Course Description

This course introduces students to the modern homeland security environment with a focus upon

policies and systems designed to prevent, respond to, and mitigate terrorist incidents. The role of

public administrative agencies is highlighted through critical investigation and assessment of how

governments and homeland security agencies respond to terrorism and other domestic threats. NOTE: Course descriptions are short, concise summaries that typically do not exceed 75 words. DO: Address the content

Provide explanation of differences between proposed course and existing system catalog courses

POLS/CJUS 442, National Security Policy, examines general security policy in the US. With a

discussion of international security, foreign policy, and homeland security, it is much broader

than the proposed Introduction to Homeland Security course. POLS/CJUS 207 will focus

exclusively on homeland security by tracing the evolution of diverse threats and governmental

responses since the founding of our republic. The organization and bureaucratic merit of the

Department of Homeland Security’s (DHS) integration of federal, state, local, and tribal

governmental entities into its all-hazards emergency management structure is the primary focus.

POLS 342, Revolution and Revolt, explores the theory and history of revolutions and revolts

from 1776 to the 21st century. POLS/CJUS 207 will address domestic terrorism as one of the

main concerns in the Homeland Security structure. Terrorism is tactical use of violence for

political purposes so there is potential for some limited topical overlap. POLS 342, however, is

focused on the theory for such violence and does not address the DHS all-hazards emergency

management architecture which encompasses both natural and manmade disasters.

Course Description

This course presents students with a broad perspective of the modern terrorism and cyber threats.

An exploration of the scope and nature of the cybersecurity threat, common vulnerabilities, and

consequences of security failures provides the contextual information necessary to understand

relevant law and policy. An examination of terrorist motivations, justifications, and methods

POLS/CJUS 442, National Security Policy, examines general security policy in the US. With a

than the proposed Counterterrorism and Cybersecurity course. POLS/CJUS 403 will be focused

exclusively on terrorism and cybersecurity as the two greatest threats to our nation which enables

a deeper academic exploration of these topics and the national/international response.

POLS 342, Revolution and Revolt, explores the theory and history of revolutions and revolts

from 1776 to the 21st century. Terrorism is tactical use of violence for political purposes so

there is potential for some overlap in that regard. POLS 342, however, is focused on the history

and theory for such violence and does not address the ongoing law enforcement and national

defense threat posed by terrorism and cybersecurity issues. In contrast, POLS/CJUS 403 will

explore the unique aspects of the terrorism and cybersecurity threats and the government’s

practical and policy approach to minimize such threats particularly in the law enforcement,

intelligence gathering, and defense context.

POLS 253, Current World Problems, examines several (unnamed) current world problems with

a focus on creating world order. The news demonstrates that terrorism and cybersecurity are

arguably the greatest threats to the UN Charter-based world order so they are probably among

the multiple subjects discussed. As previously stated, POLS/CJUS 403 will involve an

exploration of not just the essence of the threats, but the merits of the government’s approach to

minimize such threats.

This course introduces practical and valid methods for teaching English Learners. Students will

examine strategies and techniques for simultaneously teaching language skills and appropriate

EDFN 463 Methods of Teaching English as a Second Language 3

The proposed NSU course differs in that it addresses teaching English Learners language skills

as well as content as opposed to simply teaching English as a second language. Participants in

this course will gain proficiencies for teaching content to English Learners in the classroom as

well as skills for teaching in an ESL classroom. Participants in this course would also gain

insight into standardized assessment measures for students as well as program assessment

criteria.

The main difference between this course and those at SDSU and USD will be that NSU will

be require all students in our teacher education program to take the course as a part of their

program of study. It is designed to cover content applicable for the general classroom

teacher, as well as a teacher working only with ENL students. The USD and SDSU courses

are designed for those only working in an ENL classroom.

This course is a linguistic exploration into second language acquisition. Emphasis will be on the

stages of language development, styles of communication, public and private voices of language,

and acculturation. Students will examine theories, processes, and policy with implication for

designing curriculum and instruction for all English Learners. Includes an embedded practicum

of 15 hours to be spent in an EL classroom observing under the supervision of an EL endorsed

Course Description

This course examines the development and application of the rules and norms that govern

the relations between countries. Special attention will be paid to international law on the

use of force, the law of the sea, and jurisdiction. The course will also look at international

I have no objections to campus pre-reqs here as well. We also require 102 for the same reasons Rich points out for

which I’d be opposed to a system wide change allowing 103 as a pre-req but again, have no issues with individual

No objections for NSU making these changes for their campus. The ELED program at DSU still requires Math 102

due to the amount of algebra on the Praxis exam, but I have no objections to either a system or campus change to list

of Math 103 allowed prereqs. There is no need to have Math 341 as a prerequisite for Math 342, it is not necessary

and would cause scheduling issues for some students.

NSU will now offer Math 103 on a regular basis. We wish to add this as an additional course that

will meet the pre-req for Math 341. The content of Math 103 will actually better prepare students

for Math 341 and 342 than will Math 102. It is already on the pre-req list for this course at BHSU.

The Dean of the School of Education and the instructor of Math 341 who has an education

background believe that 103 is an adequate pre-req for this course. BHSU also includes 102 in

their list of pre-reqs for MATH 341, and we want to do the same.

2.2. Add justification for all changes noted above:

At NSU, MATH 413 (Abstract Algebra 1) is a senior-level course that is attended primarily by

math majors and math education majors. This course relies very heavily on the ability of students

to understand rigorous mathematical proof-based arguments as well as their ability to create such

arguments on their own. Currently, the courses offered at NSU as possible pre-requisites are

MATH 315 (Linear Algebra) or Math 316 (Discrete Mathematics). Both of these courses fall

short in establishing the necessary knowledge base and proof-writing techniques that students are

expected to utilize and have mastered throughout the duration of MATH 413. As such, precious

time is wasted in providing students with an inadequate crash course in proof-writing. Moreover,

depth of understanding is also sacrificed since students are trying to learn these techniques “on the

fly” as they are faced with the considerable challenges already inherent in this course.

On the SDBOR Inventory Report, MATH 253 and CSC 251 are also listed as possible pre-

requisites for MATH 413. Neither of these courses are currently listed on the NSU course catalog.

While MATH 253 would serve as a satisfactory pre-requisite, CSC 251 is essentially the same

course (as per its course description) as MATH 316.

The skills and background required to perform at the level appropriate for MATH 413 are exactly

those that MATH 351 is designed to develop. It should be pointed out that this pre-requisite would

not be specific to NSU, as USD currently requires MATH 351 as a pre-requisite for MATH 413.

We wish to join USD in providing our students with the obvious benefits of this standard.

None of the institutions wished to change their pre-reqs. Two of the courses on NSU's current

list of pre-reqs are not offered: MATH 253 and CSC 251 – NSU is not authorized to offer. The

faculty believe that Math 351 best matches the pre-req needs of the course. The Math

Discipline should possibly take up this issue. In the meantime, we simply want to match what

USD is already doing.

We have reached out to institutions indicated above as they too teach PE 451 Tests and

Measurements concerning this prerequisite change. USD and DSU are supportive. We have yet to

receive notification from BHSU or SDSU.

Prior to our submitting the proposal we reached out to all institutions. We heard back from USD

and DSU and as indicated on our application they were/are supportive. After 2-3 attempts we did

not receive a response from SDSU or BHSU.

that MATH 103 serves as an adequate prerequisite for PE 451.

MATH 103 - Quantitative Literacy

This course is designed to provide the liberal arts student with practical number theory, logical

thinking, and mathematical skills to be quantitatively literate. The student will develop critical

thinking skills, interpret data, and reason quantitatively to solve authentic problems and

increase confidence with mathematics while and increase confidence with mathematics while

for the relevant and meaningful role that mathematics plays in many areas of life. Students will

use information and knowledge from multiple areas to apply mathematics to new situations

and dynamic processes. This course does not serve as a prerequisite for courses requiring

MATH 102 (College Algebra). Prerequisite: One math course (MATH 095 or 101) with a

grade of C or better or appropriate placement based on standardized
