History of Pondicherry

Situated on the Coromandel coast, about 160 kms south of Chennai, lies the Union Territory of Pondicherry. The French ruled this territory for 300 years, and today, it stands as a living monument of the French culture in India. It is bound on the east by the Bay of Bengal and on the other three sides by the South Arcot District of Tamil Nadu. About 150 kilometres south of Pondicherry, on the east coast, lies Karaikal, while Mahe is situated on the Malabar coast. Yanam is situated in the adjoining East Godavari district of Andhra Pradesh.

Pondicherry traces its origin to Saint Agasthya, the revered sage of the south. The excavations near Pondicherry reveal that a Roman settlement existed here, 2000 years ago. It was also the site of many a battle between the British and the French, and was the capital of French India, before it attained its independence.

This restored, attractive, former French colony, exudes a Mediterranean aura with its chic streets, elegant houses, ornamental gardens and the Hotel de Ville. Being a small and quiet enclave of Tamil Nadu, it has imbibed the Tamilian culture. Apart from the charming atmosphere, excellent restaurants and cheap beer, what attracts most travellers to Pondicherry is the Sri Aurobindo Ashram and its offshoot, Auroville, 10 km outside town. The ashram, founded by Sri Aurobindo in the year 1926, has brought international reputation to this coastal town. The ashram, the spiritual tenets of which combine yoga and modern science is quite popular within India and abroad.

Festivals of Pondicherry differ from the rest of India, for the French influence still persists prominently here. Masquerade, held in March - April, is a popular mask festival, during which brilliantly costumed and masked people of Pondicherry, dance down the streets to the music of trumpets and accordions. During the Eve of the Bastille Day, retired soldiers parade the streets in war finery, singing the French and Indian National Anthem. French is still widely spoken, and the seaside villas and the cobbled streets are more reminiscent of the south of France than the south of India!!

This string of 300 islands lies in the middle of the Bay of Bengal. The islands are ethnically not a part of India for until quite recently they were only inhabited by indigenous people. These islands are often called the "perfect tropical paradise".

The Andaman and Nicobar Islands were constituted into a Union Territory in November 1956. The Islands are in two groups: the Andamans and the Nicobar, with a ten degree channel separating the two. They stretch over 500 miles of water in the Bay of Bengal. Geographically, they are situated between the 6th and 14th parallel of north, latitude and between 92 degree and 94 degree of east longitude.

Although the Andaman Islands, large and small, number about 239, the bulk consists of three closely connected large islands., North, Middle and South Andamans which with other two Islands, Baratang and Rut-Land, almost form one landmass known as the Great Andamans. In the Nicobars, there

are 19 islands of which 13 are inhabited by about 12,000 aboriginal tribesmen.

Most of them live on Car Nicobar, the northern most of the archipelago. Half of the total area is covered by the Great Nicobar which is almost uninhabited. Port Blair, the capital of the Andaman and Nicobar Islands, is 120 miles from Cape Negrais in Burma, 780 from Calcutta and 749 from Madras.

The Islands possess a number of harbours, notably Port Blair in the south, Elphinstone and Bonington in the middle and Port Cornwallis in the north.

The Nicobar- Islands are situated to the South of the Andamans. There is a fine landlocked harbour between the Islands of Kamotra and Nancowry known as Nancowry Harbour. Coconut is the main item trade and the major item in their diet. And they have been cultivating coconut for as long as any one can remember.

Coimbatore has got all the infrastructure required for an industrialized economy .True to the composition of a prospective metropolitan city, Coimbatore has a well developed social infrastructure including hotels, health services, recreational spots, research institutions, professional colleges, two universities and one deemed university and commercial complexes. Trained manpower is available in most of the disciplines. Airport provides quick access to the metros. In brief, the infrastructure facilities are as follows:

Power. Though not in abundance, it is well distributed and privatised power generation for captive consumption is prevalent.

Inland Container Depot. Established in 1983 by the Southern Railway, it has been taken over by Container Corporation in November 89. Major commodities handled include textile machinery, cotton yarn, tea, cotton waste, mushrooms, engineering castings, viscose yarn, personal packages etc. Customs Clearance is done from here with customs staff stationed at Inland Container Depot. Clearing and Forwarding Agents are available. Goods handled here are sent to and received from ports at Chennai and Cochin.

Telecommunication Network. Telecommunication service is pretty good with almost every street having public call offices and ISD/STD booths. Modernization of telephone exchanges is under way in a big way. Telex and Fax services are available. E-mail service is available including ISDN connections.

Medical Facilities. State of the art medical facilities are available thanks to the hospitals and medical centres in the Private Sector.

Professional and Educational Institutions.A number of professional institutions have been set up in Coimbatore. Some of these are the South India Textile Research Association (SITRA), Small Industries' Testing and Research Centre (SI'TARC), Central Institute for Cotton Research, Sugarcane Breeding Institute, State Forest Services College etc. Coimbatore has one of the finest educational institutions.

Tiruchi is a thriving commercial centre in Tamil nadu, situated on the banks of the river Cauvery. The rock fort is a well known landmark of the city. It is also famous for artificial diamonds, cigars, handloom cloth, glass bangles and wooden and clay toys. (Trichy, Tiruchy, Thiruchi, Tiruchirapalli)

The most famous land mark of this bustling town is the Rockfort Temple, a spectacular monument perched on a massive rocky out crop which rises abruptly from the plain to tower over the old city. It is reached by the flight of steep steps cut into the rock and from its summit you get a fantastic view of the town plus its other main landmark, Sri Ranganatha Swami Temple ( Srirangam). Shrouded in a haze of coconut palms away to the north, Sri Ranganatha Swami temple is one of the largest and most interesting temple complexes in India, built on an island in the middle of Cauvery river and covering a staggering 2.5 square kilometers. There is also another huge temple complex near by the Jambukeshwara Temple. Tiruchi : Tiruchi itself is an industrial town, where a number of industries flourish. The important industries are BHEL, OFT, HAPP and Golden Rock Railway Work Shop.

Karur (74 km) : Karur is a place where handloom industry is one of the main occupations of the people. The bed linen and floor spreads are very famous all over India.

Karaikudi (103 km) : Karaikudi and the neighbouring towns hold excellent examples of Chettinadu architecture. The people of Chettinadu were traders and financiers who valued high living and maintained old traditions. They built sprawling houses which today stand testimony to their taste and love for beautiful things.

By Rail

Madurai is an important railway junction of the Southern Railway and is directlyconnected to Chennai and Tirunelveli

Madurai is on the Madurai-Tiruchirappalli-Dindigul-Quilon line.The VaigaiExpress, which is a super-fast day train between Chennai Egmore and Madurai,takes 7 hours for the 495km. Operating thrice a week, it has only seating classaccommodation.

By the daily Pandyan Express, a night train, it takes 11 hours to reach Maduraifrom Chennai Egmore, and by both the Quilon Mail and the Quilon Express,12 hours. The new Pallavan Express, goes to Madurai and return every dayfrom Chennai Egmore which take 8 hours journey.

Madurai is well connected by road with Chennai (472 km), Rameswaram(167km), Tiruchirappalli(142km), Bangalore (432km), Trivandrum (329 km),Coimbatore (228 km) and to all major cities in India.

The temperature rarely goes below 20°c. So, the weather never gets cold enough towarrant woollens. Light cottons are most comfortable. For footwear, sandals are best, as they are not only most comfortable in the heat but alsoeasy to remove when visiting temples. And Madurai is primarily a temple-city.

STP & EHTP schemes

Policy and benefits

Software Technology Park [STP] Scheme is a 100% export oriented scheme for undertaking software development for export using data communication links or in the form of physical media including export of professional services.

The society was set up to contribute to the prosperity of the national economy through promotion of exports from the Software & services Industry by facilitating all the statutory services of the Govt., strengthening the Communication Infrastructure and by increasing the quality consciousness in the Industry.

The benefits under the STP & EHTP Scheme

Approvals are given under single window clearance mechanism.

An STP project may be set up any where in India.

Jurisdictional Directors have the powers to approve import of capital goods (net of taxes) not more than US$ 20 million.

100% Foreign equity is permitted.

All the imports of Hardware & Software in the STP units are completely duty free, import of second hand capital goods also permitted.

Re-Export of capital goods are permitted.

Simplified Minimum Export Performance norms i.e., (EHTP scheme)

“US $ 1 Million or 3 times of CIF value of imported capital goods whichever is higher & Net Foreign Exchange Earnings to be positive Export Earnings”.

Domestic purchases by STP unit are eligible for the benefit of deemed exports to the equipment suppliers.

Use of computer system for commercial training purpose is permissible subject to the condition that no computer terminals are installed outside the STP premises.

The sales in the Domestic Tariff Area [DTA] shall be permissible upto 50% of the export in value terms.

STP units are exempted from payment of corporate income tax for a block of 10 years (upto 2009-10).

The capital goods purchased from the Domestic Tariff Area [DTA] are entitled for the benefits like levy of Excise Duty & Reimbursement of Central Sales Tax [CST].

Capital invested by Foreign Entrepreneurs Know – How Fees, Royalty, Dividend etc., can freely repatriated after payment of Income Taxes due on them if any.

Depreciation on Capital Goods above 90% over a period of five years and also the accelerated rate of 7% per quarter during the 0first two years subject to an overall limit of 70% in the first three years.

Statutory Compliance for STP Units.

Important statutory compliance for STP units are listed below as reference

Accounts : Each of such unit is required to maintain separate accounts for its operations. Separate annual balance sheet will have to be made for each such unit which would be become a part of the main balance sheet of the company. For maintaining separate accounts the following will have to be done :

a) Maintenance of Separate Cash & Bank book and corresponding vouchers.b) Maintenance of sales invoices.c) Maintenance of Fixed Assets register.d) Maintenance of Foreign Inward Remittance Certificate file (FIRC’s) & Bank

Realisation Certificate file where the original of the FIRC’s and BRCs are kept.

e) Maintenance of contract file, where copies of contracts received from buyers are maintained.

f) Preparation of yearly balance sheet for the unit which would ultimately become a part of the balance sheet of the company.

Banking : Each unit is required to maintain separate bank accounts for its operations. The units is free to have as many bank accounts as it desires but shall have to designate a single branch of bank whom all export documents will be submitted. In other words the work of handling of all shipping documents and realisation of export proceeds will have to be entrusted to this designated bank branch.

Procedure for Approval under STP Scheme

Units undertaking to export their entire production of goods and services may be set up under the Software Technology Park Scheme. Commensurate with the policy to give a special thrust to export of computer software, such units would be encouraged to be set up under the aforementioned export oriented scheme. Software units may undertake exports using data communication links or in the form of physical exports [which may be through courier services also], including export of professional services.

In order to become certified member unit under STP Scheme, approval from the competent authority is required. The steps involved for obtaining approval are as follows :

1.1.1Submission of application

a) An application in the prescribed format for establishing a Software Technology Park unit is to be submitted to Software Technology Parks of India.

b) The application should be along with the details of the Software Project in terms of strengths, area of expertise, marketing arrangement, business plans, means of finance, mode of export projected P & L and Balance Sheet [Optional]

c) Each application should be duly signed in initials by the competent authority on each page of the application along with office seal of the company.

d) The application should be supported by Certificate of Incorportion, under the Companies Act of 1956, Memorandum of Association, Articles of Association, of the company.

e) Resume of the Chief Executive heading the STP operations.

f) In case FIPB/RBI Approval for bringing in Foreign Equity or & NRI Repatriation of Capital is already obtained a copy of the approval should be accompanied with the application.

g) In case the project is for setting up a STP as 100% Subsidiary/Branch office a copy of approval from RBI for the same is to be attached with the application.

[PS. Initially it is suggested that a Draft copy of the application may submitted for smooth processing].

The applicants are advised to submit these applications in respective STPI Centre instead of Department of Industrial Policy & Promotion, Ministry of Industry and STPI will forward the same to the concerned Competent Authority with its recommendations. It will facilitate faster processing of the proposals.

Time frame for processing and granting approvals

In case the applications are complete in all respect, the time frame for granting approval is generally as below :

IMSC [DoE] Six weeks

FIPB [Ministry of Industry, SIA] Eight weeks

The above time frame may vary due to unavoidable circumstances.

Application must accompany a Demand Draft of Rs. 2,500/- drawn in favour of “The Director STPI” as processing fees.
