With no signs of peace re- turning to the Valley, Omar, working President of National Conference and former Chief Minister, hit out at the Modi government for its "failure" to acknowledge that the issue in Kashmir is largely of a politi- cal nature. The opposition delegation while seeking the President's intervention also submitted a memorandum and apprised him of the "worsening" situa- tion in the state. Omar said the delegation also requested the President to use his "influence" on the state as well as the Centre "to stop the use of lethal force against civilians in the Valley"."The failure of the central government to ac- knowledge that the issue in Kashmir is largely of a politi- cal nature has worsened the already volatile situation," Omar told reporters after an hour-long meeting with the President. "We have requested the President to impress upon the central government to initiate a credible and meaningful process of political dialogue without any further delay in- volving all stakeholders to ad- dress the political issue in the state," the NC leader said. The 46-year-old former Chief Minister, who had held a meeting of all opposition parties in Srinagar earlier this week, said the situation cannot be handled adminis- tratively or by creating a hu- manitarian crisis. "You see, we are having curfew for last 43 days. Now sale of petrol has been stopped which means it will also affect movement of ambulances. With stringent curfew meas- ures being enforced, more and more people are being driven out onto the streets and the problem is getting worse," Omar said, adding having fur- ther restrictions placed on them only increases their mis- ery.The delegation, which al- so comprised CPI-M MLA M Y Tarigami, Congress MLAs led by its PCC Chief G A Mir and independent MLA Hakeem Yaseen, has also sought time from Prime Minister Narendra Modi to discuss the situation. A special squad from theDrugs and Food ControlDepartment, Jammu conduct-ed surprise checks at variousplaces in Akhnoor Bus Standand the markets surroundingit. The checks were carriedout to check COTPA compli-ance in various sectors in thearea.The team headed byAssistant Controller FoodSafety, Department of Drugsand Food Control, Mr. AjitSingh also included FoodInspectors, Mr. Maneesh, Mr.Manzoor and Mr. Suresh. Theteam booked numerous ven-dors under various sections ofCOTPA act 2003.“We chal-laned the vendors and the gen-eral public under various sec-tions like sec 4, sec 5 and sec 6

of the act,” Singh said, whilecautioning the vendors to de-sist from flouting the varioussections of the COTPA act.

“We have decided to carryout a vigorous campaignagainst the menace of tobac-co, be it cigarettes or other to-bacco products. Today webooked several vendors andthe drive will continue at oth-er places as well,” he said.

He said that the drug andfood control department hasbeen taking action againstCOTPA violators from thepast several years and nowthe action against the viola-tors will be more focused andsustained.

Pertinently, theCigarettes and Other TobaccoProducts Act (COTPA) enact-ed in the year 2003 is aimed to

discourage the consumptionof tobacco products throughprogressive restrictions andto protect non-smokers frompassive smoking.

Prohibition on smokingin public spaces, prohibitionon all forms of direct/indirectadvertisement, promotionand sponsorship of tobaccoproducts, prohibition on saleof tobacco products to minorsand within a radius of 100yards of educational institu-tions and mandatory depic-tion of specified health warn-ings on all tobacco productsare the major provisions ofCOTPA.

“One of the key tasks ofour department is to curb themenace of cigarettes and to-bacco use which is otherwisethreatening our posterity.

This is a social cause andeverybody should put in hisbit to rid the society of thisfast spreading evil,” theAssistant Controller said.

He said that the squad al-so removed advertisements oftobacco products at the pointof sale (PoS) and also directedthe distributors of tobaccoproducts to ensure that all to-bacco advertisements are re-moved immediately.

He said that the checks toinspect compliance on COT-PA act will also be carried outin Bishnah and RS Pura areaof Jammu division, besidesthe main Jammu city.

“Today we challaned 15people while conducting thechecks. We also recovered afine of around 1400 Rupeesfrom the violators,” Food

Inspector, Maneesh, who waspart of the squad, said.

Interestingly, the GlobalAdult Tobacco Survey(GATS) India released byMinistry of Health & FamilyWelfare (MoHFW), GoI con-veys that 26.6% population ofJammu and Kashmir is usingtobacco product in one or theother of its form.

According to the surveythe state has 12% cigarettesmokers, 3.8% bidi smokersand 8.0% smokeless tobaccousers. J&K’s cigarette useprevalence (12%) is almostdouble the nationwide preva-lence of 5.7%. It has come tolight that the highest propor-tion of adults (67.9%) exposedto tobacco smoke in offices arein J&K and the lowest (15.4%)are in Chandigarh.

The CRPF authoritieshave said that there could bemore fatalities if the securityforces were told to give up theuse of pellet guns while con-trolling violent crowds.According to the CRPFsources, more people could getkilled whenever the situationassumes serious dimensionsas the CRPF personnel have toopen fire which could result inheavy causalities. Against thissenior Army functionaries areof the opinion that pellet guns

could be easily replaced bychili grenades, pepper gunsand sound cannons whichwere being used world over tocontrol protesters. This callsfor constituting a committee ofexperts, with members fromthe CRPF, BSF and the Army,and those from the DRDO thatis engaged in manufacturingweapons and explosives. Therecommendations of the com-mittee should be submitted tothe Defence and HomeMinistry which could take a fi-nal decision. Whatever deci-sion is taken by the defence andHome Ministry should be finaland the security forces shouldbe implemented by the CRPFand the BSF while tackling vio-lence in Kashmir.

Abdul Ghani was a resi-dence of village Loran, Poonchdistrict and a driver by profes-sion. Most of his time wasspent out working in otherstates to include Delhi,Himachal Pradesh andPunjab, but whenever, he wasat home with his family, hetaught basic driving skills tolocal unemployed youth help-ing them to earn livelihood. Healso provided monetary assis-tance to a number of needyfamilies of Loran and thusgained a very good reputationin the village. His family com-prised of his wife Akbar Jan,two daughters named PraveenAkthar, Gulshan Akthar and ason Harshan Ghani. He hadsome agricultural land, in-come from which barelyhelped his ends meet, there-fore, he learnt driving whichbecame his main source of in-come. Education of his chil-dren was his first priority as heexpended most of his earningson educational expenses of hischildren. In a rural area wheremany girls do not have accessto basic education, AbdulGhani ensured school educa-tion of both his daughtersalong with his son. AbdulGhani started showing symp-toms of paralysis four yearsprior to his death, ie, in the

year 2011. Initially he didn’tundergo medical treatmentciting reason that majority ofhis income with be spent onmedical expenses. Even in theinitial stages of the disease, hekept working hard to earn dai-ly bread for his family, ignor-ing his poor health but soonthe symptoms of disease be-came severe and left side of hisbody became paralyzed.Slowly and slowly, the cost oftreatment and medicines start-ed draining out the savingsdone by the family. As told byneighbors and villagers, hewas a person who would fighttill the end but would never askfor any favours from anyone.Bravely battling the disease

and facing a dire financial con-dition, the individual finallysuccumbed to severity of thedisease. Abdul Ghani is still re-membered as a very helpful,kind and cooperative person inthe neighbourhood. He wasone of the finest and most re-sponsible persons from thearea and having worked in oth-er states of the country, withhis varied experiences, alsomotivated local youth to takeup driving as a profession so asto earn an honest livelihood fortheir families. Since AbdulGhani’s death on 15 December2015, his family is goingthrough a difficult stage, asmost of their income has al-ready been spent for his treat-

ment. His younger daughterwho was studying in the tenthstandard had to stop her stud-ies owing to financial prob-lems. The condition of the fam-ily started deteriorating andthe entire family of four staysin a single room dilapidatedhouse, without basic house-hold amenities and survivingon the help from locals and theArmy by way of ration andclothing. The Army, under itsskill development initiative,got both the daughters en-rolled for embroidery classesat Mandi, Poonch district.Under this joint initiative bythe Army and State HandicraftDepartment, the two girls willbe trained for one year and atthe end of the course each ofthem will be given a Certificatefrom National Council ofVocational Training (NCVT)an amt of Rs 5,000 and raw ma-terials free of cost. The Armyhas also helped the family torenovate their house and pro-vided them with basic domes-tic and house hold items likemattresses, blankets, cookingutensils and crockery. Thisinitiative by the Army atLoran in Mandi Tehsil ofPoonch district has become asource of motivation for oth-er Government and SemiGovernment organisations tocome forward for the uplift-ment of poor families in thesociety.

In many ways, its trou-bled relations with Russia signify thecomplications that the U.S. faces in man-aging foes and friends across the world.How to deal with Russia will be one of thefirst questions to confront the nextPresident of the U.S., and U.S.-Russia re-lations will have implications for India.Two narratives For now, RepublicanDonald Trump and Democrat HillaryClinton are both citing Russia andPresident Putin to suit their respectivenarratives. The Democratic campaignhas accused Mr. Trump of being soft onMr. Putin, and projects Ms. Clinton as aleader who will stand up to the Russianleader. Mr. Trump has repeatedly saidMr. Putin does not respect PresidentBarack Obama or Ms. Clinton, but wouldrespect him as President. Complicatingmatters, Mr. Putin praised Mr. Trumpduring the primaries, and an alleged

RTI is a wonderful law that empowered all citizens ofthe country to get any information from government offi-cials. RTI made government really accountable to peopleas they can ask for details of even a single rupee in coun-try. Corruption in government offices came down for thefear of being caught. But it is sad that SIC in Jammu andKashmir has become almost decunct. Three members ofstate Information Commission (SIC) two including CIChad retired months back and the lone InformationCommissioner was due to retire within a month or so butthe government had failed to initiate any process for re-constitution of the said SIC. Government has not yetstarted any action to appoint new information commis-sioner and there is possibility that RTI may become inef-fective in Jammu and Kashmir. The RTI act that ensurestransparency and accountability in good governance isbeing intentionally weakened to cover up misdoings.With the enactment of the RTI Act a lot of hope was gener-ated amongst the people particularly the deprived citi-zens. It is regrettable that vested interest in administra-tion has conspired to make this wonderful law complete-ly defunct. There were widespread expectations that tra-ditional electoral democracy would be transformed intoparticipative democracy. With RTI people get connectedwith government and feel to be the part of administrationbesides keeping check on the developmental aspects. RTIact needs to be further strengthened with stern punitivemeasures for arrogant officers who prefer to keep infor-mation secret by providing part, incomplete or wrong in-formation. It has been found that officers keep rotatingRTI applications from one office to other in a bid to hideinformation and in some cases very high fees is demand-ed to give information to discourage the informationseeker. Those who are managing the affairs of govern-ment want a free hand so their acts are not get challengedand in the process they want SIC to become tooth less anddefunct. In the absence of SIC of Corruption will furtherincrease and officials will feel free to loot the public ex-chequer. It will be in the interest of Jammu and KashmirState that a fully functional SIC be in place to ensure in-formation to people who demand it. RTI is wonderful Act,strengthening it will strengthen democracy.

If we want our athletes to win medalsin 2020, the time begins now. With theright diet, coaches, infrastructure, finan-cial support and mindset, India willemerge as a major player in Tokyo. It isour sporting culture that needs a majorrevamp! I’m being totally upfront when Isay: Sakshi Malik, we are proud of yourstupendous achievement... not just as acompetitive athlete who won India’s firstmedal at Rio, but as a woman who defeat-ed the odds many times over. At the timeof writing P.V. Sindhu had pocketed thesilver, and we were holding our breathsfor the gold. Along with Dipa Karmakar,India now has Teen Deviyaan to be proudof. I know this isn’t a gender-neutral com-pliment. It isn’t! Deliberately so. There isno such thing as gender-neutrality insports. There’s not much of it in otherfields, either. But this column is primari-ly about Sakshi and her determination.This is also about Sakshi’s mother andher steel-like resolve to create a champi-

steam. Most of the government patronageis reserved for competing men. WhileIndia’s obsession with cricket ensuresthat corporate funding goes straight intothe coffers of our cricketing superstars.Female athletes in more progressive,more affluent countries, on the otherhand, do receive a fair amount of corpo-rate support. Here, I am not talking abouttennis stars like the American wonderwomen, the Williams sisters, but athletesfrom Germany, Switzerland, the UK andChina who compete in track and fieldevents. Add to that the usual prejudiceswomen are up against the moment theystep out of their homes and into a stadi-um, and what you get is discouragementon multiple levels. A catchy phrase goes:“Well-behaved women rarely make histo-ry.” In India, we can also add: Only well-behaved women find “good” husbands.Our female athletes are disciplined andexceedingly well-behaved (you simplycannot make the cut otherwise). It was in 2013 that thenprime minister, Manmohan Singh, had laid the foundation forthe nation’s first defence university at Binola in Gurgaon withthe hope that when completed, INDU “will become [a] world classinstitution of higher defence studies in which we will be able totake justifiable pride”. Given the dismal state of other institu-tions of higher learning in India, this might be a tall order but atleast a first step has been taken towards establishing INDU, aproject that has been part of the national discourse for decadesnow. Though various committees had recommended the settingup of a national defence university, the government had beendragging its feet on the project. Things are finally moving now.

The nature of the challenges facing defence in the 21st cen-tury emphasises the vital requirement of education in a militaryofficer’s career. While a key strength of the military organisa-tion is its cohesiveness, it is also true that the challenges posedby the use of military force in the world today require officerswho can think and act independently of formulaic guidelines.These challenges flow from changes in the strategic environmentdriven by social, economic and political factors which in turn af-fect the character of warfare and security as a whole. As a con-sequence, there is a need to focus on enhancing the level ofprofessional military education (PME) in India.

The aims of modern PME should be to develop the militaryofficers’ understanding of defence in the modern world; demandcritical engagement with current research on defence and its re-lationship with the fields of international relations, securitystudies, military history, war studies and operational experi-ence; encourage a systematic and reflective understanding ofcontemporary conflicts; promote initiative, creativity and inde-pendence of thought in identifying, researching, judging andsolving fundamental intellectual problems and develop relevant,transferable skills, especially communication, use of informa-tion technology and organisation and management of the learn-ing process. Indian PME lacks every single one of thesedimensions.

A key point to note about the development and application ofknowledge in the military context is it is generally consideredan “art” rather than a “science” because warfare is essentially ahuman and social activity. Some debate on the issue notwith-standing, the overwhelming consensus is that the analyticaltools and assumptions for theory-building in the military settingshould be derived from the social rather than the natural sci-ences.

As a military professional, the quality of abstract and theo-retical analysis will increasingly underpin the utility and valueof the armed forces to its clients (government and society). Andhere PME in India continues to lag behind. This needs to be rec-tified if India wants to produce officers who are capable of oper-ating in a complex security environment.If we want peace, weneed to be prepared for war.

And in order to be best prepared for it, we first need to un-derstand it well. In the emerging strategic environment, un-derstanding the knowledge terrain will be as important asknowing the geography or topology of the battlefield was in thepast.The Indian military must evolve a culture of independentstrategic thinking that allows its soldiers to comprehend na-tional security in all its various dimensions. If led and struc-tured professionally, INDU can help in achieving this goal. Thegovernment needs to move beyond the usual military-bureau-cratic apparatus and reach out to the best in the wider aca-demic community if INDU is to become an institution whichcan sharpen the intellectual underpinnings of Indian statecraft.Excessive political interference, bureaucratic inertia and inter-services rivalry could reduce it to a substandard institution.That would be a real tragedy because, as Thucydides once sug-gested, “the nation that makes great distinction between itsscholars and its warriors will have its thinking done by cow-ards and its fighting done by fools”.

One must understand at the outset that re-taining Kashmir is vital to India’s security andintegrity. A book, India: A Study in Profile, byLt-Col Javed Hassan of the Pakistani army,who retired as a Lieutenant-General, makes itclear that the basic goal of Pakistan’s strategicdoctrine is balkanising India. Representing astudy conducted for the Pakistani Army’sFaculty of Research and Doctrinal Studies,Command and Staff College, Quetta, it was dis-tributed by the Services Book Club,Rawalpindi. Neither of these could have hap-pened without official sanction from the high-est level, which, in turn indicated that it artic-ulated or was at least in synch with officialdoctrine. According to the book, “India washostage to a centrifugal rather than a cen-tripetal tradition.” Stating that this country“had a historical inability to exist as a unifiedstate”, Lt-Col Hassan identified Punjab,Jammu & Kashmir, Tamil Nadu and “six”north-eastern States (wonder why he left oneof the seven sisters out) as being completelyalienated from mainstream India. HusainHaqqani, who refers to the book in his well-known work Pakistan: Between Mosque andMilitary, writes that Hassan felt that with“some encouragement, the alienated parts ofIndia could become centres of insurgenciesthat would, at best, dismember India, and, at[the] least weaken India’s ability to seek re-gional domination for years to come.”

Lt-Col Hassan’s book was published in1990. Pakistan’s assistance to separatist and

secessionist elements in India began muchearlier. As B Raman pointed out in his bookTerrorist State as a Frontline Ally this was“was initially the outcome of an assessmentmade by the Pakistani intelligence communityin the early 1950s that keeping India desta-bilised and its military preoccupied with inter-nal security duties would be one way of neu-tralising, at little cost, the superiority of theIndian armed forces over their Pakistani coun-terpart.” Its “proxy war against India datesback to the 1950s and 1960s when it startedtraining and arming the Naga and Mizo hos-tiles. It suspended it after the humiliating de-feat of its Army in 1971 and started it again-this

time in Punjab after General Zia-ul-Haq seizedpower in 1977.” The military dictatorships,some overtly so and some with civilian fa-cades, that ruled Bangladesh after the assassi-nation of Sheikh Mujibur Rahman in 1975,were anti-India and pro-Pakistan. They al-lowed rebels from north-east Indian States likeTripura, Nagaland, Manipur and Assam par-ticularly United Liberation Front of Asom tooperate from Bangladesh, allowing them to es-tablish camps and providing them with armsand training. There was no change duringBegum Khaleda Zia’s first stint as prime min-ister from 1991 to 1996; things became worseduring her second stint from 2001-2006 at the

head of a coalition Government comprisingthe Bangladesh Nationalist Party, of whichshe was, and is, the leader and the Jamaat-e-Islami Bangladesh, which is pathologically an-ti-India and pro-Pakistan.

The first Awami League Government un-der Sheikh Hasina’s prime ministership madesome efforts to act against North-East India’srebels on Bangladesh soil but could not domuch given her small majority and oppositionfrom strong sections of the intelligence and se-curity establishments. It has been a very dif-ferent story during her second stint from 2009when she has enjoyed a massive majority andsecessionist and insurgent elements fromnorth-eastern India are finding Bangladesh’ssoil most inhospitable. Pakistan, meanwhile,had shifted its attention to Punjab and J&Kand began training, funding and equipping ter-rorists in both States. The United States’ deci-sion to lend massive help to the jihad againstSoviet occupation of Afghanistan and givePakistan virtually a blank cheque to conductit, was a godsend to Islamabad. In his book BinLaden: The Man Who Declared War onAmerica, Youssef Bodansky, then director ofthe US Congressional Task Force onTerrorism and Unconventional Warfare,wrote, “The ISI capitalized on the rapidly ex-panding and lavishly financed training andsupport system for the Afghan Mujahideen asa cover for expanded sponsorship of and sup-port for other insurgent groups dedicated tosubversive activities in India.”

Enough of Rio, aim for Tokyo

Five years after the Arab Spring, the situa-tion in many countries of the West Asia andNorth Africa region is far from satisfactory.The global policymakers and Arab statesmenhave failed to understand the challenges theArab youth are facing every day. The West andthe Arab rulers congregating to fight againstterrorism and ISIS are ignoring the socio-eco-nomic realities of their own people. This is in-directly contributing to the growth of ISIS.The bottomline is that the Arab rulers have be-come blind to their own problems Today, theArab youth are in need of another revolution,not to overthrow any autocrat or a dictator butto ensure that they have a definite future. Fiveyears after the Arab Spring, the situation inmany countries of the West Asia and NorthAfrica (WANA) is far from satisfactory. Withdevastating civil wars engulfing the region,the ambitious plans of the youth for democra-cy and freedom are badly lost. Unfortunatelythe ugly head of Islamic State (ISIS) has quiet-ly occupied the vacuum created by the absenceof stronger political systems almost every-where in the region from Iraq to Tunisia.

The sacrifice made by MohammedBouazizi a young street vendor who set him-self ablaze in late 2010 in Tunisia, unmindfulthat it will start Arab Spring — has failed to

herald a change. It is another story thatBouazizi could never foresee that his actionwould motivate millions across the Arabworld, stretching from Morocco to the Gulf re-gion. As he personified a large section of theyoung, single and unemployed youth and theirnumerous problems, his action resonatedaround the vast Arab world. The aspirationsand dreams of the youth, who were mainly thedriving force behind the whole Arab Spring,have finally been seen at present as miragesand nightmares, in some instances. First of all,notably, the Arab Spring had been widely rep-resented by a variety of participants, but themajority of them belonged to the age group be-tween15 and 24 years. Obviously, the middleclass and the economic elite took part in theprotests but the torchbearers were the youth.Second, the Arab Spring marred by blood, dis-content and uncertainty could hardly restruc-ture the political systems of any of the coun-tries of the WANA region. It was caused main-ly by the realisation of the youth in countrieslike Libya, Egypt, Tunisia, Syria and othersthat their generation was living in a Statewhich does not recognise their contribution tothe nation-building process, and also to a greatextent their aspirations are not being fulfilledin the past. Therefore, the deeply entrenchedsocio-economic problems that led to the rise of

the rebellion will not just disappear with thedeath or overthrow of dictators likeMuammar Gaddafi, Hosni Mubarak, or BenAli. Third, the contagion of the Arab uprisingwas also motivated by decades of suppressionof political freedom of commoners. Probably,long before the waves of globalisation sweptthe world, the rulers in the WANA region hadenjoyed unquestionable loyalty from theirpopulace. Put simply, their subjects in generalwere basking in the glory of oil wealth andmassive subsidies released by the rulers.

These were used as a shield against popu-lar protests and at times, for buying supportfor the regimes. So there was no question issu-ing political freedoms or at best bringing thecommon people to the political platform.Unfortunately the Arab youth fought for thesevery basic political freedoms, but they weredenied the same once again. Fourth, the over-arching socio-cultural, political and economicproblems leading to the frustration of theyouth were a general concern in almost allover the Arab world. But what had changedthe ground reality is that once the military andthe secret police started pounding on the inno-cent and peaceful protesters, many morejoined them for the fight against their rulers.

Ultimately, the success, rather the sur-vival of many States in the region, will depend

on a coherent strategy to improve standard ofeducation, to promote private sector, to gener-ate employment opportunities and to bring theyoung Arabs to the mainstream. Fifth, someArab observers say the Governments in WestAsia must bring an end to the “waithood” thatthe young people are suffering from fordecades. The Arab Spring was nothing morethan the demand of the people to fulfil the so-cial contracts made with their autocraticrulers. Thus the revolution across was per-ceived not only as a political struggle but alsoan economic and cultural ones which rightlyexposes the long-drawn-out fault lines in theirsocieties. But today, regrettably we can say thefirst of the social contracts, which the childrenwill one fine day grow up to and contributeback to society and then of course raise theirown families, have all broken up; and these allspearheaded the fire of the revolution of theyouth. Hence this “waithood” can no longer betolerated, else, the States brought by the his-toric Sykes-Picot Agreement of 1916 will soonbe decimated. Sixth, the 8th Annual ASDA’ABurson-Marstellar ‘Arab Youth Survey 2016’was conducted by the international pollingfirm ‘Penn Schoen Berland’ to explore the atti-tudes among the Arab youth in 16 countries inthe WANA region found that an overwhelm-ing majority of young Arabs reject ISIS.

The public opinion in America sees Russia andMr. Putin as hostile. According to a December 2015 Pew study,Americans’ views of Russia have deteriorated. In 2011, about halfof Americans had a favourable opinion of Russia, but in 2015, just22 per cent expressed such sentiments, the study found. Threatperception is relative But Mr. Trump is clear that Islamism is thebigger threat and Russia is an ally in the fight against extremism.By constantly defining his campaign as a combat againstIslamism, Mr. Trump is seeking to turn public opinion in favourof his argument. But the view that America should not be tryingto fight on multiple fronts, that it must focus exclusively onIslamism and Islamist terrorism and therefore Russia is goodpartner to have, is not an isolated Trumpian take. For instance,Republican Congressman Dana Tyrone Rohrabacher fromCalifornia, a critic of Mr. Trump until he won the nomination,has been a long-time proponent of this argument. And in this kindof a proposed recalibration of American priorities, India has amore active role to play, according to its proponents. In a recent

conversation with this writer, the Congressman defined theIslamist onslaught in cultural terms. “Russia is an Orthodoxcountry. To win the war on terrorism, the U.S., Russia and Indiamust work together.” At least two people in the Trump foreignpolicy team shared similar views with this writer recently. JoeSchmitz, a Trump adviser who was worked in the Department ofDefence during the George W. Bush presidency, said, “Don’t for-get, we defeated Nazi Germany by allying ourself with a prettybad guy named Stalin. Okay? But we had a worse guy namedHitler. So we had to do what we had to do to defeat the enemy athand. So I think it all depends on what the challenges are andwhat the deal is.” Steve Yates, another adviser, who was also partof the Republican platform committee, said: “Mr. Trump has aview on Russia and its role in fighting terrorism. I expect therewill be some recalibrating, but I can’t say what they’ll likely be.But given India’s close links with Russia and given the fact Indiais also threatened by terrorism, cooperation between the U.S,India and Russia on fighting Islamism is a desirable direction totake.” Strength against Russia remains a key talking point of Ms.Clinton, but the future administration that she is more likely tolead than Mr. Trump will have to review America’s policy to-wards Russia. As Secretary of State in the first Obama adminis-tration, Ms. Clinton had led a “reset” effort with Russia, with lim-ited success. The situation and circumstances have changed dra-matically since then, making the path forward more complicatednow. Or may be not. If the rise of Islamism continues, the choicemay become easier for the next U.S. administration.

We can rantand rave and theorise about not bracketing a Sakshi, Sindhu andDipa in gender slots since that automatically perpetuates patri-archy and gender stereotyping it probably does. But how can onecombat a deep-rooted social menace without acknowledging itexists? The only way for the next generation of Sakshis, Sindhusand Dipas to push ahead is to fight for their legitimate rights onall fronts and levels. They must be in a position to demand equalrights and equal opportunities. Giving a Khel Ratna to our ath-letes is nothing but tokenism. Give them facilities! A well-earnedpurse of ̀ 2.5 crores has also been announced for Sakshi. She, andother under-privileged athletes could have done with this kind ofcash when they were training for Rio. So, before we throw moneyaround, let’s insist on effective policies and a roadmap first.Awards and honours act like spurs. They encourage our athletesto try that much harder in future. But our sights should be fixedon Tokyo 2020 from the moment the Rio closing ceremony ends

and our athletes pack their kits to head home. What we want tohear is not platitudes and “shabaashes”. Yes, we had the highestnumber of athletes qualifying for the games this time. Is thatenough? Are we happy to settle for just that? Does our nationalpride and ambition not seek more? Participation is fine. Hardwork is great. Sincerity is commendable. But just like we expectour boys in blue to win every major cricket series and come backwith the cup, we should set the same standards for athletes.Medals are what countries fight for at the end of the day. Why shyaway from that basic motivation? Even a tiny country likeSingapore (not that much larger than Gurgaon or Cuffe Parade)has produced a gold medallist! If we want our athletes to comeback with a respectable harvest of medals in 2020, the time beginsnow. With the right diet, coaches, infrastructure, financial sup-port and mindset, I am certain India will emerge as a major play-er in Tokyo. It is our sporting culture that requires a major re-vamp! As for our marvellous sports women stretching, pulling,jumping, punching, grappling and much more we acknowledgeyour struggles on all fronts. For our female athletes to shine stillmore, they first need to take their equal space in society. Theplace on the podium will automatically follow.

It was in the 1980s that the strategy of balkanising Indiaemerged with clarity. Haqqani has stated in his book that onseveral occasions, Lt-Gen Hamid Gul, who was director-gen-eral of the ISI from 1987 to 1989, referred to an operational planto encourage the centrifugal forces in India that existed whenhe was director-general of military intelligence from 1984 to1987. Now that the north-east Indian States are quiet but for a

terrorist strike here and there by organisations like theNational Democratic Front of Bodoland, and Pakistan is un-able revive terrorism in Punjab despite its best efforts,Islamabad has per force to concentrate on annexing Kashmirby stoking turmoil there as the first step toward India’s frag-mentation. Its designs will be greatly facilitated if India losesKashmir, the immediate consequences of which will be thatthis country would no longer have the mountain ranges alongthe Line of Control as its first line of defence against Pakistan.It will be the plains of Jammu, Punjab and Himachal Pradeshwhere Pakistan will be able to mobilise the formidable mili-tary machine it has built up by spending over 80 per cent of themassive US aid it has received, to arm itself against India. Itwill find it much easier than now to to put pressure on Delhi.Even if a war does not occur, infiltration of terrorists to therest of India to ignite Hindu-Muslim tensions and stoke re-gional ethnic or linguistic fires and/or commit acts of sabo-tage, would be very difficult to stop. Killers from organisa-tions like Lashkar-e-Tayyeba, Jaish-e-Mohammad and Hizb-ul Mujahideen would spread all over the country. India’s se-curity will be severely compromised. Can this be allowed tohappen?

The ac-cused, who hails from Govandi, had comedown to Thane to trade her 16-year-olddaughter for Rs 5 lakh to fund the marriageof her sister's daughter, a release issued byThane police said.

However, she was caught by officials of

the Anti-Human Trafficking cell when shewas about to strike a deal at a hotel here.According to preliminary reports, thewoman allegedly runs a sex racket and hasthree daughters from three marriages. Thevictim, the woman's daughter from thefirst marriage, was allegedly pushed intoflesh trade two years ago by her mother. SrPI Ravindra Daundkar of Thane police toldPTI that police had received a tip off thatthe woman was in search of a buyer for thegirl after which they arranged a decoy andcalled the accused to the hotel to strike a

deal. At the hotel, the woman demanded asum of Rs 5 lakh. After due negotiations thedeal was finalised for Rs 4.25 lakh and itwas decided that an advance of Rs 50,000 behanded to her. As soon as she received thecash, she was placed under arrest. A caseunder sections 370 (buying or disposing ofany person as a slave), 372 (selling minorfor purposes of prostitution), 366(a) (sellingminor for purposes of prostitution) of theIPC and also sections 4 and 5 of the PITAAct was registered against her with theWagle Estate police station.

An Uber taxi driver has been arrestedfor allegedly molesting a foreign nationalwhen she was travelling alone in the cabfrom suburban Bandra to Versova here, po-lice said today. The incident took place onWednesday night but came to light only aftera friend of the woman posted about it onFacebook the next day following which thevictim approached Santacruz police andlodged a complaint against the accused driv-er Shehbaaz Shaikh (32). "On the basis of thedetails provided by the complainant, ourteam contacted the cab aggregator andsought the driver's details following whichhe was picked up and arrested yesterday,"said a senior police officer. Soon afterShaikh's arrest, Uber suspended the driverimmediately and said it has a policy of zerotolerance in such instances. Issuing a state-ment, Uber said, "We have suspended thedriver from our platform and have sharedall details related to the trip and the driverwith the relevant authorities (Mumbai po-lice) for official investigation."

Facing flak from all quarters over its plan tostart online liquor sales during the Onam festi-val, the CPI-M led LDF government in Kerala hasdropped the move. Putting to rest the row overthe proposed move to introduce online foreignliquor trade, government made it clear that nosuch decision has been taken. Tourism andCooperation Minister A C Moideen said that nei-ther the state owned Co-operative ConsumersFederation (Consumerfed) nor the governmenthas taken any decision to start online liquortrade. Media reports that the decision was takenby Consumerfed, the apex body of consumer co-operatives in the state in this regard were "base-less", he said in a release last night.

Attacking the government over the issue,Opposition leader Ramesh Chennithala saidUDF would not in anyway accept this and allegedthat the government plan was part of its agree-

ment entered with the liquor lobby in the state.The LDF government initiative in this sectorwas in favour of encouraging liquor consump-tion in Kerala, he said. Criticising the new pro-posal, BJP state President KummanamRajasekharan had said the initiative would hurtthe state's 'pride and glory' during Onam festival.Consumerfed chairman M Mehboob had statedon August 19 that the plan was to launch onlineliquor sales during Onam, but that it would beimplemented only after discussions with thestate government. Consumers registering for theproducts online could order their favouritebrand and collect it from outlets by presentingthe bill, he had said and added it was only a sug-gestion to avoid long queues outside liquor out-lets. Excise Minister T P Ramakrishnan had saidthe proposal was yet to come up before the gov-ernment and that a decision would be takenwhen it comes before it. Consumerfed had laterstated that it would not deliver liquor via courieror post at the doorsteps of consumers.

Another 104 housing units are under con-struction in Palali North under owner-driven concept andare scheduled to be completed in October. The authoritieshave also identified 250 plots in the Kankesanthurai ce-ment factory area to resettle as many landless families. Therequirements of the remaining 482 families will have to beaddressed, which the authorities hope to complete byDecember. According to the Resettlement Ministry, discus-sions were on for the release of 450 acres of land inKankesanthurai; Palai Vemankamam North andThaiyyiddy. It would take care of 100 families.

Postpaid mobile tele-phone services were today re-stored in Kashmir after beingsuspended for six days to curbrumour-mongering in theValley where 64 persons have

been killed over the past 43days.

The mobile telephoneservices across all networkswere restored around 11 AM,an official said.

He said, however, outgo-ing call facility on pre-paid

Afghanistan’s former President Hamid Karzai “appreciat-ed” Prime Minister Narendra Modi’s statement on the humanrights situation in Balochistan on Friday, saying that India hadevery right to respond to Pakistan’s provocations.

“Pakistani authorities have spoken freely on Afghanistanand India, but this is the first time that the PM of India has spo-ken about Balochistan,” Mr. Karzai said during a visit to Delhi.

“However I don’t think India intends to go to any proxywars in the region as it has a tradition of peaceful coexistence.The region should not go to proxy wars,” he added.

The remarks from the former Afghan president, who has of-ten called out Pakistan for its support to the Taliban, come a dayafter Bangladesh Information Minister Hassanul Haq Inu hadalso backed Mr. Modi’s statements.

Speaking to an all-party meeting on Kashmir last week, andin his address on independence day,Mr. Modi had vowed totake up the cause of Baloch people facing repression inPakistan on the international stage, and said he had receivedmany messages from them.

“In Balochistan there is extreme suffering at the hands ofextremists promoted by state structures in Pakistan. Thereforethe people’s concerns need to be addressed and aired,” Mr.Karzai told The Hinduin an interview, saying that Mr. Modi’scomments should make Pakistan’s government “see the gravi-ty of the situation”.

Mr. Karzai also blamed the United States for supportingPakistan in the past, and claimed that it was the US that hadstopped India from providing military assistance and lethalweaponry to Afghanistan during his Presidential tenure thatended in 2014.

Referring to a statement by visiting NATO and US com-mander General John Nicholson in Delhi last week, who hadsaid that America welcomes Indian support to Afghanistan,Mr. Karzai said that the US had shifted its position “late and on-ly lately”.

“It is welcome that the US wishes to allow and encourageIndia to help Afghanistan militarily, although India shouldnever have waited for anyone’s permission,” Mr. Karzai said.

The comments are significant as they come a week ahead ofa visit to Delhi by Afghan Army Chief General Qadam ShahShahim. As The Hindu had reported earlier, sources confirmedthat General Shah will bring a “revised wish list” of militaryhardware Afghanistan wants India to help supply, includingrequests for more Mi-25 and Mi-35 helicopters.

Mr. Karzai said that India must now take “bold steps” to en-hance Afghan defence capabilities. “India knows the state ofthe Afghan forces. India is very capable of helping Afghanistanand has the means to supply Afghanistans needs: equipmenthardware and training,” he said at a roundtable organised bythe Institute of Peace and Conflict Studies (IPCS) ahead of akeynote address on “Regional Power play and the rise of radi-calism in Afghanistan” which he will deliver on Saturday.
