AGENDA FOR A HEARING OF THE AUCKLAND TRANSPORT HEARING PANEL, TO BE HELD IN THE CHAMBER LEVEL TWO, 6 HENDERSON VALLEY ROAD,

HENDERSON, AUCKLAND ON MONDAY, 16 APRIL 2012 COMMENCING AT 9.00 AM

1. DRAFT AUCKLAND REGIONAL LAND TRANSPORT PROGRAMME: HEARINGS REPORT Introduction

Submissions on the Draft 2012-2015 Auckland Land Transport Programme (RLTP) closed on 23 March 2012. A total of 930 submissions were received. In addition, approximately 1,600 submissions were received on the transport section of the Auckland Council Long Term Plan (LTP). Some of these submissions relate to matters that are relevant to the RLTP. 156 submitters have indicated a wish to speak to their submissions at the RLTP Hearings, which have been set down for five days, commencing on Monday, 16 April 2012. The Hearings schedule is attached at pages 48 to 52. This report summarises the main points raised by the submitters that are due to appear at the hearings, in the order of appearance Copies of the written submissions from all submitters, including those that wish to be heard, are provided under separate cover. A further report summarising the issues raised by all submitters and officers‟ initial responses to the matters raised is currently under preparation. This report will be available prior to the Hearings Committee deliberations at the conclusion of the hearings. The responses and any recommended changes to the Draft RLTP will be finalised after the hearings, and form the basis of a report on submissions to the Auckland Transport Board. Regional Land Transport Programme Submissions: Key Themes

This paper sets out some of the key themes that have emerged in submissions to the Draft Regional Land Transport Programme (RLTP). Over 900 submissions were received in total. A more detailed paper summarising the submissions and recommended responses is under preparation. Some submitters were concerned at a lack of alignment between the RLTP, the Auckland Plan and the LTP. This appears to be at two levels:

Funding allocations (in both the LTP and RLTP) that do not reflect the transformational shifts and targets identified as priorities in the Auckland Plan. This is particularly the case in relation to what some submitters saw as a “business as usual” approach to PT and walking and cycling funding.

Notwithstanding the draft RLTP‟s support for the CRL, rail electrification, integrated ticketing and other PT infrastructure projects, a number of submitters considered the

amount of funds allocated to PT (especially operating expenditure) to be insufficient to achieve the shift in patronage envisaged in the Auckland Plan.

The allocation for walking and cycling infrastructure was also criticised by a large number of submitters as being insufficient to achieve the increases in the use of active modes. Several criticised the adherence to the Ministry of Transport‟s 0.8% budget guideline, and noted that this did not enable walking and cycling investments needed to reflect the ambitions for Auckland to become the world‟s most liveable city. 169 submitters commented on walking and cycling, most calling for a higher level of expenditure.

At a more detailed level, some submitters identified lack of alignment between the funding allocations and timing of specific projects in the LTP and RLTP, and signalled the potential for the spending of AT, the Council and other agencies to be better

aligned.

Strong support was expressed from submitters for the “one network” approach.

A large number of submitters called for the priority for specific projects to be increased; or for additional projects to be included in the RLTP. In some cases (but by no means all), this was accompanied by suggestions for projects that should have a correspondingly lower priority.

Local boards want to see a greater amount of detail on the projects proposed in their areas. They are unclear on the extent to which local board plans have been reflected in the RLTP funding allocations. They also seek more detail on the level of subsidised and unsubsidised work in their areas.

Responses to the major projects listed in section 5.1 of the Draft RLTP were as follows:

Rail electrification (49 submissions): most of the submitters on this subject were supportive of the funding allocation to electrification. Some support was noted for extension of electrification to Pukekohe at an early stage.

CRL (177 submissions): the CRL attracted large number of comments, both positive and negative. Supporters feel that it is an essential component in improving the region‟s PT system, but opponents were concerned about the cost, especially given the apparent lack of Government support. There was concern that the level of funds required could “crowd out” other necessary projects.

Western ring route (16 submissions): submitters were generally in favour of completion of the western ring route.

AMETI (45 submissions): While submissions that commented on AMETI were generally supportive of the project, some concerns were expressed about elements of the project. A number of submitters felt that the focus should be on PT improvements, and the need for some of the road components was questioned. Comments were also received on the potential extension of the AMETI project to encompass an east-west connection through to SH20.

Dominion Road (8 submissions): generally supported, but some suggestions for modifications to elements of the project.

Tiverton/Wolverton (8 submissions): generally supported

Albany Highway (9 submissions): submitters were supportive of the project, but critical of the proposed 5 year construction timeframe. A shorter implementation period was recommended, to alleviate concerns over safety and disruption, especially for schools in the area.

Redoubt Rd/Mill Rd (6 submissions): submitters generally supported this project, but comments were made in relation to timing, to coincide with development in the area.

Other significant themes to emerge included:

Integrated ticketing/AIFS (51 submissions): seen as a high priority by most, but some concerns at the high cost and implementation problems associated with HOP to date.

Rail to the airport (44 submissions): Majority support amongst those that submitted on this issue; opponents raised concerns over cost and justification at this time.

Waitemata Harbour Crossing (69 submissions): submissions on this subject generally favoured a continuation of planning and route protection for an additional harbour crossing, with preference expressed for a tunnel. Some submissions expressed concern at the cost of a new crossing, and there was some concern (mainly from local communities) about the location of the crossing.

Public transport network planning (250 submissions): a large number of submissions addressed issues to do with public transport services, often requesting specific improvements or adjustments to services in local areas.

The Auckland Harbour Bridge Pathway project received a strong level of support, with submitters concerned that it was not included in the Draft. Completion of the regional cycle network also received strong support.

Integration of land use and transport: This was generally supported as a priority, but some submitters pointed to projects that did not appear to be consistent with the concept. For example, a number of submitters referred to the need for the development of a new station and park and ride facility at Walters Road, adjacent to the town centre, rather than an upgrade of the existing Takanini Station.

City centre focus: A number of submissions, generally from outer areas, were critical of the focus of transport expenditure on the city centre. Submitters noted that a relatively small proportion of trips are focused on the CBD, and that there was a need to ensure that transport issues elsewhere in Auckland were adequately addressed, and not “crowded out” by funding for major city centre projects (especially the CRL).

Seal extensions: a number of submitters from rural areas expressed concern at the limited budget available for seal extensions, which is not considered adequate to achieve a reasonable programme of work.

Submitters to be heard: summary of key points The key points from the written submissions of those wishing to be heard are summarised below, in order of appearance. Because the Draft RLTP was released for public comment alongside the Auckland Council LTP, a number of submitters have commented on transport issues as part of a submission on LTP. In other cases, submissions to the RLTP have raised issues that are more appropriately addressed as part of the LTP consultation process. Officers have attempted to ensure that the matters that are dealt with by the RLTP are relevant to that document, but inevitably there is some overlap, especially in matters relating to funding allocations and prioritisation. MONDAY, 16 APRIL 2012 9:00 - Brendon Cullen

Amount proposed for road seal extensions across the region is pathetic, at only around $500,000 p.a.

Request budget increased to similar levels to those that existed for seal extensions prior to amalgamation.

A greater proportion of funds should be spent on footpaths and roads compared to PT.

Large plans for rail and PT should not eat up so much of the budget for transport.

9:10 - Friends of the Whau Inc (Gilbert Brakey)

Provision for more green infrastructure network incorporating walkways and cycleways and associated ecological restoration. Attached plan for proposed Whau West Greenway.

Strongly agree with greater investment in walkway & cycling infrastructure. 9:30 – Silverdale Commercial Ratepayers, (Lorraine Sampson)

Need more frequent buses, and smaller buses going around the local area - link to larger buses to the city.

More local consultation to where footpaths are laid.

Traffic lights haven‟t been used although community sees this as highest priority.

Footpath along Hibiscus Coast Highway Wap Road to Silverdale village.

AT take zero notice of community wishes.

9:40 – Vladimir Koutasaenko

Would like to see Whau river crossing bridge, toll road as an option. There is a proposed regional cycle network connection over the river but no bridge to put it on.

9:50 - Chris Freke

Provide for some additional discretionary reactive funding for land purchase and Council/Auckland Transport‟s 'share' of development.

Refer in programme to the ability to bring forward some project expenditure where it is desirable for it to be applied at the time of development or subdivision of adjoining land.

Develop processes and authorities to enable decisions around such commitments to be quickly made in conjunction with the consenting or development processes applying to development or subdivision.

Amend Appendix 3 to acknowledge there will be occasions when reactive funding is required in order to ensure that appropriate transport infrastructure is provided at the time of development or subdivision.

10:00 - Generation Zero (Kirk Serpes)

Generation Zero has vision for carbon neutral NZ before 2050.

Creating a smart transport network for Auckland is critical and deserves to be treated as a priority for funding.

Reduction of GHG emissions must be explicitly noted in statement of priorities; Auckland Plan target is not mentioned. Should be added as a priority focus area.

Would like to see a 50/50 funding split, giving approximately equal support to public and active transport as to roading projects. This calls for funding on new roads to be redirected to PT, walking and cycling.

Support design and construction of CRL. In contrast, spending on state highways (e.g. Puhoi to Wellsford) is poorly justified.

Support continued investment in electrification of rail network, and completion of SH20 Waterview.

Explicitly against some projects and would like to see abandoned: Puhoi to Wellsford motorway, additional Waitemata Harbour crossing (investigation), routes for HPMV.

Projects endorsed which are not listed in RLTP:

o extension of NW cycleway through the Learning Quarter to Tamaki Drive;

o Investigation and designation of busway on SH16;

o Investigation and designation of dedicated cycle and pedestrian lanes on Harbour bridge;

o Extension of electrification to Pukekohe; and

o Transport greenhouse gas emissions reductions study.

10:10 - Great Barrier Island Local Board, (Paul Downie)

Ask that the funding for projects and activities agreed between our Board and the Council Governing Body should be tagged and subject only to minimal change by AT. The current “double submission” process is cumbersome and will need to be reviewed.

Ask that the following projects from Board‟s Local Board Plan be included in the RLTP:

o Road seal programme: Aotea Road, Puriri Bay Road, Whangaparapara Road, Kaiaraara Bay Road;

o Infrastructure/local road formation/completion: Jenny‟s Road;

o Wharves: carry forward funds for Shoal bay wharf development from current year to 2012/13, and fund stages 2 and 3 in following consecutive years;

o Airports: Great Barrier‟s 2 airports should be owned and managed by Auckland Transport‟ include budget provision in 2012/13 for sealing of Okiwi airfield (est $1.8m); and

o Include ferry travel to and from Great Barrier Island in the Gold Card Travel Scheme.

Concern that central city projects will make waterfront progressively less suitable for vehicular, passenger and freight ferry services. Request AT to provide a long term plan for security of maintaining vehicular, passenger, freight and visitor traffic.

10:30 - Keith Salmon

Improved PT networks are essential to reducing congestion and allowing key services to move at reasonable speed. Inner city rail loop must proceed.

Strongly support improvements to cycling and walking facilities complemented by good PT.

Support walkway/cycleway board walk along waterfront and across Harbour Bridge.

Support local walking and cycling initiatives to transport nodes. Support greenways.

11:00 – Rodney Sullivan

CRL will not reduce congestion. It goes from nowhere to nowhere. Cost with overruns too expensive.

Stop spending on CRL.

Make HOP a requirement to receive transport subsidy. Do not subsidise the cost.

All this plan increases expenses and costs. Where is the plan for expenditure reduction and cost control?

11:10 - Glenys Ferguson

It is crucial that Penlink is built on the Hibiscus Coast.

Disagree with investment in walking and cycle infrastructure. 11:20 - Engineers for Social Responsibility (Neil Mander)

Supports emphasis on improving PT, facilitating and encouraging more walking and cycling.

Strongly support the CRL concept, but statements on increased capacity and efficiency and frequency of rail services need some justification; no indication of “plan B” if Govt does not support the project; funding source percentages do not appear to agree with funding split figures.

Penlink: stated cost appears low, and should represent complete project including intersection with Whangaparaoa Road and associated widening, intersection with East Coast Road, and connection to proposed interchange with motorway.

11:30 – Peter Todd

Too much money spent on rail; not enough on ferries.

CRL is too expensive and will benefit too few people. Cost benefit study needed.

Scrap rail link to airport: cars and buses are cheaper and better/faster.

Roll out fibre optic and encourage people to work from home. 11:40 - Penlink Now Team

Need to be fair to all areas of Auckland not just central city.

Believe Penlink needs to be in the Plan far sooner.

AT and the Council need to look at bundling some projects i.e. Penlink and Puhoi to Wellsford Highway together to make it more attractive to private investor.

11:50 - Howick Local Board

High growth rates in local board area: good transport linkages crucial to driving growth and a vibrant economy.

AMETI is a key project for Howick Ward. Challenge is to accelerate phases 2 and 3.

Infrastructure needed to support Half Moon Bay ferry.

Projects supported:

o Smales/Allens/Springs Road;

o Chapel Road realignment;

o Flatbush School Road/Stage 4 Murphys Road;

o Murphys Road bridge improvements;

o Murphys Road upgrade (Murphys bush roundabout);

o Ormiston Road widening;

o Flatbush to Manukau RTN;

o Botany to Manukau RTN; and

o Flatbush to Manukau City (business priority improvement).

Flatbush collectors stream crossings and Thomas Road culvert replacement: Board agrees these are not a key priority.

Projects for reconsideration with a higher priority and advanced timeframe:

o AMETI Phase 2;

o Halfmoon Bay Ferry Terminal;

o Waipuna Bridge strengthening; and

o East/west connection to SH20.

12:05 - Orakei Local Board, (Ken Baguley) (Desley Simpson)

Strongly supports local roads projects and would appreciate being informed of details on Tamaki Drive corridor upgrade, and Ellerslie Panmure Highway upgrade.

Seeks support to include major walking and cycling projects from Orakei Local Board Plan in RLTP.

Supports vision of one system approach, but notes that practically all of projects listed have little benefit to citizens of Orakei unless decisions made in support of OLB initiatives including rail station in Poerewa Valley, and addressing traffic existing AMETI at Morrin Road. Funding of major projects will have to be achieved without increasing rates by more than inflation.

Planning for a third rail line should be included in long term plan for Poerewa Valley.

Support for key projects (listed) subject to affordability.

Does not support resources for rail link to the airport.

Supports continued planning for second harbour crossing, but not for rail to Orewa.

Requests allocation to trial feeder bus services to rail as advocated in OLB Local Board Plan.

Thanks for including Tamaki Drive safety improvements.

Comments on funding plan and priorities identified.

Support for listed projects: wishes to work with AT on detail of transport and safety initiatives.

Would appreciate advice on local projects included in regional allocations for safety, corridor and intersection improvements, footpath and cycleway development, local road renewals and maintenance.

12:20 - Edward Timings

Bike and walking lanes are a priority: we have an overweight and sick society.

Bike lanes needed especially over the bridge. 12:30 - James Baldwin

We could have free buses for one tenth the price we are currently paying.

Too much spent on by-passes. 12:40 - Kelvin Choi

AMETI is good for Pakuranga and East Tamaki, but not good enough for areas deep inside east such as Howick, Sommerville, Shelly Park. Extend AMETI to east of eastern suburbs.

Like inner city rail as will ease congestion. Big cheap carpark near train stations would make it even more effective.

Have been advocating for Drury Park and Ride for many years. Have received timeline for station at Drury but feel this is going further down the list of priorities.

1:40 - Hector Broome

We should not be increasing permanent loss-making ferry routes and should review existing routes.

CRL unaffordable at present.

1:50 - Dennis Paul

Rail service should be greatly improved and most freight done by rail instead of trucks.

Modern monorail should be used for PT.

Harbour Bridge Pathway should be included.

Would like to present my own proposal for harbour crossing update. 2:00 - Eileen Van Dam

Half of transportation dollars should be spent on PT, the balance on roads, cycle paths and footpaths.

Disagree with large amounts spent on subsidising rugby events. 2:10 - John Binsley

No more parking buildings should be allowed in CBD; they should be built at Albany, Henderson, Pakuranga or Glen Innes to serve as park & ride.

Tighter controls and charging for parking.

All kerb parking within, on or near Inner Link route should be maximum 2 hours, and all non-metered areas should be included in rush hour bus priority system.

2:20 - Simon McLean

Lake Rd has ground to a crawl. Council has done little to address this situation.

Work was to begin on section of Lake Road between Hauraki Corner and Bayswater Avenue but I have been informed this will not take place until 2016/2017. This is not good enough. Immediate and emergency work needs to begin now.

Ideas that should be considered: triple lane Lake Road, monitored electronically; synchronising traffic lights; constructing pedestrian overpasses; remove all parking, remove trees at Takapuna Grammar and inset school buses; construct a causeway from Onewa Road to Bayswater.

2:30 - National Road Carriers

Welcomes Auckland Plan provision for completion of combined AMETI and east-west link project by 2021, but requests revision of LTP and RLTP to provide for work programme and resources required to achieve the target completion date.

Supports Auckland Plan target to reduce freight congestion but requests LTP/RLTP to include a comprehensive programme of how it will be achieved.

Seeks improved focus on programme activities to improve freight transport outcomes, including a freight network map added to section 3; consolidation of HPMV route improvement project detail.

Seeks priority for the following projects to improve freight sector performance and safety outcomes: Investigation/route protection for SH16 Grafton Gully stage 3; SH20A George Bolt Drive/Kirkbride Road intersection; SH1 Hill Road to Takanini.

2:45 - John Kirikiri

Penlink: move forward to years 3 or 4 instead of 7 year timeframe.

CRL: remove from 2012-2022 budgets and revisit in 2015-2025.

Give higher priority to Silverdale park and ride.

Investigate funding partnership with Todd Properties to build new ridge road to future-proof Long Bay Structure Plan.

3:20 - National Trading Company of NZ & Foodstuffs (Auckland) Ltd (Angela

Bull)

Generally supportive of RLTP and prioritising schemes.

RLTP should be better aligned with goals and priorities of Auckland Plan, particularly intention to provide for future business and population growth in centres, corridors and satellite towns.

Concerned at lack of funding for Kumeu Town Centre road improvements. Seeks inclusion in the 3 year period.

3:30 - Heart Foundation

Strongly supports shift towards greater funding for PT, but concerned to see greater proportion of budget allocated to PT and active transport.

Supports CRL, investment in walking and cycling infrastructure, operational subsidies for PT, including integrated ticketing; support for improved school travel plans, PT and walk/cycle components of AMETI, Dominion Road upgrades to improve bus transit times.

Agree with statement that :transport is not an end in itself”, but the “means” has a major impact on people and their health.

Transformational change requires greater investment in PT and act transport now.

Challenge of safety: cyclists and pedestrians over-represented in crashes; higher use of active modes requires a safe road environment.

Support one-system approach. Need to extend this to fully integrating public and active transport modes, eg bikes on buses, cycle lockers & stands.

Strongly encourage completion of regional cycling network.

Strongly support pedestrian prioritisation for pedestrian crossings at signalised intersections.

Support inclusion of PT in major road projects: they should also consider how to improve walking and cycle safety.

Support traffic calming, landscaping and shared space concepts.

Note many walking/cycling projects listed as unlikely to be funded: need to create an environment that supports alternatives to driving cars.

Make greater use of T2 and T3 lanes, but design to allow safe passing of bicycles.

Support review of bus services, but expand to region-wide review of entire PT system.

Prioritisation framework: add a fifth priority focus area to create a shift to greater use of public and active transport.

Section 4.1: support greater integration between land use and transport, and CRL, active components of AMETI, more people-friendly shared spaces.

Section 4.2: support initiatives to improve PT, and giving priority to PT and walk/cycle facilities when upgrading arterials.

Section 4.3: support projects listed under “further development of PT” and “upgraded walking and cycling facilities”.

Section 4.4: submit that road designers should also be required to build roads that consider safety for cyclists and pedestrians.

Support initiatives in local board plans that develop/enhance/improve walking and cycling safety.

3:40 - Annette Fenton

CRL project is not acceptable. 4:00 - Nova Institute (Patrick Cummuskey & Jason Farley)

Institute‟s objective is to enhance governance through science and reason.

Agree with CRL. Would appreciate more detail on costs, as $2.86 billion is significant not to itemise. What land is to be sold to offset cost?

Support rail electrification; operational subsidies for PT, walking and cycling infrastructure.

Support safety around schools, but question what proposed interventions are: no details provided.

Strongly support link to airport.

Agree with AMETI; disagree with Panmure roundabout removal.

Agree with Penlink.

Reserve judgement on Albany Highway, Dominion Road upgrades and Wynyard Quarter allocation.

General dissatisfaction at poor strategic thought that goes into transport projects in Auckland; lack of future-proofing. May need further designations.

o Feeder bus service to Otahuhu Train Station; and

o Bus service via Mangere Bridge to the airport.

Supports protection of corridor between Auckland Airport and the City Centre, but more immediate need is regular bus services to connect our communities to economic and education opportunities. Improvements include:

o Bus services from Mangere Bridge and Otahuhu to the Airport and surrounding business area;

o Conducting a review in the immediate future of bus routes in the M-O LB area to increase existing capacity; and

o Increasing the number seats and shelters for all bus stops along arterial routes.

Requests that information relating to both service level standards and post project reporting be a requirement for all renewals, upgrades, maintenance and roading projects within our local board area.

Additional funding must be set aside for ongoing maintenance due to heavy daily traffic volumes.

We request that AT prioritise footpaths renewals in alignment with similar renewals in Mt Eden recently, and checks to ensure that services within our local board area are on a par with that delivered throughout more affluent neighbours.

Strongly requests that our local board area receive an equitable portion of funding for Cycle Lanes, particularly around schools in our area.

Adequate funding from Auckland Transport Funding must be set aside for the Southern Initiative.

The South-Western Auckland Multi-Modal Corridor Project must be developed in such a way that our town centres are not further cut off.

Safety: M-OLB communities are in critical need of funding for regular road campaigns targeting drivers that are unlicensed, drivers who are under the influence of alcohol, drugs and the like; and family cars carrying children who are unrestrained.

Ask that RLTP include funding for advancement of the project, to enable pre-construction investigation and design in 2012/13 (estimated at $2.75m); and inclusion of AHB Pathway as a revenue generating asset (approx $2m pa in 2013/14).

Pathway outcomes are in line with RLTP goals, and the project meets the requirements for a high-priority project in the RLTP.

Belgian study shows that encouraging 10% of car drivers to use powered two wheelers instead results in a 40% reduction in congestion (and even greater reduction in demand for parking).

Group of companies and individuals who hold property interests in Auckland.

Written submission to LTP and RLTP does not cover any specific transport issues, but raises concerns at financial implications of proposed expenditure, and impact on debt.

Section 9: should prioritise Denbigh Road reconstruction; walking and cycling facilities; Dominion Road corridor upgrade (subject to changes suggested). Recommend revisiting priority for Southdown to Avondale loop.

Supports electrification of rail, CRL, Western Ring Route, other arterial road upgrades, further development of cycleways along SH corridors, SW Airport multi modal corridor.

Do not support Puhoi to Wellsford motorway.

Strongly recommend that school travel plans be prioritised, and that AT education programmes be targeted towards creating a positive image of walking and cycling. Strongly recommend allocating a higher budget to waking and cycling.

Recommend AT investigate safety issues around schools campus.

Supports integrated ticketing.

Recommends development of cycle connections to rail stations, and early completion of regional cycle network starting with radial route proposed by Cycle Action Auckland.

Mill Road corridor and Murphy Rd/Stancombe Road corridor sequenced together because Mill Road traffic flows into Murphy Road to East Tamaki industrial employments area, Auckland motorway Highbrook and Botany.

CRL: wise to ensure route protected now, but ridiculous to try and complete it within given time schedule. There is a great deal more to Auckland city than just the CBD.

AMETI: an essential improvement. 9:30 - Northern Branch of the IPENZ Transportation Group, (Max Robitzsch)

Support proposed funding on rail and PT projects in general. By concentrating on projects for high-occupancy vehicles (PT, ride sharing) as well as active modes, some of the most expensive projects (e.g. additional Waitemata Harbour crossing) could be avoided or deferred.

Insufficient 0.8% provision for walking and cycling. Inappropriate to simply use the low co-funding rate set by the Ministry of Transport. Ask that rates-funded part of walking and cycling investment for next 10 years be doubled.

Support funding proposed for CRL, rail electrification, rail station upgrades, integrated ticketing, airport rail route protection, and general bus priority measures.

Disconnect between the draft Auckland Plan, and the RLTP, as two of Takapuna‟s transformational roading projects, (Anzac Street upgrade, and the Auburn Street/Burns Avenue upgrade), are beyond the first 3 years; and RLTP silent key parking infrastructure.

Supportive of a focus on PT, including CRL, but concerned that insufficient focus on operational expenditure necessary to implement major initiatives quickly, such as the Bus Service network review.

RLTP does not demonstrate that AT has adopted a public-transport-centric approach. Asks that AT is clear about prioritising public transport and rail freight in the final version of the RLTP.

Disturbing to note that such a small percentage of the total budget is committed to enabling and supporting walking and cycling: sends the wrong message about the importance of walking and cycling to creating the “World‟s most liveable City”. Suggest that final version spell out an emphasis on these forms of transport.

Supports the focus on rail, but no information on benefits to the transport network as a whole, and has some concern about the cost of this project.

Supports completion of the Western Ring Route.

Some reservations about aspects of AMETI, in particular about the considerable cost of the connection to Neilson Street: seek less costly alternatives.

Independent charitable trust working to reduce alcohol-related harm. Alcohol-related road traffic fatalities and injuries is a major issue in Auckland. Believe AT can do more in reducing alcohol-related road trauma.

Recommend AT address the issue of night transport and give the public more transport options, particularly in rural communities and during weekends.

Given the strategic fit of cycle projects to the priority focus areas, the RLTP should not again propose “business as usual” funding allocation of 0.8% to walking and cycling, and no dedicated cycle projects in the “key priorities”.

Plan fails to deal with air pollution. Would like to see what AT has in mind for cleaning up the air in Auckland.

Suggest small remedial actions such as return of ARC‟s 0800 SMOKEY line; “no idling” bylaw for trucks, buses, couriers, taxis; less traffic lights, more roundabouts, trams rather than diesel buses.

AMETI: why no rail line illustrated? (Fig 3.5).

Priorities: CRL is essential.

Oppose AMETI which is mostly about more trucking; additional harbour crossing, Puhoi-Wellsford Motorway, Graton Gully truckway.

HPMV: do figures include additional roading costs: should incentivise freight onto rail.

Rail connection to the Airport is not appropriate. Can be covered by bus.

Technology solutions involving monitoring and optimising traffic flows may get a better result.

Re: Hill Street (Warkworth), the Western collector should be put in first. A walking bridge over SH1 at Hill Street would also reduce demand on the intersection.

Agree with RLTP priorities except CRL.

Access to the north can be best served by bypasses to Warkworth and Wellsford, extending passing lanes on SH1 and improvements on SH1 and SH17 so there is a credible alternative route.

Should attempt to reconcile previous 2009 RLTP with programme contained in current draft.

Draft RLTP does not highlight how Auckland Plan targets will be achieved. “Transformational shift” sought in Auckland Plan is not carried through to the RLTP to the extent necessary. Projects should be prioritised based on contribution to “transformational shift”.

Proposed funding for PT subsidies in LTP doesn‟t match RLTP: numbers need to be clarified.

Project prioritisation should place greater emphasis on projects that reduce pollution and reduce consumption of fossil fuels.

Projects that should be added:

o Investigation and design of busway along SH16 Westgate-Waterview;

o Funding for infrastructure improvements arising from changes to structure of PT network;

o Funding to cover short term revenue losses during implementation of zone-based fares;

o More emphasis on connected cycle lanes for commuting; more pedestrianisation of CBD;

o Rail to airport should be better defined as rail extension from Onehunga to Mangere, then airport;

o Support AMETI but would like to see longer term planning for rail;

o Extension of Wynyard Quarter tram to Britomart and beyond; and

o No work towards Avondale Southdown rail corridor in RLTP.

Support inclusion of CRL

Remove projects: Hayman Park Carpark, and poorly located park and ride proposals

Supports activities listed in section 9, but requests inclusion of all transport projects listed in Waterfront Plan (listed in submission).

Support transport priorities in section 4, but request that Waterfront Plan‟s transport projects be included to support land use/transport integration, and increase city centre accessibility.

Support priority to enhance efficiency of regional freight network, but request that initiatives to resolve transport challenges around eastern Grafton be included.

4:35 - Richard Brown

Need to fix bottlenecks on current motorways and make all arterial routes 2 lanes each way before committing billions to rail.

Fascination with trains is a waste of money. Fix the roads first – they already exist.

CRL is wasted money, as are cycle and walk ways in a city of ever changing weather.

By penalising motorists and clogging roads, buses suffer too.

Integrated ticketing is a must.
