The Indigenous Languages Publishing Programme (ILPP) is a sector priority implemented by the South African Book Devel op-ment Council (SABDC). It follows a business model that encour-ages enterprise development, through the development of quality books in the indigenous and marginalised languages as enshrined in the South African constitution.

The programme has been developed within the imperatives of the Draft National Book Policy 2005 and the National Book Development Plan 2009.

The programme supports SMME and independent publishers. It funds up to 50% of the book’s publishing costs, while the publishers incur the remaining costs.

Long-term goals• Increase diversity in content available to all South Africans• Increase cultural diversity through books in indigenous

languages• Contribute to the transformation of the South African book

sector• Increase the number of readers by providing different kinds of

material• Increase the economic diversity in the book sector by support-

ing small and independent publishers

Short term• Publish a series of books in the recognised, previously margin-

alised indigenous languages of South Africa• Increase the diversity of books available beyond the school

market• Increase the number of black authors earning royalties• Boost the support to small and independent publishers

operating in the book sector• Increase access for the blind and visually impaired

We encourage libraries and other buyers to support the develop-ment of indigenous language writing by purchasing indigenous language books regularly. Supporting programmes such as the ILPP contributes to the advancement of book sectors that meet the diverse needs of South Africa’s diverse population.
