the table along the far side away from the stickper-son and the base dealers. If only half of the large table is open for play, the players are able to play on only the open half of the table along the far side away from the stickper-son and the base dealer. On a small table players may play at any open player position at the table. Article 401.—NORTHEAST GAMING ZONE

111-401-253. Stadium games. (a) The Kansas lottery may conduct lottery facility games at the Hollywood Casino in Kansas City, Kansas, which are hybrid varia-tions of certain previously-approved table games. These games are collectively known as “stadium games.” The rules and regulations for these stadium games are con-tained in K.A.R. 111-401-253, applicable game-specific stadium games rules and applicable generic rules in K.A.R. 111-201-1 et seq.

(b) In addition to the definitions contained in the rules of each applicable previously-approved table game, the following additional definitions are applicable to stadi-um games unless the context in which the word or phrase is used clearly indicates otherwise:

(1) “Continuous shuffler” means a shuffling device that automates the shuffling of a deck of cards by ran-domly mixing the cards together with the other decks in the shoe after every round is finished;

(2) “Countdown” means an act of counting numerals in reverse order to zero (“0”), which represents the amount of time players have to make all wagers and other de-cisions on a player station. The countdown is displayed on the video screen of each player station and once the countdown reaches “0” no further wagers or other deci-sions are allowed on that round of play;

(3) “Dealer station” means an electronic device with a touch screen control panel where the dealer will initiate each betting round and make other applicable decisions regarding the game;

(4) “Player station” means an electronic device contain-ing a bill validator and ticket printer along with a video graphic display where the stadium game is displayed on each player station through a live camera feed, on which player station the player can make all wagers and oth-er applicable decisions regarding the game. The video graphic display shall replicate the gaming table layout;

(5) “Stadium table” means the physical table where stadium game(s) are dealt by a dealer;

(6) “Stadium game” means a table game dealt by a live human dealer on a stadium table that is connected to the stadium game system wherein the player makes all wa-gers and decisions utilizing a player station;

(7) “Stadium game system” means a gaming system that allows players to play a stadium game utilizing a player station, with all games dealt by a live human deal-er and all buy-ins, wagers and cash-outs completed at the player station; and

(8) “Shuffling device” means an electronic device used to shuffle decks of cards by randomly mixing the cards together.

(c) Wagers on stadium games may only be accepted at the player station, no wagers shall be made on the phys-ical table, and no physical gaming chips shall be utilized on any stadium table. The amount each player has avail-able to wager shall be displayed on each player station utilizing video graphic replicas of gaming chips. Wagers are made by touching the applicable value chip or chips

on the video screen of a player station and sliding the chips or chips onto the applicable position displayed on the player station.

(d) Each stadium game open for play must have a func-tioning live feed video camera, which live video feed must be displayed on all player stations.

(e) All stadium games utilizing playing cards shall be dealt from a shoe or shuffling device. A continuous shuf-fler may be used on all blackjack games.

(f) If the stadium game system prints dealer tip tickets, the tickets shall be deposited in the dealer tip box prior to the start of the next round of play.

(g) Stadium games shall not offer progressive games.(h) All layouts and other graphical components of sta-

dium games shall be approved by the Kansas lottery pri-or to use.

(i) All minimum and maximum wager limits shall be displayed on each player station. If any wager limit is changed, the change may only be made between rounds of play. If the minimum or maximum wager limit is changed, the display must be changed to reflect the new limits. No wagers may be accepted outside these limits.

(j) Each player station shall also display the live table game play conducted on a stadium game(s).

(l) Player stations shall only offer stadium games for play. (Authorized by K.S.A. 74-8710 and 74-8748; imple-menting K.S.A. 74-8710; effective, T-111-12-20-19, Nov. 13, 2019.)

111-401-254. Stadium blackjack. (a) The Kansas lottery may conduct the lottery facility game of stadi-um blackjack at the Hollywood Casino in Kansas City, Kansas, which is a hybrid variation of the previously- approved table game of “blackjack.” The rules and reg-ulations for stadium blackjack are contained in K.A.R. 111-401-254, K.A.R. 111-401-253, applicable previously- approved table games rules as set forth herein in section (b) and applicable generic rules in K.A.R. 111-201-1 et seq.

(b) The rules for the previously-approved table game of “blackjack” as contained in K.A.R. 111-401-1 through 111-401-6, and amendments thereto, shall apply to stadi-um blackjack, except for the rules found in the following subsections: 111-401-4(a); 111-401-5(d); 111-401-5(e); 111-401-5(f); 111-401-5(g); 111-401-6(a); 111-401-6(b); 111-401-6(c); 111-401-6(g)(2); and 111-401-6(h)(A).

(c) The following additional rules shall apply to stadi-um blackjack:

(1) The following definitions apply to stadium black-jack:

(A) “Community cards” shall mean the additional cards that in the order dealt may be used by all players to complete their respective hands. Depending upon the decisions made by a player, each community card will be used by the player to complete one or more of his or her hands. The same community card may be used different-ly for each hand played depending upon the decision of the player on each hand;

(B) “Flush” shall mean three (3) cards of the same suit;(C) “Starting cards” shall mean the one (1) card dealt

face up to the dealer, one (1) card dealt face down to the dealer and the two (2) cards dealt face up to each of three (3) different areas of the gaming table designated as

“players’ hands,”;(D) “Straight” means three cards in consecutive order

but not all cards are in the same suit, with the rank of cards from lowest to highest being 2, 3, 4, 5, 6, 7, 8, 9, 10, jack, queen, king, and ace, except that an ace can also be used with a 2 and 3 to make a straight or straight flush;

(E) “Straight flush” means a straight as defined here-inabove, except that all cards must be in the same suit;

(F) “Suit” means markings on each card representing hearts, spades, diamonds or clubs; and

(G) “Three of a kind” means three cards of the same rank but not all cards are in the same suit.

(2) Multiple player stations may be utilized and play-ers may play any one (1), any two (2) or all three (3) play-ers’ hands at once on each player station;

(3) Before each new round begins, each player may place a wager in the betting area displayed on the player station for any one (1), any two (2), or all three (3) of the players’ hands, including any side wagers that may be available;

(4) If playing more than one hand, the wagers may be in different amounts on each hand, wagers may be made on different side wagers for each hand and any table maximum or minimum wager restrictions shall apply in-dividually to each hand;

(5) After all players have made their wagers, the start-ing cards shall be dealt in the following order: each play-ers’ hand will receive one (1) card face up; the dealer shall then receive one (1) card face up; each player will then receive a second card face up; and the dealer shall then receive a second card face down;

(6) The starting cards will be dealt to the dealer’s hand and all three (3) players’ hands regardless of whether wa-gers have been made on all three players’ hands;

(7) If the dealer’s face up card is an ace, a graphic mes-sage shall appear on each player station asking if the player wishes to place an insurance wager on one or more of the hands upon which the player has made a wager. If the player declines the wager, no insurance wager(s) may be placed by that player. If the player accepts the in-surance wager(s), the player shall place the appropriate wager(s) on the applicable hand(s) on the player station;

(8) Players will then be prompted to make their first decision on each of their active hands. Each player’s first decision(s) must be to stand, hit, double down, or split;

(9) After all players make their first decisions on all ac-tive hands, unless all players stand, then a community card shall be dealt and all active players shall make their second decision(s) to stand, hit, double down or split. This process shall be repeated until all players stand or bust on all hands played; and,

(10) After all players have stood or busted, the dealer shall expose the dealer’s face down card. If the dealer’s hand requires additional cards be dealt in order to com-plete the dealer’s hand, the dealer will deal additional cards until the dealer’s hand is complete, after which time each winning hand will be paid and the wagers on each losing hand will be collected.

(d) If offered in the stadium blackjack game, a play-er making a blackjack wager may also make an optional three-card wager, as follows:

(1) Prior to the first card being dealt in a round of play, a three-card wager may be made by a player on one or

more of the players’ hands in an area on the player sta-tion designated for the three-card wager;

(2) An additional three-card wager may be made as a tip for the dealer;

(3) A three-card wager will win if the dealer’s card dealt face up and the player’s starting cards combined on any one (1), any two (2), or all three (3) of the players’ hands equal a flush, straight, three-of-a-kind, or straight flush;

(4) A three-card wager will lose if the dealer’s card dealt face up and the player’s starting cards combined on any one (1), any two (2), or all three (3) of the players’ hands do not equal a flush, straight, three-of-a-kind, or straight flush;

(5) Winning three-card wagers will be paid at a rate of 9 to 1; and

(6) The outcome of a three-card wager shall have no bearing on the blackjack wager.

(e) If offered in the stadium blackjack game, a player making a blackjack wager may also make an optional lucky ladies wager, as follows:

(1) Prior to the first card being dealt in a round of play, a lucky ladies wager may be made by a player on one or more of the players’ hands in an area on the player sta-tion designated for the lucky ladies wager;

(2) An additional lucky ladies wager may be made as a tip for the dealer;

(3) A lucky ladies wager will win if the sum of the play-er’s starting cards on any one (1), any two (2), or all three (3) of the players’ hands is twenty (20).

(4) A lucky ladies wager will lose if the sum of the play-er’s starting cards on any one (1), any two (2), or all three (3) of the players’ hands is anything other than twenty (20).

(5) Winning lucky ladies wagers will be paid out as fol-lows:

(A) When the player’s starting cards on any one (1), any two (2), or all three (3) of the players’ hands are both queens of hearts and the dealer’s hand constitutes a blackjack, the optional side bet will be paid at a rate of 1,000 to 1;

(B) When the player’s starting cards on any one (1), any two (2), or all three (3) of the players’ hands are both queens of hearts and the dealer’s hand constitutes any-thing other than a blackjack, the optional side bet will be paid at a rate of 125 to 1;

(C) When the player’s starting cards on any one (1), any two (2), or all three (3) of the players’ hands are identical but not queens of hearts, and each card has a value of ten (10), the optional side bet will be paid at a rate of 19 to 1;

(D) When the player’s starting cards on any one (1), any two (2), or all three (3) of the players’ hands are not identical but are both in the same suit and the sum of the two cards is twenty (20), the optional side bet will be paid at a rate of 9 to 1; and

(E) When the sum of the player’s starting cards on any one (1), any two (2), or all three (3) of the players’ hands is twenty (20) and the cards are in two different suits and are not identical, the optional side bet will be paid at a rate of 4 to 1.

(6) The outcome of a lucky ladies wager shall have no bearing on the blackjack wager.

(f) If an error occurs or the cards on the gaming table

layout do not match the image on the dealer station, the table games supervisor or other higher ranking casino of-ficial will be notified. If the error cannot be resolved, all wagers on that round of play will be voided and all wa-gers will be returned to all players who placed a wager on that round of play. 111-401-255. Stadium roulette. (a) The Kansas lottery may conduct the lottery facility game of stadium rou-lette at the Hollywood Casino in Kansas City, Kansas, which is a hybrid variation of the previously-approved table game of “roulette.” The rules and regulations for stadium roulette are contained in K.A.R. 111-401-255, K.A.R. 111-401-253, applicable previously-approved ta-ble games rules as set forth herein in (b) and applicable generic rules are contained in K.A.R. 111-201-1 et seq.

(b) The rules for the previously-approved table game of “roulette” as contained in K.A.R. 111-401-150 through 111-401-154, and amendments thereto, shall apply to the game of stadium roulette, except for the rules found in the following subsections: 111-401-152(h); 111-401-152(j); 111-401-153(a) and (b); and 111-401-154(b) through (d). Furthermore, the following additional rules shall apply to the game of stadium roulette:

(1) Upon completion of the countdown, the dealer will spin the roulette ball;

(2) The dealer shall conduct each round in such a manner as to allow a video camera focused on the roulette wheel to capture and display both the spin of the ball as well as the result of the ball spin prior to confirming the result;

(3) Once the ball comes to rest in a slot, the dealer will confirm the result by entering the number of the slot into the dealer station;

(4) Once the results of the spin have been confirmed by the dealer, the next round may begin;

(5) If the wrong number is confirmed by the dealer or the wrong winning number is displayed on the dealer station, the dealer will immediately contact the table games supervisor or higher ranking casino official. The table games supervisor or higher ranking casino offi-cial will correct the dealer station to display the correct winning number, at which time play will then resume as normal. Article 501.—SOUTH CENTRAL GAMING ZONE

111-501-71. Definitions. The following definitions shall apply to the Fortune Pai Gow Poker game:

(a) “Bank” or “banker” means the player who elects to have other players and the dealer play against him or her and accepts the responsibility to pay all winning wagers.

(b) “Base bet” means the mandatory wager that must be made before the dealer deals the cards, the minimum and maximum limits of which bets shall be posted at each table.

(c) “Chung” means the object used to designate the banker.

(d) “Copy hand” means either a two-card hand or a five-card hand of a player which is identical in rank to

the corresponding two-card hand or five-card hand of the dealer or bank.

(e) “Envy bonus” means the bonus for which a player qualifies if the player has bet at least $5.00 on that hand, which bonus is won when any player at the table receives a hand consisting of a four of a kind or higher ranking hand, excluding the dealer and the dealer’s own hand.

(f) “Fortune bonus bet” means an optional side bet with a separate pay table, which bet must be made con-currently with the base bet, with the minimum fortune bonus bet being $1.00 and the maximum fortune bonus bet being $25.00.

(g) “Foul” or “fouled hand” means when the two-card low hand is higher in rank than the five-card high hand. The banker cannot foul his or her hand and must reset the cards.

(h) “High hand” means the five-card hand which is formed from the seven cards dealt in the game of Pai Gow Poker so as to rank equal to or higher than the two-card low hand.

(i) “Low hand” means the two-card hand which is formed from the seven cards dealt at the game of Pai Gow Poker so as to rank equal to or lower than the five-card high hand.

(j) “Progressive pool” means the set percentage of all wagers made in the game of Pai Gow Poker that accumu-lates until paid to one or more winners of a progressive wager.

(k) “Progressive wager” means an optional wager that a player may make prior to any cards being dealt that the player’s best hand will be a full house, four of a kind, straight flush, royal flush, five aces, or a seven-card straight flush with or without using the joker, with a winning progressive wager being paid in accordance with a posted pay table regardless of the outcome of the player’s hand otherwise.

(l) “Rank” or “ranking” means the relative position of a card or group of cards in descending order.

(m) “Set” or “setting the hands” means the process of forming a high hand and a low hand from the seven cards dealt.

(n) “Suit” means one of the four categories of standard playing cards, i.e., diamond, spade, club, or heart. (Au-thorized by K.S.A. 74-8710 and 74-8748; implementing K.S.A. 74-8710; effective, T-111-12-22-11, Oct. 12, 2011; amended, T-111-12-20-19, Nov. 13, 2019.)

111-501-81. Payout odds and limitations. (a) Pai Gow Poker payout odds shall be as follows:Seven card straight flush (without using the joker)

(b) Notwithstanding the payout odds above, the pay-out limit for any round of play shall be $25,000 with re-gard to any number or combination of hands consisting of a seven card straight flush (with or without a joker), a royal flush plus a royal match or five aces (see the for-mula below for determining the pay-outs). All hands consisting of a royal flush, straight flush, four-of-a-kind, full house, flush, three of a kind or straight will be paid regardless of the $25,000 limit stated above.

(c) The mathematical formula for determining the pay-out with a $25,000 maximum is:

(1) the individual awards each are determined;(2) the sum total of these awards are determined (SUM);(3) the ratio of LIMIT/SUM are determined as a per-

centage;(4) each player is paid the product of the individual

awards multiplied by the percentage, with each amount rounded to the nearest whole dollar, with the player receiving the lowest payout receiving any additional amount, if any, necessary to bring the cumulative payout to $25,000.

(5) By way of example only: Limit = $25,000; player one (“A1”) has a seven card straight flush without a joker and had wagered $25, for a $62,500 win; player two (“A2”) has a royal flush plus royal match and had wagered $30, for a $30,000 win; player three (“A3”) has five aces and had wagered $15, for a $3,750 win; the sum (“SUM”) of all wins equals $96,250; the $25,000 limit divided by sum of all wins of $96,250 equals .2597; player one gets $62,500 times .2597, which equals $16,231; player two gets $30,000 times .2597, which equals $7,791; and, player three gets $3,750 times .2597, which equals $ 974 (plus an additional $4, as set forth hereinafter), for a total payout of $25,000. Based on the formula there are four dollars left over after all payouts are made. The four dollars would be paid to the lowest payout. In the above example it would be paid to player three, who would receive a total of $978.

(d) Players shall be paid on each winning progressive wager in accordance with the following pay table:Player’s Hand Payout Percentage or OddsSeven card straight flush (with or without using the joker)

(e) The progressive pool shall be funded as follows:(1) The casino manager shall initially contribute $4,000

to establish the beginning amount for the progressive pool, and each time the progressive pool falls below $4,000 the casino manager shall contribute such amount necessary to restore the progressive pool back to $4,000;

(2) For each progressive wager made the following al-location shall apply:

(A) 60% shall be added to the progressive pool;

(B) 10% shall be paid as follows: one-half (1/2) of said 10% shall be paid to the casino manager to repay the ini-tial contribution of $4,000 and/or to repay all amounts paid by the casino manager to restore the progressive pool back to $4,000 and the other one-half (1/2) of said 10% shall be placed into a promotional fund and utilized for various player promotions as approved by the Kan-sas lottery, except that once either of the $4,000 amounts are fully funded the entire 10% shall be placed into said promotional fund; and

111-501-149. Name of the game; rules and regula-tions. The Kansas lottery shall conduct a lottery facility game at the Kansas Star Casino in Mulvane, Kansas, en-titled “Criss Cross Poker”.

The rules and regulations for the game of “Criss Cross Poker” are contained in K.A.R. 111-501-149 through 111-501-154, and applicable generic rules are contained in K.A.R. 111-201-1 et seq. (Authorized by K.S.A. 74-8710 and 74-8748; implementing K.S.A. 74-8710; effective, T-111-12-20-19, Nov. 13, 2019.)

111-501-150. Definitions. The following definitions, when pertaining to the game of “Criss Cross Poker” shall have the following meanings unless the context clearly indicates otherwise:

(a) “Across cards” means the three (3) community cards dealt face down horizontally on the gaming table.

(b) “Across wager” means the wager that may be made by a player on the across cards, in an amount equal to one, two or three times the amount of the player’s ante wager on the across cards, after the player has been dealt his or her initial two cards.

(c) “Ante wagers” shall mean the initial two (2) iden-tical wagers placed prior to any cards being dealt in or-der to participate in the round of play, with one wager placed on the across cards and one wager placed on the down cards.

(d) “Community cards” means the five (5) cards that are initially dealt face down in the designated area of the gaming table as across cards and down cards, including the middle card that is common to both the across and down cards.

(e) “Down cards” means the three community cards that are dealt face down vertically on the gaming table consisting of the middle card of the across cards and one (1) card above the middle card and one (1) card below the middle card.

(f) “Down wager” means the wager that may be made by a player on the down cards, in an amount equal to one, two or three times the amount of the player’s ante wager on the down cards, after the dealer has revealed the first and last across cards.

(g) “Five card bonus wager” means an optional wager made by a player prior to any cards being dealt in the round of play.

(h) “Fold” means the withdrawal of a player from a round of play and the forfeiting of all wagers made up until that point in the round, except for a five card bonus

wager if made by that player.(i) “Hand” means the best five (5) card hand formed for

each player by combining the two (2) cards dealt to the player and the five (5) community cards.

(j) “Match play coupon” means a coupon issued to a player by Kansas Star Casino that may be used by a play-er as a substitute for, or in addition to, a wager made in the game of Criss Cross Poker if used according to the terms, conditions and restrictions of the coupon.

(k) “Middle card” means the community card dealt face down on the gaming table that is the center card common to the across cards and down cards.

(l) “Middle wager” means the wager that may be made by a player in an amount equal to three times the amount of the player’s ante wager, after the dealer has revealed the top and bottom down cards.

(m) “Push” means a player’s hand resulting in neither payment on, nor collection of, the player’s wagers.

(n) “Rank” or “ranking” shall mean the relative posi-tion of a card or group of cards.

(o) “Round of play” or “round” means one complete cycle of play during which all players then playing at the table have been dealt a hand, have folded or wagered upon it, and have had their wagers paid or collected.

(p) “Suit” shall mean one of the four categories of cards, i.e., diamond, spade, club, or heart. (Authorized by K.S.A. 74-8710 and 74-8748; implementing K.S.A. 74-8710; effective, T-111-12-20-19, Nov. 13, 2019.)

111-501-151. Criss Cross Poker hand rankings. (a) The rank of the cards used in Criss Cross Poker for the deter-mination of winning hands, in order of highest to lowest rank, shall be: ace, king, queen, jack, 10, 9, 8, 7, 6, 5, 4, 3, and 2. Notwithstanding the foregoing, an ace may be used to complete a “straight flush” or a “straight” formed with a 2, 3, 4, and 5. An ace may not be used, however, with any other sequence of cards to form a “straight”.

(b) The permissible poker hands at the game of Criss Cross Poker, in order of highest to lowest rank, are as follows:

(1) Royal flush–a hand consisting of ace, king, queen, jack, and 10 of the same suit;

(2) Straight flush–a hand consisting of five cards of the same suit in consecutive ranking except for a royal flush as defined above;

(3) Four-of-a-kind–a hand consisting of four cards of the same rank;

(4) Full house–a hand consisting of three of a kind and a pair;

(5) Flush–a hand consisting of five cards of the same suit, not in consecutive order;

(6) Straight–a hand consisting of five unsuited cards of consecutive rank;

(7) Three-of-a-kind–a hand consisting of three cards of the same rank regardless of suit;

(8) Two pair–a hand consisting of two pairs; and(9) One pair–a hand consisting of two cards of the same

111-501-152. Wagers and play. (a) All wagers at Criss Cross Poker shall be made by placing gaming chips and,

if applicable, a match play coupon on the appropriate betting areas of the table layout. A verbal wager accom-panied by cash shall not be accepted.

(b) A player must make an ante wager on the across cards and an ante wager on the down cards to participate in that round of play. Both ante wagers must be in the same amount.

(c) A player may also make an optional five card bonus wager.

(d) All wagers in subsection (b) and (c) must be made before the dealer deals the first card of the round.

(e) Once a player has placed a wager and received cards, that player must remain seated until the comple-tion of the round of play. Only players who are seated at the table may touch the cards.

(f) Criss Cross Poker is played with one standard deck of 52 playing cards consisting of a 2, 3, 4, 5, 6, 7, 8, 9, 10, jack, queen, king and ace in each of the following four suits: hearts; diamonds; clubs; and spades.

(g) Before the first card is dealt in a round of play, all cards shall be shuffled with an automatic shuffle ma-chine. Manual shuffling of the cards is not permitted.

(h) The dealing of cards for the game of Criss Cross Poker is as follows:

(1) To begin each round the dealer shall deal the five (5) community cards face down on the gaming table in the form of a cross with the three across cards first placed horizontally on the gaming table, followed by one down card placed above the middle card of the across cards and then one down card placed below the middle card of the across cards;

(2) The dealer shall then deal two (2) cards face down to the player farthest to his/her left, continuing to deal each player two cards face down in a clockwise manner. Each player shall receive two cards before the next player receives his or her cards;

(3) After all players have been given the opportunity to look at their two cards, in turn from the dealer’s left to right the players have the following options:

(A) Fold and not participate further in that round of play, which will forfeit all wagers made by the player ex-cept for a five card bonus; or

(B) Make an across wager;(4) The dealer shall then turn face up the first and last

cards of the across cards, but not expose the middle card;(5) The remaining players then have the following op-

tions:(A) Fold and not further participate in that round of

play, which will forfeit all wagers made by the player ex-cept for a five card bonus wager; or

(B) Make a down wager;(6) The dealer shall then turn face up the top and bottom

cards of the down cards, but not expose the middle card.(7) The remaining players shall then have the following

options:(A) Fold and not further participate in that round of

play, which will forfeit all wagers made by the player ex-cept for a five card bonus wager; or

(B) Make a middle card wager; and(8) The dealer shall then reveal the middle card, which

card shall be used for all remaining wagers.(continued)

(i) Working from right to left, for any player remaining in that round and/or who has made a five card bonus wa-ger, the dealer shall reveal each player’s two cards and combined with the five (5) community cards shall deter-mine the player’s best hand(s).

111-501-153. Payout odds. (a) All winning ante wa-gers that have not been surrendered are paid at odds of one-to-one for a pair of jacks or higher ranking hand. All ante wagers that have not been surrendered are a push if consisting of a pair of 6s, 7s, 8s, 9s or 10s.

(b) All winning across wagers and down wagers that have not been surrendered will receive payout odds us-ing the following pay table:

(d) All winning five card bonus optional side wagers will receive payout odds using the following pay table:

Article 19.—SPECIFIC PLAYER LOYALTY CLUB RULES

111-19-76. Kansas Speedway drawings. (a) The Kan-sas Lottery shall conduct two drawings entitled “Kansas Speedway Drawings.” The Kansas Lottery will accept en-tries into the drawings from 12:01 a.m., January 12, 2020, through 11:59 p.m. on August 28, 2020. Entry deadline for the first drawing will be 11:59 p.m., April 17, 2020, and the announcement of winners will be on April 22, 2020. Entry deadline for the second drawing will be 11:59 p.m., August 28, 2020, and the announcement of winners will be on September 2, 2020.

(b) Only registered PlayOn members may enter the “Kansas Speedway Drawings.” PlayOn members must enter themselves into the drawings according to the terms and conditions of PlayOn. Entries shall not be ac-cepted which are submitted by any method other than through PlayOn.

(c) A total of 533 player loyalty club points are required for a PlayOn member to enter once in a single drawing as described in this regulation.

(d) For the first drawing, the Kansas Lottery shall award 30 Grand Prize racing weekend packages. Each Grand Prize racing weekend package shall consist of the follow-ing: two tickets at Kansas Speedway for both the Gander RV and Outdoors 250 Truck Race on May 30, 2020, and NASCAR Cup Series on May 31, 2020; one double occu-pancy hotel room, at a hotel selected by the Lottery, for the evenings of May 29, 30 and 31, 2020; transportation between the hotel and Kansas Speedway; food and other amenities at the Kansas Lottery winners’ suite at Kansas Speedway; $400 cash; and state and federal mandatory income withholding taxes paid by the Kansas Lottery. Each of these Grand Prize racing weekend packages is valued at approximately $3,567.

(e) For the second drawing, the Kansas Lottery shall award 30 Grand Prize racing weekend packages. Each Grand Prize racing weekend package shall consist of the following: two tickets at Kansas Speedway for each the ARCA Menards Series Kansas 150 race on October 16, 2020, NASCAR XFinity Series Kansas Lottery 300 race on October 17, 2020, and NASCAR Cup Series Hollywood Casino 400 race on October 18, 2020; three (3) nights’ double occupancy hotel accommodations on nights at a hotel selected by the Lottery; transportation between the hotel and Kansas Speedway; food and other amenities at the Kansas Lottery winners’ suite at Kansas Speedway; $400 cash; and state and federal mandatory income with-holding taxes paid by the Kansas Lottery. Each of these Grand Prize racing weekend packages is valued at ap-proximately $4,338.

(f) A player may enter the drawing(s) as many times as his or her points allow, but may win only one prize package in each drawing. Entries into the first drawing will be eligible to win a prize in the second drawing pro-vided the entry was not selected as the winner of a prize package in the first drawing. alternate winners in the first drawing, but are not used as winners, are eligible to win a prize package in the second drawing.

(g) The procedures set forth in K.A.R. 111-18-5 for con-tacting winners and the claiming of prizes shall be fol-lowed, except that in this promotion the 10-day deadline for the 30 winners to return their claim forms shall com-mence with the date of the announcement of the winners. The Kansas Lottery is not responsible for electronic mal-function or player error.

(h) Each person who enters the drawing(s), agrees to release Kansas Speedway Corporation, its parent and af-filiated companies, the Kansas Lottery and their respec-tive officers, directors, employees, agents, and sponsors from liability of any kind or nature for any loss, claims, damages, or injuries of any kind associated with partic-ipation in the drawings or with acceptance and use of

any prize.(i) In the event any race in the prize package award-

ed for this drawing is postponed, changed, or canceled in whole or in part, no cash prize substitutions or other compensation shall be provided.

(j) By entering the drawing(s), entrant agrees to PlayOn terms and conditions.
