2. Municipal self-government

• Cross-authority data exchange (internal administration): Federation – State / State – Municipalities / Municipalities –

• Avoidance of integration gaps through the use of electronic files in integrated processes (e.g. pollution control, veterinary medicine)

4. Cooperation on IT with the state
• Art. 5 of the Act on the Guiding Principles of Administrative Modernisation (27.02.2003)
- Exploit to the full the possibilities afforded by information technology, taking economic considerations into account
- Link the municipalities and state authorities by means of state Information Technology Networking (ITN)
- The state and municipalities create the necessary technical and organisational preconditions

4. Cooperation on IT with the state (2)
• Problem:
- no coordinated e-government strategy between state and municipalities
- no pooling of financial and personnel resources
• Solution:
Framework agreement between the local government central association and the state concerning cooperation in the fields of information technology and e-government (09.01.2006)

4. Cooperation on IT with the state (3)
• Essential areas of cooperation under the framework agreement:
- development of uniform standards
- free use of ITN across the state
- shared information source at the state’s portal www.sachsen-anhalt.de
- provision of a server providing free electronic forms (e.g. vehicle licensing, registration forms)
- introduction of an online payment system
- design of a virtual mailroom

4. Cooperation on IT with the state (4)
• Essential areas of cooperation under the framework agreement (2):
- central design of the electronic signature
- coordinated development of specialised procedures

5. Current projects (1)
Shared ‘KOMNET’ portal
• central interface between the state and the municipalities connected to the ITN
• anticipated content:
- central point of entry for various specialised procedures (e.g. housing benefit) and specialised data portals (geodata, environmental data, statistics)
- central access to federal authorities and federal registers (Federal Motor Transport Authority, Federal Printing Office, Central Register of Aliens, etc.)
- current editions of laws and ordinances (681) and all published administrative regulations (ca. 1,500)

5. Current projects (2)
EU Services Directive
• Key element = safeguarding the electronic handling of procedures between all EU members involved
• Deadline for all EU member states: 28.12.2009
• Planned measures: Provision of online information, electronic handling of procedures in the front office area, simple case management in the back office area

6. The future
Redesign of the state data network (ITN-XT)
• Upgrading of the connection (increased bandwidth, type of connection)
• More efficient data network
• Creation of virtual district networks between administrative districts and their communities

• Objective:
Single source for services across the administrative structure
• Model regions throughout Germany
