7. Explanation of the Change:

The Doctor of Audiology program at USD first began in 2005. The degree program has only had

minor updates since that time. The current program update aligns the program with the knowledge

and skill expectations of program graduates for licensure and national certification.

Knowledge in the field of audiology has substantially changed in the past 13 years. The existing

program does not reflect this expanded knowledge. While faculty have continually updated course

content to reflect current knowledge in the field, the confines of the existing program do not

provide for appropriate representation of program topics and course content. This has resulted in

graduates from the program possessing knowledge and skill that is not represented in the course

titles on their transcript. Further, this has resulted in faculty adding “workshops” and “labs” to

address needed content knowledge that does not fit into a current course. These workshops/labs

are difficult to represent in faculty workload since these activities are not credit generating and do

not appear on student transcripts.

The proposed program modification realigns course titles with current nomenclature and

expectations for practicing professionals. Further, the proposed program modification redistributes

and increases credit hours to allow for courses that encompass topics that are currently covered

through workshop and lab activities that do not have credit hours attached to them. The majority

of topics covered in the proposed program changes occur “informally” with students through

workshops and enrichments. This results in students completing coursework that is not tied to a

specific course number and is therefore not represented on their transcript. In addition, this results

in faculty conducting significant teaching expectations through mediums that are not represented

in workload and assigned teaching. Faculty in the audiology program currently conduct a

substantial amount of noncredit instruction. It is necessary to increase the total credit hours for the

program to allow for the additional courses because the content covered in the new courses (which

is currently covered in noncredit instruction) is necessary for program graduates to gain the

knowledge and skill competencies for national professional certification. The certification

standards for audiology have recently been revised and go into effect on January 1, 2020. These

revised certification standards are highly specific and detailed (the certification standards can be

found at: https://www.asha.org/Certification/2020-Audiology-Certification-Standards/). To gain

national certification, students must demonstrate knowledge and skills in these detailed and highly

specific areas of clinical practice. While the program implements multiple approaches for the

student to demonstrate knowledge and skill, a commonly accepted approach is the student

transcript. Increasing the number of credit hours for the program to allow credit instruction for all

topics that MUST be covered in the curriculum is necessary to support the faculty and students

within the program. Finally, it is also important to note that the increase in the number of credit

hours for the Au.D. (clinical doctorate) to a maximum of 133 hours is in line with the number of

credit hours needed for other clinical doctorates at USD. The clinical doctorate in Physical Therapy

requires 136 credit hours.

In summary, expectations for the knowledge and skill of students who graduate from the AuD

program continue to increase in depth and breadth. Further, graduates are asked for transcripts that

clearly reflect course material. As a result, courses that specify course content in the title, as well

as courses that address the ever-expanding expected scope of knowledge of graduates, are needed

to prepare program graduates for success after graduation. The proposed program modification

will not only allow the USD Communication Sciences and Disorders Department, Audiology

program, to continue to train excellent audiologists, it will allow the Audiology program to train

students who are prepared for the future of audiology.

7. Explanation of the Change: The department of Computer Science (CS) proposes an upgrade to the

Graduate program to a more dynamic catalog which permits flexibility in the course offerings considering

the specialties of the existing faculty. The current CS catalog includes a very limited number of core

courses, some of them cannot be offered as the faculty teaching those courses retire or leave USD. We

propose to augment the number of core course offerings without changing the number of required credit

hours (18) of core courses in both plans. At the same time, we are reducing the number of elective credit

hours in Plan B from 15 to 12. Hence, CS proposes offering the two plans of the graduate program in the

30 credit hours format with the expectation that students (90% foreign) graduate in at most three

semesters, and with the conviction that an extra elective course in Plan B will not produce a significant

This certificate is geared toward practicing teachers who are interested in learning about effective

practices for working with culturally and linguistically diverse (CLD) learners, including but not

limited to English Language Learners (ELLs). The program name is being updated to reflect

contemporary considerations in research and practice within the field. Updating the terminology

also aligns with the School of Education’s mission of inclusive and culturally responsive

education, which goes beyond ELLs to include English-speakers from diverse cultural contexts.

In order to improve the competitiveness and enhance the effectiveness of our program, at least 3

credit hours of a language other than English will be required. This updated requirement is also

inclusive of Native American languages and American Sign Language (ASL). Taking a language

course in a language other than English helps teachers identify the skills that a student needs to

learn languages effectively. This requirement will help our students develop a deeper

understanding of the challenges involved with learning the linguistic and pragmatic structures of

a language and its related culture(s) and better prepare them for teaching in contemporary

classrooms. This change will increase the number of credits required for the certificate from 11

to 11-14. Offering this range allows students to count undergraduate credits toward this

requirement.

The changes reflect current standards for Reading/Literacy Coach/Reading Specialists.

Reading/Literacy Coach/Specialists evaluate practices and lead professional development in

districts, assist teachers who are working with readers who struggle, and demonstrate effective

teaching of struggling readers. The proposed changes keep focus on research and practice

(ELED 755), coaching and leadership of literacy programs – including evaluation of best

interventions and leading professional development (ELED 752), and enhance attention to

assessment and interventions across K-12 (ELED 756 & ELED 757). Specifically, ELED 883

is replaced with ELED 755, a very similar course which is focused on elementary readers

rather than K-Adult readers. ELED 888 is replaced with ELED 752, a similar course that is

focused on literacy program leadership and administration. The reading history and coaching

courses are deleted (ELED 882, 887), and replaced with courses that focus more specifically on

literacy assessment, diagnosis, and intervention (ELED 756, 757), which is more in keeping

with trends in the field. Additionally, the suggested changes are courses that are offered in a

12-month rotation and have strong records of meeting enrollment requirements, reducing the

need for multiple courses of similar content and increasing efficiency.

The intent is to separate the primary combined theory/clinical courses into a separate theory and

clinical course for each semester of the program. Each clinical course will be variable credit to

allow the program flexibility in delivering clinical, simulation, and seminar experiences. The

maximum number of credits for each course with variable credits must be completed to achieve

the 120 total number of hours required for the degree and to graduate with a BSN.

Inclusion of a 1 credit course (NURS 119: Introduction to Nursing) provides students strategies

for academic and social success at USD while pursuing a BSN degree in Nursing. The goal is

to improve student persistence and retention at USD and increase the number of students who

enter the nursing program. The inclusion of NURS 119 is based on research which supports

this strategy in improving student retention in higher education. Many students enter higher

education academically and socially underprepared leading to an increase in student

withdrawals. Factors include poor preparation for higher education, a lack of commitment, a

lack of social integration, financial concerns, and personal and academic circumstances. In

addition, current and previous students have indicated that early socialization and exposure

would have better prepared them for the rigorous requirements of the nursing program.

NURS 119 will expose new students to the rigors and challenges of academic life and provide

resources, information, and the opportunity to practice the knowledge and skills necessary in

achieving academic success at USD and the nursing program. Students will have significant

interaction with nurse faculty, peer mentors, and other students. It will provide an environment

in which to build the nurse faculty-student relationship early in student’s academic career and

continue through the nursing program. Nurse faculty will utilize engaging, active-learning

pedagogy to introduce students to the core values of caring, human dignity, integrity,

autonomy, altruism, and social justice central to the nursing profession and their professional

identity as a licensed registered nurse.

This will not change the number of overall credit hours required for the degree; however, will

change the total number of hours required for the major from 104 to 105 credit hours.

The changes serve three primary purposes.

1. They bring the total number of credits required in line with the requirements of the existing

non-specialization Masters requirements. The specialization in large data and analytics

prepares students for relevant job outcomes by requiring students to take courses across the

three departments that offer the necessary courses. However, there are multiple areas in data

analytics in which a student might focus. The increased flexibility gained by bringing the

credit requirement in line with other Physics Masters will give students more options to take

courses that directly impact their career goals. For example, a student might take an extra

course in statistics or data mining.

2. The program has a functional need for an increased level of flexibility for several reasons.

Course offerings will naturally evolve in a significant way over time because the curricular

requirements span three departments. Long-term program stability and success requires the

program to be able to dynamically address student needs regardless of departmental

evolution. Two of the current Specialization Requirement courses listed in the existing

specialization requirements will not be offered. The proposed curriculum addresses this issue

by removing the non-offered courses and allowing students to select between multiple course

options.

3. Students entering the program typically do not have a sufficient computer science

background to enable them to step straight into graduate computer science courses. As a

result, the students have a shorter time window for taking the required graduate computer

science courses. The increased flexibility in the Specialization Requirement courses allows

them to fit the necessary courses into the normal Master’s time window.
