I L LU S T R AT I V E E D U C AT I O N P R OJ E C T SS U B - S A H A R A N A F R I C AIn Senegal, IMPAQ implemented a Performance Evaluation of USAID’s Education Priorité Qualité (EPQ) Program. For the evaluation, IMPAQ conducted and analyzed data from over 50 key informant interviews and focus-group discussions with project stakeholders and beneficiaries to assess the program’s progress in achieving its objectives, to explore implementation barriers and solutions, and to identify lessons learned and recommendations for future programing. IMPAQ is also conducting a Baseline for Counterpart’s Food for Education Saint Louis Project funded by the USDA. IMPAQ is using a mixed method design to produce an information base against which to monitor and assess the program’s progress and effectiveness. For the evaluation, IMPAQ is collecting education, health, and nutrition data on 1,080 primary school students, 1,440 mothers and 390 teachers. IMPAQ will also conduct key informant interviews and focus group discussions with key project stakeholders and beneficiaries to identify best practices and lessons learned for future interventions. In addition, IMPAQ is working closely with Counterpart to establish a rigorous, meaningful, and cost-effective monitoring and evaluation system for the program.

In Burkina Faso: IMPAQ is conducting Impact and Performance Evaluations of Catholic Relief Services’ Food for Education Program funded by the USDA. For the impact evaluation, IMPAQ is using a Randomized Control Trial (RCT) design and collecting literacy data on 792 students to estimate the effects of the girls’ mentorship component on learning outcomes. For the performance evaluation, IMPAQ is collecting data on education, health and nutrition outcomes on 44 schools, 792 students, 264 parents, 110 teachers, and 44 PTAs. IMPAQ will also conduct key informant interviews with administrators and stakeholders to identify best practices and lessons learned for future interventions.

L AT I N A M E R I C A A N D T H E C A R I B B E A NIn Costa Rica: IMPAQ conducted an Implementation and Impact Evaluation of the Avancemos Program, a UNICEF-funded conditional cash transfer (CCT) program for impoverished households to reduce high school dropout rates. For the evaluation IMPAQ conducted 64 key informant interviews and focus group discussions with program stakeholders and beneficiaries to assess the overall performance of the CCT program. Simultaneously, using data from the Costa Rica National Household Survey, IMPAQ performed a quasi-experimental design to determine the effects of the program on school attendance, grade completion and hours worked. The IMPAQ team provided the Government of Costa Rica an Action Plan document establishing a proactive way to implement the recommendations derived from this evaluation.

In Ecuador, IMPAQ is conducting a RCT of the Young Potential Development (YPD) Program funded by the United States Department of Labor International Labor Affairs Bureau (USDOL/ILAB) Office of Child Labor, Forced Labor and Human Trafficking (OCFT). The YPD program helps empower the professional and personal growth of at-risk adolescents by developing their social, emotional, and affective competencies. IMPAQ will survey over 800 students in Quito to assess the short-term and medium-term effects on adolescents educational and labor market outcomes. The evaluation will be complemented by a substantive qualitative assessment to help clarify data-collection results and mechanisms of change.

A S I AIn Vietnam IMPAQ is building the capacity of our Vietnamese partner Mekong Development Research Institute to conduct the Impact Evaluation of the Escuela Nueva Project, a World Bank-funded project to improve teaching and learning practices in classrooms nationwide for the most disadvantaged primary school students. IMPAQ is helping to ensure the highest level of data quality for data collected on 600 school principals and more than 3,600 teachers and 8,800 students and their parents.

G LO B A LFor the USDOL/ILAB-funded project Closing the Child-Labor and Forced-Labor Evidence Gaps: Impact Evaluations, IMPAQ is conducting several RCTs to examine the effects of the USDOL’s interventions to combat child labor in Costa Rica, Ecuador, India, Malawi, and Rwanda. The evaluations will provide relevant evidence to inform the design and effectiveness of a project or government policy that has direct or indirect effects on child labor or forced labor. The evaluations will also build the evidence base on child labor or forced labor in USDOL’s intervention areas and/or outcomes of interest. Each evaluation will incorporate substantial qualitative assessments to help clarify data-collection results and provide context about outcomes and mechanisms of change.

For the USDOL/OCFT-funded project Livelihoods Services Evaluation, IMPAQ is conducting numerous impact evaluations in Colombia, El Salvador, Honduras, Peru, Ecuador, Panama, Morocco, Afghanistan, Burma, Cambodia, the Philippines and Vietnam to measure the effects of the USDOL’s livelihoods services to combat child labor. IMPAQ’s rigorous evaluations will provide the USDOL with evidence on what works in reducing child labor through intermediate outcomes, such as increasing household income and economic security. IMPAQ will also conduct a thorough implementation evaluation of the OCFT livelihood program grantee.
