1. Enhancement of Strategic Feature in Program

JICA did business focusing on four priority areas designated by JICA Country Program in

2006. JICA worked to make a program operational by combining various schemes including

technical cooperation projects, training program, grant aid and NGO program.

1-1． Agriculture and Rural Development

Three-quarters of the population, or almost 700,000 people depend on agriculture for its

livelihood, and agriculture and livestock production accounts for around 30 percent of

non-oil GDP in 2004 (UNDP, 2006). Subsistence production of staple crops, including

maize, cassava, rice and sweet potatoes dominates, while smallholder coffee is an

important cash crop. Farming is the sole source of employment and income for about 80

percent of rural households. But productivity is low as a result some 300,000 people, 44

percent of the rural population, are below the national poverty line, 0.55 us $ per capita per

day (MAFF, 2006).

About half of farmers are below the poverty line, so it is needed to increase yields as well

as generate off-farm employment. JICA works on increasing the productivity and

promoting marketing of rice and coffee, and works with both government and local

communities to realize sustainable development by assignment of policy advisor at the

central government level as well as practice of Irrigation and Rice Cultivation Project, and

Coffee Production Projects at community level. As a result production techniques were

improved, water users were organized and coffee was exported to Japan.

At the same time JICA sent ten members to the Philippines for food process training and

twenty four members to Japan for agribusiness training in an attempt to generate

employment and accelerate economic growth in rural area. JICA prepared the Project for

Rehabilitation and Improvement of Maliana I Irrigation System and Fisheries

Development Projects and formulated a request of the Project for Agribusiness Promotion.

1-2． Maintenance and Improvement of Infrastructure

Infrastructure is a key determinant of agricultural productivity and poverty reduction,

business investment, human development and government capacity to deliver services.

Infrastructure generally is in a poor state, due to the destruction in 1999 and the previous

lack of maintenance and development (Planning Commission 2002).

The government of Japan assisted rehabilitation of roads, water supply, power supply and

ports by dispatching the Peace-Keeping Operation Mission consisting of Japan Defense

Force Engineering Group and implementation grant aid projects. JICA works on capacity

building of implementing agencies in an integrated manner with grant aid projects. In FY

2006 JICA implemented three technical cooperation projects such as the Project for the

Capacity Building of Road Maintenance, the Project for Capacity Development by

Training and Preparation of Guidelines and Manual for Roads and the Project for Capacity

Development of teaching Staff in the Faculty of Engineering. JICA also facilitated

activities to ensure four grant aid projects are executed appropriately.

1-3． Human Resources Development and Institution Building

Under the Indonesian occupation, few current citizens of Timor-Leste held senior positions

in the government. Some 7,000 Indonesian officers fled Timor-Leste in the chaos of 1999,

which left a substantial vacuum in public service (Office of the Prime Minister, 2006).

From the UN period to the present, the UN missions and development partners dispatched

many advisors, who have been delivering public services and building the skills of national

civil servants. However the capacity building of the government is still insufficient. JICA

chooses the National Institute of Public Administration (INAP), the National Directorate

for Planning and External Assistance Coordination (NDPEAC) and the Capacity

Development and Coordination Unit (CDCU) as targets, which are responsible agencies

for civil service development.

JICA conducted the Project for Strengthening of Capacity of INAP in partnership with

Malaysian National Institute of Public Administration (INTAN), and dispatched advisors

of Aid Coordination and Capacity Development.

1-4． Consolidation of Peace

In the immediate aftermath of the events of 1999 there were approximately 240,000

refugees in West Timor and another 200,000 Internally Displaced Persons (IDPs) within

East Timor. Programs of peace building and reconciliation were developed and supported

by the UN missions and the Government of Timor-Leste to mitigate the risk of violence

between pro- and anti-independence forces and to promote return of refugees to their

residence.

Late in May 2006 just before withdraw of the UN mission (UNOTIL), the unrest took

place and more than 100,000 IDPs created. The government of Japan provided

humanitarian assistances and dispatched two civilian polices and the election observation

mission. JICA dispatched a training advisor of auditors.

2. Strengthening of Functions to Implement Projects

With manpower of two Japanese and three national program staff, JICA TL implemented

assistance activities including six technical cooperation projects, one development study, four

grant aid projects, five NGO partnership projects, ten advisors, two project formulation

advisors, nineteen training courses of sixty five participants and eleven missions. Two projects

are managed by JICA TL directly. During absence of advisors due to the evacuation, JICA TL

handled project activities including budget disbursement, procurement of equipments,

improvement of facilities and dispatch of counterpart staff for training. In addition, JICA TL

prepared a request of follow-up for ex-participant in the global mapping course in 2005.

3. Project Evaluation

JICA TL reviewed 290 ex-participants from FY 2001 to 2005. Seventy nine of them replied.

Although they said the training courses were very useful for their jobs, there is no case to

improve performance of their agencies. A single isolated training course would benefit an

individual level only, so in the future the training courses must be integrated into strategic

programs.

4. Partnership with Other Donors

JICA TL participated in the Development Partners Meeting in April 2006. The Japanese

Ambassador, Mr. Shimizu mentioned effectiveness of the JICA and ASEAN partnership

program. The Philippine Ambassador also introduced a case of the food processing project, the

JICA and the Philippine partnership project. The government showed an aid policy to shift

from financial assistance to capacity building assistance. JICA TL exchanged information and

views at informal donors meeting since November 2006.

In October 2006, the first development partners meeting by the interim government was held.

The new governmental priorities were: 1) consolidate security in Dili and throughout the

country; 2) stimulate economic activity in rural areas; 3) encourage employment activity; 4)

give attention to the needs of the youth; 5) support the veterans; 6) conclude border issues with

Indonesia and 7) reform the security sector. The government showed the Millennium

Challenge Account that gave particular attention to infrastructure and the private sector. The

budget is $450 million over the next five years, the Millennium Challenge Corporation (MCC)

funds about $360 million and the remaining $90 million comes from CFET. JICA TL

exchanged information and offered reports of transportation and water supply to MCC.

In February 2007 the Compact Information Meeting was held for the purpose of coordinating

the Government, the United Nations and other multilateral and bilateral donors. UNMIT has a

mandate to promote a compact between Timor Leste and the international community. The

time-frame for the Compact is 24 months. The key priorities are: 1) national reconciliation and

social trauma; 2) public safety and security sector reform; 3) humanitarian assistance; 4)

justice and the rule of law; 5) communication with civil society and 6) human resource

development.

JICA TL promoted the partnership with ASEAN countries, and dispatched ten members to

food processing and four members to agricultural extension both in the Philippine. Besides,

the Project of Road Manual Preparation accepted three engineers from the Road Engineering

Institute in Indonesia. In addition JICA TL made arrangements to accept advisors from

Malaysia INTAN to INAP and HIV/AIDS follow-up mission from Thailand but these were

suspended due to the intense security in early March 2007.

5. Citizens Participation in International Cooperation

JICA TL implemented five NGO partnership projects, and consulted with NGOs to prepare

new projects. JICA TL had a meeting with the Kyushu University about agricultural

cooperation and the Fisheries and Aquaculture International Co., Ltd. about fisheries

cooperation.

JICA TL made efforts to train national staff of partnership NGOs. They participated in the

Youth Invitation Program of small and medium industry and the food processing training in

the Philippines. JICA TL held a NGO Management Workshop in March 2007.

6. Efficiency of Services

JICA TL introduced English as working language and every document in the office is prepared

by national staff, and prepared high priority requests that are elaborated and matured for the

next year. The number of project formulation advisors was reduced from four to two as well as

program national staff also reduced from five to three. The NGO desk was merged to the

Program Unit. As a result the overseas office management budget was reduced 9.3 percent

compared to the previous year.

7. Strengthening of Office Management

JICA TL revised the security operation manual and assigned a security consultant in

September 2006 based on the experience of evacuation in late May. After resumption of

business in late October, JICA TL holds the security consultation meeting on the first Friday of

every month to share information and understand measures to be taken. In addition, from

December JICA TL has disseminated security information to every staff almost everyday.

JICA TL develops human resources of national staff by extending their works. The

administration staff passed a promotion examination in February and promoted to official

status. JICA TL sent three national staff to participate in training or meetings overseas, and

introduced personal performance assessment, link to a work plan of the Office. JICA TL holds

a staff meeting every Friday to monitor the progress of business and discuss important agendas.

As a result the behavior of national staff becomes more active.

JICA TL made efforts to promote publicity activities. Eighteen articles were appeared in

newspapers or magazines although activities were suspended during six months, and

maintained and promoted relationships with the government officers, donors and NGOs by

participating in donors meetings and workshops.

JICA TL worked on the environmental friendly office management. The consumption of

electricity was reduced about forty percent from 26,300 kwh/2005 to 15,700 kwh/2006 and

papers also reduced about twenty eight percent from 175,000/2005 to 125,000/2006.

The international information network was fully equipped in January 2007. JICA TL arranged

a system to input data and manage documents efficiently.
