New York City is home to more than 10,000 firefighters in the FDNY and nearly 35,000 uniformed police in the NYPD who put their lives on the line every day in serving to protect the people of the city. Like many New Yorkers struggling to afford the high cost of living in the city, affording tuition for a private school can be a struggle for many, thus limiting educational opportunity for some children. Local public schools may not to be the best options for some children and alternative tuition-charging private schools may be out of reach financially. But thanks to several scholarship programs set up to benefit the children and families of the city’s hard-working police and firefighters, some students are benefitting from tuition assistance expanding educational opportunity for private elementary or secondary education.1

Below is an analysis and profiles of 18 scholarship programs created to support children and families of New York City’s firefighters and police based on information publicly available. All combined, the organizations making scholarships available to the children and families of New York City police and firefighters are making a significant impact in expanding K-12 educational opportunity for the students they are supporting.

ANALYSIS OF SCHOLARSHIP PROGRAMSK-12 scholarship programs for children and families of New York City firefighters and policy vary in the types of organizations offering scholarships, eligible beneficiaries, value and number of the scholarships awarded, types of private schools (all private or parochial only) and grade levels (K-8 and/or high schools) students may use the scholarships for, and

special considerations (family income, academic record, and performance on a scholarship exam, essay competition, etc.) taken into account when selecting recipients.

TYPES OF ORGANIZATIONS OFFERING SCHOLARSHIPS

The types of organizations offering scholarships for children and family members of New York firefighters and police include a business, a labor union, nonprofit organizations – including a few set up to support widows and families of police and firefighters killed in the line of duty – and cultural membership organizations of police and firefighters.2 The large work forces in the FDNY and NYPD combined with the cultural richness and diversity of New York City have resulted in a rich tradition of cultural membership organizations being created that bring New York’s police and firefighters and their families together to better their communities. Most of these organizations work throughout the year to raise funds from donations from individuals and businesses to support scholarship funds.

ELIGIBLE BENEFICIARIES

Three scholarship programs support children and families of both firefighters and police (Silver Shield Foundation; Needham Company 911 Scholarship Fund; NYC St. Patrick’s Day Parade Scholarship). For the Silver Shield Foundation and the Needham Company 911 Scholarship Fund, eligibility is exclusive to the children and families of New York City police and firefighters who died in the line of duty while responding to the terrorist attacks on the World Trade Center on September 11, 2001.

Nine scholarship programs exclusively support children and families of firefighters (Battalion Chief Matthew Ryan Memorial Scholarship; Terry Farrell Scholarship Fund; FDNY Columbia Association; FDNY Emerald Society; FDNY Holy Name Society of Manhattan, Bronx & Staten; FDNY St. George Association; FDNY Steuben Association; FDNY Viking Association), and

Six scholarship programs exclusively support children and families of police (NYPD Captains Endowment Association; NYPD Columbia Association; NYPD Emerald Society; NYPD Holy Name Society, Brooklyn & Queens; NYPD Pulaski Association; NYS Fraternal Order of Police).

Additionally, the New York City St. Patrick’s Day Parade Scholarship is available to students attending high schools affiliated with the parade and family members of individuals belonging to an organization affiliated with the parade, many of which are NYC police and firefighter organizations.

SCHOLARSHIPS VALUES

The value of the scholarships range from $200 (FDNY Steuben Association) to $20,000 (Silver Shield Foundation), with most being $2,500 or less. The Needham Company 911 Scholarship Fund determines scholarship awards on a case-by-case basis. The Silver Shield Foundation’s scholarship program, which supports more than 800 students who are the children of police and firefighters who have died in the line of duty, provides scholarship in the form of an education fund for each child valued at $20,000 which may be used for tuition at K-12 and college.

Six scholarship programs award 5 or fewer scholarships annually, including BC (Battalion Chief) Matthew Ryan Memorial Scholarship (2 scholarships); FDNY Viking Association (3 scholarships); NYC St. Patrick’s Day Parade Scholarship (3 scholarships); NYPD Pulaski Association (3 scholarships); FDNY Steuben Association (4 scholarships); and, NYPD

Holy Name Society, Brooklyn & Queens (5 scholarships);

Four scholarship programs award between 6 and 10 scholarships annually, including FDNY Columbia Association (6 scholarships); FDNY Emerald Society (6 scholarships); FDNY Holy Name Society of Manhattan, Bronx & Staten (6 scholarships); and, NYPD Columbia Association (9 scholarships).

Two scholarship programs award between 10 and 20 scholarships annually, including the NYPD Captains Endowment Association (14 scholarships) and the Terry Farrell Scholarship Fund (20 scholarships).

The New York State Fraternal Order of Police funds up to two scholarships annually for children and families of police at each of the more than 110 lodges statewide, including those in New York City.

Both scholarships programs benefitting children of firefighters and police who died in the line of duty on September 11, 2001 do not award a set amount of scholarship annually. The Silver Shield Foundation does not award a set amount of scholarships or education funds annually. Rather, any qualifying family who applies receives tuition assistance. The Needham Company 911 Scholarship Fund awards scholarships on a case-by-case basis.

SCHOOLS AND GRADE LEVELS SCHOLARSHIPS MAY BE USED FOR

For the 18 scholarship programs examined, all but two allow for scholarships to be used at any type (parochial and non-parochial) private schools. Two scholarship programs (Terry Farrell Scholarship Fund and NYPD Holy Name Society, Brooklyn & Queens) limit scholarships to be used exclusively at parochial schools.

Two scholarship programs (Silver Shield Foundation; FDNY St. George’s Association) scholarships for students enrolling in grades K-8, and all of the remaining scholarship programs are exclusively for high school grades 9-12.

SPECIAL CONSIDERATIONS

The considerations taken into account when selecting scholarship recipients vary, with considerations being taken into account including performance on a scholarship exam, written essay, extracurricular activities, family income, and some being selected randomly.

For nine scholarships programs, performance on a scholarship exam is taken into consideration. They include: FDNY Columbia Association; FDNY Emerald Society; FDNY Holy Name Society of Manhattan, Bronx & Staten; FDNY St. George Association; NYPD Captains Endowment Association; NYPD Columbia Association; NYPD Emerald Society; NYPD Holy Name Society, Brooklyn & Queens; NYPD Pulaski Association.

Three scholarship programs require essays as part of their applications. Recipients of the NYC St. Patrick’s Day Parade Scholarship are selected based on an essay competition. Scholarship recipients NYS Fraternal Order of Police scholarships are required to complete an essay of 250 words or less on why they should receive a scholarship. Applicants for the A-Team Scholarship Fund are required to submit an essay describing why they want to attend the particular private high school and recipients are required to maintain a C or better average throughout high school.

Recipients of the BC (Battalion Chief) Matthew Ryan Memorial Scholarship must have played hockey on an FDNY, firehouse, town, local, or league hockey team.

The only scholarship program taking family income into consideration is the Needham Company 911 Scholarship Fund (which also considers academics and community or civic involvement).

The Silver Shield Foundation awards tuition aid to all children of police and firefighters who were killed in the line of duty regardless of income or academics, regardless of income or academic qualifications.

Scholarship recipients are selected randomly for the Terry Farrell Scholarship Fund and the FDNY Viking Association.

K-12 SCHOLARSHIPS FOR FAMILIES OF NEW YORK CITY FIREFIGHTERS AND POLICEFor the scholarship programs profiled below providing scholarships to children of both the New York City firefighters and police, the scholarship values range from $500 to $20,000.

SILVER SHIELD FOUNDATION

The Silver Shield Foundation was founded by New York Yankees owner George Steinbrenner in 1982 to provide financial support for the education of children and widows of firefighters and police officers in the tri-state area. Funded by charitable donations for individuals and businesses, the Silver Shield Foundation sets aside an education fund of $20,000 for each surviving child of a firefighter or police officer to assist with tuition payments for private school tuition, college and university undergraduate and graduate school, vocational and technical school, and tutoring services.”3

The fund originally only supported families of those fallen in the line of duty working for the NYPD and FDNY, but has since expanded to include members of the State Police of New York, New Jersey and Connecticut, all police departments in Long Island and Connecticut, the Port Authority of NY/NJ Police Department and all other police departments within a 75-mile radius of New York City.4

The scholarship program has provided scholarships to 700 students who lost a parent in the terrorists attacks on Sept. 11, 2001 as well as thousands of families of fallen firefighters and police who have died in the line of duty. More than 800 children were benefitting from funding from the Silver Shield Foundation as of 2012.5

NEEDHAM COMPANY 911 SCHOLARSHIP FUND

The New York City-based investment banking and asset management firm Needham & Company, LLC founded the Needham Company 911 Scholarship Fund “to benefit the children of the victims who lost their lives [on September 11, 2001 and] the purpose of the fund is to ensure that each child is provided with an opportunity for a private secondary and/or college-level education.” While the scholarships are not limited exclusively to the families of police or firefighters, more than 400 were among those victims who died on September 11, 2011 and their families eligible for the scholarships.6

Needham Company 911 Scholarships are awarded on a case-by-case basis and qualifications are based on individual need, academics, and community or civic involvement. Income eligibility is limited to students from families with a pre-September 11th gross income of less than $125,000 annually and students must either have been accepted or already by attending a private high school. In addition to offering scholarships, the 911 Scholarship Fund continues to solicit donations to provide scholarships to benefit more students.7

NEW YORK CITY SAINT PATRICK’S DAY PARADE SCHOLARSHIP

The New York City Saint Patrick’s Day and Celebration Committee, which organizes the annual parade, awards the Margaret O’Rourke High School Scholarships annually. Three scholarships valued at $500 to $1,200 are awarded for tuition at a private high school to winners of an essay contest. Eligible applicants must attend a high school affiliated with the annually New York City Saint Patrick’s Day Parade or be a family member of an individual belonging to an organization affiliated with the parade.8 While the scholarship is not limited exclusively to students from families of police or firefighters, numerous organizations representing these groups are affiliated with the parade and scholarship information is promoted to the families of members of these groups.

K-12 SCHOLARSHIPS FOR FAMILIES OF NEW YORK CITY FIREFIGHTERSFor the scholarship organizations profiled below providing scholarships to children and families of New York City firefighters, scholarship values range from $200 to $2,500.

A-TEAM SCHOLARSHIP

The A-Team Scholarship was founded in September 2012 by family and friends of three fallen New York City firefighters who died in the line of duty in December 1998.9

The A-Team Scholarships are four-year scholarships valued at $500 per year and are awarded annually to students entering a private high school. Eligible applicants include children of an active or retired member of the Uniformed Firefighters Association or Uniformed Fire Officers Association. Applicants are required to submit an essay describing why they want to attend the particular private high school and recipients are required to maintain a C or better average throughout high school.10

BC MATTHEW RYAN MEMORIAL SCHOLARSHIP

The Battalion Chief Matthew Ryan Memorial Scholarship was established to honor the fallen Chief who died on September 11, 2001.11

Two $1,000 scholarships are awarded annually and can be used for tuition towards a private high school or towards tuition at a college or trade school. Eligible applicants include children of active, retired or deceased (both line of duty and non-line of duty) member of the FDNY who played hockey on an FDNY, firehouse, town, local, or league hockey team.12

TERRY FARRELL SCHOLARSHIP FUND

The Terry Farrell Firefighters Fund, which offers private school scholarships, was established after the events of September 11, 2001 to support firefighters and their families with educational, medical emergencies, and equipment grants. The fund is supported through fundraising and charitable donations from individuals and businesses.13

The organization awards 20 scholarships annually ranging from $250 to $1,000 for tuition at a parochial school, college or university or vocational school in New York.14 Eligible students include children of active, retired, disabled or deceased firefighters of the FDNY or a volunteer department. Applicant must reside on Long Island (including Nassau, Suffolk, Queens and Brooklyn).15 Scholarship recipients are selected randomly.16

FDNY COLUMBIA ASSOCIATION

The Columbia Association FDNY was founded in 1934 as a social and fraternal organization of firefighters of Italian heritage to celebrate their Italian culture and promote education.17

The Columbia Association FDNY awarded six high school scholarships in 2015 ranging from $1,000 to $1,600 each.18 Eligible students include those attending private or public school who have a parent (natural, step or foster) who is a member Columbia Association and children of deceased members. Scholarships are funded by charitable donations.19

Students applying for high school scholarships are required to take the Scholastic Testing Service (STS) High School Placement Test, a comprehensive placement test for eighth graders that is commonly used for admissions and scholarship selection.20

FDNY EMERALD SOCIETY

The Emerald Society FDNY was established in 1956 by Irish immigrants and Irish descents to celebrate their Irish heritage and traditions. Membership includes more than 7,500 active and retired firefighters.21

The organization awards six scholarships annually to students attending high school level valued at $1,500 each. An additional scholarship is being awarded in 2016 in honor of Hughie McCabe who served for 50 years as a board member of the Emerald Society. Eligible applicants include children and siblings of Emerald Society members.22 Applicants must take an exam to be considered for the scholarship.23

FDNY HOLY NAME SOCIETY OF MANHATTAN, BRONX AND STATEN ISLAND

The FDNY Holy Name Society of Manhattan, Bronx and Staten Island is an organization of active and retired Catholic firefighters founded in 1911 involved in numerous charitable and educational endeavors.24

FDNY Holy Name Society of Manhattan, Bronx and Staten Island, awards four four-year high school scholarships and two one-year scholarships ranging from $1,500 to $2,000 per student per school year.25 The organization also awards an endowed four-year scholarship for students enrolling in Fordham Preparatory School that is valued at one-third of the cost of tuition as well as one-time $100 high school scholarships for children of deceased members. Scholarships are supported by charitable donations from individuals and businesses.26

Eligible students must take a scholarship exam and include sons and daughters, brothers, sisters and grandchildren of Holy Name Society members (including deceased members) who are enrolling in a private high school.27

FDNY SAINT GEORGE ASSOCIATION

Since 1937, the FDNY Saint George Association has promoted the social welfare and spiritual development of its protestant member firefighters.28 Since its founding, the organization has raised funds to support scholarships.29

Scholarships are awarded in four age groups (ages 12 and 13, 14 and 15, 16 and 17, and 18 and 19). Eligible students must take an exam and include those of children, grandchildren and great grandchildren of FDNY Saint George Association members.30

FDNY STEUBEN ASSOCIATION

Founded in 1963, NYPD Steuben Association is made up of active and retired firefighters sharing a common interest in German culture.31

The organization awards four $200 scholarships annually to students graduating eighth grade which may be used toward private school tuition.32

FDNY VIKING ASSOCIATION

The FDNY Viking Association is an organization of active and retired firefighters and who are interested in Scandinavian heritage and culture.33

The organization awards two $1,000 scholarships and one $2,500 scholarship annually.34 Eligible students include children of the organization’s members who are enrolled in a private high school, college, or technical school. Scholarship winners are selected by a random drawing.35

K-12 SCHOLARSHIPS FOR FAMILIES OF NEW YORK CITY POLICEThe scholarship programs profiled below providing scholarships to children and families of New York City police, scholarship values range from $500 to $1,000.

NYPD CAPTAINS ENDOWMENT ASSOCIATION

The NYPD Captains Endowment Association is a labor union representing NYPD members in the rank of Captain, Deputy Inspector, Inspector, Deputy Chief, and Surgeon.36

The organization awards scholarships ranging from $500 to $1,000 for private high school tuition.37 In 2014, scholarships were awarded to 14 students.38 Recipients are selected based on their performance on an exam. Eligible applicants include children and grandchildren of the organization’s members.39

NYPD COLUMBIA ASSOCIATION

The NYPD Columbia Association is an organization of active and retired police officers that was founded in 1932 to increase knowledge and understanding of Italian heritage.40

The organization offers scholarships for private high school tuition. Eligible applicants include children of active, retired or deceased members of the organization. Applicants must be in eighth grade and take an exam. Scholarship recipients are selected by independent educators on behalf of the organization. In 2015, nine students received high school scholarships.41

NYPD EMERALD SOCIETY

The NYPD Emerald Society was organized in 1953 to celebrate their Irish heritage and to promote the accomplishments that Irish-Americans have made in law enforcement.42

The organization provides scholarships to students entering high school who are the children of active or retired Emerald Society members. Applicants must take a written exam and scholarships are awarded to students receiving the highest scores.43

NYPD HOLY NAME SOCIETY, BROOKLYN AND QUEENS

The NYPD Holy Name Society of Brooklyn and Queens is an organization of Catholic police officers working in the Brooklyn and Queens boroughs.44

Eligible scholarship recipients include children of members of the NYPD Holy Name Society, Brooklyn and Queens. Applicants must be in eight grade and enrolling in a Catholic high school the following September. Applicants must take an exam and scores are considered by the organization’s scholarship committee in selecting recipients.45 In 2015, five scholarships were awarded.46

NYPD HOLY NAME SOCIETY, MANHATTAN, BRONX AND STATEN ISLAND

Founded in 1914, the NYPD Holy Name Society of Manhattan, Bronx and Staten Island is an organization of Catholic police officers working in these three boroughs.47

The organization awards five high school scholarships annually to students entering Catholic high schools.48

NYPD PULASKI ASSOCIATION

Founded in 1956, the Pulaski Association is a membership organization of more than 1,500 active and retired New York City police officers of Polish and Slavic heritage.49

The organization awards high school scholarships to students graduating from eight grade. In 2015, three high school scholarships were awarded ranging from $750 to $1,000. Scholarship recipients are selected based on their performance on a competitive exam. Eligible students include children and grandchildren of NYPD Pulaski Association members who are active or retired. Scholarships are funded by donations from individuals and organizations.50

NEW YORK STATE FRATERNAL ORDER OF POLICE

The first New York State Fraternal Order of Police opened in New York State in 1979 and the organization currently has more than 20,000 members in more than 110 Lodges statewide.51 Eligible members include “any full-time, sworn law enforcement officer with arrest power who is employed by a government entity.”52

The New York State Fraternal Order of Police awards up to two scholarships annually to children of members of active and associate members at each of the state’s lodges across the state. Eligible students include eighth graders about to enter private high schools who are children of members of the NYS Fraternal Order of Police.53

Private high schools.

Children of an active or retired member of the Uniformed Firefighters Assoc. or Uniformed Fire Officers Assoc. in 8th grade entering private high schools.

Required to submit an essay describing why they want to attend the particular private high school and recipients are required to maintain a C or better average throughout high school.

BC (Battalion Chief) Matthew Ryan Memorial Scholarship

$1,000(2 scholarships/yr.)

Private high schools, college or vocational/ trade school.

hildren of active, retired or deceased (both line of duty and non-line of duty) member of the FDNY.

Parent must have played hockey on an FDNY, firehouse, town, local, or league hockey team.

Terry Farrell Scholarship Fund

$250 to $1,000(20 scholarships/yr.)

Parochial high schools, college or vocational/ trade school.

Children of active, retired, disabled or deceased firefighters of the FDNY or a volunteer department residing in reside on Long Island (including Nassau, Suffolk, Queens and Brooklyn).

Recipients selected randomly.

$1,000 to $1,600 (6 scholarships/yr.)

Private high schools.

Children (natural, step or foster) of living and deceased Columbia Association members.

Performance on the Scholastic Testing Service (STS) High School Placement Test.

FDNY Emerald Society

$1,500(6 scholarships/yr.)

Private high schools.

Children and siblings of FDNY Emerald Society members.

FDNY Holy Name Society of Manhattan, Bronx & Staten Island

$1,500 to $2,000 per SY(4 four-yr. scholarships and 2 one-yr. scholarships); $100 one-time scholarships for children of deceased members.

Up to 2 scholarships awarded annually to each of the more than 110 lodges statewide, includ-ing in NYC.

Private high schools.

Children of members of the NYS Fraternal Order of Police.

Applicants must be in eighth grade entering a private high school and complete an essay of 250 words or less on why they should receive a scholarship.

1. Despite these organization’s efforts, the number of applicants far exceed the number of scholarships awarded, demonstrating a large demand for more scholarships among families of NYPD and FDNY employees. And, most of the scholarships awarded only cover a portion of tuition, which may also fail to provide enough financial support to make a private school education a reality for many families. Recognizing the sacrifices that NYPD and FDNY families make on a daily basis to serve the people of New York, it would be prudent for New York State to adopt polices creating greater incentives for individuals and businesses making donations. This would help to expand the number of scholarships available and to increase the amount of the tuition assistance provided by the scholarships.

2. This analysis includes the most significant programs with eligibility and scholarship award information publicly available. Additional organizations identified as providing scholarship funding for private elementary and/or secondary tuition not included below include the Centurion Foundation, FDNY Holy Name Society of Brooklyn and Queens, New York Dominican Officers Organization, and the Society of Asian Federal Officers, among others.
