ESHA bids a sad farewell to one of its founding members

Who was Penche? One of the most fascinating things I have discovered by working on and with the SHP sector is that our professional relationships turn naturally into a deeper and more personal contact which creates what our president, Prof. Bernhard Pelikan, refers to as “the family”. As any family, ours is growing together, working together and sharing good and less good moments, conflicts, celebrations, frustrations, yet it stays solid and strong. Today, we have to share a bad moment together since we lost one of our cornerstone members of our family.

Celso Pencho passed away at the age of 90 and left an empty space impossible to fill again within the SHP community. But, who was Penche? For sure you have been heard about him. Celso was a dynamic, enthusiastic, and motivated exceptional man who fell in love with small hydropower and stood up as its most fervent defender. Celso knew and was known by everyone, travelled everywhere, was present at every event, conference, interview, and workshop. He could talk for hours with the European Institutions defending and lobbying the sector with such a clear, convincing and logical argumentation that he created a reputation at European level difficult to achieve (some officers still remember him

today). Active and positive till the latest days of his life, you will find his mark on most of the ESHA work papers and publications especially during the 90s. Celso Penche had a brilliant and interesting professional career difficult to describe in detail here but he was an expert not only in SHP but also on renewable energy and energy issues in general. He was pioneer in the configuration of the Hidroenergia Conferences (first one held in Madrid in 1989), in the realization of the Layman’s Guide on How to Build a SHP plant which is ESHA’s best seller, has been translated in 6 languages and is being used as a tool for many, including the development of the IDAE (specific institute in Spain dealing with energy efficiency issues), the publication of the first Energy Dictionary holding clear definitions of terms, in particular those relating to renewable energy technologies, and many other examples we could quote. Steven Cryer, BHA, and Gema San Bruno, ESHA Secretary General Celso, I will never forget you. I will never forget what you meant to me: a permanent source of inspiration. Inspiration to carry on, to do things right and with conviction, to stay strong even during the difficult moments, to trust in myself and what I do, to stay authentic, yes, to stay authentic. I will never forget the first time I met you and the lesson you gave to all the people present at our meeting on the latest cyber technologies and software, internet tools and possibilities. It was incredible! I would have preferred you stay with us forever but that is no possible, nevertheless, I have selected this quotation from Walter Lippmann for you: “The final test of a leader is that he leaves behind him in other men the conviction and the will to carry on” ……….And you did, Celso (que Dios te bendiga). A huge experience in hydropower but also much more! A living encyclopaedia in both theoretical and practical knowledge, blended with the enthusiasm of a young boy, shining through his magnetic stare, his way of speaking, his curious interest in other people. In the last letter he sent me, he admitted being sorry that he was a survivor, remembering the disappeared friends (Eric, Pierre Dumons, Francis Armand) who were present in the hydropower world at the dawn of ESHA. I believe he was comforted that he would be remembered and thanks to his knowledge this world has been saved from oblivion, set masterly in his Layman’s Guidebook, so that past knowledge and experience can be a guide for future hydropower generations. And what a guide! The Layman’s guide really is special with its perfect balance between practical suggestions and rigorous theoretical approach, so that it can be used both at university level as well as in developing countries. After many years of working in the SHP sector, I still look through it to find answers to my questions and cues for deepening some issues. In the Guide, everyone will meet Celso “the engineer”, but unfortunately the person is no longer with us, although he will be preserved in the memory of those who, like me, had the pleasure and good fortune to work with him. New ESHA Secretary General appointed After 8 years of dedicated work as Secretary General for ESHA, Christine Lins has decided to devote herself to EREC, the European Renewable Energy Council, on a full time basis. Christine handed over the position to Gema San Bruno, previously Deputy Secretary General of ESHA, on 1st April 2009. Christine has been a great and positive influence in the SHP sector and also founded the current structures and working methods of the association. ESHA thanks her very much for all her efforts and we wish her well in her continued activities in EREC. Gema San Bruno has been working with energy related issues since 1997 and she is very familiar with the SHP sector since she joined ESHA several years ago. From a very sceptical position on renewables (Gema is an economist with university specialisation in monetary and financial economy) she soon developed great interest and fascination for the alternative technologies for the future to cope with energy supply and dependency. ESHA warmly welcomes Gema to her newly appointed position as Secretary General and thanks her for her hard work and dedication to SHP.

Centralizing Hydro information at EU level: mapping the future for SHP

ESHA has started a new challenging project partially funded by the European Union under the Intelligent Energy Europe Programme

conducted by the EACI (European Agency for Competitiveness and Innovation). The project is called “Streammap” and will be running for 3 years starting from June 2009. Streammap is being coordinated by ESHA and includes a consortium composed of France-Hydro-Electricité (FHE), British Hydropower

Association (BHA), Lithuanian Hydropower Association (LHA), Italian Association of Renewable Energy (APER), Slovenian Small Hydropower Association (SSHA), Swedish Renewable Energy Association (SERO), Romanian Institute for Hydro and Design (IHSD), Portuguese Renewable Energy Association (APREN), Polish Hydropower Association (PHA) and the Belgium Renewable Energy Federation (EDORA). The purpose of this project is twofold: on the one hand ESHA will coordinate and set up a central database called “HYDI” including complete information of the Hydropower sector for each of the EU-27 Member States, ranging from basic data from the number of plants to investment and economic variables, as well as covering policy and legislative frameworks. On the other hand, the project intends to define a “road map” for the SHP sector with conclusions and analysis of the current sector and include recommendations on its future development to be delivered to national and local policy makers in view of the national action plans and the implementation of the new RES Directive. The project has just been started with the kick-meeting taking place on the 4 June 2009 at the Renewable Energy House in Brussels, however, preliminary information and general terms can be consulted by contacting Gema San Bruno or the ESHA Secretariat

HIDROENERGIA 2010 Co-organisers ESHA and MHyLab of Switzerland are pleased to announce that the next Hidroenergia Conference “Hidroenergia 2010” will take place in the Beaulieu Congress Centre in Lausanne, Switzerland from 16-19 June 2010. On top of a large exhibition hall, a poster presentation area will also be organised, as will roundtables on “hot topics”, training and experience sharing sessions and a student’s corner where students will be able to present their projects. Simultaneous translation will be organised in English, French and German. The themes of Hidroenergia 2010 will encompass the following: Regulation and Finance, Challenges and Technical Innovation, Multipurpose Hydro Schemes, Impact of Water Management and Climate Change on hydro, and Focus on Education and Training. Research Priorities for SHP? Join us in stating your views The Institute of Fluid-Flow Machinery of the Polish Academy of Sciences is organising a R&D Actors Networking Meeting in Poland on the 10-11 September 2009. The aim of this meeting is to cover the different fields of SHP work in order to review the need and identify research and development in our sector. The outcomes of this meeting are of extreme importance since ESHA would like to prepare a Research and Development Agenda for the SHP sector to be included in the ERA (European Research Agenda). Therefore, your active participation is highly appreciated in order to probe that there is still scope and need for hydro technology to evolve and improve and that the “maturity” of the sector is just an old label. International Hydropower & Dams and ESHA: Stronger together towards Hydro 09 Conference

The International Journal on Hydropower & Dams (IJHD) is organizing the yearly biggest International Conference on Hydropower in Lyon, France on the 26-27 October 2009. Hydro 09 counts with the support of EDF and GDF Suez and the expected participation could overpass the thousands. ESHA not only supports this event but is also actively involved in the organization with IJHD so that Hydro 09 will include a whole day devoted to SHP distributed in two sessions (morning and

afternoon). The detailed programme is being finalized and more detailed information will be available soon. ESHA would like to draw the reader’s attention to this consecrated day for SHP and encourage your participation and registration for the Hydro 09 conference. RENEXPO Austria Conference The next RENEXPO Conference will take place in Salzburg, Austria, from 26-28 November 2009. Organised by REECO Austria GmbH, RENEXPO Austria is a cross-sectional trade fair uniting all fields of renewable energies including small hydropower. The event is expected to gather some 4000 visitors to the exhibition, and another 500 as conference participants. Together with REECO, ESHA is organising the 1st Small Hydropower Conference for New Development, Renovation and Revitalization which will take place inside RENEXPO on 27 November 2009. This high-level event will gather scientists and researchers from Europe as well as developers and operating companies in the SHP sector. With participants coming from all around the world, the conference will establish itself as an international industry meeting point. In the framework of the event new national and international business contacts will be made and new project proposals exchanged. Multipurpose Plants in Innsbruck: An example to follow

On the 9-10 June 2009 an interesting seminar was organized by Wasser Tirol in Innsbruck. The seminar had as its main objective to introduce in a very practical way the potential and possibilities that multipurpose plants offer for the future development of the SHP sector in the European Union. The Seminar was organized as a “tour seminar” where the participants had the chance to visit some plants and

learn on the ground the practical contents. The following plants were visited:

Multipurpose power plant Schreyerbach integrated water and power plant in an existing drinking water

supply system.

Multipurpose power plant Mieming, combining hydro electricity and a drinking water supply system.

Multipurpose power plant Seefeld/Zirl integrated water and power plants in an existing waste water

treatment plant.

Multipurpose power plant Mühlau: this drinking water power plant provides a great part of Innsbruck’s

inhabitants with high quality drinking water and is placed at the water catchment area of Innsbruck.

The Tour Seminar was organized within the framework of the European project SHAPES, coordinated by ESHA and focused on promoting and boosting the SHP on the research and demonstration side. France stands up for Hydro: Rencontres de Toulouse France-Hydro-Electricité organized on the 12 June 2009 an event focused on the future of the SHP sector in France where the three statements were “to do more, to do better, to do together”. The event was organized in round-table discussions where the panellists had the opportunity to present their opinions and exchange points of view with the public. An important part of the dialogue was focused on the environmental issues and concerns as well as on the national French laws and political attitude towards the future of the SHP sector in France. ESHA was invited to give an overview at the EU-level of the implications of the RES and WFD Directives in particular to French situation. France offers great expertise and tradition in developing hydropower production and its natural configuration offers great hydrological potential. France holds a precious resource that should not be denied and therefore the French representatives of the SHP are defending the progress of the sector despite the many barriers they are experimenting at political level. Compromises between energy and ecology must be made but always under logical and rational principles. SMALL HYDRO Conference, Vancouver

ESHA co-organised with the International Water Power and Dam Construction Magazine a special event entitled “Small Hydro 2009” which took place in Vancouver, Canada from 28-29 April 2009 and which focused on SHP and investment opportunities.

Prof. Bernhard Pelikan, ESHA President, offered a presentation during the opening session of the Conference on the SHP situation in Europe and future perspectives, and ESHA had a stand enabling it to gain visibility at an international level and disseminating its brochures. Water and Energy: ESHA and the EWP (European Water Partnership) sign cooperation

The issue of water for energy and energy for water offers not only dilemmas but it shows the two sides of the same coin. Hydropower production cannot ignore water related issues and water platforms preserving good quality and water management should incorporate hydropower points of view in their decisions. Therefore, ESHA and the EWP, which represents the only platform of water actors at EU-level, have signed a memorandum of understanding where a stronger collaboration between the two organizations is desired. Among the different issues on which we will be working together are: climate change and water effects, sustainable

water management, the water framework directive and water-energy working group for a sustainable future. For additional information on the EWP activities, please visit the EWP website

A greener attitude from Hydro? : ESHA reacts ESHA is making public a new initiative aiming at improving, increasing and promoting the dialogue and understanding between the SHP and the environmental community. In this sense, ESHA has created “HydroKares”, a Blog set-up and coordinated by ESHA, which will contain information and examples on how SHP can produce electricity (Kwh) while preserving the environment at the same time (caring for the environment). This Blog is free of charge and open to the general public interested in posting a comment in reaction to the information included. The Blog will be animated with videos, pictures, links, etc. ESHA’s goal is to have as many people as possible involved in the cyber discussions by posting and commenting every day in an easy, user-friendly and free way. The Blog will soon accessible at www.esha.be

Renewable Energy Directive – latest news The RES Directive was endorsed by the Justice and Home Affairs Ministers on 6 April 2009. It was then published in the Official Journal before entering into force during the course of May 2009. This means that new RES-E plants as well as increased capacity has recently begun to

Water Framework Directive Update

The current WFD Common Implementation Strategy runs to an end this year. A new ‘simplified’ work programme for 2010-2012 was proposed to the Water Directors at their meeting in Brno, Czech Republic, on 28 May 2009. The aim is to focus on key activities and to improve implementation as well as to better

disseminate the products to the practical implementation level. In the proposal the amount of permanent working groups is reduced to five (the ones in which ESHA will participate are marked in bold): Ecological status, Ground Water, Reporting, Priority Substances and Floods. In addition Temporary Expert Groups cover important activities closely related to implementation of the WFD and related Directives, and for which there is a need for continuous information exchange. The Expert Groups will work on the basis of a mandate with well-defined activities, and when the tasks are fulfilled the Expert Group will be dissolved. The following fields of work were chosen for the Temporary Expert groups: Climate Change and Water, Agriculture and Water, Biodiversity and Water and Water Scarcity and droughts. Issues not covered by Working or Expert Groups but still important should be subject to one-off activities in the period of 2010-2012. These Ad hoc activities will take form of workshops. Several topics were chosen as ad hoc activities: Science Policy interface, Hydromorphology, Environmental objectives and Exemptions, Economic issues and River Basin Management Plans.

The ESHA-WFD Working Group was re-activated and two fruitful meetings have already taken place in December 2008 and March 2009. The WG has 11 members and the chair person of the group is Ms Sara Gollessi from APER. At the last meeting it was decided to draft an ESHA position pointing out some of the most critical issues facing the sector regarding the designation of HMWBs and RBMPs in general. The next meeting will take place during 26-29 October 2009 in Lyon, France.

The revised Emission Trading Directive and New Entrants Reserve “NER 300” The EU Emission Trading Directive was revised as part of the climate and energy package which was adopted by the EU Parliament on 17 December 2008. The revised ETS provides for 300 million allowances (around €9 billion) to be set aside from the New Entrants Reserve (NER300) to help finance innovative Renewable Energy and CCS (Carbon Capture and Storage) projects. The NER regulation is currently being prepared by the Commission together with the Committee on Climate Change (CCC) which gathers together respective representatives from each Member State. ESHA launched a public consultation to its members aiming to collect suitable hydropower projects. Twelve project proposals were received from which none of them fully met the eligibility criteria (large scale, innovative demonstration projects which are not yet commercially viable but mature enough to be ready for demonstration at pre-commercial scale (=passed pilot phase), which involve substantial economic risks, have high replicability potential and significant prospects for cost-effective CO2 reduction). Nevertheless, ESHA has expressed our dissatisfaction and concern over the fact that hydropower sector has been ignored in the Commission non-paper setting down the rules and eligibility for co-financing of CCS and innovative RES projects in the framework of the ETS (NER300). The allowances will be awarded through two calls of proposals:

First call will be awarded by 31 December 2011 (for around 240 million allowances) for projects that should than be ready by 2015 and

Second call (for the remaining 60 million allowances & leftovers from the first call) in 2013/2014.

IN BRIEF Donegal council to trial water-powered street lights Donegal County Council in Ireland is set to become what is believed to be the first local authority in Ireland to use water powered street lights. The council said that a private company had been contracted to install a “hydro light” on a footbridge over the river Finn in Ballybofey. It added that a micro hydro-turbine would be installed under the bridge and that these would generate enough power to run three lights on the bridge. (www.microhydropower.net) British Waterways invests in hydropower British Waterways is to invest £120m over the next three years in a project aimed at generating enough renewable energy to power thousands of homes. British Waterways, who signed a partnership with the hydro developer “The Small Hydro Company” says that the initiative will develop 25 hydroelectric schemes, create 150 construction jobs as well as generate 210.000 MWh of renewable energy a year, enough to power some 40.000 homes. Canada Green Infrastructure makes first award to 6 MW Mayo B Canada’s new US$924 million Green Infrastructure Fund (GIF) has made its first award to the 5-6 MW Mayo B hydroelectric project. The project includes construction of a powerhouse containing two or three turbine generators near the existing 5 MW Mayo project operated by Yukon Energy Corp. (HydroWorld 03/03/06). The hydropower expansion project also includes a canal and penstock to move water from the existing intake to a new powerhouse. The GIF is part of Canada’s Economic Action Plan to create jobs, boost the economy, and improve the environment. (www.hydroworld.com)

Panama’s Concepción commissioned The 10 MW Concepción hydro plant on the Piedra river in the Chiriqui Province of Panama was commissioned in January 2009. The site is 500 km west of Panama City, in the Chic river basin and the project has a maximum gross head of 65 m and a maximum flow of 20 m3/s. About 60% of Panama’s electricity is produced from hydropower. To date, over 50 hydro sites with a further potential equivalent to some 2581 MW have been identified but not yet developed. (Hydropower & Dams, Issue Two, 2009) Loans for Colombian Small Hydro The IIC (Inter-American Investment Corporation) has approved loans worth more than US$15 million for two small hydro projects in Colombia. Both projects are to be constructed in the municipality of Santa Rosa de Osos in Antioquia department. The two plants, in the Guadalupe River Basin will have an installed capacity of 9.8 MW each, and between them are expected to generate 124.1 GWh per year. (Hydropower & Dams, Issue Two, 2009) Poechos 2 nears completion in Peru Sindicato Energetico SA, a privately owned Peruvian company, is completing construction of its third hydro plant, Poechos 2. The project has an installed capacity of 10 MW and is situated on the Chira river, close to the Ecuadorean border. Together with the other projects, Poechos 2 functions for flood control, irrigation, drainage as well as generating electricity. (Hydropower & Dams, Issue Three, 2009) Endesa Chile to invest in small hydro Endesa Chile, a subsidiary of Chile-based regional energy group Enersis, plans to build a 7.6 MW hydropower plant in the south of the country. It has submitted a request for an environmental licence for the Piruquina plant, to be located in the province of Chiloe, some 1100 km south of Santiago. (Hydropower & Dams, Issue Two, 2009) ANEEL to set new hydro rules Brazil’s national electricity agency, ANEEL, has published details of a proposed resolution that would introduce new procedures for registration, project development and approval of small hydro projects. The aim of the new proposal is to reduce the time for processing applications, introducing tie-breaking criteria to award licences when two or more parties want to develop projects at the same location. It also seeks to set penalties for developers who fail to follow rules for approved projects and requires developers to submit deposits to serve as financial guarantees with the aim of insuring that companies respect the terms of construction. (Hydropower & Dams, Issue Two, 2009) Zambian hospital supplied by mini hydro Eaton Corporation recently supplied switchgear to a small hydropower development for the Kalene Mission hospital in a remote part of northwest Zambia. The new 750 kW hydro plant supplies the hospital, a nursing school, workshops and staff accommodation through a 300 kW transformer. The project was initiated by the North West Zambia Development Trust (NWZDT), a charity set-up to assist development in the area. (Hydropower & Dams, Issue Three, 2009) NuPlanet plans to build more small hydro South African developer NuPlanet is planning to build another four small hydro power plants in the country. The combined installed capacity of the new projects is 20 MW. Previously, the company built the 7 MW Bethlehem plant, and stated that the new projects will make it a premier small hydro developer in the region. (International Water Power & Dam Construction, March 2009) Small steps in Iraq A SHP scheme is being developed in Bekhal, northern Iraq, using the abundant spring water found in the country. The project area is adjacent to the Zagros mountains which rise 4200m above sea level and annual rainfall in the region lies between 375 to 724mm. An unusual feature of this project is that it will use water flowing from a rock bed to a canyon, rather than using stream or reservoir water. Construction work on the project began in

March 2009 and is scheduled for completion in July 2009. Successful completion of the project will create a more stable electric power service in the area. (www.waterpowermagazine.com) ADB to support Vietnam in hydro development The Asian Development Bank (ADB) is extending a US$151m loan to help Vietnam improve and expand electricity services in poor and remote communities. 5-10 mini hydro plants will be developed by the approved Renewable Energy Development & Network Expansion & Rehabilitation for Remote Communes Sector Project to serve communes in mountainous areas in the north and centre of the country. The project will also provide financial support to the Government’s ongoing rural electrification programme. (www.microhydropower.net)
