Notes that after the said meeting, the Registrar of JAMB, Professor Ishaq Oloyede announced that aminimum of 120 marks in the Unified Tertiary Matriculation Examination (UTME) would be requiredfor placement of candidates into the Universities, while 100 marks would be required for placementinto Polytechnics or Colleges of Education;

Also notes that despite the fact that more than 500,000 candidates scored above 200 marks whichrepresents 50% of the total mark, the Joint Admissions and Matriculation Board still went ahead toannounce a 120 cut-off mark which represents only 30% of the total examination mark of 400, while100 marks stipulated for Polytechnics and Colleges of Education represent only 25 % of the total mark;

Concerned that the decision is bound to lower the standard/quality of education in tertiary institutionsas many candidates who perform woefully in the UTME examination could secure admissions throughnepotism, bribery and corruption while many other candidates who perform excellently could be deniedadmissions;

Convinced that Universities are supposed to be centres of excellence for learning, research andinnovation, hence the need to always admit the best candidates in order to produce graduates that cancompete favorably with their peers anywhere in the World;

Also convinced that tertiary education should be for those candidates who have the intellectual capacity,hence lowering the entry qualification into higher institutions of learning would definitely reduce theproductivity and peak performance of young people seeking admissions into such institutions;

(i) access buildings, relevant records, documents, personnel, electronic materialsand computerized records generated, or in the possession of, any persons ororganization for the p'..!rpose of investigations, financial reviews, forensicaudits, evaluations or other activities related to suspected breach of NationalEthics:

(j) recommend appropriate action to be taken against public officers alleged tohave engaged in unprofessional and unethical conduct;

(k) oversee the enforcement of public trust and Codes of Ethics prescribed forpublic officers;

(I) advise, on its own initiative, any person on any matter within its functions;

(111) request and obtain professional advice from persons or organizations;

(n) summon in writing any person who in the opinion of the Agency is in theposition to testify on any matter before him, to give evidence in the matterand any person who fails to appear when required to do so shall be guilty ofan offence under this Bill.

(0) carry out joint operations with the Nigeria Police Force and establish a specialunit, under the Nigeria Police Force, charged with responsibility of monitoringand arresting violators of National Ethics;

(P) establish and operate Ethics and Values Corps (EVACORPS) in collaborationwith Non-Governmental Organisations, to compel citizens and residents ofNigeria, including corporate Nigerians to obey rules and ethics standards,using fines to correct disobedience.

(q) open operation offices inside all the State and Local Government Secretariatsacross the country;

(r) develop criteria and conduct examinations to determine competence in thepractice of compliance and ethics profession through certification programs forCertified National Ethics Professional (CNEP);

(u) accept and retain, for its operations, gifts, grants or donations from anyperson(s) or establishment(s) unless the conditions attached are inconsistentwith the functions of the Agency;

(v) borrow on such terms and conditions as the Board may approve, such sumsof money as the Agency may require, in the exercise of the functionsconferred on it by this Bill.

(w) remove and make copies of any documents for the purpose of investigatingbreach of National Ethics;

(x) obtain from the Ethics Compliance Units of private and public establishments,not later than April 30 and October 31 of each year, a semiannual reportssummarizing the activities of the Ethics Compliance Units during theimmediately preceding six-month periods ending March 31 and September 30.Such reports shall include, but need not be limited to:

(i) description of significant problems, abuses, and deficiencies relatingto the administration of ethics control measures during the reportingperiod;

(ii) description of the recommendations for corrective action made by theEthics Compliance Unit during the reporting period;

(iii) identification of each significant recommendation described inprevious semiannual reports on which corrective action has not beencompleted;

(iv) summary of matters referred to prosecutive authorities and theprosecutions and convictions which have resulted (Hon. OdebunmiOlusegun - Ogo-Oluwa/Surulere Federal Constituency).
