5 Public Input

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (asamended) states:

An item that is not on the agenda for a meeting may be dealt with at that meeting if-

(a) The local authority by resolution so decides; and

(b) The presiding member explains at the meeting, at a time when it is open to thepublic,-

(i) The reason why the item is not on the agenda; and

Auckland Regional Public Transport Plan

Purpose1. The purpose of this report is to provide the Committee with an update on the current status

of the Auckland Regional Public Transport Plan (RPTP), focusing on changes from the draftRPTP, next steps towards the RPTP becoming adopted and outstanding matters of interestto the Committee.

Executive Summary2. The RPTP has been prepared by Auckland Transport, but has not yet been adopted by the

Auckland Transport Board. The RPTP will replace the existing 2010 Regional PublicTransport Plan and the 2006 Passenger Transport Network Plan. The RPTP describes thepublic transport services that are proposed for Auckland over the next 10 years and thepolicies that apply to those services.

3. A draft RPTP was publicly consulted on in October and November 2012 and hearings were

held during J anuary and February 2013. The Auckland Transport Board endorsed at itsMarch meeting a report from the hearings panel which recommended changes to the draftRPTP following the consultation and hearings process. Endorsement of the principles andservice design framework in the RPTP means that AT can proceed with more detailed localconsultation on service patterns.

4. Because the Land Transport Management Amendment Bill is still before Parliament, and isthe legislation the RPTP will be prepared under (currently the RPTP is prepared under thePublic Transport Management Act 2008), there may need be minor changes to the RPTP toensure it is compliant with the new Act, following which it will be returned to the Board forconsideration and final adoption.

5. A total of 719 submissions on the draft RPTP were received by Auckland Transport and 100

people spoke to their submissions at the hearings. All 21 Local Boards preparedsubmissions on the RPTP, along with a number of organisations and many individuals. TheTransport Committee approved Councils feedback on the draft Plan at its November 2012meeting.

6. Key changes from the draft RPTP include the following:

Removal of the fare zone map so that a thorough review of potential fare systems,including a variety of zone boundary options can be undertaken.

Clarification that there is no current proposal to change the ability to use the SuperGoldcard in the PM peak, only a proposal to undertake a review.

Clarification about how the RPTP will treat inter-regional public transport services.

Raising the profile of necessary interchange infrastructure to enable the new public

transport networks successful implementation.7. Many of the changes respond to the Councils feedback on the draft RPTP. It will be

important for Council to input to the review of potential fare systems and zone boundaries,as well as the review of the SuperGold cards validity in the afternoon peak period.

8. The RPTPs key elements will be implemented over the next three years, with changes tothe bus network in the south commencing in mid 2014, in the north by mid 2015 and on theisthmus and in the west by mid 2016. Auckland Transport proposes to conduct detailed localconsultation prior to the route changes being implemented.

RecommendationsThat the Transport Committee:

a) Supports the Auckland Regional Public Transport Plan 2013 as a key initiativetowards achieving the Auckland Plans public transport targets.

b) Encourages Auckland Transport to implement the key features of the Auckland

Regional Public Transport Plan 2013 (the new bus network, integrated ticketing andintegrated fares) in a timely manner.

c) Requests a report back on the review of potential fare systems and zone boundaries,as well as the review of concessionary public transport fares, prior to AucklandTransports adoption of a preferred solution.

Discussion9. The draft RPTP was released for public consultation between 5 October and 5 November

2012, as per the requirements of the Public Transport Management Act (PTMA). LocalBoards had an extension until 30 November 2012 to accommodate meeting schedules. Atotal of 719 submissions were received by Auckland Transport. Hearings were held between29 J anuary and 7 February 2013 at various locations around Auckland. Approximately 100people or organisations, including all Local Boards, spoke to their submissions at thehearings.

10. Submission responses indicate a strong level of support for the new public transport networkthat formed the heart of the draft RPTP. 70% of respondents either supported or stronglysupported the proposed network structure, of those who responded to the question.Comments in written submissions generally reinforced this support.

11. The Transport Committee approved feedback on the draft RPTP at its November 2012meeting. This feedback generally supported the draft RPTP, but suggested a number ofareas for further improvement. The main points were:

A reconsideration of the fare zone boundaries to ensure greater equity betweengeographic areas

Ensuring that Council is informed and involved in the concessionary fares review

Highlighting that improving the farebox recovery rate should be achieved throughgrowing patronage rather than significantly increasing fares

Requesting further discussion of key infrastructure projects such as the City Rail Linkand the extension of rail electrification to Pukekohe

Placing a higher priority on improving public transport speeds/journey time to make itmore attractive to users

Ensuring that vehicle standards supports the Councils greenhouse gas emissionsreduction goals

Ensuring consistency in the approach to Park and Ride.12. The Councils feedback is included asAttachment A to this report.

Legislative Situation:

13. The RPTP is currently prepared under the PTMA. However, changes to the LTMA arecurrently before parliament (Council made a submission on the changes in 2012) thatrepeals the PTMA and governs the preparation of the RPTP. In particular, the relevantprovisions of the LTMA introduce the new Public Transport Operations Model (PTOM) togovern the contracting of public transport services.

14. To ensure the RPTP will be consistent with the requirements of the LTMA once it becomeslaw,Auckland Transports Board endorsed, rather than adopted, the hearings report whichrecommended changes to the draft RPTP following the consultation and hearings process.

The endorsement allows Auckland Transport to proceed to more detailed local consultationon the new public transport network. Once legislative changes to the LTMA have beencompleted, the RPTP will be made compliant with the LTMA and formally adopted, enablingthe procurement of new services from operators to proceed.

Changes from the draft RPTP:

15. While the key initiatives of the draft RPTP remain in the endorsed version, such as the newbus network, integrated ticketing and integrated fares, there have been a number of changesto the document as a result of submissions. These changes include:

Clarification of the legislative situation. This is necessary as the Land TransportManagement Acts amendments have not yet been passed to incorporate matterscurrently covered by the Public Transport Management Act.

Clarification that inter-regional services, such as those extending to Tuakau in theWaikato region, should be referenced in the RPTP. Appropriate funding arrangementsbetween neighbouring regions would need to be determined.

Commentary on the price sensitivity of public transport has been added.

Further information has been added in relation to energy use and a shift towards cleanerdiesel buses and electric trains as well as investigation into alternative fuel technologiesfor buses.

A slight amendment to the RPTPs vision has been made.

A target that relates to the level of access to the broader public transport network (ratherthan just the frequent network) has been added.

Further information has been added in relation to the role of the ferry network and theinvestigation of new ferry routes.

The Frequent Service Network has been renamed the Rapid and Frequent ServiceNetwork to avoid confusion.

A reference to the Air Bus and potential extensions to the rapid and frequent network

have been added.Further information about the inherent challenges of the new network and references tohow those challenges will be addressed has been included.

A number of changes have been made in the area of ensuring integration between theRPTP and other policies and plans (such as the Unitary Plan).

A reference to requiring operators to provide sufficient training has been amended tomake specific reference to the safety of cyclists in bus lanes.

An action relating to investigating better integration between cycling and buses (includingworking with operators to potentially enable bikes on buses and providing bike racks atappropriate interchange points) has been included.

Reference to investigating opportunities to use smaller vehicles or other innovativepublic transport options has been added.

A map of the proposed fare zone boundaries has been removed. Auckland Transport isstill undertaking investigations to determine the likely revenue and patronage impacts ofthe proposed zone structure. Once optimal fare zones have been determined anupdated map will be inserted into the RPTP by way of a variation.Further information that relates to fare levels and the farebox recovery rate has beenadded. This focuses on the goal of the RPTP to achieve improved farebox recoverylevels through growing patronage and controlling costs rather than significantly raisingfares.

Auckland Transport has clarified that the outcome of a review of the Super Gold Cardsuse in the PM peak has not been pre-determined. This review will be part of a review ofall concession levels and eligibility criteria, with relevant comments from submitters onthe RPTP being taken into consideration.

The importance of infrastructure requirements to support the implementation of the newpublic transport network has been highlighted to a greater extent. This relates to bothinterchange facilities and also bus priority measures to ensure service reliability.

Further clarification of the Park and Ride policy has been made to ensure consistencybetween the map of locations and policy itself. The RPTP notes the important role ofPark and Ride but that facilities should be located in places that relieve congestion ratherthan adding to localised congestion.

Some minor changes have been made to the section on policies relating to the transportdisadvantaged. Submitters who commented on this section generally supported the draftRPTP.

16. The Auckland Regional Public Transport Plan Hearings Panel Report is included asAttachment B to this report.

Key Matters Going Forward:

17. Two key matters raised in the Councils submission on the draft RPTP have yet to beresolved. These relate to the setting of the fare zone boundaries and the review of theconcessionary fare scheme (which includes the review of Super Gold card validity). Bothmatters are likely to be of significant public interest.

18. Because of the political nature of these decisions and the funding issues involved, it is

recommended that Auckland Transport seek the Councils input prior to adopting preferredsolutions.

19. The Council will be considering a report on alternative transport funding in J uly which isconsidering ways to raise additional funding for transport. The outcome of that work couldimpact on the ability to provide increased funding for public transport in order to meetAuckland Plan targets. This could also impact on the farebox revenue required from publictransport users.

Financial Implications of the RPTP:

20. General funding to implement the RPTP will come from Auckland Transports existi ngbudgets, funded through the Long Term Plan and from NZTA. There remains someuncertainty around the future required cost of public transport services in Auckland because

of the implementation of the new Public Transport Operating Model contracting system. Ingeneral, the new public transport network has been designed in a way that reallocatesexisting operational resources rather than requiring additional funding.

21. Auckland Transport is preparing a business case to analyse the financial implications ofintroducing zone based integrated fares. This business case will determine the appropriatefare levels that are required. To achieve the RPTPs farebox recovery policy, integratedfares will need to be implemented in a way that is broadly revenue neutral.

22. The RPTP is anticipated to lead to a significantly more cost-effective public transportsystem, through the implementation of a new contracting system, a more extensive high-frequency public transport network and a more attractive public transport system for the userat approximately the same level of expenditure that is in existing budgets. Additional capital

expenditure will be required to ensure that interchanges work well for passengerstransferring and for priority measures to ensure that services are reliable. This is currentlybeing assessed by Auckland Transport.

Consideration

Local Board Views

23. All 21 Local Boards made submissions on the draft RPTP and spoke to their submission atthe hearings. Submissions by the Local Boards are available on the Auckland Transportwebsite: http://www.aucklandtransport.govt.nz/improving-transport/plans-proposals/IntegratedTravel/Documents/rptp-local-board-submissions.pdf

24. Submissions by Local Boards raised many issues that were similar to the Councils feedbackon the draft RPTP, such as concern about fare zone boundaries and the potential review ofSuper Gold Card eligibility in the afternoon peak period. Many (though not all) Local Boardsalso expressed support for the key strategic changes proposed by the RPTP.

25. Local Boards will be involved in detailed local consultation on the rollout of the new publictransport network.

Maori Impact Statement

26. The RPTPs proposed improvements to public transport services will benefit Maori andprogressively contribute to a significant lift in Maori social and economic wellbeing throughimproved transport access.

27. Significant transport infrastructure projects required to implement the Plan may have animpact on Maori and therefore consultation with local iwi should occur before these projectsproceed. Auckland Transport wrote to Mana Whenua and Mataawaka stakeholders beforeconsultation started on 5 November 2102. The letter explained the contents of the draftRPTP, how it fits in with other related Plans and the details about the consultation process. Itdoes not appear as though any iwi groups made submissions on the draft RPTP.

28. The Southern Initiative of the Auckland Plan, which covers parts of Auckland with aconcentration of Maori, makes specific reference to the need for improved public transportservices. The RPTP proposes a route from Onehunga to the Airport, which will give effect toDirective 6 of the Southern Initiative. Other significant improvements to bus routes areproposed in the area covered by the Southern Initiative.

General

29. Council staff worked with Auckland Transport in the preparation of the draft RPTP andprovided feedback on early versions of the document.

30. The recommendations of this report do not trigger the Councils Significance Policy.

Implementation Issues31. Once the LTMA has been enacted and the endorsed RPTP made compliant, the RPTP is

expected to be formally adopted by Auckland Transports Board, enabling the procurementof new services from operators to proceed.

32. The changes to the public transport network structure in the RPTP will require a detailed

assessment of specific route structures in each area. This assessment will be undertakenwith input from the community in a staged approach. Auckland Transports intention is toimplement the network in three stages:

Stage 1 (2013/14) South Auckland bus services,

Stage 2 (2014/15) North Shore bus services,

Stage 3 (2014-2016) Central, Western and Eastern bus services.

DiscussionBusiness Report on activities

5. Key highlights from the report on Strategy and Planning include:

Review of Unitary Plan A review process has been put in place to ensure AucklandTransport reviews all relevant sections of the Unitary Plan and assist with the response topublic feedback on matters that impact on transport for input into the version to be notified inSeptember. Auckland Transport is also working with the New Zealand Transport Agency

and Auckland Council on the transport implications of growth outside the currentmetropolitan urban limit to the north, south and north-west.

Corridor Management Plans (CMPs) - Procurement and scoping is underway to completethe following CMPs by mid 2013: Pakuranga Road, Ellerslie Panmure Highway, BalmoralRoad/St Lukes Road, and Great South Road (Stage 2). The CMP Project Steering Grouphas endorsed the first five CMPs from 2011/12 and the recommendations from these willnow be taken forward by AT and AC and evaluated and prioritised for inclusion in futurework programmes.

Designations - A review of legacy designations, rolled-over into the draft Unitary Plan, isunderway. Work is also underway to determine the most appropriate planning mechanism(resource consent/designation/Unitary Plan rules) for the operation and maintenance of off-street public car parking facilities that are not currently designated.

Strategic Asset ManagementA three year rolling renewal programme for publictransport, parking and roading assets is being developed using asset condition data that hasbeen collected during the first nine months of the Asset Management Contracts.

6. Key highlights from the report on Operations include:

Route Optimisation - A total of 29 routes are on the programme for assessment in2012-2013 which represents 30% of the arterial road network. Traffic signal evaluationand amendments have been effected on nine routes and ten routes have been identified

for civil works projects complementing the proposed route efficiency improvements. Theprogramme for 2013-2014 will focus on the central area of Auckland and changes to theregional public transport routes.

Public Transport -o Good progress with the Electric Multiple Units (EMU) Depot and integration with PT

Operations/Veolia.o Test bus completed installation of Thales bus hardware.

o Land Transport Management Act (LTMA) enactment delayed due to time pressuresin Parliament.

o Electronic train protection contract signed with General Electric on 18 March.Parking - Reduction in number of infringement notices issued in the city centre since

implementation of the Central City Parking Zone.

7. Key highlights from the report on Capital Development (formerly Infrastructure and SpecialProjects) include:

Auck land-Manukau Eastern Transport Initiative (AMETI) - Construction of worksassociated with the Panmure AMETI project progressed well:o Piling work for the replacement Ellerslie Panmure Highway bridge is now complete

and the target to place the bridge beams over the rail line was met. Work on the220m long covered box adjacent to the Panmure rail station is also progressing with100% of the deck units now in place.

o Construction of the AMETI Link Road extension from Morrin Road to Mt WellingtonHighway has been delayed due to appeals to the consents and Notice ofRequirement.

o The design of the section of the busway between Panmure and the Panmure Bridgeis complete. The Scheme Assessment Report for the remaining section of thebusway between Panmure Bridge and Botany is well advanced.

o Scheme assessment work for the bus interchange changes at Sylvia Park iscomplete and work on the final design continues to progress.

o Key land required at Panmure and along the busway corridor to Pakuranga continuesto be acquired.

Electric Multiple Units (EMU)o The design of the train is now complete in most aspects.

o The three vehicles of the first EMU are now all on the assembly line in varying stagesof completion.

o Construction of the EMU depot is virtually complete. The focus of the next threemonths is on installing services, completing the ancillary buildings and the externalcivil works.

City Rail Link - Notice of Requirement submissions closed on 19 March 2013. 253submissions were received overall, with a significant majority supportive of the project.

Dominion Road -The first phase of the tender process for the detailed design has beencompleted and three shortlisted firms have been identified.

Northern Strategic Growth Area (NorSGA) - Bulk earthworks have progressed to astage where Rua Road construction can commence. The Rua Road physical workscontract has been awarded.

Harbour Edge Developments (HED) Initiative - Work continues on establishing amaster programme for projects within the HED Programme. This identifiesinterdependencies and priorities for projects and will highlight funding requirement andshortfalls.

Multi -Modal East West Study (MMEWS) -The strategic assessment was approved bythe project's multi agency governance group (New Zealand Transport Agency, AucklandCouncil, Auckland Transport, KiwiRail, Auckland International Airport). The draft reportfor the Economic Assessment of the project has also been completed.

Mill Road Corridor Upgrade -This project is being undertaken in progressive stagesfrom North to South. The Scheme Assessment phase for the section of the project fromthe motorway, along Redoubt Road to just south of Alfriston School will be completed by

early May.Long Bay -The scheme assessment has been completed and this includes the costs

and benefits of the various infrastructure improvements to respond to the anticipatedgrowth in Long Bay.

Rail Station Upgrades - Significant progress in the rail station upgrade programmeoccurred in March.o Papakura station reconstruction and track reconfiguration works are on target for

completion in April.o The Mt Albert station platforms are now resurfaced and in use.

o Cabling works are underway along the Parnell track section.

o Early design works for the platform extensions will commence in mid 2013 withconstruction commencing later in 2013.

o Work continues on developing a masterplan with Auckland Councils City

Transformation Team for the Manukau Bus Interchange adjacent to the ManukauRail Station.

Public Transport Monthly Patronage Report

9. Patronage of all public transport modes decreased by 2.2% in March in comparison with thesame month last year. Rail patronage decreased by 4.2%, Northern Express buses by 5.7%,other buses by 6.5%, and ferry services increased by 8.9% (with the expansion of Pine

Harbour services and new ferry services at Hobsonville and Beach Haven).10. The report notes that Auckland is currently undergoing a significant period of

transformational change to the public transport system that will help progress Aucklandtowards becoming the worlds most liveable city.

Local Board Views

14. Local Boards are involved in Auckland Transports consultation on major transport projectsand planning processes. Most Local Boards made submissions on the draft Regional Public

Transport Plan. Discussion with Local Boards began in March concerning proposed bylawsrelating to Trading in Public Places.

Mori Impact Statement

15. Active iwi engagement is taking place in relation to infrastructure projects such as the AMETIand the Manukau Bus Interchange.
