Even though the recession and economic volatility spread

across leading economies from USA to Europe had started

to impact the Indian economy, India still had the resilience

to manage a decent growth rate on the strength of its

strong domestic markets.

In his Inaugural Address at the Summit with the theme

“Creating Brand India through Quality”, Mr Ashok

Chawla, IAS (Retd.), Chairman, Competition

Commission of India (CCI) said that the 1991 reforms

with its changes in physical control, trade policies, tax

regime and regulatory reforms, was the ‘watershed” for

the Indian economy which led it to its liberalization and

thence to its globalization.

It was a known fact, he said that deregulated sectors like

Telecom have far out-performed those of Fertilizers,

Pharma and Sugar which were yet to reach their potential.

The devolution of State control to market control had led

to the evolution of competition, he said. He elaborated

how Competition policy and law had led to anti

competitive pricing, regulated Mergers and Acquisitions

and removed barriers to trade. Competitive regulations,

he said while allocating resources optimally, had

benefited the poor more than the well off and had become

the fourth pillar of Public Policy complimenting Fiscal,

Monetary and Trade regulations.

Creating a distinction with the earlier MRTP Act, enacted

to prevent economic concentration which proved

inadequate as it relied on size and structure of companies,

The Competition Commission Act was more oriented

towards the behavior of companies and was based on

“rule of reason”. While commenting that cartels though

considered criminal abroad were treated with only higher

punishment in India, Mr Chawla said that the

Commission was alive to the economic and business

aspirations of the Indian Industry and one of the ways to

support it was through a quick approval process for

mergers and acquisitions. “Business dominance is not

frowned upon, it is the abuse of dominance that needs to

be regulated”, he said.

In his address, Mr B Muthuraman, President, CII & Vice

Chairman, Tata Steel Ltd complimented the Institute of

Quality for having championed the quality movement in

India and felt that its performance was the best amongst

all the CII Centers of Excellence in the country. Reflecting

on the pre 1991 administered economy days, he opined

that protection had only bred poor quality and low

profitability. It was the successive reforms which was the

foundation of what was built which led to improvements.

He recalled the quality mission to JUSE, Japan having a

cascading effect in the Indian industry which made

companies more competitive and win various Quality

Awards like the Deming Prize. His mantra was that

continuous improvement efforts needed to be pursued to

be in readiness for economic reforms, which, he said,

were bound to follow. “There can be no growth without

competitiveness and there can be no competitiveness

without quality”, he said. The Quality message however,

he felt, was not wide spread enough and needed to reach

the SME sector and not just remain confined to large

enterprises. In the given world scenario, where Europe

was “living beyond its means” and the USA needing to

implement “unpleasant measures”, Indian economy was

in far better shape. While alluding to the “Theory of

Constraints”, it was a change in process improvements

and not technology that would be the differentiator to

improve competitiveness, he said. Quality, he concluded,

needed to be taken to every corner of India and suggested

that Institute of Quality spread its reach to carry the

quality message all across.

Mr T C A Ranganathan, Chairman and Managing

Director, Export-Import Bank of India recounting his

organization’s proud 19 year association with CII, noted

that India with its skilled leadership would soon be the

third most preferred destination and the fourth largest

economy in PPP terms. He added that Asia and Africa

would be the next growth engines of the future. While

elaborating on the composition of Indian exports and

Imports, in the given turmoil in the western world, he felt

that India had all the potential to be a large manufacturing

hub in the future. Quality, he felt, was the benchmarking

of future expectations and innovation and improvement in

standards would drive it in this quest of brand building. He

also commented on the low levels of expenditure on

Investment, Innovation and Research & Development in

India which was mostly routed through the Public Sector.

Ten countries, he said, conducted nearly 80% of the

world’s R&D. The Indian spend on R&D stood at a mere

0.8% of the national GDP which was far lower than that of

Korea (3.2%) or the USA (1.9%). With appropriate fiscal

support systems, it is planned to increase this to 1.4% of

the GDP in the 12th Five Tear Plan.

In his opening remarks, Mr N Kumar, Chairman, CII

Institute of Quality & Vice Chairman, Sanmar Group

reiterated CII’s national commitment in building a

“Nation of Quality” and how the Quality Summit,

renamed as the “National Quality Summit” has been

showcasing it successfully. Tracing the history of the

quality movement over the last 25 years, he recounted

how the setting up of the Institute of Quality and Dr V

Krishnamurthy taking over as the as Chairman, National

Committee on Quality proved crucial for the “Quality

Movement”. The latest milestone in quality engagement,

he announced, was the proposed CII-IQ MoU with

Quality Council of India for a project to develop a

certifiable standard on Grievance Redress Mechanism,

which would be modeled around the guidance standard

ISO 10002. As part of CII’s endeavor in taking India to the

pinnacle of a developed country with quality as its

foundation, he enumerated the three significant

characteristics of Brand India; the world’s largest and

vibrant democracy with unity in its diversity, a rich

knowledge of manpower with the world’s youngest

population and some of the most intellectual brains in the

country with an advantage of proficiency in the English

language, backed by a buoyant economy. This branding,

he concluded, would usher in an equal India, a better

governed India and at the same time, a competitive India

having a rich heritage with an even richer future.

Case studies were also presented by Reliance Retail,

Zensar Technologies, Cavinkare, Ford India, Dell India,

Mahindra & Mahindra, Cass Business School and Titan

Industries at the Summit.

The Business Excellence Nite, forming a part of the

National Quality Summit, was a gala function in which

the luminaries of Indian business and industry were

awarded for their un-relenting pursuit of business

excellence. 58 organisations, from large and small

businesses, were recognized. The Assessors of the CII-

EXIM Bank Award for Business Excellence were also

felicitated.

Though this year 58 companies participated in the BE

awards, there were no winners for the Award. The award

process, an annual ceremony, is an occasion where Award

winning companies are felicitated for their achievements

in their journey to excellence. It is a prestigious and

befitting industry recognition of these companies who

have applied to be assessed by panels of trained assessors

through a transparent and rigorous methodology based on

the European Foundation for Quality Management

(EFQM) Model. Through processes of Assessments,

Consensus, Scoring, Jury Meetings, Site visits by

distinguished professionals and academicians, applicant

companies finally receive a feedback report. Such

independent assessments become significant learnings

for further improvements. Such exacting standards in

self-assessment and external evaluation have made this

Award a coveted benchmark of excellence. Others who

attended the Awards Distribution and Assessors

Felicitation included Mr T V Rao, Chief General

Manager, EXIMIUS Centre, Bangalore, Mr Harish

Bijoor, Brand-expert and Chief Executive Officer, Harish

Bijoor Consults Inc., Dr H Sudarshan Ballal, Medical

Director, Manipal Hospital, Dr V K Koshy, Former CMD,

BEL Ltd, Mr R Srinivasan, Past Chairman, CII Karnataka,

Mr C P Rangachar, Managing Director, Yuken India Ltd

and Mr L Krishnan, Managing Director, Taegutec India

Pvt Ltd.

As part of the Business Excellence Awards Nite, Chief

Guest Mr Santosh Hegde, Former Lokayukta, Karnataka

spoke on ethics and resulting Quality in Governance. He

said that accountability and transparency was the key for

good governance. Tracing the history of the evolution of

governance practices, starting from the framing of the

Constitution of India, he implored that Indians woke up

representatives elected by them. Similarly, the need for a

to become the corner stone of governance in the country.

Justice Hegde also handed over the CII National Award

for Food Safety 2011 to Mr Vinay Singh, Vice President,

Supply Chain & Mr V K Pruthi, Regional Manufacturing

Head of Britannia Industries Ltd, Delhi Unit. The award

was given to recognize them for their role model

commitment and the involvement of their people,

suppliers and vendors to effectively put in place a

continual improvement process of its Food Safety

Systems through integrated Quality, ISO 22000 and ISO

14000 certified systems. This was the second year of the

Award.

Earlier, Mr N Kumar, Chairman, CII Institute of Quality

and Vice Chairman, Sanmar Group in his welcome

address emphasized on the need for good governance in

the country. He said that one of the prime drivers of India’s

journey towards becoming a developed nation is the

Public Private Partnership model. He also said that the

imperatives of democracy, however, are forcing Indian

political leadership to look deeper at issues of poverty,

inequality and suffering of the common man. According

to him the world today is looking at India with respect and

considers India as one of the ideal economic growth

models. Addressing the criminalisation of politics and

corruption would be two major challenges in the

establishment of good governance practices.

The Valedictory Session ended with a highly motivating

session where His Holiness Sri Sri Ravi Shankar,

Founder, Art of Living Foundation spoke on how one

could improve the quality of human life. While stressing

on bringing down the wall of resistance to improve

interpersonal communications, he dissuaded people from

aping without thinking. Business prosperity, he said,

could be achieved by handling knowledge,

administration, finance and work force with a human

touch. Briefly touching on the issue of corruption, he said

that it was further propagated by the silence of the good as

compared with the voice of the bad. Mr C P Rangachar,

Managing Director, Yuken India Ltd as the Session

Chairman briefly introduced His Holiness to the

delegates. Mr N Kumar, Chairman, CII Institute of

Quality, while announcing the date for the next Quality

Summit, thanked all participants for their support in

making the Summit a grand success.

The year started with the 9th year the Annual Regional

Summit on Quality in Education was organised in

Coimbatore on 11 – 12 November with the theme

“Strategic Sustainable Growth in Higher Education

Institutions”.

Sessions included Status of Higher Education in India,

Leveraging Classroom Transactions, Effective Financial

year.

The National Summit on Quality in Education returned

this year to Bangalore after a gap of two years with the

theme ‘Empowering India Through Quality Education’

and had over 500 delegates representing teachers,

principals, school administrators and students,

participating. This year’s summit was in response to the

call of the former President of India, Dr APJ Abdul Kalam

during the 10th Anniversary celebrations of CII Institute

of Quality for the creation of Brand India through Quality

in all spheres. CII- IQ, Bangalore has been advocating the

delivery of Quality education in the nation for over a

decade. In pursuance of this goal CII-IQ, hosted its

fourteenth edition of the National Summit on Quality in

Education on 23-24 September, 2011. In the wake of the

above, branding of education has become necessary. This

does not mean that even a substandard educational

product or service can succeed. A brand, specially an

educational brand, succeeds on the basis of faith and trust

and therefore quality of education imparted would be the

foremost consideration for any stakeholder to choose an

educational brand. ‘Creating partnerships with

educational institutions will be crucial for frontline

infrastructure projects in the country’, said Padma

Bhushan Prof M R Srinivasan, Ex Chairman, Atomic

Energy Commission while delivering the keynote address

during Inaugural session at National Summit on Quality

in Education. Presently, the Education sector has many

challenges which include poor leadership, too much

Government interference, lack of recognition for

teachers, relevance & Quality of curriculum and

infrastructure, space for new home grown products,

process and technology all of which cumulatively were

plaguing the Indian education scenario, he also added.

While appreciating the role of corporates through various

examples, he emphasized their changing role in

identifying and promoting good practices.

6th National Summit on Food Safety and Quality

The annual CII National flagship Summit on Food Safety

and Quality was held in Delhi on 28-29 September 2011.

The theme for the Summit was 'Partnering for Food Safety

—An Agenda for Safe Food'. Attended by more than 160

Food professionals, Regulators & Experts with

participation from FSSAI, Ministry of Consumer Affairs

& FAO, CEOs and Academic Experts, the Summit

deliberated on issues of national priority and industry best

practices.

Hon’ble Minister Prof K.V Thomas in his Inaugural

address mentioned that with the enactment of the Food

Safety and Standards Act 2006 (FSSA) effective the 5th

August 2011, India had taken a significant step forward to

ensure Food Safety for consumers in India as well as

abroad. Adoption of modern methods of traceability

detection like Bar codes and effective labeling would

ensure that the entire food chain becomes safer for the

consumers, he said. Industry too would need to comply

under the integrated FSSA, instead of the multitude of

food related acts and CII needed to play a leading role in

its effective capability building & implementation he

said. He also emphasized that Food Safety was an

inseparable part of the nation’s Food Security. He

suggested some pointers for deliberation which included

evolving practical recommendations for India to

strengthen food security & food safety by scaling up the

awareness & capability building initiatives in Food

Security, Information Systems, Food Safety systems &

Regulations, National Emergency Management System

and Early Warning Systems, keeping in mind the impact

of Climate changes on food hazards.

While identifying the challenges being faced by the food

industry, FAO’s new approach in tackling them included

varied interventions in standards building, topics of

training in GMP/HACCP and awareness creation, was

highlighted by Dr Gopi Ghosh. He also spoke of the

knowledge depository database in the FAO website from

which one could obtain some of the best in class practices. The Welcome Remarks by Mr Manu Anand noted that the

Summit focus was to rally for all the partner stakeholders

to drive food safety and quality across the entire Food

Chain where each had their own responsibility towards

ensuring safe food to the end consumer. A Safe Food

Supply chain is ensured when it manages its partnership

process well, systematically upgrading the levels of

relationship with aligned policies and strategies including

effective Communication, Co-Decision making and Co-

creating through shared competency development

programs, resource upgradation and periodic review of

the benefits.

Mr Raj Jain, President Walmart India and Managing

Director and CEO, Bharti Walmart in his Special Address

on “Implementing Food Safety from Farm to Fork” said,

"Food Safety is an important issue in India and one that

requires our immediate and utmost attention. Lack of

hygienic, good manufacturing and agricultural practices,

particularly in fresh, impact not just the quality of food,

but also deny safe and healthy products to the consumer.

Bharti Walmart works with more than 2000 farmers in

India to increase farm yield and farmer income, in

addition to help grow safe, non-toxic farm produce by

introducing international best practices. Building food

safety standards in India requires massive capital

investment. Allowing FDI in multi-brand retail will

greatly enhance food safety efforts and bring about a

paradigm shift in this area, thereby helping people live

better." Enumerating the various challenges facing the

Food Chain in the country, he opined that Efficiency,

Inclusiveness and Sustainability would be crucial factors

in the Food Supply Chain.

The Technical Sessions of the Summit helped create an

interactive & networking forum with views and

recommendations evolving from the various

deliberations and panel discussions by experts of

international repute.

The key recommendations for India on Food Safety from

the panel & other deliberations are summarized below:

• Establishment of ‘Food borne disease Surveillance’• Consumer Education & Communication • Establishing a Shared Culture of Food Safety in

establishments FBOs and among partners• Need to help bring about change in working cultures

in States and Districts in partnership with State

Governments, Panchayats , NGOs• Risk Prioritisations• Effective Communication systems among trading

industry with farmers for backward integration • Improvements required in Domestic distribution of

food• Specified Import requirements of the country to be

met• Industry looks forward to help from Government to

set up food testing laboratories• Allowing FDI in multi-brand retail will greatly

enhance food safety efforts• More Training Centres required with tie ups with

Academic and Research Institutes.• FSSAI, Industry and Industry Associations to work

hand in Hand to help implement the Food Safety Act

& bring results through capability building

(Awareness building, Training, Consultancies) and

practical solutions in States and District levels.• A large number of Food Safety Facilitators to be made

available to FBOs at affordable costs• Certificated Food handlers, FBOs are the need of the

CII Institute of Quality, Bangalore

The CII Institute of Quality Bangalore has been sponsored

by ABB Ltd and is spread over 4 acres of scenic land on

the western outskirts of the garden city. The Institute is a

modern piece of eye-catching architecture blending into

the hilly terrain in which it is located.

The building has been designed to be eco-friendly, with

minimum impact on the environment and using green

energy on saving technologies.

The landscaping has been designed to enhance the beauty

of the surroundings and provide a peaceful ambience

suited to an institute of learning. Some of the unique

features of the building as are follows.

Passive Downdraft Environmental Cooling

(PDEC)

At the very outset, CII decided to introduce

environmental cooling instead of costly and energy

hungry air conditioning. Accordingly, PEDC was

integrated into the architecture at the design stage.

This system has been developed after study of ancient

public buildings and palaces in India, which were

instrumented to record all aspects of indoor air quality.

The data recorded over a period of one year was then used

to design a CAD programme, for adaptation and design of

cooling systems for buildings. Basically, the system

consists of 15-meter tall wind catchers, which are towers

that capture and deflect airflow into a large plenum chamber, which is

located adjacent to the main building. From the plenum

chamber, the air is fed into the various training halls.

The warm air rises and is bled away through vents. During

hot weather, micronisers, located at the top of each tower

dispense an atomized spray of water, which mixes with

the incoming air, evaporates and produces cooling.

Incoming temperatures can be thus be lowered by 100c,

which is sufficient to bring indoor air temperature into the

comfort zone. More importantly, the air being fed into the

building is always new and not re circulated. Therefore it

is always fresh and oxygen rich. No one feels sleepy and

drowsy during sessions, even after a sumptuous lunch.

Day lighting

The entire building has been designed to use natural light.

There is no need to use power for lighting even on the

dullest day. On bright days, excess light is filtered through

specially designed blinds. Together with power saved

from air conditioning, this represents huge energy savings

during normal operation of the institute.

.Water Management

Since water is not provided by the civic authorities, The

CII IQ accesses and treats ground water from bore wells to

meet its requirements. The waster used is of very good

quality and all of it is recycled through septic tanks and re-

fed into the environment through soak pits.

Rainwater falling on the building and site is also

channeled into natural reservoirs and absorbed as ground

water.

Building Materials

In order to save costs and energy, all materials in the

building have been obtained from local sources. Further,

no polished granite / marble has been used. Only eco-

friendly materials like rough granite, local stone, recycled

wood, cement and steel comprise the building. Yet, the

unique design and beautiful landscaping provide a unique

experience for the participants who come to the institute

to imbibe its ambience and learning.
