INTAS is an independent International Association formed by the European Community, European Union's Member States and like minded countries

acting to preserve and promote the valuable scientific potential of the NIS partner countries

through East-West Scientific co-operation.

For the period 2002-2006, in the Sixth Framework Programme, it is specified that:

“(…) apart from opening up the activities of the seven thematic priorities (….) international co-operation will take the form of specific activities. (…) They will be carried out in such a way as to complement the participation of researchers and entities in those countries [the NIS ] in the networks of excellence and integrated projects which are open to them. (…) Co-operation activities with Russia and the other NIS countries will be carried out in particular through the INTAS structure set up jointly by the Community and the Member States ." Objectives & tools

For an efficient and mutually beneficial co-operation, the Association set up specific measures such as:

         simple and effective procedures for submission of proposals, selection and execution of projects;

         a framework for co-operation through "Agreements on Scientific Co-operation" with NIS partner countries which secure reliable co-operation mechanisms and provide for Official INTAS Contact Persons in the NIS;

         agreements with NIS banks to provide a unique secure payment system thanks to which approved project funds are paid directly to NIS project participants in good time via local NIS banks;

         involvement of eminent scientists from both East and West in the INTAS Council of Scientists in designing and implementing INTAS initiatives;

         a network of Information Desks in the NIS to disseminate INTAS information locally and in a tailor-made approach.

Strenghts          Bottom-up approach through open calls for proposals INTAS open calls for proposals allow individual scientists, in the INTAS member states and in the NIS

partner countries, to form partnerships and propose joint research projects for funding. Thus individual scientists are free to determine their own research agenda.

         Scientific peer review system Scientists benefit from the fact that all projects proposed to INTAS are evaluated using highly professional

peer review procedures. Eminent evaluators from both the NIS Partner Countries and INTAS Member States advise the Association on the merits of each project.

         Flexible and practical tools In a region as vast and diverse as the NIS, it is essential to understand the different changing social and

economic needs of specific NIS conditions and regions and to have the appropriate tools to respond rapidly. INTAS instruments are therefore varied and concentrate on partnership at various levels: calls for proposals, young scientists fellowships, summer schools, conference grants, complementary actions, innovation grants and other more focused actions.

         Open to joint initiatives INTAS adopts relevant programmes to meet specific needs and strengths of NIS regions, and is open to

joint initiatives with other organisations and with industry

Members: 31 The 15 member states of the European Union, the

European Community, Bulgaria, Republic of Cyprus, Czech Republic, Estonia, Hungary, Iceland, Israel, Latvia, Lithuania, Malta*, Norway, Poland, Romania, Slovakia, Slovenia, Switzerland and Turkey

  * INTAS membership of Malta is approved, funding will

be made upon completion of the procedure to join INTAS

INTAS ACTIVITIES IN 2003 – 2006 IN FP6 AT A GLANCE

Objectives and Scope  

To support research cooperation between research institutes, universities and industry from INTAS Members and the Partner Countries from the New Independent States of the former Soviet Union (NIS). Support is targeted to applied and basic research covering all scientific fields: Physics, Mathematics, Information Technology, Telecommunications, Chemistry, Life Sciences, Earth Sciences, Environment, Energy, Engineering, Sciences, Aeronautics, Space, Economics, Social and Human Sciences.

Content: Partnerships to execute experimental and/or theoretical research Consortium: at least two teams from different NIS organizations and two teams from two

different INTAS Members Maximum allowable funding: up to 300,000 EURO, subject to scientific content, the

duration of the project and number of NIS teams involved. No more than 25% of the total project grant is available for teams from INTAS Members

 Networks Open Calls

Content: to bring together current scientific activities with the purpose of promoting synergy and the regular exchange of information via common activities

Consortium: at least two teams from different NIS organizations and three teams from three different INTAS Members

Maximum allowable funding: up to 150,000 EURO, subject to the scientific content, the duration of the project and number of NIS team involved. Not more than 50% of the total project grant is available for teams from INTAS Members

Duration: 24 or 30 or 36 months

INTAS FELLOWSHIP GRANTS FOR YOUNG SCIENTISTS

Content: to enable NIS scientists of 35 years of age or less (YS) to carry out a research project of their NIS institution, with a European supervising partner, that must include two working and training visits at the European supervisor’s institute. There are two categories of YS fellowships, namely PhD fellowship and Postdoctoral fellowship.

Maximum allowable funding: up to 16,400 EURO for PhD students and up to 20,400 EURO postdoctoral fellows. This grant covers travel and subsistence for the stay in the INTAS Member institute and a monthly individual support whilst working in NIS.

Duration: two years including two visits in one or two INTAS Members institutes with a total duration of up to 8 months.

INTAS INNOVATION GRANTS

Content: to support consortia of NIS and INTAS partners to enable the exploitation of research results generated in INTAS research projects and networks.

Maximum allowable funding: up to 25,000 EURO covering travel and subsistence, costs for professional advise, legal protection, to take part in exhibitions and trade fairs, for marketing

Duration: 12, 18 or 24 months

HOW TO APPLY

Electronic submission system with an online and offline programme to establish a proposal to be sent to INTAS via Internet on line or by e-mail submission.

Euro 25.2 million for INTAS actions in 2003On 7 March 2003 , INTAS officially launched its Open Call 2003 with an indicative budget of Euro 18.2 million

and its four Collaborative Calls 2003, each with an indicative budget of Euro 1 million:

         INTAS OPEN Call 2003: INTAS welcomes proposals for research projects and networks related to all scientific fields, both fundamental and applied research.

         INTAS – Belarus Call 2003: INTAS welcomes proposals in all areas of science, both fundamental and applied research.

         INTAS – CERN Call 2003: INTAS welcomes proposals related to the physics and engineering of the Large Hadron Collider at CERN.

         INTAS – CNES Call 2003: INTAS welcomes proposals in the field of spacecraft research and technology.

         INTAS – GSI Call 2003: INTAS welcomes proposals related to the development of accelerators or experiments for the new International Accelerator Facility for Beams of Ions and Antiprotons at GSI, Darmstadt , Germany .

 For all the above calls, the deadline for submission is 13 June 2003 , 13H00 Brussels time. INTAS also launched its call for Young NIS Scientist Fellowships (Euro 2.5 million) and its

call for Innovation Grants 2003 (Euro 500,000) on 7 March 2003, each with a deadline for submission of 11 July 2003, 13H00 Brussels time.
