Income Continuation Insurance
An “income replacement” benefit plan that provides up to 75% of your gross salary (based on a maximum salary of $64,000 for Standard or $120,000/year for Supplemental coverage) if you become ill or injured and you are unable to work.
You must be:• Enrolled into the Wisconsin Retirement System
(WRS)• Be under age 70• Are not receiving a WRS annuity

1. Initial enrollment within 30 days of becoming WRS eligible.
2. Deferred Enrollment3. Evidence of Insurability (EOI)
Annually there are two ICI processes to evaluate current enrollments and deferred enrollment eligibility.
When can you enroll into ICI?
ICI Annual Update
An annual review of employees currently enrolled into ICI where their monthly premium may change.
Job Data is updated effective 2/1/2017 based on their ICI category eligibility. The premium change starts with the February A paid 2/16/2017 and February Monthly paid 3/1/2017.

ICI Annual Update
• Coverage level (Annual Base Benefit Rate or ABBR) is based on last year’s WRS earnings except in the following situations:• New Hires• FTE changes• Leave of Absence• Changing WRS employment category (University Staff to
FA/AS/LI or FA/AS/LI to University Staff)
• Benefit plan enrollment for University Staff – ICI category is reviewed and updated (if applicable) based on sick leave balance as of December B (pay period end 12/24/2016)

University Staff - Category 5 728 – 1040 Life to date balance
University Staff - Category 6 > 1040 Life to date balance
ICI University Staff Categories
Premium Category 3 is based on full-time employees earning and maintaining 80 sick leave hours in one year. Part-time employees eligibility for Premium Category 3 is based on a using the higher value from the following two formulas:
1. 80 / 130 x (sick leave hours earnings)2. 80 x FTE
Evaluated annually for continued eligibility for enrolled employees.
ICI University Staff Categories
Premium Category 4, 5, and 6 are considered permanent plateau categories for enrolled employees. Once you reach a plateau category you will never drop to a lower category even if your sick leave balance falls below the category’s threshold.
Plateaus are updated during the ICI Annual Update based on sick leave balances as of December B.

obtained 1040 hours or more by December B or December Monthly.

ICI Category Sick Leave Hours FA/AS/LI – 180 Days > 1040 Life to date balance
ICI Timeline
• December 30, 2016 – Employee deadline to notify Campus Administrators to swap leave time
• January 11, 2017 – Campus Administrators deadline for entering leave time swap
• January 17 – 20, 2017 – UWSC will send email notices to employees eligible for Deferred or Supplemental enrollment into ICI
• January 27 – 29, 2017 – UWSC will be updating Job Data, ICI Benefit plan enrollment, and ICI ABBRs
ICI Timeline• March 1, 2017 – Employee deadline to submit paper
application for Deferred or Supplemental enrollment into ICI
• March 31 – April 1, 2017 – UWSC will be updating Job Data to provide election entry for Deferred or Supplemental enrollment into ICI
• April 6, 2017 – Campus deadline for University Staff election entry for Deferred or Supplemental enrollment into ICI event
• April 13, 2017 – Campus deadline for FA/AS/LI election entry for Deferred or Supplemental enrollment into ICI event
ICI Timeline
What is sick leave swap?An optional notification by the institution or departments for employees to be notified about swapping out used sick leave for unused leave.
The opportunity to swap used sick leave for unused vacation can decrease premiums or provide enrollment opportunities.
Why swap sick leave?
Sick Leave Swap Policy
• All leave swaps that will affect the ICI premium category must be requested by the employee by end of day December 30, 2016
• All leave swaps that will affect the ICI premium category must be entered in HRS by the end of the day January 11, 2017
• Once the ICI annual update process runs, any leave swaps will NOT change the 2017 ICI premium category

Sick Leave Swap Period for 2016
University Staff: January A 2016 to December B 2016• Eligible pay period dates: 12/27/2015 – 12/24/2016• Eligible leave swap is:
• 13A 2015: 12/27/2015 – 12/31/2015• 1A thru 12B 2016: 1/1/2016 – 12/24/2016
• Before performing a leave swap, check EACH calendar year’s end balances to be sure balance is available before swapping.
• Swapping sick leave that happened on December 25th 2016 will not help this 2017 ICI Annual Review

Projected Sick Leave Balance Report
A report created by the UWSC to display a snapshot in time of current sick leave balances and assumed sick leave earnings that may be used for counseling the employee on swapping opportunities. Counseling employees on their leave balances is optional.
What is it?
Projected Sick Leave Balance Report
• Job Data accurately reflects FTE and leave of absences
• All leave balances are up to date as of the November B payroll
• Employee will earn sick leave based on FTE• Employee will not use any sick leave for the
remainder of the year• Removed employees age 70 or older• Removed employees enrolled into Category 6
What assumptions are made?

• Retroactive Job Data changes occur frequently• Job Data does not always reflect working FTE• Leave balances are changed retroactively• Employee may not earn sick leave based on FTE• Employee may use sick leave due to:
• Cold and flu season• Inclement weather• Medical Appointments• Leave of Absence• And ….

balances are up to date and let you know by December 30, 2016 if they want to swap leave.
B. Advise employees based on assumptions within the Projected Sick Leave Balance Report that they could swap leave to meet ICI categories knowing the report is making assumptions.

How to use report?Filter the “2016 SL BAL Projected to 12B” and “2016 SL YTD BAL Projected to 12B CAT 3 only” for employees who are: • Close to reaching a new Permanent Plateau• Close to reaching a higher category• Close to reaching the special category 3 • Are not currently enrolled in ICI and qualify for
deferred enrollment. (Cat 3, 4, 5,or 6)• Decide on the variable used to determine target
population

How to view balances?**REMEMBER BALANCES ARE as of 11B (snapshot)
2016 SL BAL Projected to 12B = Life time sick leave balance. This determines all category changes except Category 3.
2016 SL YTD BAL Projected to 12B CAT 3 only = Amount of current year sick leave earned minus used balance. This is for CAT 3 only.

Swap Process• Before making a swap, be sure there is available
balance from the take type you are swapping with. • Validate in Results by Calendar for available
balances to swap with. If you are swapping in January retro active to 2015, be sure to check the 12B Results by Calendar for available balances at that time. VERY IMPORTANT.
