Arts Gallery and Events 2012 Prospect Gallery and Exhibition Program

Gallery Advisory Group (GAG) The monthly meeting was held on Thursday 15 November 2012. An Artist in Residence (AIR) Review Council workshop was held on 6 November to inform future planning of the program. The Artist Memorandum of Agreement (Exhibitions) - Insurance and Indemnity clauses have been reviewed by Local Government Risk Services and amended to be clearer. The indemnity clause provides that each party (Council and Artist) will be responsible for the (financial) consequences they may create. The requested Public Liability (only) insurance will “back up” the indemnity and has been reduced to a minimum $5 million as artists are deemed “low risk”. The revised version provides the same intention RE indemnity but in plain language.

2013 Exhibition Program The program has been finalised and will be available for the Launch of the 17th Prospect Community show opening on 9 December. A full page advertisement has been placed in Australian Arts Collector for January – June 2013 that covers the whole nine exhibitions for 2013. Exhibitors are as follows:

Statistics There were no sales in November. Gallery attendance for November was 973. Workshop attendance was 46 with $138 received. The ‘Friends n Fibres’ group are on a break due to the refit of the Digital Hub.

December Exhibition (9 December – 20 January) – The 17th Prospect Community Show. Approx 70 community members have submitted artwork across a range of ages and art form mediums. The 2013 Community Show is sure to be a vibrant and joyful exhibition, showcasing the creativity and diversity of art made by the people of Prospect.

Events Tourrific Prospect As of end of November 2013 Tourrific Prospect has 310 Twitter followers (producing 772 Tweets) and 308 Facebook links

Two final Traders Briefings are scheduled for January 2013 – one general Trader Briefing and with the Liquor Licensing Commission for traders specifically requiring a Liquor License.

2013 Tourrific Prospect Trader registrations are now closed with 72 registered for involvement, including 11 inside their own businesses and 61 registered as external ‘Traders’ on the street and in the Wellness Village and Ochre Markets.

Only five (5) of the first lot of 40 Bespoke wheels are left at the customer centre and the demand is growing. People can use one of our donated wheels or source their own and drop them back to Council with their forms and we will install them.

On Thursday 29 November, a special Sponsors event was held in conjunction with Adelaide Hills Council and was attended by over 40 Sponsor, Elected Members and senior staff from both City of Prospect and Adelaide Hills Council. Two buses departed Prospect with Mike Turtur (STDU Race Director) commentating on one bus and Gary Beelitz (Operations Manager) commentating on the second bus, the buses followed the Stage One route from Prospect to Lobethal. Buses were driven by two of Council’s Volunteer bus drivers.

We were welcomed at the Lobethal Bierhaus for lunch by Adelaide Hills Council CEO Andrew Aitken. Much networking, race and stakeholder information sharing and celebration of the STDU was had.

Eastern Regional Alliance (ERA) – Arts and Culture Carolyn Ramsey, Manager Arts Gallery and Events has been appointed Chair of the ERA Arts and Culture portfolio group. They are now meeting monthly and presented at the ERA Showcase on 22 November and launched the new Arts and Culture Portfolio brochure ‘YOUR PLACE AND OURS – be part of a creative community’. Copies are available at each ERA Council.

The next project is a joint ERA exhibition themed ‘The Era we live in’ at the Prospect Gallery for the South Australian Living Artists Festival – 4 August- 29 September 2013.

Folk Federation of SA (FFSA) GUTHRIES – where the music’s live On 29 October, the Folk Federation received official notification that they were not successful with their 2013 ArtsSA funding. On 7 November, staff met with the Chair Kim Fullgrabe and their Coordinator Ray Thomas and discussed their plans for 2013 as they were about to enter into a new lease as per Council resolution of 23 October 2012 as follows: 1) Provide a new two year Licence with two rights of renewal each of three years to the

new Lease provided to the Folk Federation of South Australia Incorporated for use of the Prospect Town Hall subject to the Folk Federation of South Australia receiving annual government funding.

2) Delegated authority is provided to Director Economic Development, Communication,

Marketing and Events to sign the Deed of Licence on behalf of Council.

Staff are working with the Folk Federation to source alternative funding options. Opportunities include the new State Government ‘live music’ grants that aim to support musicians and the industry to create new music and build audiences. The focus of the grants is on managers and agents to support ‘vitality in our streets and venues, and a vibrant music industry’. The grant program opens in January 2013 and includes new categories: recording, marketing, skills and music development and audience development, with sub-categories of national and international touring and funding to support gigs and festivals. Youth Development

Youth band Traces of Nuts has been selected to perform at the Town of Walkerville Christmas event on 12 December at Walkerville Oval. Traces of Nuts is a regular performer at Club5082. They will take this opportunity to hone their skills prior to playing at Tourrific Prospect in January. Club5082 is now providing youth bands with a live demo recording of their performance. Volunteers are working with Councils sound technician to obtain a recording from the sound desk and burn to CD. Seven youth bands received a demo CD this month which they can use to promote themselves further. This service is provided for free to participating young people. In addition to providing live recording, Club5082 also provides young bands with video footage of their performance. The videos are uploaded to Facebook www.facebook.com/club5082. The bands are then able to tag the videos to their Facebook pages and share with friends. Live recording and video production are two features that seperate Club5082 from other youth music programs. Word of mouth is beginning to spread and youth bands are travelling huge distances to perform at our venue. Earlier this week Councils Youth Development Officer took a booking from a youth band who live at Wallaroo. They will be performing at Club 5082 in the January school holidays. At our last concert we had two youth bands from Murray Bridge perform and another from Kapunda. It’s very exciting to see. Pictured is one of Council’s youth volunteers at Council offices editing sound recordings from Club5082 and then making a copy for posting to the participating Bands. Prospect & Walkerville Youth Advisory Committee (YAC) The YAC awarded Lisa-Marie Kerr author of teen book ‘Get Job Ready – A Teens Guide To Getting Their First Job’ with a youth initiative grant of $500. The funds were used to supply Council with 30 books which will be displayed in ERA Libraries, School Libraries and used as a resource for teaching.

Volunteer Program

Volunteers Fifteen registrations of interest were received during November - 7 new volunteers commenced in November, 5 are ‘in the process’ of being inducted, 1 could not be placed due to no vacancies available in their area of interest and 2 to commence in the new year. One volunteer resigned from the Toy Library in November after finding fulltime employment; and 1 volunteer in the Graffiti Removal Program is on leave until further notice. Tourrific Prospect A letter was sent out to all active and inactive volunteers on our Volunteer Database asking for registrations of interest in the Tourrific Prospect event. Twelve volunteers responded to our invitation. Two information sessions were held on 27 November with 10 people attending. One of the Information Sessions provided for volunteers for the Tourrific Prospect Event Community Support Fund Seventeen applications totalling $45,340 were received and processed in November for the Community Support Fund. The assessment panel (2 champions, 1 friend, the Manager, Community Development and the Volunteer and Community Program Coordinator) met in November. It is proposed that $19,840 be allocated to 12 organisations. A report has been prepared for the December Council meeting. Justice of the Peace Program A volunteer support meeting and Christmas thank you was held for the JP’s. A new phone has been installed in the JP room as they often need to seek advice from the Attorneys General Department and or the association about the services they provide.

Community Programs

Community Transport The Community Transports’ Community Bus and 2 volunteer drivers (Jack and Lyell) took part in TDU/Prospect Councils’ 2013 Tourrific launch when invited sponsors and guests were bussed up to Lobethal (via Tourrific Stage One route). Despite the unseasonal hot weather the sponsors and guests had a comfortable trip there and back.

Pictured is Council’s Coordinator Community Transport, Dermot Hanafin, on a recent HACC bus tour to Clayton Bay. English as a Second Language Class On 13 November 2012 the English as a Second Language Class attended their annual end of year excursion. Twelve students (from 7 different countries), 2 volunteers and 1 Council staff member took a bus trip to Victor Harbor. Along the way, the group stopped for morning tea at a Christies Beach look out to enjoy an authentic Italian percolated coffee which was prepared by the Italian women in the group. Then it was on to Victor Harbor for a buffet lunch at the Hotel Victor, where the group met and interacted with other community groups who had also travelled to Victor Harbor by bus for the day. On the way home the group enjoyed the beautiful picturesque scenery of the Fleurieu Peninsula. The day was designed to give the group an opportunity to use the English conversation skills they had learnt throughout the year in a social and relaxed environment as well as provide an opportunity for the group to visit some of Adelaide’s beaches and tourist attractions. Many of the students said they “had not seen the sea in years” and for many, it was their first visit to Victor Harbor. The day was fun filled with lots of talking, singing and laughter.

Prospect Library

Presentation at Prospect Local History Group Meeting The Local History Group welcomed guests Brian De Laine and Vic Kollosche from the Northern Suburbs Ambulance Association at the meeting held on 1 November. They spoke about the history of the Northern Suburbs Ambulance service and how it commenced in 1946 due to community need. The first centre was at the rear of Prospect Council chambers with the first ambulance, uniforms and essential equipment donated by the R.A.A.F. All ambulance officers were volunteers. They told how the telephone used in the Centre was coin operated so for ease of use, two pennies attached to a wire were inserted and then retrieved after the call connected. The local medical officers, hospitals, business and community were always very supportive. 110,000 hours of volunteer service is officially recorded for the Northern Ambulance Service. At one time, according to Vic, the service had the most modern ambulance in the State! A book "Two Pennies on a String” has been produced recalling the history of the ambulance service.

Brian and Vic presented a plaque depicting the history of the ambulance service in the form of symbols (including the two pennies.) The plaque is in recognition of Prospect Council’s support to the ambulance service from 1947 to 1952 when the service was passed to St John’s Ambulance Service. The Plaque was received by Local History Group Convenor David Kilner who thanked Messrs. De Laine and Kolloschke for their visit and kind gesture. The plaque has been erected on the honour wall in the Prospect Library.

The Friends of Prospect Library On 21 November the Friends of Prospect Library held their Annual General Meeting with Teresa Brook from Public Library Services as Guest Speaker. During the meeting the Friends agreed to contribute $2,500 to our library service. The library manager thanked the Friends for this contribution and their ongoing support and advocacy for the library. Over the years the Friends have contributed in excess of $75,000 to the library which has funded PCs, an after-hours chute, furniture and inaugural collections of videos and DVDs and more.

Launch of the One Card Network & Celebration of the SWAP Network On 8 November an event was held at Prospect Library to celebrate the SWAP Library Network and its transition to the One Card Network. Guests in attendance included Geoff Strempel, Acting Director State Library, Matthew Mitchell, former Mayor at SWAP’s inauguration, Elected Members Kristina Barnett and Ashley Dixon, Public Library Services and former SWAP staff, members of Friends of Library and library volunteers.

Master of Ceremonies Deb Richardson welcomed guests and introduced guest speaker Ann Short, a former Prospect Library Manager and Director of Community Services, now Deputy Chair of the Libraries Board. Ann told “The SWAP Story” from its beginnings in 1990 as a collaboration of Cities of Prospect, St. Peters and the Town of Walkerville to later including Norwood and Payneham Libraries and the City of Campbelltown. What began as a sharing of the library system and lending resources evolved to include shared privileges and other services. Ann attributed much of the success of the network to the libraries’ “can do” attitude and the support they received from the councils and State Government. Mayor O’Loughlin congratulated all those involved in SWAP over the years and suggested that many of the lessons learnt in this remarkable 22 year library collaboration were valuable in creating the One Card Network. Acknowledging the work and support of the State Government, Public Library Services and all the library teams he then declared the SWAP Network libraries as members of the One Card Network and cut the cake with the help of the inaugural librarians pictured below.

• Eastern Region Alliance Environment Officers Presentation at ERA Showcase

The Eastern Region Alliance (ERA) Environment Officers’ Group was asked to undertake a presentation at the ERA Showcase. Council’s Environment and Transport Engineer was involved in preparing this presentation. The presentation outlined ERA’s achievements over the last year which included:

Investigation into the establishment of E-Waste Collection Sites;

Construction of a business case to undertake an ERA wide Integrated Vulnerability Assessment; and

Undertaking an ERA-wide Environment website review.

• Devonport Terrace – Greenways Project Council’s Environment and Transport Engineer is currently investigating opportunities to utilise the Community Garden for the propagation of smart/arid plants for incorporation into the landscaping component of the bicycle path upgrade that will be taking place along Devonport Terrace. 2. Recent Highlights/Current Focus

• A number of staff attended the Eastern Region Alliance (ERA) showcase, which highlighted the activities of the various ERA groups over the past 12 months.

• Discussion on community engagement strategies for the anticipated Inner Metro Growth Development Plan Amendment continued with representatives of the Department of Planning, Transport and Infrastructure.

• Council’s Building Officer attended a seminar hosted by the Australian Institute of Building Surveyors on the assessment of CSR Hebel products used in a variety of construction methods.

o Tonkin Consulting is currently undertaking feasibility study for installing an Emu crossing on Emilie Street for Nailsworth Primary School.

Precinct Services

During November 2012, the Precinct Services Team visited Precincts 21 and 1. This was the second visit to both of these Precincts. Works have focussed on repairing Category 1 footpath tripping hazards, pruning low hanging branches from street trees, and attending to Customer requests for street tree boundary prunes, which have been assessed by Rapid Response as Category 3, or low risk to Council. Seasonal and Cyclic Works Seasonal and Cyclic Works have continued throughout November 2012, as per the City Maintenance Annual Plan. Works undertaken included: • Weed spraying – November saw the conclusion of our peak weed spraying period.

Weed spraying will now slowly reduce as we enter the warmer months.

• Mowing and maintenance of Parks, Gardens and Ovals – Our fortnightly mowing and maintenance cycle continues. Our focus is on preparing our parks and gardens to cater for increased usage over the warmer months.

• Street sweeping – Berry blowing was reduced in November, with our focus shifting to

streets where service levels were reduced whilst we focussed on the high risk areas.

• Street Tree Watering – of trees planted this year is undertaken fortnightly. The full watering program will commence in December 2012; however, it may commence earlier depending on weather conditions. We continue to use GAP water for this purpose when access is available, which proves to be cost effective.
