c. Geopolitical analysis Haiti is classified as the most vulnerable country in the Latin America and Caribbean region and 14th most vulnerable country in the world, in particular due to its direct exposure to hydrometeorological and seismic shocks. Due to its geographical position, the country is located in the path of seasonal hurricanes and is recurrently subject to sudden and extreme weather conditions. Over the last ten years, Haiti has been affected by numerous earthquakes, hurricanes and floods with catastrophic consequences for the population. Since 2018, the country has been strongly marked by a political, economic and social crisis that has led to violent demonstrations and roadblocks on several occasions in 2019. The almost total paralysis of the country during these periods has hampered the functioning of essential sectors, aggravating the already critical humanitarian needs. The number of people in need now stands at 5.1 million out of a population of just under 12 million. The most critical needs are related to food security (4.1 million people). Indeed, according to the Integrated Framework for Food Security Classification (IPC) published in October 2019, 40% of the Haitian population is in a food crisis or emergency situation. The country has been further weakened, particularly regarding food security, since the COVID pandemic. The health situation has already had a significant impact on households, particularly those in precarious and more vulnerable situations: due to the state of health emergency decreed from March 20 to July 20 by the Haitian government, the suspension of non-essential sectors of activity, the related loss of income or the reduction of imports have impacted the already fragile economy of the country and households. The security environment has deteriorated significantly since 2019, with resurgence in crime, delinquency - especially juvenile delinquency - and gang violence. The proliferation of small arms and the frequency of armed attacks and kidnappings remain a serious concern.

Summary of HI presence in the country

Since 2008 (Hurricane Anna), HI has regularly intervened in Haiti following successive hurricanes and tropical storms: deployment of logistic platforms, assistance to the disabled, functional rehabilitation care, construction of temporary

shelters or shelter repair kits and essential household items, distribution of basic necessities, etc. Gradually, the program has developed new projects to address development issues related to the prevention of disabilities (road safety, in 2015) and protection against abuse and violence (child protection, in 2013). In 2020, HI is at a turning point by reinvesting in crisis response, particularly the Covid-19. Currently, HI's actions are organized around 7 themes:

- Rehabilitation: to contribute to the development of the rehabilitation sector through training, skills transfer and overall recognition of rehabilitation professionals (West, South-East and North departments). - Social and economic integration: provide multidisciplinary support to people with disabilities and their families to improve their autonomy and participation in society, make services more accessible to disabled people (West and North departments). - Inclusive disaster risk management: covering the needs of crisis-affected populations and developing their resilience capacities with a special focus on people with disabilities (North West Department and support for the inclusive aspect of an MfDR project led by a consortium of NGOs in Port-au-Prince and metropolitan Haiti). - Road safety: prevention of disability through awareness-raising, training and information aimed at reducing road accidents in Haiti (West Department). - Support to people with disabilities' and women's organizations, for the recognition of their rights and abilities by society, through the improvement of the capacities and skills of their representative organizations (North Department). - Support to the humanitarian community through the establishment of a multimodal transport logistics service and shared storage. - Limitation of the impact of Covid-19 on the most vulnerable populations including the disabled: food security project in Port-au-Prince and metropolitan areas; hygiene project and response to basic needs in the South-East and North-East, support to COVID care structures for respiratory therapy and psychosocial support in structures and communities.
