CONSIDERATION OF RESOLUTIONS
1. CURRICULUM, INSTRUCTION, PROFESSIONAL DEVELOPMENT, ASSESSMENT & ACCOUNTABILITY/SPECIAL EDUCATION
a. Resolution to Establish Concurrent Enrollment at Mercer County Community College (MCCC) for High School Students BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of school, approves the Resolution for Concurrent Enrollment at Mercer County Community College (MCCC) for High School Students to allow 50 students to enroll in one college level course at a total cost not to exceed $27,750.00. The program during the Spring Semester at MCCC West Windsor will promote reduction of opportunity gaps in college readiness and completion for low-income students. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving and goods or services from said vendor/consultant. b. Resolution for Career and Technical Education (CTE) Program for Practical Career
Awareness BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of school, approves the Resolution for Career and Technical Education (CTE) Program for Practical Career Awareness for the period March 1 through April 30, 2017 at a cost not to exceed $2,350.00. The program will include field experiences at Shades of You Unisex Salon, LLC and classroom guest presentations by Katrina George, PA-C (Applied Health Sciences CTE Program); Dr. Edward Kinsella, DPT (Sports Medicine for the Physical Fitness Technician CTE Program); and Akia Hicks, Master Stylist/Proprietor and Licensed Cosmetologist (Cosmetology CTE Program). BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving and goods or services from said vendor/consultant. c. Proposal for Cognitively Based Assessment of, for and as Learning (CBAL) by Educational
Testing Service (ETS) BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of school, approves the Proposal for Cognitively Based Assessment of, for and as Learning (CBAL) by Educational Testing Service (ETS) in all Middle School Math classes on March 7-10, 2017 at no cost to the Board. The goal of the program is to allow students to compete in a technology based and project based math challenge that is aligned to the New Jersey Student Learning Standards.
d. Resolution for Memorandum of Understanding (MOU) with The College of New Jersey (TCNJ) for Staff Certification in Teaching English as a Second Language (ESL) BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of school, approves the Memorandum of Understanding (MOU) with The College of New Jersey (TCNJ) for Staff Certification in Teaching English as a Second Language (ESL) as per the terms and conditions of the MOU. (Attachment 1-D)

e. Proposal for National Junior Tennis & Learning of Trenton Outreach Program – Schools Exercising Through Tennis BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of school, approves Proposal for National Junior Tennis & Learning of Trenton Outreach Program – Schools Exercising Through Tennis for the period March 6, 2017 through May 9, 2017 at no cost to the Board. The program will provide students the opportunity to learn the basics of tennis and develop life skills through team play. School sites are Hedgepeth Williams Middle School of the Arts, Kilmer Middle School, Dunn Middle School, Rivera Community Middle School, M.L. King, Jr. Elementary School and P.J. Hill Elementary School.
f. Proposal for Mercer County Community College Athletic Department BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of school, approves the Proposal for Mercer County Community College Athletic Department for the period January 24 through February 28, 2017 at a cost not to exceed $5,300.00. The program will be held at the TCHS West Campus pool, where swim team members will receive aquatics and water safety instruction according to the American Red Cross criteria. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving and goods or services from said vendor/consultant. g. Proposal for Trenton Youth Basketball
BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of school, approves the Proposal for Trenton Youth Basketball for the period January 24 through June 30, 2017 at no cost to the Board. The program for students starting in Grade Four will be held at the M.L. King Jr. School gym and will be used as a feeder program for the middle and high school programs.
h. Proposal for National Conference of Urban Education Associations Institutional Racism Listening Tour BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for National Conference of Urban Education Associations Institutional Racism Listening Tour on February 23, 2017 at no cost to the Board. This listening tour will serve as a platform to provide students, parents, educators and concerned community members with an opportunity to become involved in the conversation around institutional racism.

School Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for The College of New Jersey (TCNJ) Literacy Initiative at Columbus Elementary School for the period February 1 to June 30, 2017 at no cost to the Board. The program will offer tutoring by TCNJ students, along with support for Teachers in K-5 General Education classrooms by TCNJ students and 2 professors pending appropriate clearances.

Proposal for New Jersey Cares Beautification Program at Franklin Elementary School Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for New Jersey Cares Beautification Program at Franklin Elementary School on February 11, 2017 at no cost to the Board. A team of 50 volunteers will enhance the inside and outside of the building.
l. Proposal for Unit of Study by Fernbrook Farms Environmental Education Center at Mott Elementary School Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for Unit of Study by Fernbrook Farms Environmental Education Center at Robeson Elementary School for the period March 24-31, 2017 at no cost to the Board. With support from the Bonner Center for Civic and Community Engagement, the program will expose Fourth Grade students to nature, agriculture and the sources of their food, in order to foster their sense of compassion for our planet and for each other. Students will develop an interest in environmental stewardship through exposure to nature.
m. Proposal for Princeton University Art Museum Education Program at M.L. King, Jr. and Parker Elementary Schools BE IT RESOLVED: that the Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for Princeton University Art Museum Program at M.L. King, Jr. and Parker Elementary Schools for the period January 24 through June 30, 2017 at a cost not to exceed $2,501.60. The program will provide Third Graders the opportunity to learn about art and art history by examining world-class artworks in a top-quality cultural institution. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving and goods or services from said vendor/consultant. Proposal for Professional Development by The Association of Language Arts Teachers of New Jersey at Robbins Elementary School BE IT RESOLVED: that the Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for Professional Development by The Association of Language Arts Teachers of New Jersey at Robbins Elementary School for the period January 24 through June 30, 2017 at a cost not to exceed $5,750.00. The training will provide teachers with skills in preemptive lessons and teaching expository writing. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving and goods or services from said vendor/consultant. Revised Proposal for Tisch School of the Arts at NYU Production and Design Studio Program at Hedgepeth/Williams Middle School of the Arts Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Revised Proposal for Tisch School of the Arts at NYU Production and Design Studio Program at Hedgepeth/Williams Middle School of the Arts for the period December 1, 2016 to June 30, 2017 at a cost not to exceed $1,000.00. The program will provide students with the opportunity to be exposed to and participate in a series of classes, workshops and small group mentoring led and performed by technical theater professionals from New York University’s Tisch School of the Arts. This program was originally Board approved on November 14, 2016. The revision is needed to add a cost and account code.

BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving and goods or services from said vendor/consultant. Proposal for Literacy Through the Arts Program by Mr. Carl Anthony at Hedgepeth/ Williams Middle School of the Arts Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for Literacy Through the Arts Program by Mr. Carl Anthony at Hedgepeth/Williams Middle School of the Arts for the period February 1 through June 10, 2017 at a cost not to exceed $1,500.00. The program will provide students with the opportunity to be exposed to and participate in a series of writing and dance critique classes, workshops and small group mentoring led and performed by guest artist Mr. Carl Anthony. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving and goods or services from said vendor/consultant. q. Revised Proposal for Hands on Science Program at Rivera Community Middle School Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Revised Proposal for Hands On Science Program at Rivera Community Middle School for the period November 15, 2016 through June 30, 2017 at a cost not to exceed $1,270.00. The Liberty Science Center Traveling Program includes presenters to help teach and give students the experience of dissecting animals. This program was originally Board approved on November 14, 2016. The revision is needed to increase the cost. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving and goods or services from said vendor/consultant. Resolution for Assembly Program by Randy Shine through Partnership between the TCHS School Based Youth Services Program (SBYSP) and the Visual and Performing Arts (VPA) SLC Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for Assembly Program by Randy Shine through Partnership between the TCHS School Based Youth Services Program (SBYSP) and the Visual and Performing Arts (VPA) SLC for the period January 24 through June 30, 2017 at a cost not to exceed $800.00. The magic performance and career speaking assembly program is aligned with the goals of the SBYSP for students: improve emotional health, develop a sense of responsibility regarding academic expectations and participate in career exploration activities. BE IT FURTHER RESOLVED; that the Trenton Board of Education, upon the direction of the Superintendent of Schools directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving and goods or services from said vendor/consultant. Resolution to Extend the Contract with the Jersey College – Nursing School at Ewing Be it resolved; that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution to Extend the Contract with the Jersey College – Nursing School at Ewing for the period January 24, 2017 to June 30, 2017 at no cost to the Board. The partnership allows nursing students to complete their course of study by observing school nurses in the District Health Offices, and by observing the health educational programs within the District.

3. FINANCE & FACILITIES
a. Appropriation Transfers – November 2016
WHEREAS, N.J.S.A. 18A requires that the Board of Education approve appropriation transfers; and; WHEREAS, the Superintendent has authorized the budget adjusted to reflect the appropriation transfers; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, does ratify the transfers approved by the Superintendent of Schools. (Attachment 3-A)
b. A-148 Secretary’s Report – November 2016
WHEREAS, pursuant to N.J.S.A. 18A-17-9, the Secretary of the Board of Education shall report to the Board at each regular meeting but no more than once each month, the amount of total appropriations and the cash receipts of each account, and the amount for which warrants have been drawn against each account and the amount of orders and contractual obligations been drawn against each account and the amount of orders and contractual obligations incurred and chargeable against each account since the date of the last report; and WHEREAS, the Commissioner has prescribed that such reporting take place on Form A-148; WHEREAS, in compliance with N.J.A.C. 6A:23-2.11©3, the secretary has certified that, as of the date of the report(s) no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district board of education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education accepts the above referenced reports and certifications and orders that they be attached to and made part of the record of this meeting; BE IT FURTHER RESOLVED, in compliance with N.J.A.C 6A:23-2.11©4, the Board of Education certifies that, after review of the secretary’s monthly financial reports for November 2016, and upon consultation with the appropriate district officials, to the best of its knowledge, no major account or fund has been over expended in violation of N.J.A.C. 6A:23-2.11(b), and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year. c. A-149 Treasurer’s Report – November 2016
WHEREAS, pursuant to N.J.S.A. 18A-17-31 et seq. boards of education are required to have the appointed position of Treasurer of School Monies; and WHEREAS, the Treasurer shall serve in trust to receive and hold all school monies belonging to the district; and WHEREAS, the Treasurer shall report to the Board of Education on a monthly basis on the Form A-149, which is prescribed by the Commissioner of Education; NOW, THEREFORE BE IT RESOLVED, that the Trenton Board of Education, for the period ending November 30, 2016, upon the recommendation of the Superintendent of Schools, adopt the A-149 and cause it to become a part of the official minutes of this meeting. (Attachment 3-C)
d. Staff Travel BE IT RESOLVED: that the Board of Education, upon the recommendation of the Superintendent of Schools, ratified staff attendance/participation in the following professional conferences, workshops,

Resolution for Emergency Project – Early Childhood Roof WHEREAS, the Trenton Board of Education entered into a contract with Anderson Contractors Inc., for emergency roof removal and replacement repairs on the existing roof of the Trenton Early Childhood Center Administration Building located at 929 Parkside Avenue; and WHEREAS, the initial project cost was not to exceed Fifty-Six Thousand Two Hundred Eighty Dollars and No Cents ($56,280.00) with a ten percent (10%) contingency allowance of Five Thousand Six Hundred Twenty-Eight Dollars and No Cents ($5,628.00) for a total not to exceed amount of Sixty-One Thousand Nine Hundred Eight Dollars and No Cents ($61,908.00); and THEREFORE, BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Resolution for execution and payment for emergency roof repairs services on the existing roof of the Trenton Early Childhood Center Administration Building located at 929 Parkside Avenue.

Resolution Authorizing the Sustainable Jersey for Schools Small Grant Application by Hedgepeth Williams Middle School of the Arts WHEREAS, Sustainability means using resources wisely, saving money and reducing our impact on the environment, all of which will ensure the future health, safety, and prosperity of our children; and; WHEREAS, The Trenton Board of Education seeks to support and work with school staff and administrators, students and parents to ensure a safe and healthy environment for students by

encouraging our school community to implement sustainable, energy-smart, eco-friendly and cost-effective solutions. WHEREAS, The Trenton Board of Education is participating in the Sustainable Jersey for Schools Program; and WHEREAS, one of the purposes of the Sustainable Jersey for Schools Program is to provide resources to school districts to make progress on sustainability issues, and they have created a grant program called the Sustainable Jersey for Schools Small Grants Program; THEREFORE, the Trenton Board of Education has determined that it should apply for the aforementioned grant program, Sustainable Jersey for Schools; THEREFORE, BE IT RESOLVED that the Trenton Board of Education, State of New Jersey, authorize the submission of the aforementioned Sustainable Jersey for Schools Grant by Hedgepeth Williams Middle School of the Arts.
o. Educational Services Contract – Teachscape, Inc. BE IT RESOLVED: that the Trenton Board of Education, upon the recommendation of the Superintendent of Schools, approves the Proposal for an Educational Service Contract with Teachscape, Inc. for ten additional Danielson Certification Annual Licenses for the school year 2016-2017 at a cost not to exceed $4,190. The program is a self-paced online solution for training, assessing and maintaining observer proficiency when applying the Framework for Teaching evaluation instrument to teaching practice. All administrators must complete the modules and must score proficient on the assessment. BE IT FURTHER RESOLVED: that the Trenton Board of Education, upon the direction of the Superintendent of Schools, directs administration to obtain a purchase order and have it provided to the vendor/consultant prior to receiving any goods or services from said vendor/consultant.
