    Today is opening day of the Helsinki 2012 Equity-Based Transportation Peer Review Program, the

    first in what we hope will become a mutually reinforcing chain of pioneering city projects querying

    the implications of reviewing and eventually restructuring of their city and regional transportation

    arrangements around the principle of equity.

    The program is being carried out under the leadership of the Helsinki City Planning and

    Transportation Department/ over the period 15 Feb. though 13 April 2012. The initial program

    The next two weeks key on an organizational and contact program in Helsinki to lay a firm base for

    the main public stage of the program, which runs from 14 28 March. The immediate task at hand

    is to decide on, then contacting and preparing a group of twenty peer review sessions, lead by the

    Helsinki City Planning Department in cooperation with World Streets. Each session is being

    organized in cooperation with a cross-section of stakeholder groups working in a broad array of the

    key related areas, including environment, city planning, architecture, transport operators, taxes and

    finance, consumer economics, transport of special groups, cycling, pedestrians, public transport

    users, elderly and handicapped, representative of underserved areas, mobility of unemployed andlow income groups, climate, etc. (Seehttp://wp.me/p2abHZ-1zdfor details of groups).

    We are also organizing critical reviews with and inviting comments from groups and interests,

    including business and automotive groups and lobbies, who may not, a priori, be favorable to these

    concepts or this approach -- on the grounds that in a democracy all voices need to be

    heard. Another key group with whom we hope to be in close touch are a selection of those involved

    in or who have closely followed Finland's world-level educational reforms and notable

    achievements over the last years in which the primal of equity has been put at the heart of the

    nation's school system. As organizers we feel that there is much to be learned from this

    extraordinary experience and achievement.

    These one- to two-hour joint review sessions will be given over to preliminary presentations and

    broad discussions of the concept of equity in Finland in general; to discussion of the eventual role

    that it (the equity concept) might take in transport system planning and reform in Helsinki; to the

    specific findings and recommendations with respect to measures and improvements which could be

    specifically relevant to their specific interest group; and to laying the basis for the group

    presentations in the Master Class sessions that are to take place from 2123 March in the

    auditorium of the Helsinki City Planning Department at

    World Design Capital Helsinki 2012: We find that it is interesting to be carrying out this joint

    project at a time when the city has been named World Design Capital Helsinki 2012. It will be

    creative to see how the concept of EBT fits in with the overall approach of the Design Capital.

    We hope that you will be interested to follow progress in Helsinki. And while the principal goal at

    this stage is to concentrate on the preparations and events taking place in Helsinki, we shall also try

    to report from time to time on findings and events to permit our international colleagues to follow

    Again, our shared goal over the next month is to query what happens in terms of not only equity

    (already a monumental issue and concern) but also efficiency, environment and economy when the

    equity principle is put at the center of the strategy. A final report will be submitted to the City of

    Helsinki on 13 April..
