The Heat Is On—Help Keep It That Way!
As summer temperatures
across the country begin
to heat up, so is the buzz
around reauthorization of the
surface transportation bill in
Washington, D.C. The House
and Senate transportation
committees last week kicked off
public relations campaigns in
support of their reauthorization
goals (for specifics, see last
Thursday’s Newsline Plus here).
We still don’t have specifics
about either proposal, but we
know the House six year plan
would provide $230 billion—a
roughly 30 percent cut from
current investment levels—and
the Senate two-year plan would
include $109 billion—current
investment levels plus inflation.
Both bills will reportedly
streamline the transportation
project approval process,
consolidate existing programs
to focus on national priorities
and encourage public-private
partnerships. There is still
a great deal of work left for
each chamber, but having both
committee chairmen dedicated
to enacting a reauthorization
this year is a very positive
development.

$527 Million in New TIGER Grants
The U.S. Department of
Transportation is making $527
million available for a third
round of TIGER grants since
the program’s inception as part
of the ARRA. The competitive
awards provide funds for roads,
bridges, freight rail, transit
buses, streetcars, ports, and
bicycle and pedestrian paths.
The pre-application deadline is
October 3 and final applications
must be submitted by October
31. For more information,

June ARRA Outlays Well Below Last Year
Federal Highway
Administration data indicate
$615 million of American
Recovery and Reinvestment
Act of 2009 (ARRA) and
Transportation Infrastructure
Generating Economic Recovery
(TIGER) grant funds were paid
out during June—less than half
the $1.3 billion paid out in June
2010. As of June 30, highway
investments made in the ARRA
have delivered 8,501 completed
transportation infrastructure

The editorial staff of ARTBA’s “Transportation Builder” (TB) magazine is planning its annual special section in the September-October issue featuring outstanding photos of transportation infrastructure projects from across the nation.
Send photographs of your company’s best bridge proj-ects via email to ARTBA’s Jaime Mahoney. Submissions must be received by Fri-day, August 12. Here are the entry guidelines:
• Maximum of two photos per member company.
• Electronic images should be at least 300 DPI and saved in either tif or jpeg format. Do not send ZIP files or images over 10MB.
• Be sure to include captions detailing the name of the project and its location, photog-rapher’s name, and submitting company in entries.
TB editorial staff will make final decisions on photos to be included.

April VMT Lags Behind 2010 Figures
Motorists in the U.S. logged
250.5 billion miles in April, 2.4
percent less than in April 2010.
Cumulative travel for 2011 is
down 0.8 percent from the pace
set last year. April’s decline in
vehicle miles travelled is the
second consecutive monthly
decline following 12 consecutive
monthly increases.

“There’s some areas where the republicans have been more resistant in cooperating…it’s estimated we have about 2 trillion dollars worth of infrastructure that needs to be rebuilt: Roads; bridges; sewer lines; water mains; our air traffic control system doesn’t make sense…”
“For us to move forward on a major infrastructure initiative where we’re putting people to work right now, including construction workers who are disproportionately unemployed when the housing bubble went bust…to put them to work, rebuilding America at a time when interest rates are very low, contractors are looking for work and the need is there…that is something that could make a huge positive impact on the economy overall. And its an example of making an investment now that ends up having huge payoffs down the road.”

improvements in response
to a report showing the U.S.
unemployment rate has
increased to 9.2 percent:
“There are a few things that
we can and should do, right
now, to redouble our efforts on
behalf of the American people.
Let me give you some examples.
Right now, there are over a
million construction workers
out of work after the housing
boom went bust, just as a lot of
America needs rebuilding. We
connect the two by investing in
rebuilding our roads and our
bridges and our railways and
our infrastructure.”

individuals, companies and
public agencies that have
demonstrated leadership and
dedication to innovation in the
transportation construction
field as well as the promotion
of women leaders within the
industry.

launched a national student-
produced video contest to
document and demonstrate,
from a young person’s
perspective, views on
transportation infrastructure,
finance, operations and long-
term needs. Two winners will
be selected from a nationwide
pool of submissions—with the
top videos shown at ARTBA’s
National Convention in
Monterey, California.
Students of all ages are
encouraged to offer their
perspective on transportation
issues in the United States.
Entrants should create an
original two (2) to four (4)
minute video.
