Dr Jennifer Day Lecturer in Urban Planning [email protected] 0451 054 878; 8344 8743 Dear Creative Victoria, I am writing to alert you to some work that is currently underway in Melbourne, which is strongly related to your Creative Industries Strategy. In this email, I will describe our project and also describe some of the parallels I see with the work you are doing. I am happy to meet to discuss the possibility of sharing what we have learned, collaborating, or other cooperation. I am currently co-leading a project called, “The Dilemma of Urban Employment Land: An Inquiry into the Viability of Small Urban Manufacturing in Inner Melbourne.” This project is the result of a partnership between the University of Melbourne, the five Inner Melbourne Action Plan (IMAP) councils, with Moreland Council and MPA financially committing to the project in Phase 2. It is currently funded jointly with a Carlton Connect Initiative Fund (CCIF) grant and contributions from the councils. We intend to apply for an Australian Research Council (ARC) Linkage grant later this year to continue the work. The core goal of this study is to deliver policy-relevant findings that can guide the partner councils in making strategic decisions about the use of employment land in the IMAP area. Underlying the core inquiry of this project is our over-arching hypothesis that small, high-value added, highly-innovative urban manufacturers in Melbourne can benefit significantly from the agglomeration economies associated with inner-urban locations, and that there is great value to the urban economy in preserving a place for manufacturing innovators in the central city and immediate inner suburban areas. Councils in Melbourne are currently under considerable pressure to rezone industrial land to residential land uses. As part of the implementation of Plan Melbourne, urban policy is being formed and implemented in the Inner Melbourne Region (IMR) that will directly impact the capacity of urban manufacturers to remain in central locations. The study seeks to deliver policy-relevant findings in the short term (one year), medium term (18 months) and long-term (five years) in a research program that addresses the challenge of creating jobs and economic growth through fostering small urban manufacturers. We have designed the project with a multi-faceted approach:

1. The land approach (understand how employment land in inner Melbourne is currently being used)

2. The sector approach (understand the value of central locations for businesses in the small manufacturing sector)

3. The economic approach (Understand the economic impacts and contributions of small urban manufacturers (the economic approach)

The over-arching goal of generating understanding in these three areas is to extract the implications for policy, planning controls and design in inner city industrial zones. We expect some key outputs of the study to include:

• Systematic capture of value chain data for delivery planning , covering in-bound logistics, operations, outbound logistics, marketing and sales, after sales service, strategic management, human resources, technology and procurement

• Exploration of barriers to entry or growth for urban manufacturers, for example, accessing finance or government assistance

• Further mapping of select firms’ spatial linkages with suppliers, collaborators, workers, distributors, customers and retailers with a view to understanding economies of scale and scope attaching to agglomerations

• Estimation of agglomeration economies effects for the IMAP region and the State of Victoria, for urban manufacturers, differentiated by location (urban versus suburban)

• Estimation of lost innovation and value added due to displacement effects. Possible recommendations of the project include:

• Preservation of some specific employment land and accommodation types in the IMR • Re-examination of current zoning regulations to make them more compatible with urban

manufacturing • Development of built form and site design strategies for successful integration of urban

manufacturing in mixed use areas, including major urban renewal areas. Our progress to-date includes:

1. Findings from an analysis of existing data 2. Findings from an Inception Workshop 3. Design and partial implementation of two relevant qualitative studies in the IMAP area 4. Development of a survey and online presence for participating makers, with online build

currently underway. We are very excited about our data collection processes, as they are innovative and entirely online. As you can see, there is some significant overlap between our two projects, but not anywhere near a complete overlap. Our project focuses on making, or manufacturing, whereas yours is focused on the creative sectors. Many of our makers are also creatives, e.g., furniture designers, jewellery makers, or set designers, but some are engaged in more-standard industry such as coffee roasters and brewers offering a retail experience. Both of our studies are focused at least partially on the economic impacts of creative industries, and both are interested in the role of government in growing these sectors. The Moreland City Council has prepared Amendment C158 to the Moreland Planning Scheme.

The Amendment applies to land included in the Industrial 1 Zone, Industrial 3 Zone and Commercial 2 Zone, and a small number of properties in the Commercial 1 Zone.

Council is committed to a strong and prosperous

Moreland economy and to creating neighbourhoods

where residents can access services, businesses and

jobs locally. Maintaining industrial and other commercial

land is critical to Moreland’s broad employment and

sustainability objectives.

Industrial land is located within the Industrial 1, Industrial

3, or Commercial 2 Zones. Industrial land is located across

Moreland, ranging from large concentrations (e.g. the

Newlands Industrial Estate) to smaller more isolated areas.

Industrial land hosts a broad range of different economic

sectors, not just traditional ‘industrial’ uses.

Council has drafted a plan to guide the future use and

development of industrial land in the city. The plan, called

the Moreland Industrial Land Strategy (MILS) will mainly be

implemented through changes to the Planning Scheme, as

proposed by Amendment C158.

The draft MILS guides Council decisions about what

industrial land to retain and the land uses sought in these

areas; what industrial land to allow to be rezoned for other

uses; and what these alternative uses should be.

The MILS was prepared as a result of a review of the

previous Moreland Industrial Land Use Strategy (MILUS)

prepared in 2004. The MILS replaces the MILUS and may

have different recommendations for land than the MILUS.

The MILS is currently a draft and Council is seeking your

All industrial land is subject to the MILS recommendations,

along with some land in the Commercial 1 Zone that was

previously zoned industrial.

Land owners and tenants of industrial properties could

be interested in the proposed changes. The MILS will

tell you what land uses will be supported by Council in

industrial areas.

Residents living close to industrial areas may be interested

to know about the long-term planning for industrial land

and whether redevelopment for new uses is likely.

The MILS Framework Plan provides guidance for the

long term use and development of Moreland’s industrial

land. It allocates all industrial land into one of three

strategic categories (1, 2, 3). View the MILS Framework

Plan on Page 2 of this Information Sheet.

Any rezoning of land would require a separate planning scheme amendment. You may advise

Action 5.2 Affordable Housing

BACKGROUND

1. Provision of social and affordable housing in the IMAP councils has continued to decline over the past five years.

This is on top of a longer term trend where social housing has declined in the inner city. Between 1991 and 2011,

gentrification has limited access to dwellings for people on low incomes. For example, Stonnington saw a 13%

decline in households renting social housing between 1991 and 2011 and Yarra and Maribyrnong a 6% decline.

With population growth forecast to continue, further demographic pressures on housing availability for low income

earners need to be averted.

2. There are a range of mechanisms available to local councils to increase the supply of social housing. Eight years

ago the IMAP Councils (then consisting of Melbourne, Stonnington, Port Phillip and Yarra) proposed an Inclusionary

Zoning plan for their region, modelled on the scheme which has been operating in Sydney’s Ultimo Pyrmont area for

about 20 years.

3. Previously, IMAP has taken a clear role in favour of Inclusionary Zoning. In 2007, the IMAP plan targeted the

retention of at least 6% of the region’s housing stock as permanently affordable rental accommodation for low and

very low income people.

4. It is noted that there is mixed evidence on the benefits of Inclusionary Zoning in achieving an increase in social

housing supply. Economic studies show that schemes like that used in Sydney could deliver a benefit cost ratio of

better than 7 to 1.1

The benefits lie in retained social mix in historically diverse neighbourhoods and the avoidance

of wasted human capital when lower income groups are locked out of jobs rich inner city areas. Other research has

identified that the impact of Inclusionary Zoning on the provision of affordable housing is limited unless delivered

alongside density bonuses and that there are also risks associated with raising the overall costs of housing

development.2

5. Other mechanisms for achieving affordable housing have also been considered by IMAP. For instance, in 2011 it

supported a two-stage project on Community Land Trusts in conjunction with City of Port Philip and University of

Western Sydney. It is also currently reviewing its Action Plan and will be considering what further action could be

taken on affordable housing. An event that engages with this topic could assist in shaping new directions and

actions.

6. It is noted that the current state government has announced that it will adopt an ‘inclusionary zoning’ approach for

government land that enables a defined proportion of housing for a mix of low income earners and first home

owners. Further discussion amongst IMAP councils to consider other approaches to achieving social housing, which

might complement the State Government’s approach could assist in clarifying appropriate actions for the new IMAP

Action Plan.

7. lMAP Councils have a unique role to play in advocating to State government and the property development industry

to increase the supply of social and affordable housing in the inner city which offer access to services, employment

and transport. Councils have potential roles to enable affordable housing, including application of Section 173

Agreements, formation of Community Land Trusts and partnerships with Community Housing Providers.

DISCUSSION

8. This proposal is to hold a forum on 9 October (the day before Homelessness Day on 10 October) to facilitate a

public discussion about the role of State and Local Government in facilitating access to social and affordable

housing. It will include a discussion of the various mechanisms available to State Government and IMAP Councils to

augment supply of social and affordable housing in their municipalities. Please find attached the draft program.

9. The event will aim to advocate for greater policy clarity and consistency between state and local government. It will

also aim to ‘sell’ the idea of social and affordable housing to developers as an economic asset for an inner-city area

and a good investment in the long-term sustainability of Melbourne.

10. The City of Yarra will provide the venue (Reading Room at Fitzroy Town Hall) as well as catering for the expected

80 delegates.

11. This proposal seeks a total of $5,000 to support this event- $2,000 to pay for a facilitator, $1,000 to pay for an event

manager/administrator and $2,000 to pay for the creation of a professional video that will be shown at the start of

the event. This video will include Mayors, Councillors and residents speaking to camera about why expanding the

supply of social housing in the inner city is important to them. This video could then be used as a resource for IMAP

Councils to demonstrate their commitment to the issue.

12. IMAP Council representatives have been consulted in developing this proposal.

RECOMMENDATION

That the IMAP Implementation Committee resolves to:

(a) Endorse the proposed forum in principle and

(b) Allocate $5,000 to support the event.

social housing is set to increase by 38% across metropolitan Melbourne and research

suggests that the number of social housing homes needs to increase from 83,000 to

170,000 by 2030.
