We considered education to be the most important predictive factor of our country’s performance in the future. This means our school children’s capacities need to be strengthened so that they may act progressively on their own behalf through the acquisition of useful skills, appropriate attitudes and relevant knowledge. HIGHLIGHTS OF ACCOMPLISHMENTS CY 2010

My warm greetings to . . . . Ladies and gentlemen, a pleasant morning to everyone. In behalf of the Division of Butuan City, it is my great pleasure to present to you the highlights of accomplishments in this division for CY 2010.

We considered education to be the most important predictive factor of our country’s performance in the future. This means our school children’s capacities need to be strengthened so that they may act progressively on their own behalf through the acquisition of useful skills, appropriate attitudes and relevant knowledge.

The Division of Butuan City envisions to be a responsive pillar of learning that produces morally functional, technologically advanced and globally competitive individuals.

Believing that one of the most important resources of our country is its people, DepEd, Butuan City is compelled by its mission to:

1. Provide access to quality basic education for all.

2. Provide adequate and conducive learning environment.

3. Implement curriculum that suits to the varying needs of unique and diverse learning in the formal education and the Alternative Learning System (ALS).

4. Provide sufficient and appropriate learning materials and maximally utilizing these to achieve desired learning outcomes

5. Enhance the potential of human resources through various opportunities for professional growth, and

6. Forge and harness partnership with stakeholders.

The Division has taken a number of initiatives to boost efficiency and

effectiveness in improving access, quality and relevance and management of services.

I. On access to basic education, we improved our Enrolment performance from 82,491 to 84,441 with an increase of 1,950 in all levels-Preschool, Elementary and Secondary. We also improved our performance in Participation Rate in both levels, where there was an increase from 79.63% in SY 2009-2010 to 86.4% in SY 2010-2011 in the elementary and also an increase from 55.21 in SY 2009-2010 to 63.22 in SY 2010-2011 in the secondary. These improvements of performances in all levels are backed up and contributed by the

significant results on the different priority program implementation of the following: 1. Drop-Out Reduction Program (DORP), Project Reach, Adopt-a-Child Program-One Child One Peace Program (OCOPP)- this program is a partnership with the International Government represented by its ambassador, GOs and NGOs and youth volunteers from Japan.

2.Expanded Universal Medical and Dental Check-Up (E-UMDC)- an Essential Health Care Package implementation which helps addressed the sickly, physically, and medically challenged or unattended school children to help them cope with their studies thereby making and keeping them stay in school.

3. Home Visitation Program- this is an initiative of the division through the help and assistance of various DORP Coordinators from different schools in support to the DORP/Project REACH.

4. School Feeding Program- sources of funds for this are generated from the school canteens of respective schools, donations from different agencies like the Social Security System (SSS), the World Vision, Pangkalambuan Inc., Federation of Filipino-Chinese Chamber of Commerce and Industry,

5. Counseling, Life Skills Training and Seminars under the Guidance Program of the different Secondary Schools,

6. The participation of the parents and different stakeholders through the Federation of the General Parents Teachers Association.

7. The Implementation of Early Childhood Preschool Education and the Establishment of Preschool Classes. By virtue of Executive Order No. 685 and in accordance with R.A. No. 8980, the government has institutionalized an integrated system of early childhood care and development which will serve all children from zero to five years old.

In support to the above-mentioned order, Butuan City Division consistently steps up its efforts to ask support from LGU Officials, parents and other stakeholders to continue lending their assistance and support in order to expand preschool program. Starting school year 2011, the institutionalization of kindergarten in all public schools will be intensified and heightened in relation to the provision of a free universal pre-school education where the main purpose is to make contribution for the achievement of the Education for All (EFA) 2015 commitment.

To have a glimpse on the status implementation of this program in the division, may I invite your attention to the presentation on screen. There was a continuous increase of enrolment for preschool from SY 2008-2009 with a total enrolment of 2, 555. Then a total of 4,851 preschoolers for SY 2009-2010 and 6, 173 total enrolment for SY 2010-2011. With these data, we expect to bring them all in the preschool education program in order to respond to the mandates and orders of the Department of Education in relation to EFA goals 2015.

8.School Readiness Assessmet (SReA)- this is a tool used to measure readiness of our preschool pupils to undergo basic learning skills appropriate for their age to ensure that once they start their training and study in preschool, they will be able to continuously enroll in the next/succeeding grade without having the risk of leaving or stopping from school. As you can see on the table (which is being flashed on screen), under the column Post test, it is evident that there are now more pupils or preschoolers who are ready to enter Grade I or to the next grade year level.

9. The establishment of Integrated Schools has opened a new door to the long timed leavers of schools who have not been able to finish secondary education and to the

newly graduate elementary pupils who can now attend classes in high school in their own elementary school where they graduated. For CY 2009, there were only 13 Integrated schools. But for this CY it has increased to 16 Integrated Schools.

10. Institutionalization of the MADRASAH EDUCATION. This is a program implementation on the opening of formal elementary education for the children of our muslim brothers and sisters. For this SY 2010-2011, there are 13 classes being opened with a total enrolment of 365.

11. Reduction of Multi-grade Classes. Multi-grade classes are being established to cater to those school children who need to continue in the next grade year level but cannot do it because there is no available grade year level being opened and due to the lack of number of teachers. So a remedy for this case is the opening of Multi-grade classes. For SY 2009-2010, the number of Multi-grade schools being opened is 35 and for the number of teachers who handle multi-grade classes is 66. For SY 2010-2011, the number of multi-grade schools is reduced to 32 from 35 the previous school year and the number of multi-grade teachers is reduced also to 63 from 66 the previous school year. This trend

indicates that there are now more classes which have been completed and opened thereby completing the class size for every grade level or year in the elementary Strengthened Alternative Learning System (ALS). This also one of the programs that supports to the goals and objectives of EFA 2015. From the Table (which is flashed on screen), all ALS Classes consistently increased from 4,488 in SY 2009-2010 to 5,646 in SY 2010-2011. These increases are contributed by the additional number of ALS Mobile Teacher Volunteers, Opening of more Learning Centers, District ALS Centers, programs and trainings of our Out-of-School Youth from the different modes of delivery of classes from the ALS.

13. Intensification of Brigada Eskwela Plus. This is a program usually held before the start of the opening of classes in a school year otherwise known as the “ Schools Maintenance Week.’’ This program implementation intends to prepare schools in terms of classrooms, school facilities, teachers, instructional materials and other resources to get the school ready for the pupils and students. As for CY 2010, the total Donation of Resources generated is Ten Million One Hundred Twenty Thousand One

Hundred Forty Nine and 48 cents (PhP 10,120,149.48). These resources are computed from the total number of people who volunteered themselves and participated in the weeklong brigada eskwela plus activities in schools, the donations given by the LGUs, GOs and NGOs and other agencies which have concern over our pupils and students welfare.

II. On Improve Internal Efficiency, the division has significantly increased its performance on REPETITION RATE. As you can see the data flashed on screen, the elementary performance has improved from 1.11 in SY 2009-2010 to 0.45 in SY 2010-2011. The secondary performance has also improved from 4.79 in SY 2009-2010 to 3.21 in SY 2010-2011. This trend indicates that the number of prospects for repeaters has been reduced, a good sign proving the schools, have now the holding power to make the potential leavers -students and pupils stay in schools throughout or within the school year or during the previous year. Completion Rate as an important indicator to contribute to EFA goals has also significantly sided with Butuan City division goals of increasing this indicator for CY 2010. As can be seen on screen, the completion rate performance of

the elementary is improving from 68.92 in SY 2009-2010 to 69.41 in SY 2010-2011. This shows consistency with the other indicators on repetition and drop out rates. On the other hand, the secondary performance on this indicator reduces from 75.81 in SY 2009-2010 to 70.55 in SY 2010-2011. This is the focus now of the division to improve on this for next CY 2011.

Another significant performance of the division for this SY 2010-2011 is its DROP-OUT RATE. Drop-Out Rate Performance for both elementary and secondary has improved. From 6.59% in SY 2009-2010 to 6.49% in SY 2010-2011 with a difference of o.1% in the elementary and 8.5 in SY 2009-2010 to 7.4 in SY 2010-2011 with a difference of 1.1 in the secondary.

These improvements in the Repetition and Drop Out Rates have direct bearing on the implementation of the following Priority Programs and Projects:

1. Basic Education Sector Reform Agenda (BESRA)/ School Based Management. The main objectives and purposes of BESRA/SBM Implementation in all schools of DePED are for the

improvement of schools. School Heads are trained and oriented on SBM Practices and taught on how they could manage their own schools with a limited budget. Because of this limited budget, school heads are also taught and trained on the expansion of these budget and resources by establishing and making connections and contacts with the school’s stakeholders, PTAs, Alumni, Foundations, LGUs, NGOs, NGOs and other socio-civic organizations for support.

In terms of SBM Level of Practice, out of 105 elementary schools, Two (2) schools are at Advancing Stage and four (4) elementary schools and One (1) Secondary school are at Gearing Up Stage of Level II respectively. Of the 105 elementary schools, 74 are under the Moving Toward Stage and 12 of the 18 secondary schools belong also to Moving Toward Stage with a total of 86 schools belong to this category of the Level 1 SBM Practice. Another category which is the Starting Stage of Level I has 25 elementary schools and 5 secondary schools with a total of 30 both elementary and secondary schools. There are 123 schools both elementary and secondary.

2. On Status of BESRA Implementation as of December 2010, the division has significantly responded and zealously practiced the twenty-one (21) indicators of BESRA. As can be gleaned from the table being flashed on screen, the Number of Schools with SGC has the lowest percentage of implementation with 5% followed by the Number of Schools Using the Student Tracking System with 19%. The rests of the indicators are with 100% and 98% implementation respectively except for Number of Schools with Current SIPs and AIPs with Stakeholders having 86% followed by Number of Schools with Received SBM Grants and Number of Schools/Clusters with SIP which have 94.3%.

3. On Training of School Heads in School-Based Management (SBM).The division has successfully conducted trainings of school heads on SBM practice including the Training and Seminar on Simplified Accounting and Liquidation Process on CDR, Liquidation on SBM Sphere Funds, Downloaded MOOE Using

the CDR forms, SBRMS, SBM Level of Practice, NCBTS-CB PAST, School Governing Council, Hiring and Screening of Teacher and other related implementation of SBM Management Practice.

4. On National Competency-Based Teachers Standards (NCBTS). The National Competency–Based Teacher Standards are standards based on core Filipino values of teachers and for effective teaching and learning. It is based on seven domains, each one represents the desired features of the teaching and learning process. It also serves as comprehensive guide for all teacher development programs and projects from school level up to the National Level.

As can be seen on screen, the table shows the number of teachers who underwent assessment of the NCBTS tool. There are more teachers who were identified under developing with 698 or 49.10% followed by Experienced with 379 or 26.64%. Beginning is the least among all other categories which has 91 or 6.37% followed by expert with 255 or 17.89%. It will the strategy and plan of the division now to assess and address the training needs of

teachers for the improvement of teaching and learning process via the different 7 domains so that we shall be increasing the number of Experienced and Expert Teachers in the division.

5. On Management Services. The Division has been a recipient of National Teacher Items allocation of 18 national teachers’ items. The division has also promoted its teachers from Teacher I to Teacher II, Teacher II to Teacher III and up to Master Teachers. This promotion also includes Head Teacher I to HT II and HT III and even up to Principal I. And from Principal I to Education Supervisor with a total number of promotion is 49.

The division has also encouraged teachers to file for reclassification, upgrading their present salary grade to the next salary grade and even higher depending on the qualification as approved by the Regional Office and with the implementation guidelines from the Department of Budget and Management (DBM). This CY the approved reclassification has reached to a total of 209, mostly are Teachers I and Teachers II, Head Teachers, Master Teachers and Principals.

III. On Quality and Relevance To Basic Education, the division has recognized and put its pride with the performance of the elementary in NAT. From the results, it has a slight increase from 74.07 in SY 2008-2009 to 74.52 in SY 2009-2010. The secondary NAT falls far below from the actual performance of Secondary Nat in SY 2008-2009 which was at 56.27%. The actual performance of Secondary NAT for SY 2009-2010 was at 52.75%.

It is now the desire of the division to intensify, enhance and improve the indicators that are linked to the improvement of NAT for SY 2010-2011 and beyond. These are the programs and projects from the different learning areas that support to increase performance in NAT.

1. On Philippine Informal Reading Inventory (Phil-IRI for both English and Filipino Elementary) and Reading Diagnostic Test for First Year in the Secondary Level. The Philippine Informal Reading Inventory or the Phil-IRI is an initiative of the Bureau of Elementary Education of the Department of Education which directly addresses its thrust to make every Filipino child a reader. It is anchored on the flagship of “Every Child a Reader Program,” the goal of which is to enable every Filipino Child to

communicate both in English and Filipino through effective reading instruction. It is an assessment tool that evaluates the reading proficiency level of elementary school pupils and secondary first year students. It is the first validated instrument that intends to measure the pupils’ reading comprehension level and reading speed.

In this program, the reading performance of elementary pupils both in English and Filipino have improved. From non reader to frustration levels in the pretest, the pupils have been elevated to Instructional Level and some to Independent Level in the Posttest as manifested in the results.

The reading diagnostic test for first year high school students ( Please see the table being flashed on screen), the data show that the reading performance of first year high school students for SY 2009-2010 has improved.

2. The Special Education Implementation in both Elementary and Secondary Schools has pushed an era where the mentally challenged or differently abled, preschool pupils and

students and the gifted are given equal importance and share thus, they are the subjects for continuous development and improvement of the programs specifically designed for them as part of the schools/division’s commitment to improve/ sustain the level of performance of the pupils and students in both academic and co-curricular activities with the aim to equip them with the necessary skills, talents, values and abilities for them to become useful and productive citizens in our society.

There are two schools in the division which implement this program. The Butuan City Special Education Center and the Agusan National High School.

The BCSPED caters to the needs of Fast Learners, Differently abled and Preschool.

The Agusan National High School Special Education offers or caters to the program on Hearing Impaired, Visually Impaired and Mentally Challenged students.

3. The National English Proficiency ( NEPP), Communicative Language Teaching (CLT) and the NEPP Mentoring Programs. These are the three programs of the division which

mainly aim to solve issues on the lack of proficiency of the teachers in English Language, the inability of the English teachers to adapt to a new communication model for communicative competence which they are supposed to have when teaching the English Language to the students and the enhancement of teaching strategies for effective transfer of learning to students and pupils.

The division has imbibed on the development of these three issues on English Language Teaching by providing orientation, trainings and seminar workshops for all Elementary Teachers specializing or teaching the English Language. Thus, the NEPP Mentoring and the NEPP CLT Programs came to exist.

4. The Mentoring the Mentors Program. This is a program implementation of the division in partnership with the Foundation for Worldwide People Power (FWWPP) and the Marie Eugene Institute (MEI) which aims to train school heads to act as mentors for their respective teachers and employees making the Mentoring the Mentors Program in comes to life in schools.

The aims and objectives of this program are to identify needs and opportunities for the development and implementation of the Mentoring the mentors in Schools, demonstrate skills in mentoring and leading teachers to improve classroom instruction, acquire competency in managing schools effectively and design and implement a mentoring program in school focusing on the formation of teachers for leadership and social transformation. Thus, school heads who have undergone trainings on this program are expected to apply all what they learned to the schools where they are assigned.

5. 2010 Secondary Education Curriculum- Understanding by Design (UbD) Year I. As a matter of practice, the curriculum in the Philippines is revised every ten years, but the rapid rate of change in education and the fast obsolescence of knowledge necessitate a continual revisiting and updating of the curriculum to make it responsive to emerging changes in the needs of the learner and society. Thus the refinement

of the curriculum remains to be a work in progress.

Aside from the issue of relevance, the refinement of the secondary education curriculum was guided by the need, as articulated in the Education for All Plan, to streamline its content in order to improve student mastery and contribute to the attainment of functional literacy. This became a primary consideration in the design of a curriculum and for the formulation of standards and the essential understanding from which the content of the curriculum was derived. The refinement of the curriculum follows the Understanding by Design Model, a model developed by Jay Mc Tighe and Grant Wiggins whom they developed to suit to the learning of Filipino students.

6. On Special Program for the Arts. Students learn in a variety of ways and our understanding of the complexity of learning styles comes from the theories of Howard Gardner about the nature of intelligence. There are other six intelligences in addition to logical-mathematical and linguistics. The Division of Butuan City, being the division where

implementation of Special Programs for the Arts is found particularly in Agusan National High School, the premier public secondary school in Butuan City, it strives to identify and develop all intelligences in students, including bodily kinesthetic, musical, spatial, interpersonal and naturalist. One way to develop these intelligences is education through the arts. Arts have always been a part of our life and culture. So the training of students in this Special Program for the Arts centers on the following objectives and goals:

To develop students to be responsive to national excellence and globalization through the different arts

To prepare students for life and work by developing in them the general skills, attitudes, the necessary habits they need to prevail in post modern society regardless of their chosen career, and,

To pave the way to explore our feelings and ideas and express them in a variety of ways.

Since its implementation in 2002, the Special Program for the Arts had gained strong support and subsidized budget from

the Department of Education especially from the funds from the office of the Secretary of Education.

From its budget, the SPA has been sustained and successfully supported in various trainings, workshops, competitions and conventions.

7. The Teacher Induction Program (TIP). The first year of teaching is usually a time of considerable stress and burnout. This is true particularly in some schools where the first year of teaching is considered a form of initiation to test the mettle of neophyte teachers. They are posted to the more remote schools of the division and assigned to teach the “problem classes.” In addition, they are given co-curricular responsibilities and other non teaching tasks in the community. As a result, some beginning teachers resort to questionable tactics to survive, and some potentially valuable members of the profession are disheartened and quit. So to prevent this and make the teachers adjust to their teaching environment as neophytes or beginning teachers, the Division has adopted and implemented this program primarily to help them and provide with the basic orientation to the teaching profession at the Department of education in order to cope the

different tasks assigned to them particularly in teaching task.8. Sapat na Pagkain Para sa Lahat (SAPAGKAT)/ Gulayan sa Paaralan Program (GPP). Food is the basic needs of human being. No one can live without it. Peoples’ health depends mainly on the kind of food they have taken in. Thus, if one lacks food and proper nutrients that the body needs, health problem occurs, illness arises and lack of interest to learn lessons may happen.

To combat the problem of malnutrition of school-aged children and the community people, the Regional Office initiated a project called SAPAGKAT (Sapat Na Pagkain Para Sa Lahat) while the Department of Agriculture launched a project called GPP (Gulayan Sa Paaralan Project) and be implemented in every school in Caraga Region, everyone is called to plant different kinds of vegetables like : leafy, cereals, fruits, roots, legumes and spices; raising of animals and fish culture production. All of these activities are being adopted and implemented in all grade levels in the different schools of Butuan City with the support of the PTA officials and members and other stakeholders.

9. On Read–A-Thon Program Implementation. The National Read-A-Thon Program was implemented in support to all existing reading programs of schools in division of Butuan City. Each school is advised to organize its own programs to improve the reading skills of elementary grade pupils. These programs maybe in forms of intervention such as remediation and the like to improve the reading habit of school children.Read-A-Thon contests are done in the school, district, division, regional and national levels every two years.

Butuan City Division has been a consistent regional and national winner in Read-A-Thon. As a matter of fact, even if this year has no national contest, the division still conducted contests on this in the district and regional levels.

10. Peace Education. Peace Education Curriculum is being institutuionalized upon the passage of Executive Order No. 570. This curriculum is being mainstreamed in the identified Schools of Peace.

Butuan City Government in coordination with the Philippine Army, identified Manila De Bugabos Elementary School as the Pilot

Implementer being the School of Peace. As such, different Peace Related concepts are integrated in the lesson with focus on the following concerns:a. Dismantling the culture of warb. Cultivating Inner Peacec. Living in Harmony with the Earthd. Living with compassion and justicee. Building Cultural Respect, Solidarity and Reconciliation.Now , the school has slowly transformed into a peaceful learning environment with friendly teachers, respectful children, supportive Barangay Officials and cooperative parents.

Just recently added and identified to the existing School Of Peace in Butuan City are the Anticala Elementary School, Obrero Elementary School, Doongan Elementary School and Bonbon Elementary School.

With this Act for Peace Program Implementation, the division has received a total donation of Php 345,000 which supports for Trainings, Seminars, Meetings, Write shops, Conferences of Teachers, Livelihood Project, Advocacy Support to Culture and Local Sports, Skills Training & Literacy Programs of Parents Instructional Materials and Equipments, Advocacy and Construction of Peace Park, Peace Journal and School Paper Production.

11. Student Technologists and Entrepreneurs in the Philippines (STEPS). The STEP is the official co-curricular organization of the Department if Education in the EdukasyongPantahanan at Pangkabuhayan (E.P.P) Technology and Livelihood Education (TLE) and Technical Vocational Education (TVE) which provides pupils and students with practical experiences, technical know-how and opportunities in Home Economics Agricultural Technology, Industrial Arts Entrepreneurship and I.C.T integration while developing their leadership abilities and personal skills and building wholesome character to strengthen national competitiveness and productivity.

The STEP is the venue to showcase excellence in the technical vocational skills, the love of work, values and character development among students. Focusing on the development of skills, students are also preparing for their careers. With the different levels of competitions, students merely prove and internalize the skills taught of them in the classroom as matter of development and improvement.

The STEP of Butuan City Division deliberately conducted school and district competitions conducted school and district competitions and determined qualifiers for the Division Level to the Regional Level and National Level Competition. The theme “STEP-

Upgrading Skills Improving Livelihood” provided significantly students the opportunity to excel and be recognized in the field of technology.

There are 12 skills being contested in the elementary level 21 skills in the secondary skills the Tech-Voc has 25 skills. All these skills are being conducted from the school level up to the division level. Division Winners compete in the regional level and national competition.12. JOURNALISM PROGRAM. Campus Journalism has been a vessel in the promotion of press freedom in the school level and in the development and strengthening ethical values, encouraging critical and creative thinking and development of moral character and personal discipline of the Filipino Youth. Primarily, journalism is the best avenue in the development of journalistic skills among school children and in the promotion of the responsible journalism.

The conduct of Press Conferences from school level to the national level is already part and parcel of Campus Journalism. It is a prestigious intellectual competition held annually all over the country.

Butuan City Division is always in the limelight for so many years when it comes to journalism

competitions in the region and national levels. The division garnered several Championship awards. It has sustained and surpassed the performance in the previous years. Butuan City is still continuing to strengthen and improve its performance to achieve excellence in the field of journalism.

13. YOUTH ENTREPRENEURSHIP AND COOPERATIVISM IN SCHOOLS (YECS). The Youth Entrepreneurship and Cooperativism in Schools (YECS) respond to this belief as a co-curricular program and as laboratory in the T.L.E. area, which serves to support, enhance, enrich and highlight the work education and lifelong skills training program in the curriculum. The early exposure of students in the actual and real entrepreneurial and cooperative business and the same time “earning a nd learning” while still in school ensures a creative, innovative, productive and responsible citizenry.

Entrepreneurship, as one of the learning competencies of Technology and Livelihood (TLE) of MAKABAYAN, and sustaining the economics being taught in schools. This proceeds from the belief that students, equipped with entrepreneurial knowledge, skills and proper attitudes, and the values of

cooperativism, when exposed to the business world, will definitely be effective agents in promoting and sustaining the economic growth of the country.

The program aims to:

a. Enhance the culture and instill the values of entrepreneurship and the formation of ideas and habits of cooperation among students;

b. Develop the personal entrepreneurial competencies (PECS) of students in the operation of a micro- business cooperative and,

c. Help alleviate poverty and encourage long-range economic development of the country side through career enhancement programs and provisions of lifelong learning for productive living.

So far, Agusan National High School is the only school that implements YECS and this year Libertad and Banza National High School have signified their intentions to operate YECS in their schools and they have attended trainings conducted by Agusan National High School in cooperation with the Department of Trade and Industry and the Rotary Club.

13. The Division of Butuan City has its yearly sports development program. There are

thirteen(13) districts & private schools namely; Butuan Central I(3 schools) Butuan Central II,(3schools), Math district (8 schools), East-I (10 schools) East II (12 schools), West I (10 schools) West II (7 schools), Northwest (4 schools) South I (11 schools) South II (12 school), Southeast (18 schools), Southwest (7 schools), Sectarian Schools and Non- Sectarian Schools. There are Eighteen Secondary schools with five (5) are empowered schools  and 13 non-empowered schools; sectarian schools and non-sectarian are ten and they are located within the city.

            Each school has its own sports activities to develop potentials in all sporting events both private & public schools. Elementary & Secondary schools had just finished their district/Intramurals selection meet to cater to the highest potential of athletes ready for the forth coming regional and national level competitions.

            Coaches are sent to seminar workshop to update the rules and regulation by events in preparation to upcoming Regional and Palaro Competitions.

14. Tree Planting. Global warming is one of the natural phenomena caused by denuding our earth vegetation especially unscrupulous

cutting of trees (much if those are endangered species).

The Department of Education, Division of

Butuan City has issued Memorandum # 6, s.

2010 entitled MASSIVE, INTENSIVE AND

SUSTAINED TREE-PLANTING, TREE GROWING

AND TREE CARING PROGRAM as support to

DepEd Order # 33, s. 2008, Regional

Memorandum # 312, s. 2008 and DepEd

Memoranda #s 36 and 406 , s. 2009, wherein

the latter three (3) memoranda state among

others about the search for the best Forest

Park.

Schools, specially the secondary level, are

the ones expected to develop a Forest Park

within their premises, should there’ll still be

area at a minimum of 50 square meters. In

case the school would really not warrant, tying

up with the stakeholders, most with the LGU

or with the Barangay Council where the school

exists is the most appropriate move to have

an area to be developed into a Forest Park.

With the serious desire of this division to

implement the greening program through

planting trees, it has proposed to have a joint

project with the Anticala Manobo Tribal

Community to plant tree to the vast parcel of

land under the stewardship of the tribes with

the Certificate of Ancestral Domain Title – 135

(CADT-135). (See annexes in this report). This

project proposal is still on the process of

sourcing funding entities, more so that, it will

involve the church, particularly the Holy Cross

Parish of Ampayon, Butuan City due to its

concept to develop also a tourist destination

by erecting the Fourteen (14) stations of the

cross (via cruzes), from the foot of the

mountain (starting at Mahayahay) to the

summit (Tagkiling).

Meanwhile, requiring all graduating high

school students to plant trees at least ten (10)

trees before their graduation is the focus of

this division to support the government along

this line.

15. GSP Program Implementation. Girl Scout of the Philippines (GSP)- Agusan Council is very active, systematic and orderly organization. They have their Calendar of Activities every year duly signed by the 2 Schools Division Superintendents namely: Ponciano Q. Joven of Agusan del Norte Division and Marilou B. Dedumo of Butuan City Division. Each district were given copy of the approved Calendar of Activities. Each activities will be reminded through GSP Circular Letter.

GSP Agusan Council has a monthly meeting to all GSP District Field Advisor for elementary and GSP School Coordiantor. It is purposely called to get inputs on how to implement the activities listed on the Calendar of Activities. Every middle and end of the year, the office and the field implementers have to assess how far they have achieved their goal. After yearend assessment, awards are given to top 3 performers in recognition to their efforts done. On the otherhand BSP has also been implemented with equal status of

implementation as with the Girls Scout of the Philppines in the Division of Butuan City.

16. Information Communication Technology (ICT).The presence of computers and internet connectivity and multimedia technology has contributed enthusiasm on the use of computers in schools. DepED, Butuan City is fortunate enough because a number of concerned NGOs, GOs and other societal groups have given their pledge of support and donation of this technology to some elementary and secondary schools in Butuan City. Aside from the Computerization Program of the Department of Education which all Secondary Schools are recipients, four from the secondary schools have recently received donation from ICT- DOST/SMART Philippines package of computerization program and training of teachers in computer. These schools are the Taligaman National High School, Libertad National High School, Butuan City School of Arts and Trades and Agusan national high School.

But despite of the fact that the availability of these computers and multimedia technology, some secondary schools have experience disconnection from the internet this school year. The previous internet provider which is the DICT has ceased from its operation leaving

behind these secondary schools disconnected from the imternet.Computer studies and integration of ICT in all classes are usually done by teachers who are trained and have the knowledge on the use of computers.

IV. On the conduct of Inservice trainings. There are 20 Education Supervisors who were sent to trainings and workshops on the programs where they are coordinating. These programs are what they are being implemented, monitored and evaluated in the different schools and districts of the division for quarterly and even yearly.

There are also 103 School Heads who were trained on SBM Level and Management Practices and recently 47 school Heads both from the elementary and secondary levels received trainings from NEAP on Basic Course of the School Based Management for Pricipal passers of 2007, 2008 and 2009 to make them become competent and responsible leaders of schools. On the otherhand, there are 1,894 teachers who were trained also in the different programs making them specialized and upgraded on what they teach to their pupils and students.

V. On Financial Resources, the division of Butuan City has generated financial resources from its Adopt-a-school Program that reaches to Php 12,064,204.40 and Brigada Eskwela that reaches to Php12,912,687.80. It also has generated or sourced its fund from the MOOE that reaches to Php 28, 209,000.00 and the Personal Services or PS which is Php 490,121,000.00. This fund is intended for the salary of teachers and employees.

2. Cong. Jose S. Aquino II has supported and built 2 Covered Courts for Agusan NHS and Libertad NHS. He also assisted the construction of two storey classroom building at Agusan NHS.
