Introduction

The Inventory of Major Alberta Projects is produced by Alberta Treasury Board and Enterprise to assist firms in identifying potential supply opportunities.

The Inventory lists construction projects in Alberta valued at $5 million or greater that are planned, underway or have recently been completed. The report also identifies projects that have been put on hold or deferred. Project data is obtained from public and private information sources. Where possible, this data has been verified with the project proponent/developer; however, users of the Inventory may wish to confirm project data with the proponent/developer.

While efforts have been made to obtain the most recent information, it should be noted that projects are being constantly re-evaluated by industry. Although the Inventory attempts to be as comprehensive as possible, some information may not be available at the time of printing, or not published due to reasons of confidentiality.

Highlights of the March 2012 Inventory of Major Alberta Projects Report

In March 2012, 31 IMAP projects that have been on hold for two years or more (since March 2010) were removed from the Inventory report. The value of these projects is $15.7 billion. These projects cover several sectors including commercial/retail (2 projects), commercial/retail and residential (2) infrastructure (4), institutional (3), oil sands (6), residential (13) and tourism/recreation (1).

In March 2012 the value of the Inventory of Major Alberta Projects was $189.2 billion, up from $185.3 billion in March 2011. The current Inventory is comprised of 823 projects. The sector with the largest number of projects is Infrastructure with 264, valued at $16.8 billion. The second largest sector is institutional with 122 projects valued at close to $8.3 billion.

The sector with the largest dollar value is Oil Sands. At the end of March there are 59 oil sands projects (mines, in-situ extraction and upgraders) with an estimated value of $122.0 billion. These are projects that are either under construction or scheduled to begin construction within the next two to three years. A number of oil sands projects have additional phases, but the capital values of these future phases are not included in the current report.

As of the end of March 2012 the Inventory includes 20 projects with a value of close to $2.4 billion that are on hold. In March 2011 there were 59 deferred projects valued at $25.9 billion. Currently the residential category has the largest number of deferred projects at seven.

Ninety-eight new projects were added to the Inventory between January 1 and March 31, 2012. The estimated construction value of these new projects is nearly $6.3 billion. Of these, the three largest projects in terms of dollar value are: Cenovus Energy’s Pelican Lake Grand Rapids SAGD oil sands project phase 1 (valued at $2.0 billion); the CNRL Kirby oil sands expansion phase 1 (valued at $1.2 billion); and NOVA Chemical’s proposed polyethylene facility expansion in Lacombe County (Joffre), valued at $900 million.

These gains were offset by the cancellation of two projects: the Enbridge ‘Fort Hills’ bitumen / diluents pipeline (valued at $2 billion) and the Plasco Energy Group’s waste – to – energy plant (valued at $93 million) proposed for Red Deer County.

Forty-five per cent of the new IMAP projects are infrastructure projects (roads, bridges, water/sewer, government office buildings, RCMP/police/fire stations, LRT lines and transit centres) valued at $627 million, while another 17 per cent are commercial/retail projects (shopping centres, office towers, warehouses) with a value of $557 million.

Fourteen per cent of the new projects are institutional projects (schools, hospitals, post-secondary education, seniors lodges/continuing care/supportive housing projects) with an estimated construction value of $179 million.

Six per cent are residential projects (apartment buildings, townhouse complexes, affordable housing) valued at $255 million.

Three new projects were added to the oil sands sector this quarter, with a value of $3.2 billion. There was also one new project valued at $900 million added to the chemicals & petrochemicals sector.

The remaining 14 per cent of new projects (valued at $507 million) are shared among the agriculture, biofuels, oil/gas, pipelines, power, and tourism/recreation sectors.
