BioCARe Guidelines 2018 Guidelines Biotechnology Career Advancement and Re-orientation Programme (BioCARe) for Women Scientists In an attempt to enhance the participation of Women Scientists in Biotechnology Research, the Department of Biotechnology launched a Biotechnology Career Advancement and Re-orientation Programme (BioCARe) for women Scientists. The programme is mainly for Career Development of employed/ unemployed women Scientists upto 55 years of age for whom it is the first extramural research grant. The purpose is to build capacities for women Scientists employed fulltime in Universities and small research laboratories or unemployed women Scientists’ after a career break so as to help them undertake independent R&D projects. The scheme is open for all areas of Life Science / biology (including agriculture, veterinary science and medicine). 1. There are two categories under which support is provided for a period of 3 years. There is a Research Grant Opportunity (RGO), under which a research grant is provided. Under this category, the women Scientists who are unemployed will be provided a monthly emoluments ranging from Rs. 50,000/- to 60,000/- p.m. The employed women Scientists in addition to salary will get an amount of Rs.10,000/- p.m as an incentive. A research grant of upto Rs. 60.00 lakhs is provided. Under the Early Career Scientists (ECS) category, scientists having experience less than two years post PhD are eligible to apply for research grant of upto Rs. 40.00 lakhs. The unemployed women scientists will be provided a monthly emolument of Rs. 50,000/-. The employed women Scientists in addition to salary will get an amount of Rs.10,000/- p.m as an incentive. Biotechnology Career Advancement and Re-orientation Programme(BioCARe) for Women Scientists

In an attempt to enhance the participation of Women Scientists in Biotechnology Research,the Department of Biotechnology launched a Biotechnology Career Advancement and Re-orientationProgramme (BioCARe) for women Scientists. Fellowship/Stipend:

(i) For unemployed women Scientists there would be a provision for fellowship amount aslumpsum (i.e. including HRA) in the following 3 slabs under the Research GrantOpportunity (RGO). The slabs would be decided based on post Ph.D,M.Tech/MVSc/MDexperience as mentioned below:

(a) Grade – I Rs.50, 000/- (more than 2 years research/industrial experience)

(b) Grade – II Rs.55,000/-( more than 5 years research/industrial experience)

(c) Grade– III Rs.60,000/-( more than 10 years research/industrial experience)

Candidates having less than 2years experience will be supported under EarlyCareer Scientists (ECS) category and get Rs.50, 000/- .

The candidates are requested to mention number of years of experience post PhD/M.Tech/M. VSc/MD and will have to provide proof of years of experience.

If a selected candidate is availing a Post-Doctoral or Contractual fellowship, she will haveto resign from the same before accepting the project under BioCARe programme.

(ii) For employed grantees an additional amount of Rs. 10,000/- per month would be providedas an incentive. This will be in addition to the salary she is receiving from the parentinstitute/university.

Project Budget:

All research related expenses are to be booked under Equipment, Consumables, Manpower,Contingency, Travel etc. as in other ongoing R&D Schemes of the Department ofBiotechnology. The budget is restricted to Rs. 60.00 lakhs for 3 years for RGO andRs.40.00 lakhs for ECS. This includes fellowship to the PI and manpower to be hired(PA/JRF/SRF/RA for RGO and PA for ECS) in the project. Candidates should includetheir fellowship/stipend/honorarium also in the manpower budget. The budget isindicative only. Not mandatory to be funded. Equipment cost should not exceed 30 % ofthe total cost of the project.

Application Procedure:

(i) The eligible applicants should submit the LOI online through epromis(http://dbtepromis.gov.in) as and when the program is advertised at DBT website (www.dbtindia.gov.in). The LOI should describe the objectives and work plan throughwhich you intend to achieve the target in the project period. The applicants should ensure tofill up all the fields as all fields are mandatory. (The LOI should not exceed more than 7pages)

1. Plant & Agriculture Biotechnology

2. Compounds of Industrial / Medicinal Utility

3. Animal & Marine Biotechnology

4. Bio-Engineering, Biomaterials

5. Environmental Biotechnology / Bioenergy

6. Medical Biotechnology

7. Computational Biology

(ii) For employed candidates, minimum one Co-Investigator (male/female) is mandatoryand the LOI should be duly forwarded by Head of the institute/competent authorities.

(iii) For unemployed candidates, a Mentor (male/female) is mandatory alongwith the LOIand a letter from the Mentor Scientist in whose lab she proposes to work duly forwarded bythe Head of the institute/Competent authority should accompany the proposal if asked toprovide full proposal.

Please note that Institute of the Mentor where the work will be carried out should bementioned during registration by the unemployed candidates. The funds will be releasedonly to that Institute.

STEPS to submit LOI are as below:

1) Open dbtepromis.nic.in website

2) Register yourself by clicking on “New Users? Please register here” Please fillinstitute where the project will be carried out. In case of unemployed/temporary positions-write mentor’s institute (if already registered go to step number 4)

3) Once registered you will receive you credentials within 24 hrs

4) Then again open the website and sign in into your account.

5) Click on Login as PI

6) PI user interface page will open, scroll down, you will see a link named Apply Bio-CARe LOI

7) Clicking on that a form will open, fill it and submit it.

(iv) The LOIs will be screened for eligibility and further shortlisted by an Expert Committeebased on the following criteria:

1. Scientific merit

2. Experience and the qualification of the PI, Mentor/Co-PI

3. Publications

4. Infrastructure of the Host Institute

Full proposals will be invited from the ones selected by the Committee.

(v) Project duration will be 3 years.

2. Others:

(i) No interim correspondence will be entertained and canvassing in any form wouldlead to disqualification of the applicant. Results will be communicated to all theapplicants.

(ii) LOI received after the deadline/incomplete LOIs shall not be considered.

(iii)The project cannot be transferred to the Mentor/Co-PI when the PI gets some othershort duration assignment. The offer given by the Department would be withdrawnif the PI is away for more than 3 months. Any leave requisition for taking up ofthose assignments during the project period would not be considered. BioCARewomen scientists will be entitled for leave as per the respective Institutes’ norms.At Present the upper limit for paid maternity leave is 6 months as per Govt. of Indianorms.

(iv) Any request for change of Host Institute will be considered only during 1st year ofthe Project. No change request will be considered after first year.
