REQUEST FOR INDUSTRIAL HEMP FEASIBILITY STUDY GRANT MATCHING FUNDS (FORPOSSIBLE ACTION) - Consideration, discussion and possible approval to provide matching funds upto 20% for a $50,000 grant from the USDA, not to exceed $10,000, to conduct a feasibility study forthe construction and operation of an Industrial Hemp processing facility in Humboldt County.Discussion and possible action.
25. COUNTY MANAGER: REQUEST TO BEGIN HIRING PROCESS PRIOR TO FY20 BUDGETSTARTS (FOR POSSIBLE ACTION) - Consideration, discussion and possible approval to begin thehiring process for two new positions, including the IT Network Technician I/II and the CommunicationsTechnician I/II/III pending final Board approval of the 2019-20 budget. This request is designed toshorten the timeframe for hiring these positions due to the normal hiring process, plus backgroundchecks that can add two to three months to the process. Discussion and possible action.

NOTICE OF PUBLIC HEARING REGARDING MCDERMITT WATER DISTRICT RATE STUDY
The McDermitt General Improvement District Board will be holding a public hearing on Monday, April 15, 2019, at 10:00 a.m. in the Humboldt County Meeting Room #201, Humboldt County Courthouse, 50 W 5th St., Winnemucca, NV 89445 for consideration, discussion and possible actions regarding a recent rate study conducted by Nevada Rural Water to include, but not limited to, a possible rate increase to increase revenues for the water district to cover the current costs of maintenance, deferred maintenance and future improvements. All interested parties are invited to attend and present testimony at said hearing. WHEREAS, Humboldt County desires to change the name of the “Drug Court Fund” to the “Specialty Court Fund”, and
WHEREAS, the Drug Court Fund was first established in Humboldt County on June 30, 2004, as a result of Resolution No. 06-30-04a; and
WHEREAS, the Specialty Court Fund in Humboldt County is a priority of the County Commission and 6th Judicial District; and
WHEREAS, the resources for the Specialty Court Fund include:
Federal Grants $1,050,000State Grants $265,000Fines & Fees $50,000
TOTAL RESOURCES $1,365,000
WHEREAS, the anticipated expenditures for the Specialty Court Fund include:

SUMMARY: RESOLUTION PROCLAIMING APRIL 2019 AS “CHILD ABUSE AND NEGLECT PREVENTION MONTH IN HUMBOLDT COUNTY” RESOLUTION NO: ________________ WHEREAS, Nevada’s children have a right to be safe and given the opportunity to thrive, learn, and grow to their full potential, benefiting theirs and the next generation; and WHEREAS, child abuse and neglect is a serious problem affecting every segment of our community; and WHEREAS, child abuse can have psychological, emotional, and physical effects that can have lifelong consequences for victims of abuse; and WHEREAS, child maltreatment occurs when people find themselves in stressful situations, without community resources, and don’t know how to cope; and WHEREAS, effective child abuse prevention activities succeed because of the meaningful connections and partnerships created between child welfare, education, health, community and faith-based organizations, businesses and law enforcement agencies; and WHEREAS, we acknowledge that we must work together as a community to increase awareness about child abuse and contribute to promote the social and emotional well-being of children and families in a safe, stable, nurturing environment; and WHEREAS, Winnemucca Domestic Violence Services is dedicated to strengthening families, supporting children, spreading awareness and preventing child abuse; and WHEREAS, all citizens should become involved in supporting families in raising their children in a safe, nurturing environment, but prevention remains the best defense for our children and families. SUMMARY: RESOLUTION PROCLAIMING “NATIONAL CRIME VICTIMS’ RIGHTS WEEK, APRIL 7 -13, 2019”

WHEREAS, Americans are the victims of more than 20 million crimes each year affecting individuals and communities; and
WHEREAS, Providing victims with knowledge of their rights and available services further strengthens their ability to recover by restoring a sense of self-empowerment; and
WHEREAS, A trauma-informed response to victims promotes healing and fosters strength in survivors; and
WHEREAS, Unaddressed trauma from victimization weakens the resilience of victims and their communities, impeding their ability to withstand future trauma; and
WHEREAS, Victims who feel understood and supported are more likely to disclose their victimization, seek services, and participate in the justice process; and
WHEREAS, A multidisciplinary response, involving collaboration among victim service professionals, criminal justice officials, legal professionals, medical and mental health providers, and community leaders is essential to reach and serve all victims—especially those who are marginalized, have disabilities, or live in remote locations; and
WHEREAS, Strengthening the multidisciplinary response—bringing diverse skills, perspectives, and understandings together in the service of victims—also serves to build the resilience of those responders, by strengthening the confidence in their roles, abilities, and sense of contribution; and
WHEREAS, National Crime Victims’ Rights Week, April 7 – 13, 2017, provides an opportunity to recommit to ensuring that all victims of crime – especially those who are challenging to reach or serve - are afforded their rights and receive a trauma-informed response; and
WHEREAS, the Winnemucca Domestic Violence Services is hereby dedicated to strengthening victims and survivors in the aftermath of crime, building resilience in our communities and our victim responders, and working for justice for all victims and survivors.
NOW, THEREFORE, be it resolved that the Humboldt County Board of Commissioners does hereby proclaim the week of April 7 – 13, 2019 as
“NATIONAL CRIME VICTIMS’ RIGHTS WEEK”
And reaffirms this County’s commitment to creating a victim service and criminal justice response that assists all victims of crime during Crime Victims’ Rights Week and throughout the year; and to express our sincere gratitude and appreciation for those community members, victim service providers, and criminal justice professionals who are committed to improving our response to all victims of crime so that they may find relevant assistance, support, justice, and peace.

SUMMARY: RESOLUTION PROCLAIMING APRIL 2019 AS “SEXUAL ASSAULT AWARENESS MONTH” AND APRIL 24, 2019 AS DENIM DAY IN HUMBOLDT COUNTY, NEVADA RESOLUTION NO: _________ WHEREAS, the United States Government has declared April as “Sexual Assault Awareness Month” and Peace over Violence has declared April 24, 2019 as “Denim Day”; and WHEREAS, both events are intended to draw attention to the fact that rape and sexual assault remain serious issues in our society; and, WHEREAS, harmful attitudes about rape and sexual assault allow these crimes to persist and allow victim/survivors to be re-victimized; and WHEREAS, “Sexual Assault Awareness Month” and “Denim Day” were also instituted to call attention to misconceptions and misinformation about rape and sexual assault, and the problem that many in society remain disturbingly uninformed with respect to issues of assault and forcible rape; and WHEREAS, every two minutes, somewhere in America, someone is sexually assaulted, approximately 1 in 6 women are raped during their lifetime, and youths under 18 account for about 44% of all reported assaults; and WHEREAS, with proper education on the matter, there is compelling evidence that we can be successful in reducing incidents of this alarming and psychologically damaging crime; and WHEREAS, we the members of the Humboldt County Board of Commissioners strongly support the efforts of Peace Over Violence and Winnemucca Domestic Violence Services to educate persons in our community about the true impact of rape and sexual assault in Humboldt County. NOW, THEREFORE, be it resolved that the Humboldt County Board of Commissioners does hereby proclaim the month of April 2019, and April 24, 2019 as
“SEXUAL ASSAULT AWARENESS MONTH”
and designates April 24, 2019 as
“DENIM DAY”
