1. INTRODUCTION
1.1. Introduction to ITER & Fusion for Energy
The ITER project aims to build a fusion device twice the size of the largest current devices,
with the goal of demonstrating the scientific and technical feasibility of fusion power. It is a
joint project between the European Union, China, India, Japan, South Korea, the Russian
Federation and the USA. ITER is being constructed in Europe, at Cadarache in the south of
France.
Most of the components that make up the ITER device are to be manufactured by each of
the participating countries and contributed in kind through so-called Domestic Agencies
including Fusion for Energy. In many cases the engineering and technologies required to
manufacture these components are very advanced.
The European Joint Undertaking for ITER and the Development of Fusion Energy or 'Fusion
for Energy' is a type of European organisation known as a Joint Undertaking created under
the Euratom Treaty by a decision of the Council of the European Union.
'Fusion for Energy' has three main objectives:
Providing European contributions to the ITER international fusion energy research project being built in Cadarache, France;
Providing European contributions to a number of joint projects with Japan that aim to accelerate the development of fusion - the "Broader Approach";
Coordinating a programme of activities to prepare for the first demonstration fusion reactors that can generate electricity (DEMO).
1.2. Subject of this Technical Specification
This Technical Specification sets out the scope of the Services to be provided by the
Supplier, the technical requirements and the expected deliverables of the Contract.
This Technical Specification establishes the role of an independent concrete laboratory in the
context of ITER project during construction of reinforced concrete buildings that perform a
nuclear safety function by:
Participating in confinement function
Housing, supporting or protecting PIC components and or system
Providing shielding

2. SCOPE OF THE WORK
2.1. Scope of services
2.1.1. General
The Contractor shall be involved in the project from the mix concrete trials performed by the
Construction Contractor under supervision of the Engineer through the time of the
construction of the buildings until final completion of concrete phase for reinforced concrete
buildings important for safety.
This Technical Specification defines
(i) the Services to be performed by the Supplier during the mix concrete trials phase and
the Construction Phase, up to the final completion of concrete phase for reinforced
concrete buildings important for safety, the services are considered as a Safety
Important Activity (surveillance),
(ii) the authority entrusted to the Supplier by F4E with respect to all parties participating
in the Project, and
(iii) the means to be made available to the Supplier for the performance of the Services.
The Technical Specification includes:

list of reinforced concrete buildings important for safety
concrete criteria for reinforced concrete buildings important for safety
provisional construction schedule
The following activity is excluded from the scope of the contract:
control of aggregates at their production point

2.1.4. Services
The following services shall be included in the supply:
Follow-up of mix concrete trials
Assessment of concrete procedures and reporting
Test on concrete and heavy concrete (including additional test on request)
Supervision and reporting of all the test to be performed
Audit of batching plant and reporting
2.1.5. Miscellaneous
The Supplier shall provide all tools required for the performance of the Services (including but not
limited to: monitoring equipment, manufacture of test pieces, storage conditions of samples,
machine laboratory…).
The Supplier shall provide all vehicles and communication equipment required for the performance
of the Services.

The Supplier shall provide its personnel with all safety and protective equipment required for the performance of the Services. Such safety and protective equipment shall include, but is not limited to:
Safety shoes and boots;
Safety helmets;
Noise protection equipment;
Protective goggles;
Appropriate clothes, parkas, etc.;
The Supplier shall make available:
All human resources required for the performance of the Services; and
All secretarial and support staff required to carry out document management.
2.2. Items supplied by F4E
F4E shall provide the following to the Supplier
Copies of the applicable documents mentioned in the Technical Specifications;
A list of names, functions and contact details of person involved in the construction activities linked to services , and
Construction schedules for the Works and any update when approved;
Production schedule for the Batching Plant and any update when approved;
The Supplier shall be automatically invited to all meetings organized by F4E without the need for a formal invitation and shall receive copies of all meeting reports.
2.3. Boundaries
Construction Contractors are responsible to provide concrete for construction of buildings of the ITER project under the Engineer’s Supervision.
To perform this task the Construction Contractors will supply concrete mainly from the onsite batching plant and also from offsite batching plants close to the worksite.
Onsite Batching plant implemented by the Construction Contractors is under operational responsibility of these Construction Contractors but F4E is the operator in accordance with French regulation (Batching plant is an ICPE- “Installation Classée pour la Protection de l’Environnement”).
Construction Contractors shall ensure their own concrete test according to F4E requirements by implementing their own concrete laboratory.
The Supplier shall perform its services taking into account:
production concrete rules of batching plant defined by Construction Contractor
environmental and safety rules defined by F4E and Construction Contractor

The Supplier shall follow the concrete trials of concrete formula (3 formula) defined by the Construction Contractors in charge of the construction of buildings in reinforced concrete important for safety in ITER Worksite.
In this respect the Supplier shall in compliance with the norms (as mentioned in 4.1): - Perform test on aggregates and components used in concrete - Perform Fresh concrete slump tests - Perform Fresh concrete density tests
- Perform Hard concrete density tests - Manufacture test pieces for compression tests at 7, 28 and 90 days - Perform Compression tests at 7,28 and and on request after 90 days - Handle, transport and store in compliance with the norms the test pieces for compression
tests; - Perform tests with calibrated devices/machines when required; - Assess mix concrete process (e.g. water/cement) - Submit a test report to F4E

In this respect the Supplier shall in compliance with the norms (as mentioned in 4.1): - Perform control of aggregates and components used for concrete - Perform independent concrete testing every 1000 m³ of poured concrete including

3.1.4. Test on heavy concrete _ OPTION
