On
November
26,
2015,
Oflicer
Scott
Silvestro, United
States
Secret
Service,
was
posted
midway
along
the
North
Fence
Line
of
the
White
House
and
witnessed
an
individual,
later
identified
as
JoSEPH
ANTHONY
CAPUTO
('CAPUTO)
scaling
the
white
House fence
with
one leg
over the
fence
with
an
American
flag
adorned
around
him
like a cape. Officer
Silvestro
ran
rowards
CAPUTO
but
failed
to
reach
him
before
cAPUTo
made
it
over
the fence
and
dropped
onto
the
North
Lawn
ofthe
White House. Officer
Silvestro
called out
the incident
over
the
radio to
ale(
other
ollicers
ofthe
incident.
CAPUTO
ran
south
towards
the
White
House
while
members
of
the
Uniform
Division of
the
Secret
Service
ordered
him to stoP
and
get
on
the
ground'
CAPUTO
complied
with
these
orders
and
was
taken
into custody
on the
North
Lawn
ofthe
White
House.
On November
26,2015,
Lt.
Ken
Matthews,
United
States
Secret
Service,
responded on
the
inside ofthe
North
Fence
Line
and observed
CAPUTO
already
in the
act
of complying
with
the
verbal commands
of o{ficers
on the North
Lawn.
Lt.
Matthews
took custody
of CAPUTO
and
walked
him,
handcuffed,
to
the
public
side
of
the North
Fence Line
of
the White
House.
While
in custody,
CAPUTO
made spontaneous
utterances
lo
Lt.
Matthews,
stating,
l
lovc
my
country
and l knew I
would be
locked
up. Pursuant to
a
search
incident
to
arrest' officers
removed
several
items
from CAPUTO's
person,
including,
an
American Flag,
a
USB
flash
drive
in
the
form ofa
Captain
America shield,
a
pocket guide
to
the Constitution,
and
weightlifting
gloves.
On
November
26,
2015,
Special Agents
Derek McGuire
and
Joseph
Dobish,
United
States
Secret Service, conducted
an
interview
of
two
individuals
in
Virginia
who
know
CAPUTO
and
with
whom
CAPUTO
had stayed
since
Monday,
November 23,
201 5.
During
the
interview
the subjects
of
the
interview
provided
two
letters that
were left
at
their
residence
by
CAPUTO.
Review
of these
letters
revealed
that
one
was
a
suicide
note. The suicide
note
clearly
contemplated that CAPUTO
planned
to
die
on November
26, 2015 reading,
Death
is a
natural
part
of
life.

into the Force. The
second
note
was intended
to
exonerate
the subjects
ofthe interview
from
any
actions ofCAPUTO'

On
November
26,
2015, oflicers
interviewed
CAPUTO's
mother, at
her residence
in
connecticut.
During
the
interview
cAPUTO's
mother
provided
officers
with
a
Last
will and
Testament
prepared
by CAPUTO.
Oflicers
also heard
an audio
message
left by CAPUTO
in
which he
tells
his mothr
rhat something
will happen
and
cAPUTO
may
or
may not be
able to
see
her again.
