HUMAN RESOURCE DEVELOPMENT
In 2013, 933 officers and staff were involved in 138 HRD programmes including training, courses, workshops and seminars. In line, with the Human Resource Development Policy, the SFD strongly encourages its officers and staff to participate in any HRD programmes either in-house or outside SFD. For that matter, SFD officers and staff can participate in sponsored programmes by government agencies such as Training Institute of State Public Services (INSAN) and National Institute of Public Administration (INTAN) and they can also take part in private sectors organised HRD programmes. The focus of all aspects of Human Resource Development is on developing a superior workforce so that the organization and individual staff can accomplish their work goals effectively and also to reduce efficiency gaps among SFD officers and staff. Apart from facilitatory courses, as a means to evaluate the workforce efficiency level, the Human Resource Development Division also receives and processes application from staff
and officers who want to sit for the Sabah Public Service Examinations (Peperiksaan Perkhidmatan Awam Negeri Sabah) to evaluate the workforce efficiency level. These examinations are fully handled by the Sabah Public Services Department (JPANS). Table 7.1 - 7.4 shows all the HRD Programmes that were participated by SFD officers and staff in 2013. The Human Resource Development Division, also acts as the secretariat for the Human Resource Development Panel to choose and evaluate eligible staff for the annual Excellent Service Award. This award is one of the departments efforts to show appreciation for the contribution of outstanding staff in 2013. These appreciation certificates are believed to be able to influence the employees motivation and to maintain the excellent performance levels in years to come. For those unsuccessful staff, the evaluation exercise will increase their competitiveness to do better next time. The list of recipients is shown in Table 7.5.
