Grant Update – Budget Overview

•FY 2014–15 revenues projected to be ~ $5.3 million … amount is still approximately

25% less than FY 2008-09 ($7.2M) and earlier.

•Grant funding is limited, but as many grants as possible will be funded. Please

check our funding status at:

Grant Update – Budget Overview (con’t)

• We WILL be able to fund 100% of Annual Grants, and will fund as many AIP Matching Grants and A&D Grants as funds allow.

•A transfer of $4 million from the Local Airport Loan Account to the Aeronautics Account was requested by Caltrans and approved by the Governor.

• This funding will be used for $5.6 million in AIP and A&D Grants for General Aviation airports in California.

Grant Update – AIP Match Status

•California Transportation Commission (CTC) must approve annual State AIP Match

set-aside amount and the AIP match rate.

•On August 20, 2014, the CTC approved an allocation of $550K for the AIP Match set-

aside amount for State FY 2014-15.

•Individual grant match limited to $100K. Requests > $100K must be approved by CTC on a case-by-case basis.

•If $550K exhausted, Aero must request additional set-aside from CTC (assuming funding is available).

•AIP Match Rate remains at 5% (unless match limited to $100K).

Grant Update – AIP Match Process

To receive a State AIP Matching Grant:

•Sponsor must have an executed FAA AIP grant agreement for the project.

•Project must be in the current Capital Improvement Plan.

•Sponsor must apply to Aero with:

•Completed State Matching Grant application (Form DOA-0012).

•Completed California Aid to Airports Certification (Form DOA-0007).

•Copy of FAA grant agreement with FAA & Sponsor signatures.

•Local Government approval (Resolution per Calif. Code of Regulations).

•Documentation of compliance with CEQA (NEPA does not count).

•Sketch of project location and dimensions (on 11” x 17” sheet).

•Project must not have started before allocation of State funds.

•Sponsor must be eligible (GA or Reliever Airport).

•Project must be eligible (primarily for GA purposes).

•Turn around time is approximately 2 weeks (review by Aviation Funding Specialist, Engineer, and Aviation Safety Officer; generation of

contract & return by sponsor).

•The AIP Matching Grant process is explained on the Aeronautics website and in the

Aeronautics “State Dollars for your Airports” guidebook.

agencies, and ALUCs to better understand the funding programs and

application procedures.

ALUCP Update Grant – General

•The State issues grants for updates of Airport Land Use Compatibility Plans (ALUCPs). Many ALUCPs are

out of date.

•ALUCP grants are A&D grants and subject to A&D grant funding limitations (Annual Credit Grants (the $10K to GA airports)

first, then AIP Matching Grants, then A&D grants).

•Current Target is 30% of A&D funding to ALUCP updates.

•To be eligible for an ALUCP grant, the project must be submitted into the CIP.

•Regional Transportation Planning Agencies and Airport Land Use Commissions are sent a CIP letter regarding ALUCP

updates, but Airport Managers need to enter these projects into the CIP.

•Project submissions must include all expected costs (may include costs associated with the CEQA process).

Specific issue - “eliminating Sponsor loss of AIP Matching Grants.”

•AIP Matching Grant requirements shown on earlier slide. Assuming sponsor submits a complete package and:

•State budget signed (may be delays starting in July at begin of FY)

•CTC has approved allocation of State AIP Matching Grant set-aside

•And Aero has funding available …

the delay should be minimal (~2 weeks)

•General Recommendations:

•Ensure any and all projects involving potential State Funding are submitted into the CURRENT CIP (letters for 2015 CIP coming

soon …).

•Get sketch, CEQA, local Govt approval, etc. completed while awaiting execution of Federal grant by FAA.

Response to State Airport Inspections

•Should not be any surprises in the letter … inspections conducted with Airport Manager or rep …

issues explained during the inspection.

Note: Copy of letter sent to appropriate FAA ADO.

•If there are discrepancies, we request a written response (email or letter) detailing action taken, plan

for addressing issues, & any questions/concerns.

•For “Safety” issues, we expect immediate action.

•For longer term items (pavement, faded markings, trees, etc.) we would like to see how and when you plan to address

the issue.

•Please send response within 30 days even if not all the items have been completed.

•Looking for ongoing incremental improvement.

5010 Updates – Coordination with FAA and State

Topic – How should Airport Sponsors coordinate with both the FAA and the State?

•First, take ownership of your 5010

•Current Form 5010-1 can be found at the website of the FAA’s contractor for the Airport Master Record program,

GCR Inc.

•FAA has an Advisory Circular, 150/5200-35A, on the Airport Master Record … for new airport, but has info on all the Data

Elements to help understand the code and requirements.

•5010’s are data-mined for many publicly available flight planning publications and websites, so it is critically

important that your Form 5010-1 (and A/FD entry) be up-to-date, particularly for operational information such as

runway lengths, displaced thresholds, etc., airport services, and contact information.

5010 Updates – Coordination with FAA and State (con’t)

•Then …. depends …

•On type of Airport:

•Part 139 – work with FAA Cert Inspector (State locked out).

•All Others – State has FAA 5010 Contract … but see below.

•On type of Change:

•Runway-related changes (length, weight bearing, etc.) – work with FAA ADO (State locked out).

•For Projects, ensure 5010 is updated along with ALP, etc.

•Also, remember to updated Based Aircraft information and provide Wildlife Survey updates to the State

inspector.

•In general, we would appreciate notification of any changes to the 5010 (both for knowing

current airport information and to determine if Airport Permit is affected).
