Inter-Pacific Pony Club Exchange Rally

As the Federal Minister for the Arts and Sport, I am delighted to welcome Pony Club teams from New Zealand, the United States, Canada and Japan to Australia for the Inter-Pacific Pony Club Exchange Rally. Five exceptional riders, selected from Pony Clubs in each nation, will join the Australian team to compete for the Nations Cup Showjumping Championship at Wodonga and take part in a One Day Event in Werribee. These young people personify the spirit of the Pony Club movement and act as an ambassador for the youth of their home country. The Pony Club movement is a worldwide organisation of young people, now established in over 40 countries, with the aim of encouraging young people to ride and to learn to enjoy all kinds of sport connected with horses and riding. Many thousands of volunteers give their time each week to provide instruction in riding and horsemanship and to educate members to properly care for their horses. Events such as this promote the ideals of the Pony Club movement and equestrian sport generally, and provide an opportunity for international friendships and the exchange of ideas. The Federal Government also aims to promote sporting excellence in Australia. The Australian Pony Club Council is an institution doing exactly that—training the most talented young riders to allow them to reach their highest potential. Australian Pony Clubs have an outstanding record of producing riders who progress through to international competition. Early coaching received within Pony Clubs has provided an excellent foundation for our Olympic Equestrian Teams, who have gone on to win back to back gold medals at the last two Olympic Games. The Australian Pony Club Council is to be congratulated for hosting this important event in the equestrian calendar. Thanks and congratulations are also due to the Victorian Pony Club Association for providing the venues and personnel for the events and to the Pony Club families in Victoria hosting the teams and providing the horses on which they will compete. Again, welcome to all the visiting teams, together with their coaches and managers, and best wishes for an enjoyable stay in Australia and a good competition. I look forward to the future success of these young riders.

THE INTER PACIFIC

PONY CLUB EXCHANGE RALLY The Australian Pony Club Council has pleasure in providing some background information on the origins of this international exchange and equestrian competition for members of the Pony Club Movement living in countries bordering the Pacific Ocean. The idea of Inter Pacific Pony Club Exchanges originated from a visit in 1960 of Victorian and New South Wales Pony Club members to the Pebble Beach Pony Club in California. This first "visit" was such a success that the Pony Club Association of Victoria issued an invitation to the United States of America, Canada, New Zealand and all Australian States to participate in an "Exchange Rally" in Victoria in 1961. During this visit the first Inter-Pacific Committee was formed and it was agreed that exchanges should take place every second year. Participating countries around the “rim” of the Pacific ocean to take turns in hosting. Each country to nominate a team of 5 riders between the ages of 17 & 21 years, a Chef d'Equipe and an experienced Coach. To be eligible for nomination, the rider must have achieved a minimum of “B” Certificate Level or better. For a few years Great Britain being the foundation member of the Pony Club Movement was included in the Exchange as a special guest. Great Britain has now signified that they no longer wish to be included. Exchanges have continued and been organised in Canada 1963, U.S.A. 1965 when a team from Britain was invited, New Zealand 1967 when a team from Japan was invited, Australia 1969, Canada 1971, Japan 1973, U.S.A. 1975, New Zealand 1977, Australia 1979, Canada 1981, Japan 1983, Great Britain 1985, Far East & Hong Kong 1987, New Zealand 1989, Australia 1991, Canada 1993, Japan 1995, Hong Kong & Shanghai 1997, USA 1999, New Zealand 2001 and now in Australia in 2003. There were some years when the USA did not take part. The Far East & Hong Kong Team which used to comprise riders from the Philippines, Singapore, and Hong Kong has now been disbanded and all riders now come from Hong Kong. Unfortunately the SARS infection in Hong Kong in 2003 has presented difficulties for their riders and Hong Kong will not be represented at this year’s Exchange. Each Rally takes on its own character through the Host country influence and their substantial contribution to ensure that each and every Team Member has the opportunity to exchange ideas, cultivate friendships and enjoy the Pony Club concept of joining together in the many activities including two main equestrian competitions. Australia is the Host country for the 2003 Exchange Rally and this will be venued in the State of Victoria, where the first real exchange and Inter-Pacific meeting was held in 1961 The aim of these Rallies is certainly not solely about competition, but more importantly to promote the Pony Club Movement and the equestrian sport generally as well as providing an opportunity for International friendships and understanding and the opportunity for an exchange of ideas. Equestrian activities are the common bond between the team members encouraging the promotion of the highest ideals of sportsmanship and friendly competition, with each hosting country in its turn providing opportunities for the visitors to gain some knowledge of the host country's culture and industries and to enjoy their scenic attractions. Each Team member selected to represent their country, is required to be a better than average all-round horseman but also most importantly, someone who personifies the spirit of the Pony Club Movement and who can adequately fill their role as an ambassador for the youth of their Nation and

socially assist the Rally. The Exchange has become a valuable goal for older Pony Clubbers in all the participating countries. In between the competitions, the Pony Club Association of Victoria have prepared a most exciting itinerary for this 2003 Exchange. The teams will travel from Werribee in the south of the State to Wodonga in the north. Along the way they will be treated to a host of exciting visits to places of tourist and cultural interest. During this time the teams will have the opportunity to experience Melbourne city and all the capital has to offer as well as visiting Sovereign Hill, the seat of the early gold rush days. Some accommodation is to be provided by Pony Club families, where our visitors get the opportunity to experience “real” Australian family life. At other times Motel accommodation is provided for the teams. The first competition will be the “Scrambled Teams One Day Event” and consists of the disciplines of Dressage, Cross Country jumping and Showjumping. The teams for this event are made up of a mixture of riders from each Nation combining together as a team. This is a very seriously contested event, but is also a great medium to mix the international representatives and to create an opportunity for lasting friendships. This event will be held at Werribee National Equestrian Centre on Saturday 24th May. The second competition will be held at the Wodonga Exhibition Centre in the north of Victoria on Sunday, 1st June. This is a very exciting and highly prized showjumping event when teams from each country compete in friendly competition under the banner of their own country for the Nations Cup Showjumping Championship. For the first time, in 2001 Japan won this event and is bringing a team to Australia which will seriously compete to retain this “back to back” honour. The horses for each competition will be loaned by Pony Club members from the Pony Club Association of Victoria. Horses for each event are divided into teams of equal ability by the host State and Team coaches draw for their horses by ballot. It is then the responsibility of the Coach to allocate a suitable rider to each horse. Team members are given some time to become familiar with their mount and practice prior to each event, but this is strictly supervised. This Exchange has become the goal for which all Pony Club members aim, hoping to attain selection. It is truly a most rewarding exercise with many friendships being made and international barriers bridged, new cultures experienced, all of which must greatly benefit future international relations and the Equestrian sport in all participating countries. CANADA

JENNIFER ZELMER Lives on a breeding and eventing farm in Tottenham in Ontario and attends Dalbousie University in Halifax Nova Scotia, studying Health Sciences. Jennifer is an A level pony club member and events Intermediate level. She enjoys dressage, jumping, coaching young riders and pistol shooting. MELISA GUNN: lives in Aldergrove, British Columbia on a hobby farm with horses and sheep, Is an A Certificate pony clubber and has been a member for 10 years, Is presently riding Preliminary 3-Day Eventing, Currently attending the University college of Fraser Valley working towards a Bachelor of science majoring in Biology. JACKIE ALLEN: Is 20 years old and lives in the Annapolis Valley in Nova Scotia, She is a third year BA Kinesiology student at Arcadia University. Has been a member of Annapolis Pony Club for 10 years, holds a B2 Certificate and competed in the 2001 National Rally. Enjoys eventing and jumping competitions. Jackie enjoys hockey and is a member of the Arcadia University Womon's Hockey Team, Prior to this involvement she played ringette and attended the Canadian Winter Games as a member of the NS Team. Jackie enjoys sport and travel.

MELISSA MacKINNON: Is a first year student at the Guelph University studying Biomedical Honours Degree Program and hopes to persue Veterinary medicine. Has been a Pony clubber for 8 years, owns her own horse and achieved her RA last year. Also plays intramural soccer and water polo

KIRSTEN SCOTT: grew up on a Connemara breeding farm in rural eastern Ontario. Kristen divides her time between the farm and Queens University in Kingston, where she is a 3rd year student studying Enviromental Studies and Geography. Events and rides dressage on her connemara stallion and also has a Conn./TB gelding. Is starting to event and holds an Equine Canada Level 1 Coaching and Pony Club HA Certification. Enjoys riding, coaching, jogging and outdoor activities Also interested in graphic and website designing and enjoys music. SHANNON DALY: Coach: Has been involved in pony club for 25 years. Based in Calgary, she is kept busy as a freelance instructor, Thanks to her horses her travels have taken her to Spain, USA and England to train with the Bartles. Other interests are photography and more travel.

JANET JAMIESON-Chaperone Has been an active pony club parent for 14 years holding every position with Kawartha Pony Club. Has held Regional Chair positions for the past 6 years Is currently the regional Rally chair for Central Ontario Pony Club. Is a mother of 3 sons, two of which attend university and one is a Certified Equestrian Coach and Farrier. Keeps a barn with 12 horses, 6 of which are owned by the family. Janet is a CFP and Branch manager for a Financial Institution and also teaches part-time at the local college. Her husband is a member of the City of Peterborough Police department. Janet divides

her time between horses and triathlons.

JAPAN

MIDORI NAKAMURA belongs to the Oyama riding club in Japan. She sometimes goes to Holland for riding commitments. Enjoys shopping, photography and being with friends. YOSHIYUKI FURUTA: Lives in lwate which is in the north part of Japan. He works at the Japan Riding Club, SATOMI MATSUZAKI: Has spent time in Australia to improve her Engilsh and to gain more experience in riding. Is very interested in foreign countries and people, and hopes to make many friends during the Inter-Pacific. MASAHIKO ITO: Was ranked 3rd in the Japanese Junior Championships in 2000. He has trained under Rod Brown in Australia. Wishes to improve his riding skills and gain more experience. KEIJI HONDA Lives in Nara in Japan where there are many temples. His hobby is playing soccer. Has been riding for 9 years and won the All Japan Junior Jumping Competition in 2000.

DAISUKE KATO - Coach: belongs to the Japanese Crane Riding Club. Competed in the Japanese 3 Day Event Team and Individual sections at the 2000 Olympic Games, Also competed in the Gold medal winning Japanese 3 Day Event Team at the 2002 Busan Asian Games, also winning 3rd Place in the individual event.

YASUKAZU CHATANI - Chaperone A member of the Japanese Crane Riding Club, He has lived in NSW for the last 17 years. Worked with the Japanese Equestrian Team as Manager for the 2000 Sydney Olympics.

U.S.A. TEAM

KIMBERLY HIGGINBOTHAM: Is an 18 year USA "H-A" Pony Club certificate member of Baywood Pony Club located in Olympia, Washington. She joined pony club at the age of 6 and enthusiastically attended all rallies, clinics and lessons hoping one day to compete internationally. evented at Preliminary level and now has been competing at FEI Dressage competitions for the past two years as well as-bring on a young eventing horse. Other interests are playing the violin, academic mentoring, participating in her school's German Club and spending time with her friends. CAITLIN KIRKMAN: In addition to riding and Pony Club, Catlin likes playing lacrosse, downhill ski racing, writing, black and white photography, travelling and activities at school which include Alpine Deca (business club) and Mock Trial. She is a senior at Orono High School in Minnesota. KATHERINE SHORT:.Currently a sophomore at College majoring in physics. Has ridden at training levels in eventing and 2nd in dressage. Holds B Pony Club Certificate. Is a member and co-captain of her college's inter-collegiate riding team riding at Internediate level. Works with a number of horses.

ERIN LIEDLE: Currently living Knoxville, Tennessee, USA with parents, sister and brother and four legged critters, Competes with her Irish sport Horse at the preliminary level and last fall competed at her first CCI*. She will move up to intermediate this summer, is a sophomore at Pellissippi State Technical Community College majoring in Biology.

AMANDA ESCO: lives in a little town near Fort Worth, Texas. She is currently attending a junior college in West Texas but is planning on transferring to Texas.A+M University. She is majoring in equine pharmaceutical medicine. She has an intermediate level thoroughbred that she has brought along from a novice. She hopes to compete in Northern America Young Riders Championships this summer. She enjoys skiing hiking, white water rafting, basketball and teaching young riders. Amanda also enjoys 3 Day eventing and showing her horses.

K. MELISA MARTELL-Coach: involved in teaching, training and coaching equestrian activities plus running a horse competition barn in Maryland. USA, She is a licensed and certified human and equine sports massage therapist and a candidate at the University of Maryland in neuroscience. Melisa has been a 3 day event competitor competing through Intermediate. She is also a NE for USPC. TERESA MURPHY -Chaperone: Married with one daughter and currently living in Florida on a small farm which primarily takes in client mares to foal and then sends them home. They also raise a few thoroughbreds on the farm which is also occupied by 4 cats, 3 dogs, a parrot and 3 emus. Teresa has held many organizational positions in pony club and is currently Regional Supervisor. Teresa's other interests 'include travel and Florida State University football.

NEW ZEALAND TEAM

KEA-JANE MORGAN: Lives in Waimauku, Auckland is 19 years old and is a member of Coatesville Pony Club. Kea-Jane has been involved with Pony Club for 10 years, is a member of the Coatesville Pony Club Committee has represented her area in games and was awarded the Marcus Oldham Scholarship for 2003. She enjoys skiing, photography and reading. MATTHEW ROBERT NORMAN: Belongs to the Central Southland Pony Club and has been a Pony Club member for 9 years. Matthew has captained his Pony Club Games teams, represented Otago-Southland in Dressage, Horse Trials and Games and was the reserve for the Interpacific in 2001. He is a 2nd year student at a Teachers College in Dunedin, spends time instructing at Pony Club rallies and plans to do his “A” and “H” certificates in February 2004. Matthew also enjoys snowboarding, water skiing, wake boarding, tramping, surfing and skate boarding. MACK LIONEL JAMES RENNIE: Is 20 years old and is a member of the Tooroa Pony Club where he assists with instruction. He has been the captain of the Taihape College equestrian team and Vice Captain of the Soccer team and in June 2002 was nominated for the Taihape Young Achievers Award in Sport. Other interests are playing sport, classic cars and renovating his cottage. CLAIRE WALPOLE: Is a student at Massey University who has been involved with Pony Club for 10 years. She is currently a member of Ashhurst Pohangina Pony Club, she is a member of the Junior Committee, represents the riders on the Senior Committee and assists regularly with instruction at Pony Club rallies. Other interests include social games of netball, skiing and tennis. Clare has lived in the United States for 9months and has also travelled to Australia and England. LIBBY WHYTE: Lives in Blenheim, Marlborough, top of the South Island. Libby is a horse enthusiast student who is currently undertaking a Degree in Health and Physical Education and a Diploma in Teaching and is enrolled in Massey University Equine Degree. Libby is a member of Bleheim Pony Club and for the past 2 years has been instructing “C” certificate riders, her other interests include Volleyball, Hockey, shopping and socialising with friends.

LYNLEY PRICE – Coach – Lives near Lake Taupo – Central North Island. Riding Instructor, Pony Club B Examiner, A and H Assessor, EITP Tutor, District Commissioner. Represented Bay of Plenty Area on the NZPCA Committee of Management. Chairperson of Dressage since 2001. Ride Dressage and have competed at Advanced Level. Current horse is Medium. Enjoys fishing and tramping.

MARJ STEINER – Chaperone – Works as a full-time Maintenane Co-ordinator. Owns a 80 acre deer farm. I ride trek and train my horse, as well as instruct, examin up to B Certificate, am on the Committee of Management for my Waitemata Rodney Area, the Chairperson of the NZPCA Internet Committee, Secretary of our District, has three grown children and two grandchildren.

AUSTRALIA

JACQUIE LLOYD Belongs to Serpentine Horse and Pony Club, Western Australia. Works at Veterinary Surgery. Started riding at Pony Club at the age of 10 years. Enjoys all disciplines. with her favourite discipline being Eventing. Plays netball and enjoys reading, music and the company of her friends. CARLY BROWN: Is 17 years old and lives in Hahndorf in South Australia. Is currently in year 12 at College in the Adelaide Hills. Has been riding for 7 years and competed in the Australian National Pony club Championships in the Eventing Team. She competes 3 horses at competitive levels. DANNIELLE VIDLER lives at Traralgon in Victoria and works in sales at a Department store. She has been riding for 14 years, and has been a member of her Pony Club for 10 years. She is currently in first year university studying orthoptics. LAURA BLAY: Lives on the Cold Coast area in Queensland. Started riding at the age of 5 and enjoyed all pony club activities. COMPETITION RULES

The teams Nations Cup Showjumping and the Horse Trials Kangaroo Cup competition for scrambled teams, are both to be run under F.E.I. Rules except where modified by specific rules for Inter Pacific Exchanges as set out hereunder.

HORSE TRIALS (KANGAROO CUP) Dressage, Cross Country and Show Jumping Teams will be comprised of at least one rider from each country. Team Managers will agree to the composition of teams and the running order to avoid any nation having more than one rider on course at the same time. DRESSAGE The test for 2003 will be PCAV Stage 2: Test E There shall be at least two judges for each arena. Penalties: First error of course 2 penalties Second error of course 4 penalties Third error of course Elimination Tests are not to be called. When a competitor makes an error in the Test (trots rising instead of sitting) he/she must be penalised as for an error of course. Use of the voice in any way what so ever is a serious fault involving the deduction of at least two marks from those that would have otherwise been given. CROSS-COUNTRY The Course: The length of the course will not be less than 2,000m (2,187 yds) and not more than 3,000m (3,280 yds). Size of Obstacles: Maximum height 1.04m (3ft 5 ") measured from the point from which an average horse would normally take off. Obstacles with a spread only (stream, ditch, etc.) will not exceed a spread of 2.13m (7ft) inclusive of any guard rails etc. A low rail or hedge, provided that it merely facilitates the jumping of the obstacle, is not considered to give height to this type of obstacle. Obstacles with both height and spread (oxer, etc.) will not exceed a spread of Im (3ft 3 1 at the highest point and 1. 5 m (4ft 11 '') at the base. Speed: The optimum time for completing the course is calculated at a speed of 400m/min. The optimum time must be made known to competitors prior to the start of the competition. Penalties: 1. Faults at obstacles will be penalised as laid down for the cross-country phase in F.E.I. Rules for Three Day Events. The following faults at an obstacle are penalised according to the following table. First refusal, run-out, circle of horse at obstacle 20 penalties Second refusal, run-out, circle of horse at same obstacle 40 penalties Third refusal, run-out, circle of horse at same obstacle Elimination Fourth refusal, run-out, circle of horse at any obstacle Elimination Fall of rider at obstacle 65 penalties Fall of horse at obstacle or second fall of rider at obstacle Elimination Error of course not rectified Elimination Omission of obstacle or boundary flag Elimination Retaking an obstacle already jumped Elimination Jumping obstacle in wrong order Elimination

Jumping or attempting to jump any obstacle without head gear or with an unfastened retention harness Elimination Failure to replace cap immediately Elimination These penalties are cumulative. For every commenced sec. in excess of the Optimum Time 0.4 penalties/sec Exceeding the Time Limit (twice the optimum time) Elimination SHOW JUMPING The course: The course will be simple and straightforward, with an easy approach to the obstacles. At the same time it should be winding to test the handiness and obedience of the fit and well-trained horse at this stage of the competition. No obstacle will exceed 1.07m (3ft 6'') in height, or 1.37m (4ft 6'') in spread. There will be approximately 9-12 numbered obstacles, at least four of which shall have a spread. The obstacles should be as solid and imposing in appearance as available materials allow. At least one double or treble shall be included. Speed: Time will be assessed at a speed of 350m (382 yds) per minute. Penalties: First disobedience 4 penalties Knocking down an obstacle 4 penalties Second disobedience in whole test Elimination First fall of horse Elimination First fall of rider 30 penalties Second fall of rider Elimination Error of course not rectified Elimination Omission of obstacle or boundary flag Elimination Retaking an obstacle already jumped Elimination Jumping obstacle in wrong order Elimination Exceeding the Time Allowed 1 penalty/sec or part Exceeding the Time Limit (which is twice the time allowed) Elimination Jumping and time penalties are added to give the competitor's score. SCORING FOR THE WHOLE COMPETITION Penalty scores for the Dressage, Cross-country and Show Jumping Phases are added together to give each competitor's final scores. To determine team scores, the best individual scores of three riders in each team will be totalled. GEAR- Saddles, bridles etc. will be provided. -Whips (if required) must not exceed .75cm (see F.E.I. Rules) -Spurs-Dummy type only may be used, the neck not exceed 35mm in length and must not be

under 7mm at the point of the neck. The neck, if curved, must be worn downward. -Protective headgear complying with the European (EN), British (PAS), North American (ASTM),

Australian/New Zealand (ASA/NZ). Notwithstanding the above listed countries, protective headgear is to be as is required by the Pony Club of the competitors home country. ie Australia must wear ASA/NZ3838.
