Nestled in the heart of America along the mighty Mississippi River,
Davenport, Iowa, is a bustling, vibrant community of more than
100,000 people. Located halfway between Chicago and Des
Moines, Davenport covers 65 square miles, is the third largest city in
Iowa, and is the anchor of the Quad Cities with a regional
population of roughly 385,000 people.
The community boasts a thriving downtown and business-friendly
environment with a focus on development and revitalization. City
Hall sits squarely in the downtown corridor with easy access to
festivals, food trucks, unique eateries, and the riverfront.
Our GOVERNMENT The City of Davenport operates under the council / administrator
form of government and is led by the Mayor and 10 Aldermen, all
serving two-year terms. The council / city administrator form of
government combines the strong political leadership of an elected
body with the strong managerial experience of an appointed
administrator. The City employs approximately 930 FTEs and has an
FY 2019 total budget of $210 million.
The City Administrator was promoted internally in July of 2016 and is
shaping the City’s culture with adopted work plans that propel
Davenport forward. There are 13 departments: Administration,
Community Planning & Economic Development, Finance, Fire,
Legal, Police, Human Resources, Civil Rights, Library, Public Works,
Neighborhood Services, Information Technology, and Parks &
Recreation.

The Human Resources Director reports to the CFO/Assistant City Administrator and oversees a
department of 5 full-time and 2 part-time employees with an annual budget of $17 million
(includes Employee Health Insurance Fund). This position routinely works with the Executive
Leadership Team and Division Managers to direct human resource programs and labor rela-
tions activities in a vibrant, fast-paced environment.
Your Job Description
MEET OUR CITY ADMINISTRATOR The City Administrator is a 15-year professional and joined the City of
Davenport in August 2014. She was promoted internally to the position in
July 2016. The City Administrator is responsible for implementing the
policies of the City Council and overseeing personnel and day-to-day
operations. Her main objectives for the organization are developed from
adopted Mayor & Council goals that shape approved work plans for
every City department. Department heads are expected to develop
professional and effective relationships across the organization to
accomplish their work plans and to collaborate on new solutions.
Establish City policies and direct the operations of City departments to ensure compliance
with Civil Service, Equal Employment Opportunity, Affirmative Action, and other applica-
ble statutes.
Confer with department directors and City Administration on human resource questions,
and advise departments and employees on matters affecting human resource
operations.
Conduct training and development sessions for City departments on human resource
topics.
Establish appropriate rules and regulations for the management of human resources
including conducting studies of compensation and benefits, recommending policy
changes, improving employee health and safety practices, and classifying positions.
Consult with City Administration, elected officials, and department heads regarding
human resource needs and problems including recommendations for employment, disci-
pline, complaints, and grievances.
Serve as a City representative to boards, consultants, study commissions, and other
governmental agencies.
Serve as chief negotiator to coordinate all City activities in negotiations with bargaining
units.
2018 HR Director Work Plan Projects Implement organization-wide changes based on the City’s updated compensation plan study.
Develop a “Total Rewards” philosophy program related to employee total compensation.
Conduct training for updated City administrative policies.
Develop onboarding improvements for new employees.
