It is time for the international community to uphold their historic and legal responsibility and to take serious actions to protect the Palestinian people and to pressure Israel to end its prolonged belligerent occupation of Palestine. SPECIAL REPORT: HIGHLIGHTING ISRAELI VIOLATIONS

This report summarizes Israel's violations, committed by its occupation forces and armed settlers, for over a year: between September 13th, 2015 and September 30th, 2016 (384 days), against Occupied Palestine. Since last September 2015, the State of Israel killed 248 Palestinians, 74% of them are 25 years-old or younger. As part of its collective punishment policy against the Palestinian people, the Israeli occupying authorities have retained more than 100 bodies of Palestinian martyrs since last September 2015 while rejecting calls made by members of the international community, including Human Rights Organizations, for a serious investigation into Israel’s extra-judicial executions. Though the so-called Israeli Supreme Court had decided to release the bodies, the Israeli Minister of “Internal Security”, Gilad Erdan, decided not to release the bodies, adding pain to their families. PALESTINIANS KILLED The Israeli occupying forces continued to commit crimes against the people of Palestine under the pretext of “suspicion of planning or carrying attacks”. Several international human rights organizations, including the International Federation for Human Rights, Human Rights Watch and Amnesty International, called

upon Israel to halt such practices, and some of their reports have specifically included references to killings in a “random and deliberate way”.

The following examples highlight eight killing incidents of Palestinians at the hands of the Israeli occupying forces (IOF):

• On 22/9/2015 at 7:43 am: an Israeli soldier shot several bullets at HADEEL AL-HASHLAMON and killed her for allegedly “holding a knife” when she was stopped at one of the many checkpoints inside Hebron’s old city. Israeli officials refuse to release the video footage that shows the entire sequence of events. Marcel Leme, a Brazilian national and an international human rights observer, was a few meters from the scene. He presented a written report with still photos with his testimony (published on Blog Sanaúd-Voltaremos). Leme said: “The woman remained froze on the other side of the metal barrier, behind her there was a wall. She did not move, speak, scream or react. She has never tried to attack any soldier and did not even get closer to them. Then the Israeli soldiers started opening fire at her some five or six times. The soldiers were about 3 meters away from her.”

One year on, the occupying power’s own investigations failed to prove its claims against martyr Hadeel Al-Hashlamon.

• On 25/10/2015 at 13:30: DANIA IRSHAID (17 years old), a student at Al-Rayyan Girls high school in Hebron, was shot and killed by an Israeli soldier outside the Ibrahimi Mosque while she was crossing a checkpoint on her way back from school. A witness told Ma’an News Agency that he saw Dania with a schoolbag on her back trying to cross the Israeli checkpoint near the Ibrahimi Mosque. “An Israeli soldier asked her: ‘where is the knife?’, she took a step back but there were a dozen soldiers behind her, then a solider immediately fired gunshots into the air,” the witness said. He added: “seconds later the schoolgirl was lying on the ground and was left bleeding without providing any medical aid.” The Palestinian-led International Solidarity Movement said it had collected eyewitness accounts saying the same thing: that she had first been shot in the legs that she tried to walk backwards with her hands in the air but that she was killed with seven or eight shots.

• On 16/11/2015: the IOF raided Qalandia Refugee Camp. During the raid, they demolished an apartment owned by the family of Palestinian detainee Mohammad Abu Shahin, who was detained over the suspicion of “shooting and killing an Israeli settler and injuring another settler” near Deir Ibzi’. The IOF clashed with several Palestinian residents as they attempted to prevent the demolition. As a result, two Palestinians were killed: AHMAD SUBHI ABU EL-EISH (27 years old) and LAYTH ASHARF MANASRAH (22 years old); four others were injured (including one critically). In addition, one child was detained from inside an ambulance as he was receiving medical treatment for sustained injuries.

• On 24/3/2016: the IOF shot dead two Palestinians both residents of Hebron: RAMZI MUSTAFA AL-QASRAWI (21 years), who was executed in cold blood in front of cameras after being seriously wounded, and ABDEL FATTAH AL-SHARIF (21 years) who was also executed in cold blood after being seriously wounded in Tal Al-Rumaida neighborhood in the occupied old city of Hebron.

• On 27/4/2016: the IOF shot dead a Palestinian woman MARAM ABU ISMAIL (24 years old), a resident of Beit Surif village located in northern occupied Jerusalem, and her brother Ibrahim Taha (16 years old) at Qalandia military checkpoint.

• On 21/6/2016 at about 1:30am: the IOF opened fire at a car carrying six Palestinian children, who are all cousins from Beit Ur Al-Tahta village located west of Ramallah, while they were driving back from the only swimming pool in Beit Sera village near ‘Highway 443’ (illegally constructed on Palestinian lands occupied in 1967). As a result, MAHMOUD RA’FAT BADRAN (15 years old) was killed on the spot while his other five cousins were wounded, two of them were in serious condition. According to Majed Shami (14 years old), who survived the attack: “our driver Akram Hilal and the six of us were surprised when Israeli soldiers dressed in civilian clothing opened fire at our car. The car collided with the wall, while the soldiers continued to shoot at us. As a result, the driver was eventually wounded by shrapnel in the head and chest, while my cousin Mahmoud Badran was killed and the rest of us were wounded. Israeli soldiers kidnapped the body of Mahmoud and arrested my cousin Majd Abed Badran, who was visiting from Qatar, and myself.” He added: “we were both released the next day. However, during the detention period, the Israeli authorities forced us to sign confession papers in Hebrew, a language we don’t understand, holding us responsible for throwing stones.”

• On 1/7/2016: the IOF positioned near Qalandia military checkpoint fired sound and tear gas bombs towards Palestinian worshippers who were attempting to pass the checkpoint and access Jerusalem to pray at the Al-Aqsa Mosque Compound during the holy month of Ramadan. As a result, TAYSEER HABASH (63 years old), a resident of Nablus, was killed due to gas inhalation.

• On 20/92016: the IOF positioned near Bani Naim town in Hebron shot dead ISSA TARAYRA (16 years old).

PALESTINIANS INJURED According to the Ministry of Health of Palestine, since October 1st 2015 and until September 30th 2016, at least 18,000 Palestinians have been injured, of which approximately:

¤ 12,000 Palestinians were treated in the field.

¤ 699 Palestinian children were transferred to hospitals, including 422 who were injured as a result of being shot with live ammunition.

¤ 174 were injured after being shot with rubber-coated bullets. Others have suffered from tear gas inhalation, assaults and burns.

The following examples highlight several incidents of Israeli occupying forces (IOF) firing at Palestinian children:

• On 23/10/2015, near Aida Refugee Camp in northern Bethlehem: the IOF shot rubber-coated metal bullets, sound bombs and tear gas cannisters, at unarmed Palestinian civilians over suspicion of throwing stones. This has resulted in the injuring of six people including five children: Read Fouad Khalil Ali (15 years old), Ibrahim Jobran (15 years old), Ayman Samir (13 years old), Firas Awwad (13 years old) and Khalil Alsif (15 years old). Also, journalist Abdel Rahman Yunis was injured.

• On 11/11/2015: the IOF raided Qalandia Refugee Camp and clashed with several residents as they stormed several homes. As a result, eight Palestinians were injured, including five children between the ages of 10 and 16 years old. Moreover, on the same day, the IOF, positioned in the vicinity of Al-Mahakma checkpoint located near the illegal settlement of “Bet El” north of Al-Bireh City, fired rubber-coated steel bullets and stun and tear gas grenades toward several residents

who were protesting against the continued Israeli settler assaults on the Al-Aqsa Mosque Compound. As a result, 74 residents were injured; including 18 children.

• On 1/12/2015: the IOF positioned near Maqassed Hospital, in the Mount of Olives in Jerusalem, fired tear gas cannisters at civilians over suspicion of throwing stones. As a result, a Palestinian woman and a child were injured. Also, two gas cannisters fell inside the Intensive Care Unit (ICU) and the children’s wing in the hospital.

• On 18/4/2016: the Israeli occupying forces stormed Hebron city and fired tear gas at the vicinity of Al-Zahra Girls School. As a result, at least 15 students have suffered from tear gas inhalation.

• On 9/8/2016: the IOF raided Bethlehem city and Duheishe refugee camp and clashed with residents while searching some homes, which led to the injury of eight residents including two children: Sa’eed Asad (14 years old), Diya’ Al-Afifi (17 years old), the forces also detained another resident and summoned Issa Jawarisa, a resident of Bethlehem.

• On 19/9/2016: the IOF positioned at Herod’s Gate in the occupied Old City of Jerusalem opened fire towards Ayman Al-Kurd (20 years old), a resident of Ras Al-Amoud neighbored in occupied East Jerusalem, causing him severe injuries. Al-Kurd was later arrested.

ISRAELI RAIDS AND ARRESTS Israeli occupying forces have carried out around 6,536 raids in Occupied Palestine, including East Jerusalem, during the period covered in the report (an average of 17 daily military raids). Additionally, nearly 6,911 Palestinians have been arrested from across the West Bank, Occupied Jerusalem and Gaza: an average of 18 Palestinians arrested on a daily basis.

HOME DEMOLITIONS Since September 13th 2015, the Israeli occupying forces (IOF) have stormed Palestinian neighborhoods, refugee camps and villages to demolish Palestinian homes and other structures, and to deliver demolition orders. According to UNOCHA, until September 30th 2016, the Israeli authorities demolished at least 974 Palestinian structures; including 266 international donor-funded structures. As a result, nearly 6,547 people including 2,051 children were affected and around 1,597 people were displaced; including 746 children.

• At dawn on 6/10/ 2015: the IOF stormed Jabal Al-Mukabir neighborhood and detonated explosives to demolish two Palestinian homes owned by: Mohammad Nayef Ja’abis (who was killed by Israeli occupying forces on April 8th, 2014 over suspicion of attempting to run over Israeli settlers with a bulldozer) and Ghassan Abu Jamal (who was killed on November 18th, 2014 over suspicion of killing Israeli settlers inside a synagogue near “Har Nouf” settlement). The IOF declared the area a closed military zone and forced 23 families living in the area to evacuate their homes.

• On 1/12/ 2015: the IOF demolished two Palestinian homes, owned by Fawaz and Rasem Al-Rajabi, in Al-Ashqariyye neighborhood of Beit Hanina in Jerusalem, under the pretext of unlicensed construction.

• On 11/2/2016: the IOF stormed Al-Farisiya village in the northern Jordan Valley and demolished six homes owned by Mohammad Faris Sabieh, Zidan Adnan Dabiyat, Yusef Talal Ayada, Burhan Lafi Daraghmeh, Inad Rashdi Sawafta and Ziyad Shihadeh Fuqaha, in addition to the demolition of two livestock sheds.

• On 16/5/2016: the IOF broke into the Jabal Al-Baba Bedouin community, located in the Eastern Jerusalem Governorate, and destroyed and confiscated 12 EU-funded caravans that were sheltering 70 residents.

• On 25/7/2016: the IOF stormed Qalandia village at night and demolished 12 houses under the

pretext of building without permits.

• On 27/9/2016: the IOF raided Al-Tur neighborhood in occupied East Jerusalem and demolished two buildings, which comprised of four apartments, owned by the brothers: Jaser, Tayseer and Ahmad Abu al- Hawa family. Additionally, the Israeli authorities requested the brothers to pay a fine of 480,000 NIS (around $126,300).

SETTLER VIOLENCE The Negotiations Affairs Department has previously reported that during the past 10 years, more than 11,000 attacks were perpetrated by the Israeli settlers against the occupied Palestinian population and their properties. Since Septemer 13th, 2015, the Israeli settlers have carried out nearly 795 (reported) attacks against Palestinians, their properties and places of worship.These settlers have acted with impunity and with the support, protection and complicity of the Government of Israel and its occupying forces.

In addition to video excerpts (widely shared on social media) reflecting an extreme level of hate and violence, the Israeli settlers have been involved in killing and injuring a significant number of Palestinian civilians. In several documented cases, Israeli settlers have incited the occupation forces to execute Palestinian civilians.

The following examples highlight some of the attacks carried out by Israeli settlers:

• On 30/3/2016: a group of illegal settlers stormed Duma village in southeast Nablus, and set fire to a house and livestock shed owned by Mohammed Ibrahim Dawabsheh (who was the only witness in the case of burning the family of Saad Dawabsheh by extremist settlers), which led to the injuring of Ibrahim Dawabsheh (suffocation), and his wife Yakein Abdul Qadir Dawabsheh (nervous breakdown). The attack also resulted in burning the entire bedroom and partial burning of the kitchen and the living room.

• On 13/4/2016: Zuhair Abu Khudair (63 years) was severely injured after being attacked by a group of settlers in the central station of Jerusalem. In a phone call with Hussein and Eyad Abu Khudair (cousins of the victim) they stated that: “Zuhair was working as a bus driver in the central station for the past two years. Suddenly, a group of settlers attacked and beat him severely using wooden and metal materials. He entered the hospital where he was in a coma for 12 hours.” Hussein also said that the report issued by the hospital and the Israeli police listed that the reasons for Zuhair’s injury was due to a transient accident, without mentioning the brutal attack by the settlers.

• On 13/5/2016: Israeli settlers broke into the house of citizen Riyad Abu Hazza’ in Tal Al-Rumayda neighbood in the occupied old city of Hebron, and sprayed gas towards his daughetr’s face ( 18 years old) and brutally beat his wife, causing her contusions.

• On 23/6/2016: a settler teen attacked child Mohammad Al-Ramouni (13 years old) in Oqbat Al-Khaldiyeh neighborhood in the occupied Old City of Jerusalem, leaving him with face injuries.

• On 7/8/2016: settlers brutelly beat a physically challenged child named Yousef Al-Rajabi ( 9 years

old) in occupied Old City of Hebron, who was injured with contusions and transferred to hospital for treatement.

• On 8/9/2016: an Israeli settler ran over Hussein Mousa (65 years old) resident of Al-Khader town,

while he was driving his car near the junction of the illegal settlement Kfar Etzion. CONCLUSION The current extremist Israeli government continues its despicable attempts to bury the two-state solution with its systematic violations of international law. This report shows only a glimpse of the daily reality of Israel’s colonization of Palestine in the absence of international accountability. A daily reality that continues to bury the hope of millions of Palestinians, both living under occupation and in exile. At a moment when are approaching a century of the infamous Balfour Declaration as well as the 50th year of Israel’s prolonged belligerent military occupation of the West Bank, including East Jerusalem, and Gaza, we continue to call upon the international community to assume its responsibilities. At the same time, we continue to work for justice and peace through international organizations and forums, including the International Criminal Court. In order to end the Israeli occupation and achieve an end of conflict agreement based on the two-state framework, accountability and justice should be enshrined in the international community’s dealings with Palestine. This is the only way to make Israel realize that its occupation of Palestine does not only endanger Palestine, but also the future of the region as a whole.
