More than 150 PMI Houston members will donate their time and expertise to help 50 area nonprofits working on
literacy during the upcoming Ready for Reading: Project Management Day of Service. This impactful and innovative
service event for project managers is being held on Sunday, October 18 (1-5pm) at the University of St. Thomas, in
conjunction with Points of Light’s annual Conference and Volunteering and Service, a national event bringing
together thousands of nonprofit leaders.
During this marathon-style service event
sponsored by HP, project managers will provide
speed consulting to nonprofit leaders, with the
end result being a well-defined scope of work
and project plan that nonprofits can then use to
address specific challenges. Project managers cut
across industries but are less common in the
nonprofit world, often due to a lack of resources.
Through Ready for Reading, volunteers will
contribute over 600 hours of direct service to
area nonprofits, making a collective contribution
of nearly $100,000 worth of business consulting
in a single day,” says Georgia Gillette, leader of

Presentation: When a Project Issue Becomes its Own Project During your project execution, has there ever been an issue that became large enough in scope to become its own project? What happens when your project is over-shadowed by a major issue or crisis that seems unsolvable and puts the entire project at risk? This is a presentation showing one example of this type of project, where a major issue changed the entire project scope. Using the Apollo 13 Blockbuster movie, this case study will draw analogies from the movie and its characters – the managers, leaders, and subject matter experts of the Apollo 13 mission. The teams must resolve a crisis that changed the entire mission. A combination of slides and several short movie clips will be presented to spark discussion between the presenter and the audience, focusing on how major change is dealt with under time constraints and technical challenges. Characteristics of good leadership among the management and team leaders will be discussed, along with observing team member dynamics in a crisis environment. Apollo 13 is a great example of how a large program team works under extreme pressure to complete a very different mission than what was originally planned. From a project crisis, a new project & mission evolved with one deliverable: Get the Apollo 13 crew home safely.

Bruce Garrett completed a career in the technology industry in October 2012. He has worked in both engineering and management positions for Texas Instruments, Schlumberger, and HP. His latest project work was at HP as a Software PM in HP’s Enterprise Supply Chain, where he managed software development of test software used in production and field testing of enterprise servers. Since leaving HP, Bruce has worked part time as a college instructor and PM consultant, along with volunteering with PMI Houston and Toastmasters International, a public speaking and leadership organization. He enjoys public speaking on PM topics at PMI venues and in his PM Toastmasters clubs.

He spent four years in the U.S. Army installing, testing and maintaining Fixed Station Communications Facilities. Ed worked for 10 years with Raytheon E-Systems both in the U.S. and abroad, in various roles that included Hardware Design, Integration and Test, Software Generation, Quality Assurance and Test and Project Management. Ed worked as a consultant for Object Space, Inc. during which time he supported projects in both the travel and automotive industries. He has also worked in the Telecommunications and Health/Life Insurance industries. Ed has provided QA Support, Oversight and Project Management for projects ranging from one month to three years with varying hardware platforms, software languages and development/QA processes. Ed has several years of experience in setup up Software Quality Assurance and Test groups, practices and processes from the ground up for both start up and established companies.

He is a seasoned change agent with strong leadership, facilitation, communication, training, and project management abilities. Larry holds a Doctorate in Organizational Change, a Master’s degree in Technology Management from Pepperdine University, and is currently Vice President of the Association of Change Management Professionals: Houston Chapter.

Thought Leadership in Project Management
This month’s article describes the findings and analysis of the authors Maria Vaz Almeida and António Lucas Soares on
the topic Knowledge sharing in project-based organizations: Overcoming the informational limbo. The study carries out an analysis
to evaluate the relationship between information management, knowledge sharing and organizational learning in Project-Based
Organizations (PBO). The authors remark the thought that information only becomes knowledge when it meets a need to finish an
assignment or to solve a problem (Gunnlaugsdottir, 2003). Taking this into account, the authors recognize the importance of an
effective knowledge sharing in PBO, in order to prevent repeating mistakes of previous projects and/or waste of resources
duplicating efforts to solve the same problem. The informational limbo, defined by the authors as the cause of the knowledge
sharing problems in PBO, occurs when the project ends and the produced information loses its direct utility. Also at this point, the
implicit knowledge originated from the team social relations gets lost, since the project team is dispersed. Then, there is a need of
implementing Enterprise Information Management (EIM) strategies to set the foundation for common knowledge-basis across
projects and effective knowledge sharing from the project to the organizational level. Moreover, within a project, an EIM strategy
aims to ensure the creation, organization and access of the project’s information.
Regarding the methodology, the authors based their analysis on an ethnographic study within projects of an R&D
institution. The immersed participant observation was the primary method adopted. Besides, to support the coding and analysis of
the collected data, the authors used a qualitative analysis software program.
The authors found that the adoption of user-friendly Information Technology applications can improve information sharing
within the organization. Even though, in the particular case of study, the project-based knowledge was preferentially shared through
social and informal interactions. From here, the authors identified a need for the improvement of codification mechanisms and
Information and Communication Technologies (ICT) platforms to reduce knowledge vulnerability. In this respect, the authors
proposed the idea that EIM artifacts should provide direct channels for the project members to retrieve information about knowledge
acquired in past projects, and these channels should be independent of people’s availability to provide that information. However,
the authors acknowledged that EIM strategies in projects (including models, processes, ICT technologies, etc.) have to be
associated to the social organizational practices and culture, so the project team will adopt them and the elemental succession of
information management; knowledge-sharing and organizational learning can be enhanced.
Additionally, the authors recommend a series of actions to implement during and after project execution, regarding EIM in
PBO. For instance, during project execution, an information architecture based on project structure will be helpful for content
organization. Then, after project execution, it seems effective to organize information making use of a faceted classification based
on categories. Furthermore, after project execution, the authors advise the incorporation of the contact information of project team
members through the Content Management System, which will contribute to the growth of the social network and will directly relate
with the functioning organizational culture.
In conclusion, the authors found out that an combined EIM strategy that balances knowledge codification and
personalization mechanisms can be an effective approach to improve knowledge sharing in PBO. The authors support the idea
that organizational culture and its social networks can promote project-to-organization learning, but at the same time, the ICT play
an important role in this process, offering technology-supported management of codified knowledge.

Project Management Toastmasters Clubs
THE NEW WOODLANDS PROJECT MANAGEMENT TOASTMASTERS CLUB STARTED IN MAY
The PMI-Houston Board of Directors has approved the sponsorship and funding for a new Project Management Toastmasters club that will meet in the Woodlands. The Woodlands Project Management Toastmasters club’s meetings will align with the Woodland’s monthly PMI-H venue. The club will begin having meetings in May and will meet twice monthly on the 2nd & 4th Tuesday evenings of each month, starting at 6:15pm for networking and 6:30pm meeting start time. Meeting location is tentatively planned to be in the same meeting room where the monthly PMI meetings are held - Sam Houston State University – Woodlands campus. Project Management Toastmasters clubs are open to all, but members are predominately professional project managers. The clubs welcome people from all backgrounds and professions. Houston Area Project Management Toastmasters Clubs are sponsored by PMI Houston and aligned with the goals of PMI International.
