MEETINGThe Ross County Board of Commissioners met on this day, July 12, 2021, in regular session.

Commissioner Dwight A. Garrett, President, called the meeting to order at 9:00 a.m., with Commissioner R. Douglas Corcoran andCommissioner James E. Lowe in attendance.

Commissioner Garrett led the Commissioners in the Pledge of Allegiance.

SUBGRANT AWARD AGREEMENT – US 23 MAJOR CRIMES TASK FORCEMr. Lowe moved, Mr. Corcoran seconded, Mr. Garrett be authorized to sign, on the Commissioners behalf, a sub- grant award agreementby and between the Ohio Department of Safety and the Ross County Sheriff’s office in the amount of $85,833.43.

CONTRACT ENTERED INTO – 2021 WPCLF BATCH 1 CONSTRUCTION CONTRACTMr. Corcoran moved, Mr. Lowe seconded, Mr. Garrett be authorized to sign, on the Commissioners behalf, a contract between RossCounty and Southern Ohio Septic Services, in the amount of $39,000.00, for the replacement of three ( 3) existing home sewage systems, under the Ross County Water Pollution Control Fund 2021 Batch 1, according to a recommendation of the Ross County Health DistrictEnvironmental Division.

CONTRACT AWARD – PAVING VARIOUS COUNTY VILLAGE & TOWNSHIP ROADSMr. Corcoran moved, Mr. Lowe seconded, that a contract be awarded to Shelly and Sands, Inc., in the amount of $1,544. 639.40, for OhioPublic Works Phase Two, Project C012Y, for paving various county, village and township roads, according to a bid proposal submittedApril 5, 2021, and upon recommendation of the county engineer.

AUTHORIZATION TO ATTEND MEETING/ CONVENTIONMr. Lowe moved, Mr. Corcoran seconded, to approve a request, for Judy Mannion, County Wellness Coordinator to attend the CEBCOWellness Coordinator meeting at CCAO, Columbus, Ohio on July 23, 2021 at a cost of $45.00.

BOARD REAPPOINTMENT – AIRPORT ZONING BOARD OF APPEALSMr. Corcoran moved, Mr. Lowe seconded, to re-appoint Mr. Gene Bowen to the Ross County Shoemaker Airport Zoning Board ofAppeals for a 3 year term commencing August 1, 2021- July 31, 2023.

SUBGRANT AWARD ACCEPTANCE– ROSS COUNTY PROSECUTOR/VOCAMr. Corcoran moved, Mr. Lowe seconded, Mr. Garrett be authorized to sign, on the Commissioners behalf, a sub-grant acceptanceagreement between Ross County and the Ohio Office of Criminal Justice Services, for Coronavirus Emergency Supplemental FundingProgram grant funds, in the amount of $1,555.98.

APPLICATION LIQUOUR PERMIT – NO HEARINGMr. Lowe moved, Mr. Corcoran seconded, the Ross County Commissioners, by the Clerk, indicate to the Ohio Division of LiquorControl, no hearing is requested on the application from Huntsman Market, LLC6211 Blain Hgwy., Huntington Township, Chillicot he, Ohio 45601, permit number B TRFO 4080955.

OTHER BUSINESSPublic Library Annual Report – Mr. James Hill, Ms. Jennifer Slone and Ms. Erin Lyons attended the meeting to present the 2020Annual Report. Mr. Hill reported some needed construction projects were completed during the COVID19 Pandemic. Heating/AC unitswere installed, a new roof and parking lot paving was completed. Several new programs are being offered; Book a Bike and SeedLibrary, to name a few as well as the standards such as Book Worm. The Annual Report is available in the Commissioner’ s office.

Sheriff Lavender – asked about the Sand Volleyball Tournament to be held August 27-29. He is concerned about keeping the alleybetween the Courthouse and the Jail open as well as access across Paint St. to the alley between 15 North Paint and the municipal lot. He will contact Tiffany Butler to work out the logistics. Lt. Bamfield talked about the failing 911 system. They estimate it will be a cost of approximately $500,000.00 to replace the system. Once quotes are received they will return to discuss how to proceed.

Eric Braunlin – CORSA – Mr. Braunlin presented the Commissioners with a dividend check in the amount of $19,995. 00. He alsoreminded them that October will begin Insurance Renewal.

Washington National Supplemental – Michael Zoch – Mr. Zoch noted that several county employees still hold policies withWashington National and would like to have the fee deducted from their payroll. When the county switched providers the policy holdersthat wished to continue with Washington National, no longer could use payroll deduction for the fees. The Commissioners will discussthis with the Auditor to see if accommodations can, or cannot be made.

Airport Zoning Board of Appeals – The Airport Zoning Board of Appeals met to review an appeal to a request that was denied by theRoss County Board of Commissioners. Once hearing the information provided and listening to input from the party affected, the AirportZoning Board of Appeals reversed the Ross County Board of Commissioners decision by a 2 -1 vote. Minutes from this appeal areavailable in the Commissioner's Office.

Scenic Rivers – Mr. Bob Gable and Mr. Aaron Rourke attended the meeting to update the Commissioners on the progress of a ScenicRiver designation. Two public meetings are planned for Monday July 12, 2021. One with residents living on Alum Cliff Road, the otherwith residents of Twin Township. Mr. Gable clarified an issue regarding use of land along the scenic rivers. ODNR owns some propertyalong the designations which can be used to access the river/ creek. Private property is not subject to use by ODNR, nor should it be usedby those using the waterways. The designation also, DOES NOT, prevent hunting along, or on the waterways. Once the residents have been contacted the Commissioners will revisit the idea of supporting the scenic rivers designation.
