All owners of separate interest properties were mailed, in mid-April, an Election Package consisting of the ballot and instructions for voting. The Board consists of seven (7) members, and all current Board members are running for re-election, along with two non-incum- bent candidates also running for a seat. Ballots can either be mailed in, dropped off in the ballot box in the Clubhouse lobby, or be delivered in person between 6:00 – 6:15 pm at the Members Meeting on June 10 th . Polls close precisely at 6:15 pm, and ballots will not be accepted after the polls close. Remember, the election will count only if enough voters return ballots to achieve quorum. Spring / Summer Trimming

Now that trees have emerged from the winter dormant phase, please be sure to check your property on a routine basis. Ensure that trees, shrubs, or other vegetation are trimmed away from streets and all sidewalks or other pedestrian walkways, except for Eucalyptus trees which cannot be trimmed now because of the City moratorium through Oct. 31st

(see last bullet below).

Sidewalk / Street Encroachment

• Vegetation allowed to encroach upon or overhang the sidewalk impedes pedestrian access, hinders walking side-by-side, and may not allow adequate clearance for wheel-chair access. It would be unfair to expect residents to duck under overhanging trees or shrubs, or to alter their course or step off the curb to avoid overgrown vegetation.

• Trees on your property must be trimmed to a minimum clearance of eight (8’) feet above the street and seven (7’) feet above the sidewalk.

• Proper trimming and cultivation of trees ensures adequate clearance for the vehicles for street sweeping and trash collection, and for other large vehicles.

• Please note that proper trimming does NOT mean topping trees. Topping (hat racking) trees ruins their growth pattern. The proper trimming and cultivation of trees is done by thinning them out by removing excess limbs and branches. Thinning also makes the trees less susceptible to wind damage.

• CC&R Rules for maintenance of lawns and plantings specifies that homeowners shall keep all shrubs, trees, grass, and plantings on their property neatly trimmed, properly cultivated and free of debris or other unsightly materials.

Obstruction of Street Name Signs, Traffic Control Signs & Street Lights

• Please ensure visibility of any street name signs or traffic control signs on or near your property.

• Due to public safety considerations, please ensure that trees or other vegetation do not obstruct street lights or street signs at any time.

Eucalyptus Moratorium

• The City of Lake Forest Eucalyptus Moratorium, in effect from April 1 through October 31 each year, prohibits cutting, pruning or removing Eucalyptus trees, due to the threat of proliferating infestations of the Longhorn Borer Beetle – a Eucalyptus killer – which nests this time of the year in fresh-cut wood.

MEET THE TEAM Many of you are familiar with the faces you see in this photo. Most of our maintenance crew members have been with the Association spanning two or three decades, while some joined our team more recently. Regardless of their tenure, all team members are committed to maintaining and enhancing our incomparable community.

JUNE MARKS THE MONTH WE PRPARE FOR THE 4TH OF JULY. The summer is always the busiest season for our main-tenance team. Landscaping becomes an area that needs special attention as the warmer weather promotes not only plant and turf growth, but weeds as well. And we all know, weeds literally grow like weeds this time of year. Also with the enviable weather we have, you might be out walking within your neighborhood and may become more keenly aware of this growth.

Our landscape crews have been working diligently for the past two months on fire and weed abatement issues, meeting the criteria as set forth both by the City of Lake Forest and the Orange County Fire Authority. We have met this expectation in mid-May, allowing us to focus on the preparation of our annual 4th of July celebration. There are lots of behind-the-scenes preparations for this event that takes place during the month of June. Our crew will be working diligently, concen-trating their time on preparing and maintaining Clubhouse grounds for optimal enjoyment for all. Because our focus will shift in the month of June, there may be a bit of a delay in

getting into each community to maintain the landscaping. The result – the grass will be bit longer than usual and we expect to see some weeds that might miss a week of removal time. Rest assured our team will be back on schedule, shortly after the 4th. This will allow us to get caught up by the end of the month, so we ask for your patience. NOTICE OF ANNUAL MEMBERS MEETING

MONDAY, JUNE 10, 2019 – 6:00 P.M. The Annual Meeting of the Members of the Lake Forest II Master Homeowners Association is scheduled for Monday, June 10, 2019, at 6:00 p.m. at the Sun & Sail Club. The purposes of the Annual Meeting are:

I. TO ELECT SEVEN (7) MEMBERS TO THE BOARD OF DIRECTORS, using cumulative voting*, for one-year terms beginning June 11, 2019, from the following candidates:

* Cumulative voting means that each Owner may cast all 7 votes for one candidate, one for each, or any other combination, up to a total of 7 votes cast on the ballot.** denotes incumbents

II. TO VOTE ON ANY OTHER AND ALL OTHER PROPER MATTERS that may be presented for action at the meeting.

IN ORDER TO CONDUCT THE ANNUAL MEETING and elect a Board of Directors, there must be a quorum present. Initial quorum for the Annual Members Meeting is fifty percent (50%) of the Association’s

voting power (1,718 out of 3,436 votes). If quorum is not achieved, an adjourned meeting is held not less than 48 hours later, and not more than 30 days out. At an adjourned meeting, the quorum is “step-downed” to 25% (859 votes). If quorum is not reached, the election can be continuously adjourned until quorum is achieved. Without quorum, the election is abandoned.

HOMEOWNERS CAST THEIR VOTES by completing and signing their secret ballots, in Envelope #1, sealing it, then placing it inside Registration Envelope #2. Envelope #2 MUST BE SIGNED – if not, the ballot WILL NOT BE COUNTED. Members who choose not to vote for any of the candidates can mark their ballot as ABSTAIN, in which case their ballot can still be counted towards quorum. Ballots must be received no later than 6:00 p.m. on Monday, June 10, 2019. There will be a ballot box available in the lobby of the Sun & Sail Club. You can also hand-deliver the ballot in its designated envelopes at the Annual Members Meeting on June 10, 2019, during the period of 6:00 p.m. to 6:15 p.m. The polls close at 6:15 p.m. after which ballots cannot be accepted (unless quorum fails to be met and the meeting is adjourned).

HOW TO RUN FOR THE BOARD All Lake Forest II homeowners are invited to run for the 2019-2020 Master Association Board of Directors. All seven Board seats are open. If you wish to run for the Board of Directors, but were not able to meet the March 8th deadline to have your name pre-printed on the ballot and have your candidate statement published in The Mainsheet, remember that write in candidates’ names may be entered on the secret ballot. The primary duties of the Board are to adopt the Annual Budget, monitor the financial workings of the Association, and establish policy. The Board also adopts rules, oversees the operation of the Association, and responds to the community’s needs & concerns.

BOARD CANDIDATE STATEMENTS Candidate Statements contain the opinions of the individual candidates. They are printed as submitted and have not been edited in any way for content. Statements represent the views of the candidates, and no attempt has been made to correct factual or grammatical errors or to delete incorrect charges made by candidates. The Candidates’ Statements were published in the April 2019 issue of The MAINSHEET. You can view the statements on the LF II webpage at www.lf2.org. MEMBERS STATEMENTS In accordance with the Association’s Election Rules and the California Civil Code, all Association Members who wish to do so may have one opportunity to have a statement of 250 words or less posted on the Association website during the Board Election campaign, to address any matter(s) reasonably related to the election.

Election packets were mailed out to all LF II Homeowners in mid-April and should have been received by all eligible voters. Please read the instructions on how to vote carefully, and make sure to return your ballot by the June 10th deadline. May 1, 2019 Master Board of Directors Regular Meeting – Summary Notes*

The Regular Meeting of the Board of Directors of the Lake Forest II Master Home-owners Association, a California non-profit, mutual benefit corporation, was held on Wednesday, May 1, 2019, at the Lake Forest Sun & Sail Club, 24752 Toledo Way, Lake Forest, CA 92630. Board members in attendance at Call to Order were President Jim Richert, Vice President Sonny Morper, Treasurer Steve Valderrama, and Directors Paul Coulter, Jolene Fuentes, and Ray Melissa. Director Dennis Freed was absent. Staff members present were General Manager Alisa Woolsey, Finance Manager Cindy Christenson, Community Services Manager Jenny Mucha, Recreation Manager Argelia Jimenez, Maintenance Manager Bud Finch and Recording Secretary Bruce Cook. The meeting was called to order by President Richert at 7:03 P.M.

COMMITTEE LIAISON REPORTS None.

RESIDENTS COMMENTS One H/O spoke to express her concerns over the condition of the Women’s Locker Room. The speaker was concerned there was no emergency call button, the low flow of water coming from the showers, and the difficulty in depressing the push button that controls water flow from the shower head. Maintenance Manager Finch responded that he will investigate these concerns first thing in the morning.

CONSENT CALENDAR The Consent Calendar was inclusive of the following items: A) 2018-2019 Board of Directors Goals (with updated status report); B) Reserve Projects Status Report; C) Approval of Reserve Purchases l None this month; D) Minutes of the Board of Directors Meetings l April 3, 2019 Regular Meeting; E) Financials and Investment Supplement Report: Master Association l March 2019; F) Financials: Lake Forest Keys Association l March 2019; G) Approval of Prospective Liens l Recor-dation of Liens per CA Civil Code; H) Legal Update l Pending HOA Legislation; I) Quarterly Journal Review.– Action: The Board adopted a motion to approve the Consent Calendar as submitted.

Finance Manager Christenson reported there are Morgan Stanley Maturities coming

due in May for various Tract Reserve Funds, and presented recommendation of Morgan Stanley Money Manager as follows:

1. Forest Creek – Dept 70:• Matures: 5/20/19• Amount: $248,000

Recommendation: Roll the full amount over into another 3-year maturity at an estimated return rate of 2.60%;

2. Indian Hills – Dept 73:• Matures: 5/23/19• Amount: $170,000

Recommendation: Roll the full amount over into another 3-year maturity at an estimated return rate of 2.60%;

3. Serrano Ridge – Dept 75:• Matures: 5/22/19• Amount: $94,000

Recommendation: Roll the full amount over into another 3-year maturity at an estimated return rate of 2.60%;

4. The Woods – Dept 78:• Matures: 5/16/19• Amount: $248,000

Recommendation: Withdraw $100,000 for staircase replacement, and roll the remain-der over into another 3-year maturity at an estimated return rate of 2.60%. Action: – The Board adopted a motion to approve the staff recommendation.

PICKLEBALL PROJECT UPDATE The Board spoke with a large contingent of concerned H/Os in attendance. Pickleball

was first discussed as a worthwhile addition to the offered amenities at the Clubhouse in Nov, 2013, and in Mar, 2014, the Board approved a 60-day trial period for pickleball play, converting the half basketball court to a temporary pickleball court. With a positive response during the trial period, in June 2014, pickleball was made a permanent amenity by converting tennis court #3 on the upper courts to a shared tennis/pickle-ball court. The popularity of pickleball has grown steadily, and as player demand has far exceeded court capacity, the Association has been looking at options to expand pickle- ball amenities for the last 2-3 years. Over this time, with significant input from a number of interest groups, and after much discussion, a design concept of an 8-court center was brought before the Board which then ap-proved it at their April 3rd meeting. The next step in the process is submittal to both the LAC (Lake Architectural Committee) and MAC (Master Architectural Committee). President Richert opened the meeting to receive comments from the audience. 12 persons offered comments, both in opposi-tion to and in support of the project. Opponents of the project were concerned with the cost of the project, as well as negative impacts from light, noise, bird habitat, aesthetics and to property values. A supporter of the project commented that she lives across from the football stadium at ETHS, and believes that the stadium has provided a welcomed amenity that only improves the value of the community…she believes the Pickleball Center will do the

In addition, a member of the Villas De Lago Board spoke to the Board to advise them that tonight was the first he had heard of the proposed Pickleball Center, and requested that his Board be informed of mat-ters that could result in consequences for the members of their community. The Board heard the preponderance of comments that a number of residents in the neighborhood most impacted by the Pick-leball Center at its proposed location were not even aware of the project proposal. The Board acceded to the concern that there should have been a greater effort of com-munity outreach to incorporate all constitu-encies of concern. The Board has no desire to do a project that people don’t want; they believe there is a consensus solution that can be achieved by all interested parties working together. – Action: The Board voted not to submit the current plan to the LAC (Lake Architectural Committee) for review and action, but instead returned the project back to the Pickleball Committee for reconsider-ation and outreach to the community for input that is acceptable to all.

CITY OF LAKE FOREST / TREE PLANTING ON BAKE AT JERONIMO General Manager Woolsey reported she has been in discussion with Tom Wheeler, City of Lake Forest Public Works Director, regarding the issue of the City replanting some type of street trees along Bake at the Jeronimo intersection, to replace the ones which recently died, as a form of mitigation of

light and noise impacts from vehicles to the adjacent homes in Lake Park West. The City has agreed in principle to plant replacement vegetation pending a cost analysis of the price for the tree replacement. The proposed replacement vegetation is a combination of Magnolia (tree) and Xylomsa (hedge). – Action: Receive & File.

RESERVE PURCHASESFitness Center Water Heater / Dept 68 Maintenance Manager Finch reported that the hot water heater in the Fitness Center, which supplies the hot water for the pools, outdoor showers, and Fitness Center/Aquatics Center bathrooms, requires replacement, and recommends the expenditure of Dept 68 Reserves, in the amount of $7,879.00 to Pro-Star Mechanical. – Action: The Board adopted a motion to approve the staff recom-mendation.

General Manager Woolsey reported that

the 2019 Potential Reserves Expenditure List includes the replacement of two Community Services vehicles. Two 2019 Hyundai Konas have been purchased for a total cost of $36,390.43. In accordance with Associa-tion requirements, the Board must ratify this purchase expenditure. Staff recommended the Board ratify the purchase of two Hyundai Konas from Tuttle Click Hyundai for a total amount of $36,390.43. – Action: The Board adopted a motion to approve the staff recom-mendation.

OPEN DISCUSSION The issue of the July 3rd Board meeting was discussed, and the Board, by consen-sus action, canceled the meeting as it would conflict with preparations for the annual July 4th Celebration held at the Sun & Sail Club. The Board deferred until the June 5th Board meeting to determine if the July Board meeting would be canceled or rescheduled to a different July date.

Description of CampsBEGINNER This level is for students who have never played or who are just starting. Forehand, back-hand, serve, volley & overhead are taught. The 1st hour is devoted to instruction, hand-eye coor-dination drills, exercise, relays & other learning situations. The 2nd hour is putting this information into a game setting.

INTERMEDIATE This level goes more into learning different spins & more strategy development. The first 45 minutes is instruction & drill oriented, w/the rest of the class time for playing games. This helps with learning strategy & game situations better.

DISABLED PARKING PASSES/FIREWORKS VIEWING Please call Argelia Jimenez at (949) 586-0860, Ext. 29, to

arrange a Disabled Parking Pass for the Sun & Sail Club parking lot on July 4th. The lot will be closed to anyone without a parking pass issued by the Sun & Sail Club. There will be 20 passes available for handicapped parking. They must be accompanied by a DMV-issued disabled placard or license plate. One parking pass per household, please.

There are also a limited number of Fireworks Viewing Passes available, allowing entry to the Adult Lounge and its outdoor deck. The fireworks show is easily seen from the Adult Lounge deck, for the convenience of our disabled guests.

It is mandatory that those arriving by boat at the Sun & Sail Club grounds go immediately to the check-in table near the quay wall or the Front Desk of the Clubhouse to have their membership I.D. cards scanned, and to sign in and pay guest fees for any non-member guests they have brought with them. The check-in table opens at 9:00 a.m, so boaters arriving before 10 a.m. may temporarily dock your boats at the quay while checking in. Remember, no permanent docking before 10 a.m. - NO EXCEPTIONS!

GARDEN CLUB May 18th was our “OLDIES BUT GOODIES 50s PARTY” and what fun it was! Our entertainer Tony

O’Dell kept us dancing all night and we had quite a few people that got into the spirit in their 50s outfits! And again our own Eileen Feitz cooked up a great spread. A big thank you for all that attended. Also this is the time we would like to thank all who have supported us and our charities throughout the year. We look forward to the continued support of our activities during the 2019/2020 season. On August 18th we will have our Annual Military Baby Shower. This event is to provide assistance to military families at Camp Pendleton who otherwise would have a difficult time in pro-viding themselves with the necessities for their new babies for such items as cribs, car seats, strollers, baby clothing, toys, even dia-pers, etc. It is never too early to start thinking about how you can help support this incredible event as we honor those that serve and protect our freedom. This year’s chairperson for the Military Baby Shower is Kathy Davis. Her contact is 949-951-8432. Mone-tary donations are always welcome and can be made payable to the Sun & Sail Women’s Club (with MBS in the memo line), and left at the LF II Clubhouse front desk, to the attention of Kathy. This is our annual Wine & Cheese Welcome Back Social Kick-off event to start the 2019/2020 season. Festivities start at 6:00 PM at the Lake Forest II Clubhouse. This is open to all women in the area interested in joining our group of charity-minded women. Hope to see many new faces as well as all current members there. WOMEN'S CLUB The Lake Forest Garden Club’s June meeting is for members only and will be the annual LFGC Board installation. The June meeting starts the Lake Forest Garden Club’s summer vacation

and the next general meeting will be in September 2019. We hope everyone has a great summer tending their gardens, enjoying the fruits of their labors, traveling and enjoying the Southern California summer. The Lake Forest Garden Club does not write a July or August garden article. The Lake Forest Garden Club will be on vacation for the summer, but here is a list of chores you can do in your garden. Here are a few June gardening tasks and projects that you can do to help keep your garden looking its best.

• Pinch back any annuals, Fuchsias, Geraniums, Cosmos, or any other plants that might be getting a little leggy.

• Pinch your Chrysanthemums to encourage them to be bushier and have more blossoms. Pinch them again, every 6 inches or so, as they grow.

• This is an excellent month to pick out a few new perennials, and plant them in the garden.

• Check your Roses for mildew, aphid, black-spot or other disease problems or insect infestations, and if they appear take steps to control them right away.

• Your roses will need to be fertilized each month through the summer.

• Sow seeds for Ornamental Kale and Flowering Cabbage for col-orful plants next fall and winter.

• There is still time to start any of the warm weather vegetables (Corn, Beans, Peppers, Egg Plant, Tomatoes, Squash, Pumpkins, etc.). Sow seeds as soon as possible.
