Zone Designations• Martinsville-Henry County’s first Joint Enterprise Zone known

as Zone 36 was designated in 1996 and will expire December 31st of this year

• Martinsville-Henry County’s second Joint Enterprise known as Zone 54 was designated in 2001 and will expire on December 31, 2020

• Martinsville-Henry County’s newly designated Joint Enterprise will become effective January 1, 2016, is to be known as Zone 36, is designated for ten years with two five year extensions available depending upon reviews at the end of the 10th & 15th years, and the said boundary of which differs somewhat from expiring Zone 36

Expiring Zone 36 3,840 Acres

• The Patriot Centre at Beaver Creek, North Bowles Industrial Park, Martinsville Industrial Park, and Frith Industrial Park are located in various parts of the County’s portion of Zone 36.

• Other County businesses & industries and properties in Zone 36 are located along the Smith River in Bassett, Stanleytown, Fieldale, the DuPont Complex, Walker Road, Rives Road, and along Old Sand Road, and Speedway Road.

Zone 54 2,934 Acres

The County’s portion of Zone 54 includes businesses & industries and properties located along Stultz Road, V C Drive, Commerce Court, Commonwealth Boulevard west of the City Limits, Virginia Avenue north of the City Limits to Bassett Forks, Joseph Martin Highway, and Greensboro Road from Ridgeway south.

Also, included in the County’s portion of Zone 54 are the proposed 928 acre expansion of the Patriot Centre at Beaver Creek off Barrows Mill Road and the 725 acre proposed Commonwealth Crossing Business Centre lying off the west side of Greensboro Rd., on the south side of White House Rd. and both sides of Reservoir Road, near the Virginia-North Carolina Line.

County Incentives• Real Estate IDA Grant

o This grant is for investments in real property for a new operation, modernization, or expansion for the purpose of creating or retaining jobs within the Zone and requires a minimum assessed investment of $50,000.

o The grant is calculated on the difference between the company’s tax assessment prior to the investments and the tax assessment once the new investments have been completed, taxes are verified paid in full, and employment level verified it is equal to or greater than when application was submitted.

o The grant is 100% for the first grant year and 50% for grant years two through five, only after the employment level is verified each year and it is equal to 85% or greater of original employment level when the first year grant was awarded.

• Machinery and Tools IDA Grant

o This grant is for investments made in machinery & tools for a new operation, modernization, or business expansion for the purpose of creating or retaining jobs within the Zone and requires a minimum assessed investment of $50,000.

o The first year grant will be 100% of the calculated value using the following criteria: County’s assessment and taxes on the new investments, it is verified that all taxes are paid in full, and the company’s employment is equal to or greater than when the application was submitted.

o Grants for the second through fifth years will be 50% of the calculated value on a yearly basis to account for any changes relative to the first year grant and employment level verified.

o This grant is for investments in office furniture, fixtures, and equipment for modernization, business expansion or new operations for the purpose of creating or retaining jobs within the Zone and requires a minimum assessed investment of $50,000.

o The first year grant will be 100% of the calculated value using the following criteria: County’s assessment and taxes on the new investments, it is verified that all taxes are paid in full, and the company’s employment is equal to or greater than when the application was submitted.

• Building Permit Fee Waiverso The County shall waive building permit fees

for new and existing businesses within the zone of the designated NAICS codes, for new construction, alterations, additions, and improvements, for the purpose of creating or retaining jobs. Fees shall be waived per County procedures and guidelines.

• Waiver of water and sewer connection and facilities fees

o The Henry The Henry County Public Service Authority (PSA) shall waive connection and facility fees for new businesses or expansions of existing businesses in the zone for designated NAICS codes for the purpose of creating or retaining jobs. Fees shall be waived per PSA procedures and guidelines.

County Incentives Cont.

• Termination of Grants

o Grants may be terminated if the industry and/or business fails to maintain its investment level to that of at least the minimum required assessment value to qualify for the original grant and/or its employment level decreases by fifteen percent (15%) or more.

o The termination will remain in effect until the industry and/or business notifies the County that the deficiencies have been corrected, or until the five-year grant period expires, whichever occurs first. This action shall not be construed as a delay in or an extension of the five-year grant period.

o Companies receiving such termination shall be ineligible to file for future grants until the deficiencies have been corrected.
