CU PRIVIRE LA STRATEGIA ENERGETICĂ A
REPUBLICII MOLDOVA PÎNĂ ÎN ANUL 2030
10. … Pe lîngă exploatarea resurselor eoliene şi a celor solare, care se vor adăuga la exploatarea tradiţională a biomasei pentru încălzire, prospectarea activă a resurselor naturale de hidrocarburi, inclusiv de gaze naturale neconvenţionale, va putea contribui la diminuarea dependenţei energetice a Republicii Moldova.
59. Ţintele naţionale energetice ale Republicii Moldova pentru anul 2020, cu un reper intermediar în 2015, sînt stabilite în mod coerent de către Strategia Naţională de Dezvoltare „Moldova 2020” şi Programul Naţional pentru Eficienţă Energetică 2011-2020, avînd în vedere angajamentele asumate de Republica Moldova prin aderarea la Tratatul Comunităţii Energetice:
c) asigurarea ponderii biocarburanţilor din totalul carburanţilor de 10% în 2020, cu un obiectiv intermediar de 4%;
102. Ţintele stabilite de Programul Naţional pentru Eficienţă Energetică 2011-2020 sînt:
3) 5% – volumul de amestec de biomotorină şi volumul de motorină vîndut.

It has been proven that 15-20% mixture of biodiesel and bio-ethanol in the fuel of hydrocarbons does not require practically the
upgrade of vehicle engine [13].
For the cultivation of rape in Moldova are reserved about 100 thousand hectares,
which can give harvest of 250 thousand tons of raw material. This allows the
production of about 110 thousand tons of biodiesel and 300 million liters
of bio-ethanol.
But here it should be noted that concluded from the lower temperature in winter in
Moldova compared with the European Union, volumes of used bio-fuel will be less.

BIOGAS
Domestic demand is over 1 billion m3 of biogas. It has been shown that the production of biogas is possible from 50% of agricultural residues, animal husbandry, waste of food industry, communal services and others 50% of the biomass energy - crops with high productivity in given case -artichokes.
The results of the investigations was identified this crop with a great perspective. Jerusalem artichoke is called global energy culture of the XXI century.

Impactul ecologic
Producerea a 1000 m3 de biogaz asigură substituirea
a 10 t de emisii СО2.
Prețul mediu de piață a 1 т. СО2 este de 10 Еuro.
Fabrica de biogaz cu o capacitate de producţie de
7,3 milioane metri cubi de biogaz pe an substitue
emisiile de CO2 în cantitate de 73 mii tone, iar
prețul mediu pentru această substituire
va fi 730 mii euro anual.

Instalațiile de obținere a biogazului au posibilitatea
de a deveni cele mai de perspectivă surse de energie
regenerabilă cu impact minim de poluare asupra
mediului.
- prelucrarea deșeurilor;
- generarea energiei electrice și termice,
- îngrășăminte organice din deșeuri într-un timp
extrem de scurt, ele având o valoare mult mai
prețioasă decât cele neorganice.

BIOMASS
Currently biomass in RM is the most well developed renewable energy source. The biomass
used for energy purposes can cover almost 20% of the country's annual energy consumption.
Fuel from biomass is equivalent to 50% of imported natural gas.
Our calculations proved that biomass produced in Moldova can provide heating for all schools
in all localities. For it is mapped the target of 1000 tons annually produced quantity.
The briquettes and pellets are produced from processing waste from agriculture, forest
products and other industries and household activity [20].
The development of all types of RES in Moldova was only possible with the support of the
EU institutions and other developed countries in the frame of many support projects.

Peste 250 de comunităţi din RM utilizează cazane pe biomasă solidă199.000 de oameni au acces la energie verde produsă în Republica Moldova datorită asistenţei Uniunii Europene (din Comunicatul de presă, decembrie 2018).

Avem nevoie de o STRATEGIE în bio-energie ! ! !
Rata împăduririi în RM – 12%;
Disponibilitatea limitată a biomasei bazată pe lemne;
Inventarierea potenţialului forestier şi elaborarea unui Program naţional pentru utilizarea biocombustibililor solizi;
SE estimează 36.000 hectare pentru creşterea biomasei bazate pe lemn şi erbacee;
Creşterea rolului APL în promovarea bio-energiei, dezvoltarea PPP.
Programul naţional trebuie să identifice cea mai adecvată tehnologie (ciclul organic Rankine, piroliza, motoarele Stirling şi mini-turbine cu abur şi
altele).
Bomasa
Dezvoltarea platformei on-line lansată recent. Discuţiile vor fi axate pe: preţ, calitate, origine, transport, alte probleme de logistică şi de gestionare a infrastructurii, beneficii.

Rezervele disponibile de biomasă, aspectul economic, caracterul circular al ramurii;
Sprijin financiar pentru tehnologiile noi din domeniul bioenergiei pentru regiunile ultraperiferice;
Interzicerea utilizării materiei prime pentru bioenergie în baza produselor din industria alimentară;
Examinarea aspectelor ce ţin de schimbarea destinaţiei terenurilor agricole pentru cultivarea culturilor energetice;
Încurajarea producerii biocombustibililor avansaţi;
Producerea combustibililor lichizi şi gazoşi de origine neorganică produşi din surse regenerabile de energie;
Creşterea rolului cercetărilor în elaborarea noilor tipuri de combustibili şi tehnologii;
Reducerea emisiilor gazelor cu efect de seră din utilizarea biomasei;
Transformarea energiei biocombustibililor în energie electrică şi termică în cel mai efectiv mod;
Înlăturarea barierelor (economice, administrative, etc).

Bioenergia către 2020 va contribui cu un mix de 14% şi până la 10% a ofertei de combustibil în transport.
Scopul EIBI era focusat pe lanţul valoric inovativ bioenergetic, care nu era pe atunci valorificat în sens comercial.

Obiective specifice ale EIBI pentru perioada 2013-2017
1.A contribui la disponibilitatea comercială a bioenergiei avansate la scară largă către 2020 prin costuri de producere ce oferă competitivitatea în raport cu combustibilii fosili în condiţii economice şi de reglementare predominante, şi combustibili avansaţi ce acoperă 6-9 MTep, adică cel puţin 2% din necesităţile UE către 2020 pentru transport.
2.Consolidarea poziţiei de lider a UE în domeniul combustibili regenerabili pentru transport, servind o platformă de creştere a acestui domeniu în întreaga lume.
3.Contribuţie la ţintele UE pentru transpunerea Directivei SER la atingerea cotei de 20% sporind eficienţa de funcţionare a CHP (CET) (cogenerare).

Decarbonising the transport sector is a major challenge in the Energy Roadmap 2050.
Bioenergy will play a crucial role in the achievement of the 2020 targets. It currently provides more than 2/3 of the renewable energy in the EU, and is expected to account for more than half the EU's renewable energy in 2020 and for about 11% of the total EU energy consumption.
However, comprehensive actions are still needed to foster the development of advanced biofuels and alternative fuels in this key sector, to ensure their sustainability and to commercialise biofuels based on lignocellulose and other non-food feedstocks.
At the same time, new technological concepts need to be developed to allow the introduction of alternative fuels, which are neither based on biomass nor on fossil sources, with applications in all transport sectors.

Biomass and other renewable and waste carbon sources offer a far unexplored potential as storable renewable energy source in integrated systems. Improving storage characteristics of upgraded biomass and other renewable and waste carbon sources will provide a flexible element for heat and power production and for balancing the grid stability, as well as for transporting applications. The challenge is to develop viable processes and deliver possible economic benefits along the value chain via power-to-gas and/or power-to-liquid concepts for RHC, transport and storage applications, using hydrogen or syngas or liquid renewable carriers produced from excess electricity from PV or wind for biomass gasification or liquefaction or in biogas plants to enhance the yields of syngas or biogas as well as for waste carbon upgrading.
