BACKGROUND The UNEP/GEF Project brief entitled “Reversing Environmental Degradation Trends in the South China Sea and Gulf of Thailand” (hereafter called the South China Sea Project) was approved by the GEF Council in November 2000, following its approval by the 15th meeting and special session of COBSEA1, held in Pattaya, Thailand, 11-12th September 2000. The overall goals of the project are: to create an environment at the regional level, in which collaboration and partnership in addressing environmental problems of the South China Sea, between all stakeholders, and at all levels is fostered and encouraged; and to enhance the capacity of the participating governments to integrate environmental considerations into national development planning. The specific objectives and activities of the South China Sea Project Training Programme include provision for the conduct of a regional training workshop and national echo seminars on larval fish identification and fish early life history science. The Training Programme was developed by the Regional Scientific and Technical Committee of the South China Sea Project during 2006. Content of the Course The initial desired content for this course includes: • Methods for larval fish sampling and surveys, • Methods for identifying larval and juvenile fish, • Preparation of larval fish identification sheets/manuals for key species, • Building national-level capacity for the processing of larval fish samples and the identification of

larval fish, and • Standardising the methodology for fish early life history research in Southeast Asia. Workshop Duration:

The training workshop will be held at SEAFDEC’s Training Department in Samut Prakan, Thailand from 16 – 31 May 2007. Participants will spend part of the course on board the MV SEAFDEC 2 as part of the at-sea training component of the course.

The Training Department dormitory is located at the opposite side of the main office buildings in the Department compound in Samut Prakan province. It is especially designed for the Department’s trainees to accommodate. The normal arrangement at present is for two persons to share a single room. Facilities include a games area, fitness room, T.V. lounge and a canteen.

INFORMATION OF MV SEAFDEC 2

In June 2002, the Government of Japan approved the construction of a Fishery Research and Training Vessel capable of conducting fishery surveys and training operations in coastal ASEAN waters, along with procurement of the requisite fishing gear , fishing machinery, and survey equipment. This was in response to resolutions passed at the ASEAN-SEAFDEC Millennium Conference which highlighted the need for investigation of the potential of fisheries resources, and establishment in he region. The construction of the new vessel, MV. SEAFDEC 2, was completed in the fall of 2003 and it was officially launched at Niigata, Japan on 6 December 2003. The MV. SEAFDEC 2 will be used to assess the utilization of fishery resources in grant aid eligible countries (Cambodia, Indonesia, Myanmar, the Philippines, and Vietnam) and other SEAFDEC Member Countries by means of extensive scientific surveys of their coastal resources. The vessel will also be used to implement fishery training programs for resource management and fisheries personnel. In a broader sense, the acquisition of MV. SEAFDEC 2 will help strengthen technical cooperation and effective fisheries and environmental management in the ASEAN region through the enhancement of research and training capability. Vessel activities will focus on three specific areas:
