approved an application to withdraw approximately 983,156 acres of public and National Forest System lands identified as Sagebrush Focal Areas in Montana from location and entry under the United States mining laws to protect and preserve the Greater Sage-Grouse (GSGR) and its habitat. A notice was published in the Federal Register on September 24, 2015, temporarily segregating the lands for up to 2 years while the application is processed. The Federal Register notice also provides the public with an opportunity to comment on the proposed withdrawal application and it initiates the public scoping process for an Environmental Impact Statement (EIS) to analyze and disclose impacts of the proposed withdrawal.

DATES: Comments on the proposed withdrawal application or scoping comments on issues to be analyzed in the EIS must be received by December 23, 2015. Please clearly indicate whether comments are in regard to the withdrawal application or scoping comments on the EIS. The date(s) and location(s) of any scoping meetings will be announced at least 15 days in advance through local media, newspapers and the Bureau of Land Management (BLM) website at: http://www.blm.gov/wo/st/en/prog/more/sagegrouse.html. The Assistant Secretary of the Interior for Land and Minerals Management approved the BLM’s application. Therefore, the application document constitutes a withdrawal proposal of the Secretary of the Interior (43 CFR 2310.1-3(e)).

The purpose of the proposed withdrawal of the Sagebrush Focal Areas in Priority Habitat Management Areas is to protect the GSGR and its habitat from adverse effects of locatable mineral exploration and mining subject to valid existing rights.

The use of a right-of-way, interagency or cooperative agreement, or surface management by the BLM under 43 CFR 3715 or 43 CFR 3809 regulations or by the United States Forest Service (USFS) under 36 CFR 228 would not adequately constrain nondiscretionary uses, which could result in loss of critical sage-grouse habitat.

There are no suitable alternative sites for the withdrawal.No water rights would be needed to fulfill the purpose of the requested withdrawal.Records relating to the application may be examined by contacting the BLM Montana State

Office, 5001 Southgate Drive, Billings, Montana 59101-4669.For a period until December 23, 2015, all persons who wish to submit comments, sugges-

All comments received will be considered before any final action is taken on the proposed withdrawal.

The purpose of the public scoping process is to determine relevant issues that will influ-ence the scope of the environmental analysis, including alternatives, and guide the process for developing the EIS. At present, the BLM has identified the following preliminary issues: air quality/climate, American Indian resources, cultural resources, wilderness, mineral resources, public health and safety, recreation, socio-economic conditions, soil resources, soundscapes, special status species, vegetation resources, visual resources, water resources, and fish and wildlife resources.

Because of the nature of a withdrawal of public lands from operation of the mining law, mitiga-tion of its effects is not likely to be an issue requiring detailed analysis. However, consistent with Council on Environmental Quality regulations implementing NEPA (40 CFR 1502.14), the BLM will consider whether and what kind of mitigation measures may be appropriate to address the reasonably foreseeable impacts to resources from the approval of this proposed withdrawal.

The BLM will utilize and coordinate the NEPA scoping process to help fulfill the public involvement process under the National Historic Preservation Act (54 U.S.C. 306108) as pro-vided in 36 CFR 800.2(d)(3). The information about historic and cultural resources within the area potentially affected by the proposed action will assist the BLM in identifying and evaluating impacts to such resources.

The BLM will consult with Indian tribes on a government-to-government basis in accordance with Executive Order 13175 and other policies. Tribal concerns, including impacts on Indian trust assets and potential impacts to cultural resources, will be given due consideration. Federal, State, and local agencies, along with tribes and other stakeholders that may be interested in or affected by the proposed withdrawal that the BLM is evaluating, are invited to participate in the scoping process and, if eligible, may request or be requested by the BLM to participate in the development of the environmental analysis as a cooperating agency.

Comments including names and street addresses of respondents will be available for public review at the BLM Washington Office or the Montana BLM State Office at the addresses noted above, during regular business hours Monday through Friday, except Federal holidays. Before including your address, phone number, email address, or other personal identifying information in your comment, you should be aware that your entire comment – including your personal identifying information – may be made publicly available at any time. While you can ask us in your comment to withhold your personal identifying information from public review, we cannot guarantee that we will be able to do so.

For a period until September 23, 2017, subject to valid existing rights, the lands described in the Federal Register notice will be segregated from location and entry under the United States mining laws, unless the withdrawal application/proposal is denied or canceled or the withdrawal is approved prior to that date. Licenses, permits, cooperative agreements, or discretionary land use authorizations may be allowed during the temporary segregative period, but only with ap-proval of the authorized officer of the BLM or the USFS.

and numbers remain stable to increasing across most of the re-gion, but mule deer numbers still remain low. FWP has restricted hunting opportunities for antler-less deer to speed population increases in both species.

Region 4 — Central Mon-tana

Mule deer populations are starting to increase but are still below long-term averages.

Region 5 — South Central Montana

Mule deer numbers through-out south central Montana are stable or up slightly from last year, though they remain well below the long-term average.

Region 6 — Northeastern Montana

Mule deer numbers are at or above long-term averages in the eastern half of the region and at or below long-term averages

in the western half. In general, mule deer hunters can expect to see more mule deer as compared to recent years.

Region 7 — Southeastern Montana

Spring trend surveys show that mule deer populations are up a healthy 20 percent from last year and are currently 16 percent above the long-term average.

ELKThese are good times for elk

hunters as Montana elk popu-lations continue to be strong across most of the state.

Region 1 — Northwestern Montana

Several mild winters have helped with elk calf survival and recruitment. Elk populations in many areas in northwestern Montana, where steep terrain and heavy forest cover pose considerable challenges to hunt-ers, are stable to increasing.

Region 2 — Western Mon-tana

Elk numbers are generally above the long-term average, with notably lower levels on public lands located west of Missoula and south through the Bitterroot Mountains.

Region 3 — Southwestern Montana

Hunting opportunities are good for those interested in hunting away from open roads with better opportunities in the Gravelly Elk Management Unit (hunting districts 322, 323, 324, 325, 326, 327, and 330) versus the Tobacco Root EMU (hunt-ing districts 320 and 333).

Region 4 — Central Mon-tana

Elk populations are in fine shape. The challenge for hunters in areas along the Rocky Moun-tain Front, central Montana’s island mountain ranges, or in the Missouri River Breaks will be obtaining access.

Regions 5 — South Central Montana

Elk numbers along the Bear-

tooth Face and in the Crazy Mountains, Big Snowy Moun-tains, Bull Mountains and south-eastern Belt Mountains remain near all-time highs.

Region 6 — Northeastern Montana

Elk numbers remain at or above management objectives in most hunting districts. All elk hunting in the Bears Paw Mountains and the Missouri River Breaks is by special permits awarded via the annual drawing.

Region 7 — Southeastern Montana

When hunters think of classic elk hunting country, the plains of southeastern Montana seldom come to mind. And yet there is the region’s storied Missouri Breaks, where elk numbers con-tinue to increase beyond FWP’s management objectives in all hunting districts.

PRELIMINARY BUDGET FOR THE FISCAL YEAR 2015-2016

NOTICE IS HEREBY GIVEN that the City Council of the City of Glasgow, Montana, has completed its preliminary annual budget for the fiscal year 2015-2016.

A copy of the Preliminary Budget is on file in the office of the City Clerk-Treasurer 319 Third Street South, Glasgow, Montana, where it may be examined at any time between the hours of 8:00 o’clock a.m. and 5:00 o’clock p.m., Monday through Friday. Questions regarding the budget and the action to be taken may be directed to the City Clerk-Treasurer in the Civic Center at 319 Third Street South, Glasgow, MT, telephone 406-228-2476.

The City Council will hold a public hear-ing on the Preliminary Budget as its regular meeting on the 5th day of October, 2015, at 5:30 o’clock p.m., in the Council Chambers in the Civic Center, 319 Third Street South, in Glasgow, Montana. The Council will answer questions regarding the budget from any taxpayer or resident of Glasgow and will hear statements in support of and objections to the adoption of the final budget.

Summer’s fires are over, right?

All that smoke-in-the-nose, ashes-in-mouth is past for the year. Or so we hope.

Yet even in the worst of it many of us had choices. Some folks left Montana, others sought relief in air conditioning at home or office or both.

Animals don’t have those luxuries. Yes, birds can fly and bears can burrow into a den, but fires in July and August happen at the wrong time for migration and hibernation.

First, let’s slay a rumor. The rash of bear conflicts, mostly black bears, this summer is not because smoke from for-est fires was forcing bears out of their mountain redoubts and into towns. They are just farther afield this year looking for food.

Starting in late summer, trig-gered by decreasing daylight, bears enter a stage known as hy-perphagia where they eat for 20 hours a day or more, anticipating winter hibernation. They will eat up to 20,000 calories a day, putting on several pounds each day – don’t try this at home.

To bulk up, they will search many miles for their traditional foods, such as chokecherries and other wild berries. However, this year the berry crop has

been spotty at best. Some areas are average, but many spots in central Montana have few or no chokecherries, currants or buffalo berries.

When traditional foods fail, bears don’t stop eating. They just keep traveling, searching for something else to fill their bel-lies. Unfortunately that can be pet food or pets, livestock feed or livestock, garbage, grease in barbecues, most anything.

That’s why bears are turning up in areas they are not usually found; it just happens to be a year of smoke.

Fire does affect animals, in-cluding fish, both in ways good and bad.

As any wild land fire fighter will tell you, not all fires are the same. Some creep along on the forest floor, others burn extremely hot and race through timber.

Animals that can move quick-ly are temporarily displaced by fires. Animals that cannot outrun flames die. Think of young birds in a nest, or small mammals, or reptiles and amphibians. Though a small mammal with a burrow might survive a fast moving fire.

Even large animals, like deer and elk, can become confused, trapped and suffocate.

In the longer term, fire can be a good thing, bringing new suc-culent growth to the forest floor, which benefits many animals and their predators. Dead trees

attacked by insects will attract woodpeckers and other birds to the feast.

Fish are affected by fire, too.

Autumn rains after a hot, devastating fire that burns a for-est down to the subsurface can flood a stream with choking ash and mud. Not good.

And not only can small stream temperatures rise to un-comfortable levels for aquatic life from the fire’s heat, the loss of canopy cover and riparian vegetation will decrease over-hanging habitat and increase solar radiation. That may mean stream temperatures remain seasonally elevated for years or decades after the fire.

Still, what fire taketh, fire giveth.

Fires free nutrients like phos-phorus and nitrogen from ter-restrial systems, transporting them into streams and rivers. In this sense, wildfires may be an important linking factor between terrestrial and aquatic systems.

Forest fires and the accom-panying smoke make us cough, choke and curse. Then fall ar-rives and we move on.

To fish and animals fires bring dire short-term and benefi-cial long-term consequences.

He came for our 20th reunion(1985) and has not been back since then.
