Mixed-use & Multi-family Residential Projects

University of Maryland Parkview Student Housing DesignGrimm + Parker ArchitectsCollege Park, Maryland – 2008Parkview Student Housing was developed to provide badly needed housing of the University of Maryland students at College Park and street-level services for the surrounding community. Four and five stories of wood framed residential suites are provided over a concrete slab that separates them from the retail and parking below. Mr. Scott provided preliminary and schematic design for this 900+ student housing building for off-campus of the UMd College Park as part of the design team. This IBC Chapter 5 ‘Special Provisions’ multi-story project places student suites over 16Ksf of commercial space and a 200-vehicle parking deck. The building form and façade respond to the both the commercial edge on the Route 1 side and the park on the other.

Port Towns CDC Development Project ProposalGrimm + Parker ArchitectsColmar Manor, Maryland – 2008In response to Port Towns’ Riverview RFI for the redevelopment of part of Colmar Manor a 400Ksf multi-story mixed-use project was proposed. This project was a combination of townhouses, apartments, office, and retail space surrounding 400 parking space parking structure. The highlight of the project is positioning the apartment ‘tower’ at the corner of Bladensburg Road and the Anacostia waterfront. Mr. Scott provided design, Sketchup model and sketches for the RFI response.

Spring Hill Condominium Building BeeryRio, Inc.Lorton, Virginia – 2005Working with KSI, Inc., this 75-unit four-story Spring Hill Senior Center building was positioned along Silverbrook Road at the main entry into the development created by new construction and reclamation of the existing Lorton Prison facility buildings. This building was set opposite the existing prison wall and tower with the entry drive in between; this placement gives the new ‘prison’ complex its ‘gateway’ function. The project’s heavy brick masonry exterior with its intricate detailing was balanced with its large glazed areas and generous punched window openings. All of this was positioned over a single level of sub-grade parking provided for the residents and the staff. Mr. Scott was lead designer for this project and approved by the Fairfax County ARB.

Livingston Forest CondominiumsBeeryRio, Inc.PG County, Maryland- 2005 To meet the Open Space requirements of the PG County Zoning Department a strategy for decreasing impermeable area needed resolution. A single road was provided up this very steep site and the 156 parking spaces for a 72-unit residential project were mostly accommodated under the buildings to reduce the affective site impermeable cover.

Jack L Scott, AIA, Leed AP 02The Preston Condominium Building & TownhousesCooper Carry, Inc.Alexandria, Virginia – 2003Mr. Scott led the design team and was Project Manager for this four-story, 53-unit condominium building with retail space on the first floor along Route 1. It was designed through a collaborative process including architects, landscape architects, City staff and representatives from the surrounding neighborhood. The City of Alexandria marked this project as an exemplary example of community collaborative development. The condo building has a 100-car parking garage below, a 5Ksf roof garden above, and also has a ten –townhouses complex next door.

Cambridge Waterfront Revitalization Concept Master Plan Cooper Carry, Inc.Cambridge, Maryland – 2002Mr. Scott, working directly with Studio Principal, developed this Concept Master Plan for the southeast waterfront at Cambridge Harbor. The existing underutilized industrial size was proposed to be transformed into an attractive tourist destination along the Choptank River.

South Washington Street/WRIT Residential Building ProposalCooper Carry, Inc.Competition Entry, Alexandria, Virginia – 2002In the heart of Alexandria, Virginia between the commercial edge along Washington Street and multistory single-family residences this proposed project, WRIT was looking for some ideas of how to develop the site and be sensitive to the context and streetscape. This proposal combines commercial office space at most of the first floor with the rest of the building residential. Mr. Scott was the Project Designer for this Concept Design which included a 160-space below-grade parking garage.

The Ashby at McLean Unit RenovationsCooper Carry, Inc.McLean, Virginia – 2002WRIT, the owner of this thirteen-story apartment building, was looking to reconfigure and update the interior of the residential units. Mr. Scott led a small design team in developing reconfiguration plans for each of the unit types along with the phasing necessary for the construction execution.

Royal Palm Plaza Mixed-Use ProjectCooper Carry, Inc.Boca Raton, Florida – 2002Royal Palm Plaza was a vision for an exciting ten-story mixed-use development that assembles 144 luxury condo units, retail and office space, and 25 two-story penthouses together in an urban setting. It was simultaneously a destination point and a place to call home. A retail promenade that is a continuation of a line from Mizner Park serves as a practical and symbolic link to the surrounding neighborhood. Inside the structure a 835-car parking structure is bound on three sides by the commercial building components and decorative screening on the fourth. Above the parking structure a central park unifies the development while serving as a core for retail and dining and creating a place for people to gather. Mr. Scott was the Project Designer.

Jack L Scott, AIA, Leed AP 03Montclair Train Station Mixed-Use Project ProposalCooper Carry, Inc.Montclair, New Jersey – 2002Mr. Scott provided the Concept Design for this 149-unit, five-story mixed-use project. This proposed project was to be built adjacent to the commuter train station and included 399 parking spaces to be shared by residents and commuters.

Palmetto Place Residential/Retail Mixed-Use Project ProposalCooper Carry, Inc.Concept Design, Boca Raton, Florida – 2001This proposed city-block sized mixed-use project was to be located on approximately 5.5 acres of land in Boca Raton, Florida, bounded on the East by Mizner Boulevard and on the North by Palmetto Park Road. Mr. Scott led the development of the concept design proposal which included 260 units of urban upscale apartments, approximately 13Ksf of retail, an integrated structured parking garage for approximately 800 cars, a bank, & landscape.

Institutional Projects

Liittle Hunting Park Pool BathhouseJack L Scott Architects, PLLCAlexandria, Va - Completed - 2014This project was to provide partial demolition and reconstruction to Little Hunting Park Pool Bathhouse and associated spaces. It was proposed that the remaining existing portion of the building, stem walls, concrete slab and foundation be removed and the new construction provided in its place. LHP Bathhouse and snack bar are part of a membership neighborhood recreation facility. The project comprises a simple form and is slightly larger than the original building.

GMU Student Union Building 1 Renovation and Addition Grimm + Parker ArchitectsFairfax County, Virginia – 2010A 72Ksf Addition and 68Ksf Renovation was provided to expand student services and to give a more recognizable entrance to the campus at the GMU SUB1. The Addition was provided at the south end of the existing SUB1 building, and a light well and stair were provided where the two were joined. As a Hess fast track design/build project it was provided using the BIM process and was represented by Mr. Scott for BCOM, AARB and GMU user/staff review. Mr. Scott was Project Designer, Project Manager and preformed CA services.

Janney School Renovation / Addition Proposal Grimm + Parker ArchitectsCompetition, Washington, DC – 2009The Janney School needed an expansion and renovation for a total of 82Ksf, DC needed a new 20Ksf community library and both needed a private developer to provide all this along with additional multifamily residential development in the community. Using as little of the available open space possible, providing under-ground parking and compressing the new school design were strategies used by Mr. Scott, working with LCOR, to make the competition submission palatable to the community and the DC municipality.

Jack L Scott, AIA, Leed AP 04Deerfield Elementary School Design ProposalGrimm + Parker ArchitectsHarford County, Maryland – 2008A 100Ksf elementary school was to be provided as part of the Edgewood MS and HS complex in Harford Co., Md. This conceptual proposal by Mr. Scott sought to maximize natural light transmission into teaching spaces and to ‘ground’ the project with the natural rural surroundings.

University of Maryland Clock tower Grimm + Parker ArchitectsCollege Park, Maryland – 2007As part of the Southwest District Mall landscaping and hardscaping project a clock tower was provided at the south end of the open plaza on the UMd College Park campus. Using materials found within the context of the buildings in this part of the campus, the brick and limestone tower provides the centerpiece of a hardscaped sitting area. The design was developed in conjunction with review from the campus ADSB. Mr. Scott was Project Designer, Project Manager and provided the CA services.

Williamsburg Middle School Design Proposal Grimm + Parker ArchitectsWilliamsburg, Virginia – 2009The prototype middle school building developed through the years by the GPA design staff needed some additional design work for this combination middle school and elementary school project at Williamsburg. The building plan is organized around a linear, naturally lit promenade and central covered courtyard space. To the west of the promenade are classrooms clustered in groups of four around a commons area. For this particular project the glazed roof of the promenade was proposed to be raised and greater articulation was provided at both entrances. Mr. Scott provided several section/perspective sketches to study the promenade design and opportunities for natural light.

DC Charter School Design Proposal Grimm + Parker ArchitectsWashington, DC – 2007This ‘Little Red Schoolhouse’ at the corner of 25th and Wagner Streets was proposed for a new charter school developer in Washington, DC. Located on a very narrow site in an under-served neighborhood in Ward 8, the challenge was to provide a dense and efficient 35Ksf building that would both fit into the contextual scale of the area and be an educational beacon. Metal skin and concrete block were proposed as exterior materials for their durability and cost efficiency. Mr. Scott was the Project Designer and Manager.

Vienna Elementary School RenovationBeeryRio, Inc.Vienna, Virginia – 2006The renovation of and addition to the Vienna Elementary School provided much needed administration, entry and library space. The additions to the school serve as infill portions around the existing building. The completed project gave the school a new, more identifiable entry that complimented the adjacent historic portion of the school. Mr. Scott provided the design lead for this project.

Jack L Scott, AIA, Leed AP 05Arlington Mill Continuing Education Center & Community Center BeeryRio, Inc.Competition Submission, Arlington, Virginia – 2006The Arlington Mill Community Center was envisioned as this community’s public gathering space, a place endowed with a sense of ownership by the neighborhood. This proposed LEED certified Neighborhood Center vision for this site and immediate area called for the Community Center to serve as focal feature for activity along this part of Columbia Pike. The surrounding neighborhoods would regain it’s identity. Mr. Scott worked directly with the office Design Principal in developing the design and led the rest of the design team.

HB Woodlawn Secondary School Music Wing AdditionBeeryRio, Inc. Arlington, Virginia – 2005The addition to HB Woodlawn was a 9Ksf two-story music wing located on a very compressed and steep site. The existing building, a 60’s International Style linear form of stone and brick, set the basis for a continuation of the language, albeit in a curved parti. The Addition was developed after master planning the site and realizing opportunities for future expansion could be limited if not accommodated with this construction. Mr. Scott was Project Manager, Project Designer and also presented the project developments to school’s design committee and the Arlington School Board.

Fairfax High School Renovation and AdditionBeeryRio, Inc.City of Fairfax, Virginia – 2003This proposal to renovate and expand Fairfax High School was a calculated response to the available surrounding land for new construction and the exist-ing conditions of the interior space of the school. Instead of simply isolating new nodes of structure in and around the corners of the existing facility, the design joins or “links” the new materials with the old structure as “the next layer.” The goal was one cohesive 430Ksf school, whose boundaries are expanded and brought into a more spatially complete and visually pleasing place of learn-ing. Mr. Scott led the design team through the Concept Design and Schematic Design Phases. This project won the 2008 Best Renovation Project from the Council of Educational Facilities Planners International Southeast Chapter and a 2008 Honorable Mention Virginia School Boards Association.

Mary Ellen Henderson MS, Clark Development Public/Private Partnership BeeryRio, Inc.Falls Church, Virginia – 2003In a partnership with Clark Ventures and the City of Falls Church Public Schools, BeeryRio was selected to master plan a new 600-student middle school in Falls Church, Virginia, Mary Ellen Henderson Middle School. As part of a PPA partnership, the Clark Real Estate Advisors team was selected to build a new 130Ksf school with private funds and lease the school building back to the City. Mr. Scott was Project Designer for the project and presented the design as it developed to the City. This project won the 2007 Best New Construction from the High School Council of Educational Facilities Planners International Southeast Chapter. It also won the 2006 Honor Award for New Construction from the Virginia Educational Facilities Planners/ VaBE and a 2006 Honorable Mention for New Construction Council of Educational Facility Planners International.

Jack L Scott, AIA, Leed AP 06Fredericksburg Academy Grades 8-12 Building Campus Addition Cooper Carry, Inc.Fredericksburg, Virginia – 2003Fredericksburg Academy administration was looking to expand the academic campus and modernize the facilities currently in use. One component to be provided immediately following the master planning of the campus expansion was a new 65Ksf academic building for the Upper School which would also contain a performance hall. This hall would be used both for school wide day-time assemblies and for evening events. For community identification the entry is marked with a glass tower that can be illuminated at night. Mr. Scott was Project Designer and Project Manager through the Schematic Design process. Senior Housing Projects

Sykesville Assisted Living Building ProposalGrimm + Parker ArchitectsSykesville, Maryland – 2008This was a three-story 105-unit assisted living building proposed for a rural site in central Maryland overlooking the town of Sykesville. The developer was very interested in providing a design that would fit the existing character of the town as a way reducing opposition to such a large project in this community. The project was also sited to reduce the need for excavation and tree cutting. Mr. Scott was the Project Designer for this proposal.

Sunrise at Carmel – Assisted and Independent Living BuildingsBeeryRio, Inc.Carmel, Indiana – 2007This was a combination of a 72-unit assisted living building and a 62-unit independent living building with a shared commercial kitchen and major building services. Positioned along the US31 Corridor this Sunrise Development fell under the purview of the ARB for Carmel. Months of coordination with the ARB staff led to this design that included ‘Colonial Styling’, varying mass along the US31 façade, and providing quality materials. Also important to the concept was to provide direct pedestrian access from the building to the community walkways. This lends to the desired urban quality desired. Mr. Scott was Project Designer and worked directly with the ARB.

Sunrise at Oakton – Condos-For-Life Building Public SpacesBeeryRio, Inc.Oakton, Virginia – 2006This 143-unit condominium building is designed to satisfy the residential needs for an aging regional population. Located in a well-established Northern Virginia neighborhood, this project combines the independence of condo living with the comfort and security of an age-restricted community building. Mr. Scott designed an exercise room, card room, community deck, arts and crafts room, lounge and generous dining room (complete with demonstration cooking) to serve the residents in a Commons area on the interior. An indoor pool, which will have a retractable wall for exterior exposure on moderate days, was also provided next to the Commons area. This area will serve as the activity hub for the building residents. The building was spread across the site to reduce the perception of its substantial mass.

Heartfields at Pawtucket Assisted Living and Special Needs FacilityBeeryRio, Inc.Pawtucket, Rhode Island – 1999This new two-story 62–unit, 86-bed Assisted Living facility with a Special Needs resident’s wing was provided for Constellation Senior Services, Inc. This 43Ksf moderate sized and moderately priced two-story building was developed to be a complimentary addition to a working-class neighborhood north of Providence. It was also developed around the client’s unique operation needs. The client embarked on providing for the resident needs using the ‘universal worker’ theory. The cost saving measure required that the resident rooms be gathered into areas of greater concentration and that originally back-of-house services be distributed throughout the building. Mr. Scott was the Project Designer.

Heartfields at Aspenwood Assisted Living and Special Needs FacilityBeeryRio, Inc.Montgomery Company, Maryland – 1999The project involved adding a new Assisted Living 55-unit and 71-bed building next to an existing Independent Living building. Complex existing grading, a limited site envelop, and a wary surrounding community made translating the design for Assisted Living residents into built form particularly challenging. The residents in the independent building were encouraged to visit and/or volunteer in this new AL building. Mr. Scott was the Project Designer.

Heartfields at Frederick Assisted Living and Special Needs FacilityBeeryRio, Inc.Frederick, Maryland (Similar Project built in Bowie, Maryland) – 1997Mr. Scott designed this new single-story 45-unit, 55-bed Assisted Living facility with Special Needs residents’ wing. This moderately scaled single-story assisted living facility is the result of providing a series of resident rooms collected together as if into ‘houses’. These ‘houses’ are then connected together by a single corridor. The resident is not subjected to seemingly unchanging space along the corridor by interrupting the ‘houses’ with community gathering spaces. The special-Needs residents section of the facility is physically and functionally separated from the assisted living residents. The strong, centrally-oriented nature of the parti of the plan allows for easier monitoring the residents and their activities. Mr. Scott was Project Designer and Project Manager.

Jack L Scott, AIA, Leed AP 08Heartfields Manor Assisted Living and Special Needs FacilitiesBeeryRio, Inc.Several Locations – 1995 through 2000New three-story 76-unit, 85 -bed Assisted Living facility with Special Needs residents wing This three-story assisted living facility serves to give the frail and elderly residents a place where they can live with a sense of dignity despite their need for assistance with daily personal functions.

Heartfields at Ellicott City Assisted Living Facility and Community Center BeeryRio, Inc.Elliott City, Maryland – 1996This project was a new four-story 70–unit, 74-bed 80Ksf Assisted Living facility and renovation of a two-story Community Center. This continuing care facility lacked the assisted living care element in its total makeup. The New 80Ksf Assisted Living building, provided to complete this CCRC, served to link the IL building to the Community Center. Prior to its completion they were connected by a covered sidewalk. While originally there was some concern that the existing IL residents would resist going into an assisted living building, the situation was alleviated by architecturally treating the connecting corridor as an ‘extended community porch’ within the building proper. Mr. Scott was Project Designer, Project Manager and provided CA for this project.

Single-family Residences

Alexandia Old Town Residence 01 Jack L Scott Architects, PLLCAlexandria, Va - Completed - 2014This project involved the renovation of an Alexandria Old Town residence into a more ‘livable’ modern house. Relatively small, this design required that the space make the most use every inch of the room available. The contractor/designer was instramental in the project’s development, as were the clients.

Alexandia Residence Renovation/Addition 01Jack L Scott Architects, PLLCAlexandria, Va - Completed - 2014A 1970’s single-story house was proposed to be expanded to icrease space and to allow for a greater amount of natural light.. This proposed expansion would build on the geometry of the original house. The contractor/designer/client was instramental in the project’s development.

The existing house was relatively large but the spaces not really well designed. After several hours of concept studies we resolved on a limited renovation/addition strategy.

The existing house was relatively large but not very accomodating for the family. Many hours were spent defining the scope of the project an the most economical way to execute it.
