    1. Introduction

    The scheme entitled Innovative Practices in School andTeacher Education: All India Competition for NCERT awardfor school Teachers and Teacher Educators was formulatedduring nineteen sixties and was in vogue till 2005.

    National Curriculum Framework 2005 under the headingEncouraging Innovations in Chapter 5 entitled SystemicReforms has made the following observations: Individualteachers often explore new ways of transacting the curriculumin addressing the needs of students within their specificclassroom context (including constraints of space, largenumbers, absence of teaching aids, diversity in the studentbody, the compulsion of examination, and so on).These efforts, often pragmatic but also creative and ingenious,

    by and large remain invisible to the school and the largerteaching community, and are usually not valued by teachersthemselves. The sharing of teaching experiences and diverseclassroom practices can provide opportunities for an academicdiscourse to develop within school as teachers interact withand learn from each other. This will also encourage new ideasand facilitate innovation and experimentation. How caninnovative and creative ways of teaching and learning be

    encouraged and supported by the system so that they canbecome a body of practice that can be brought to a stagewhen they can be built back into the system? For a start,

    teacher education institutions are such that innovationsare difficult to sustain for a longer period.

    7. Reluctance on the part of the institution to internaliseand adopt the innovation.

    8. There is little freedom for the teachers and the teachereducators to undertake experimentation.

    Consequently, it has been felt that there is need toinstitutionalise the award system. There is a need to giveawards to schools and teacher education institutions, whereall teachers, headmaster/principal and management exhibitgreater involvement in implementation of innovations, insteadof giving prize to individual teacher. Accordingly the schemehas been revised asAll India Competition on InnovativePractices and Experiments in Education for Schools and

    Teacher Education Institutions.

    The implementation of the scheme is presently coordinatedby the Department of Teacher Education and Extension,NCERT.

    2. Objectives

    The main objectives of the scheme are:

    1. To sensitise teachers about the potential of innovativepractices and experiments for improvement ofteaching-learning.

    2. To encourage schools and teacher education institutionsto try out novel ideas and practices for improvement of

    different areas of school education and teachereducation.

    3. To encourage schools and teacher education institutionsto identify problems they face and adopt a realisticapproach to find solutions, thereof.

    4. To create an environment in schools and teachereducation institutions by encouraging team work andtotal involvement of the entire staff in the implementationof the innovations so as to ensure their sustainability.

    5. To provide a forum to teachers and teacher educators toshare their innovative ideas with all stakeholders.

    3. What is Innovation?

    Innovation is typically understood as the introduction of

    something new and useful, for example introducing newmethods, techniques, or practices or new or altered productsand services. Such definitions of innovation include :

    Process of making improvements by introducingsomething new

    Process of translating new ideas for improvement ofteaching learning

    A new idea, method or device

    Successful operational of new ideas Changes that create a new dimension of performance

    A creative idea that is realised

    Capabilities of continuously realising a desired change.

    4. Scope

    Schools or teacher education institutions can undertakeinnovations or experimentation on any aspect of their workrelated to teaching-learning, training or management ofschools in order to enhance efficiency of the institution toovercome problems and difficulties, they face in day to dayfunctioning. A few examples are given below:

    To devise a new approach/instructional strategy in anysubject area.

    To prepare and use innovative teaching-learningmaterials.

    Identification and mobilisation/use of resources drawnfrom the local community/ environment for improvementof teaching-learning.

    To develop local specific curricular materials for teaching-learning.

    To develop innovative strategies for classroommanagement leading to improvement in the

    organisational climate or better use of available resourcesin the class or school.

    Management of interpersonal relationships.

    5. Eligibility for Participation

    The following categories of recognised schools/teacher-education institutions are eligible to participate in the

    competition:Schools

    1. Any ECCE (pre-primary), primary, elementary, secondaryand senior secondary school recognised by State Board/CBSE/ or any other recognised Board.

    2. Recognised Special Education Schools.

    Teacher Education Institutions (TEIs)

    1. Teacher Education Institutions at ECCE/Primary/Elementary level offering Teacher EducationProgrammes.

    2. All Colleges of Education such as CTEs, IASEs andUniversity Departments of Education offering B.Ed.programmes.

    3. State Councils of Educational Research and Training(SCERTs) and State Institutes of Education (SIEs)offering teacher education programmes.

    6. Total Number of Awards

    Under the revised scheme it has been decided that the totalnumber of awards to Schools/Teacher Education Institutionswill be 30. The number of awards will be equally divided amongthe five regions as per the jurisdiction of each RegionalInstitute of Education located at Ajmer, Bhopal, Mysore,Bhubaneswar and Shillong.     8. The Rules

    1. An institution can undertake only one project duringa particular year.

    2. Regional Institute of Education/Department of TeacherEducation and Extension, NCERT may depute facultymember(s) and experts to visit the institution foron-the-spot observation and interaction with the teamimplementing the innovation. The visit may beorganised sometime during the execution of the project.

    3. The innovation should be based on the original thinkingand collective work of the institutional faculty. TheProject Report should not be based on any researchwork undertaken by any team member for M.A./M.Ed/M.Phil. or Ph.D. degree or any other institutionalProgramme for which grants have been received fromany other organisations such as UGC, University etc.A copy of the certificate to this effect attested by theHead of Institution should be enclosed with the report.(Annexure-V).

    4. The Project Report should be of approximately 5,000

    words excluding appendices. The references may begiven at the end of the report.

    5. The project report along with its summary in about500 words should be submitted in duplicate.

    6. The Project Report may be written in English/Hindi orany other regional language. However, the profile ofthe institution must be attached as given in Annexure- IVin English orHindi even if the paper is written in aregional language.

    7. In case the report is written in regional language, thetitle should also be given in English/Hindi.

    8. The award will be given to the institution. The Head of

    the Institution/team leader and project coordinatorshall be invited to present the report in the nationalseminar.

    9. The NCERT reserves the right to use the selected projectreports in any manner which deems fit.

    10. In all matters pertaining to the competition, the decisionof the NCERT shall be final and binding on theparticipating institutions.

    11. The institutions under the control of the NCERT arenot eligible to participate in the competition.

    12. The project report submitted by an institution shallnot be returned.

    13. An institution getting the cash award during aparticular year shall not be entitled to receive the sameagain for the next three years. However, it may

    participate in the competition and if the project isselected for ward it shall receive the certificate only.

    The institution may describe the preparatory activities

    undertaken for the execution of the project. Obviously, thepreparatory work shall include mobilisation of requiredresources-human as well as non-human and designing.

    Execution of the Project

    The institution should narrate how the project wasimplemented and what activities were undertaken duringdifferent phases. The title of the project and the objectives ofthe project need to be stated in clear terms. Limitations and

    problems or difficulties, if any, may also be brought out.Results

    The institution should clearly bring out the results achievedthrough the execution of the project and highlight if there isenough evidence indicative of improvement in some aspect ofits work like, pupil-learning, classroom management,interpersonal relationships, etc.

    Conclusions and Implications

    In this section, the institution may summarise the resultsand bring out implications for institutional improvement,provide guidelines for ensuring sustainability of theinnovation.

    forwarded to the Head, Department of Teacher educationand Extension (DTEE) NCERT.

    Second Level

    Project proposals forwarded by the RIEs will be evaluatedat the central level (NCERT Hqrs) by two expertsindependently.

    The number of project proposals to be approved in aparticular year is subject to the maximum permissiblenumber under each category.

Two members of the project team(Head of the Institution/Team Leader and Project Coordinator)will be invited to present the report in national seminar. The

    final selection for giving a cash award of Rs. 20,000/-(Twenty Thousand) will be based on combined rating of projectreport and its presentation in the national seminar.

    13. Utilisation of the Award Money

    The award money may be spent for organising the followingactivities and for enriching infrastructure facilities of theschool/institute such as :

    Meeting of members of the school community, teacher,Heads of Schools/Institutions to share the findings ofthe innovative programme, and to devise action plan forimplementing and sustaining the programme in schools/institutions.

    Purchase of books, audio-video cassettes, Science Kit,Mathematics Kit and development of teaching-learningmaterials.

    However, a committee under the chairmanship of the Headof the School/Institute with the Project Coordinator as one ofthe members can take a final decision as per the requirementsof the School/Institute.
