Program Year 2012 Local Area Plan Modification Questionnaire

Operations and Services

1. Describe any changes to the L WIA/L WIB structure, board, administrative entity and/or operational changes for PY' 12. Oversight Committee comprised of WIB PBM was established to review WIB's Strategic Plan and make specific action items to accomplish goals outlined in the Plan. Specifically, the committee's charge is to support regional economic development through regular, on-going review of GCWIB services, processes and collaborative programs to ensure effectiveness in meeting employer needs specific to the private sector; as well as develop an understanding of allocation methodology for permissible uses of funds, to maximize achievements within provided services and programs. As the committee completes a review and analysis of individual services/processes/programs (its effectiveness for a broad employer base or specific business sector, timeliness, cost, and available funding), recommendations will be drafted for vetting by the Executive Committee, with a final version brought before the full GCWIB for consideration.

The Youth Council also established several subcommittees (see below committees, descriptions, accomplishments) to assist with accomplishing the Youth Council's Strategic Plan. The SC Works Greenville Youth Council is comprised of a Chair, a Coordinator and a working council comprised of twenty members representing parents and various educational, civic and industry related organizations throughout Greenville County.

Youth Council Committees, Descriptions, Accomplishments, and Upcoming Events

1. Work Readiness Committee- The committee is designed to implement a program to provide Youth ages 14-21 with an overview and preparation for the world of work, education and life. 2. Health Care Committee- The committee promotes health career awareness to in-school and out-of­school youth in Greenville County in an effort to increase the number of youth seeking a career in health care, and to reduce the shortage of health care professionals in Greenville County. 3. Advance Manufacturing and STEM Committee - The Committee is to implement an action plan that will prepare our youth to seek and obtain employment in Advanced Manufacturing or STEM related careers. 4. Transitional Jobs Committee - The committee will develop and implement a Transitional Jobs (TJ) program that is designed to help youth with significant barriers to employment. The program will provide time-limited, wage paying jobs that combine real work, supportive services and skill development to transition participants successfully to permanent jobs. 5. Career and Higher Education Awareness Committee- the committee will create and implement a higher education plan to introduce parents, in-school and out-of-school to higher education through college tours and other related outreach activities. 6. Military Committee- The committee will create and implement a plan to better prepare youth for ASVAB testing and for various careers in the US Military. 7. Youth Apprenticeships- The committee will develop, create and implement a youth apprenticeship model for indentified careers in Greenville County. 8. Social Media - The committee will develop, create and implement a social media awareness initiative that will allow SC Greenville to promote our services, initiative and to share success stories.

9. Youth Employment and Certification Committee - The objective of the committee to develop strategic activities and relationships that provides employment opportunities for youth. Additionally, the committee will develop and implement a certification program for in-school and out-of-school youth.

Getting Into College Student and Parent Orientation College Tours (College of Charleston, Charleston Southern University) Upstate College Tours Youth Symposium- Advanced Manufacturing and STEM Youth Transitional Jobs Conference.

The Youth Council model has brought together various groups representing business, industry, education (K-12 and Higher Education), workforce and training, employers, economic development and social service organizations. Additionally, the model allowed us to indirectly connect adults and parents of eligible youth. The model's success is also based on the willingness to work as a team.

2. What steps have been taken by the L WIAIL WIB to find and secure new access points to provide core services in your area? Please list all former and new access points. We have received requests from community based and faith based organizations to provide onsite core services access points and the GCWIB anticipates taking action during PY12. Primarily, we have focused our attention on the comprehensive and satellite centers to ensure they are working effectively and within the boundaries of the one stop standards and GCWIB strategic plan prior to establishing the access points. However, SCWOS and pre-employment workshops are being provided at local libraries on a monthly basis; outreach is being conducted at local faith based organizations and at organizations that work with ex-offender populations.

3. What progress has been made with the LWIA' s established plans to implement the SC Works/One-Stop Certification Standards? How will the plan be modified for PY' 12? Is there a dedicated staff person to coordinate this effort and if so, whom? Whether dedicated staff or not, please provide the contact information for a single point-of-contact for the L WIA regarding the SC Works/One-Stop Certification process. The GCWlB has selected a single entity (via consortium agreement) to operate the local SC Works Greenville System. Greenville County Workforce Development was selected as the Operator and our single point-of-contact for all SC Works Greenville services is:

Self assessments were completed on our SC Works Greenville Centers in October 2011. Ongoing activities will be conducted during PY12 to ensure progress is made for implementing the SC Works One-Stop Certification Standards. Activities such as: reviewing the standards at lunch and learn meetings held for stakeholders and other interested individuals. We plan to conduct another self assessment on the local SC Works centers and to submit the SC Works Greenville One-Stop Certification Application by April 2013.

4. What steps and/or changes have been made to increase and/or improve Business Services in the L WIA? What further changes will be made during PY' 12? Our integrated business services team continues to work diligently to improve services provided to employers. Continuous improvement surveys are provided to employers after each job order closes so as to measure the effectiveness of applicant referrals; post job fair feedback forms are solicited to assess the effectiveness recruitment events, job development is provided- to the extent of our resources - on an ongoing basis to assist with market penetration. We anticipate the DEW Business Services Team vacancies will be filled during PY12 to help balance workloads. We are seeking DEW's guidance during PY12 on topics such as improving the process for capturing job placements; implementing OJT Apprenticeships and Customized Training.

5. What types of outreach and services is the L WIA/L WIB conducting to specifically attract and help small businesses? Our BST Project Managers attend local Chamber and GSHRM events and meetings to provide outreach on SC Works business services. Outreach is also provided via local radio/tv and within the local business magazine (Greenville Business magazine). Cold calls are also made to small businesses to the extent of our resources.

6. What is the L WIA' s process and schedule for monitoring the provision of services in the area and submitting reports to the applicable Local Operations Coordinator? The Greenville L WIA's process is to monitor services provided by staff and sub-recipients once per program year unless conditions warrant doing so more frequently. A monitoring schedule is created annually at the start of a program year and distributed to system partners, providers, and staff. However, since unforeseen events do occur with all parties, a formal notice may be sent to the sub-recipients ten (10) days prior to a scheduled onsite visit. The designated staff (Programmatic Monitor) submits the reports to the Local Operations Coordinator electronically in PDF form

7. Describe the L WIA/L WIB ' s specific workforce goals for PY' 12, and how the L WIA/L WIB is working with partners to reach those goals. Continue promoting and collaborating with employers, training providers and community partners on sector strategies (i.e., transportation manufacturing, chemical operator, health care) and apprenticeship training. Create new and maintain existing collaborative partnerships in order to leverage use of limited WIA funds.

8. How is the L WIA/L WIB collaborating with new and previous partners to minimize duplication and increase effectiveness ofworkforce services in the area' s local communities?

Partners (ie: DSS JUMMP) are invited to weekly Business Services meetings to learn about current initiatives and coordinate efforts to avoid duplication. The local area is also a partner of the National Fund for Workforce Solution program and a member of the Greenville Regional Workforce Collaborative board. We have collaborated with the United Way of Greenville County and Goodwill Industries of the Upstate/Midlands on the Center for Working Families grant. In partnership with Greenville Technical College, we are developing WIA-classes in sector-based programs such as Chemical Operator and Industrial Maintenance.

9. During PY 201 0 all L WIBs determined high-growth/high-demand industries in which to train WIA participants. How often is the list reviewed and updated by the Board? Include the most current list and the local policies associated with the selected industries and participant training and IT As. The GCWIB reviews the high growth/high demand industries list bi-annually and will update accordingly. The list has not changed since 2010 as the same industries are projected to continue grow. Attached is GCWIB's High Growth/High Demand Industries Policy.

10. Is the LWIA's Low Income Priority of Service policy in effect for Adults? Please specify which priority individuals are included. Yes, the local area's low income priority of service policy is in effect for Adults, which includes low­income adults and veterans.

11. Estimate the anticipated number of new participants to be served in PY" 12 and the projected number of all participants (new and carried in) who will receive training during PY' 12 by fund stream.

12. Has the L WIA/L WIB conducted an analysis of available funding? How will current funding affect participant services and staffing levels? A fiscal analysis has been conducted for the start of PY12. Current funding will require our priority of service policies to be in affect for most, if not all, of the program year. We were approved to carry-in remaining PYll Rapid Response funds which will greatly enable us to enroll more dislocated workers in the training services.

13. Describe projected L WIA/LWIB fund transfers to include fund stream, cost category, and level of transfer. No fund transfers are planned at this time.

14. How is the L WIAIL WIB collaborating with other agencies or organizations to implement special projects? Is the L WIAIL WIB exploring any means to supplement WIA funds (i.e. grants, resource sharing opportunities, etc.)?

The GCWIB continues to collaborate with other agencies. We have partnered with Greenville Works, National Fund for Workforce Solutions, Greenville Regional Workforce Collaborative, DSS JUMMP, United Way ' s Center for Working Families, Sisters for Charity of SC/Upstate Fatherhood Program (Jobs Not Jail Grant), Upstate WIB on operating the SC Works Greer One­Stop Center, Advance SC Grant in partnership with Upstate WIB (Workforce Puzzle grant). Through these partnerships and with new ones yet to be established, the GCWTB will be in a better position to supplement WIA funds.

15. How is the L WIAIL WIB assessing the cost/benefit ratio of the operation of each SC Works Center? We are continuing to assess the fiscal impact to WIA funding via the DEW-WJA SC Works Center resource sharing agreement but it is projected that PY12 planned operational costs will be lower than PYll thereby making the integration more cost effective. Upon completion of PY12, the local area conduct final cost benefit of SC Works Greenville operations by comparing total PY11 costs against the PY12 costs.

16. Are there any SC Works Centers expected to close or reduce hours of operation in PY' 12? Does the L WIA/L WIB anticipate the need for additional Centers or expanded hours of operation? We do not anticipate closing SC Works Greenville centers or reducing the current hours of operation. Based on the continued foot traffic of job seekers, we are also evaluating the need to expand hours of operation during PY12 but no final decision has been made yet.

17. Please provide a copy of the LWIAIL WIB budget for PY' 12 to include each funding steam and line item details. See attached PY12 GCWIB WIA Budget.

18. How will the L WIA/L WIB ensure a fund utilization rate (FUR) of at least 75% in each funding stream?

FUR = total accrued expenditures total available funds

Total available funds =unexpended carry-in funds + new Program Year 20 12 funds

The local area will ensure a 75% fund utilization rate during PY12 by obligating/expending all total available funds.

19. How will the LWIA/LWIB promote the SC Work Ready Communities (SCWRC) initiative in their region? Business Service Team members will be attending the upcoming SCWRC Workshop to receive the latest information on the initiative and guidance on how to promote it within the local area.

20. How will the L WJA/L WIB affect the educational and occupational credentialing of citizens throughout the region? How will services be targeted at those lacking a High School Diploma or GED? The local area has placed emphasis on enrolling individuals in need of a GED, HS Diploma, or ESL training prior to approving them for occupational skills training.

21. What are your staff or Board member technical assistance and/or training needs? We are seeking more training and information on the Wagner Peyser Performance Measures and clarification on the requirements of TEGL 31-10.

In consideration of next program year we are assessing our current year providers' desire and ability to extend their existing youth contracts. If you are interested in extending your youth contract for PY12 (July 1, 2012 through June 30, 2013) please complete the enclosed documents in their entirety in order to be considered .

Budgets should reflect expenses related new PY12 enrollments, PY11 Carryover participants (if any) and/or follow up of PY11 participants. Due to anticipated funding reductions for PY12, please attempt to develop your total budget within or around the same figures as previously awarded contracts.

BY-LAWS OF THE GREENVILLE COUNTY YOUTH COUNCIL

ARTICLE I

PURPOSE

Pursuant to the provisions of Section 117(h) of the Workforce Investment Act, a local WIB shall appoint a Youth Council, in cooperation with the chief elected official for the local area. The youth council will serve as a subgroup and in accordance with the criteria established herein.

YOUTH COUNCIL RELATIONSHIP TO THE WIB

Pursuant to Section 117(h)(3) of the Act, Youth Council members who are not members of the WIB shall be voting members of the youth council and nonvoting members of the WIB.

Youth Council Duties

A. Coordinating youth activities in a local area; B. Developing portions of the local plan related to eligible youth, as determined by the

Chairperson of the WIB; C. Recommending eligible youth service providers in accordance with WIA section 123,

subject to the approval of the Greenville WIB. D. Conducting oversight with respect to eligible providers of youth activities in the local

area, subject to the approval of the WIB; and E. Carrying out other duties, as authorized by the Chairperson of the WIB, such as

establishing linkages with educational agencies and other youth entities.

ARTICLE II

MEMBERSHIP

In accordance with Section 117(h)(2) ofthe Act, the Youth Council shall include:

A. Two or more members shall be members of the WIB with special interest or expertise in youth policy. Consideration shall be given to members representing business, education and human service agencies.

B. Two or more members shall be representatives of youth service agencies, including juvenile justice and local law enforcement agencies.

C. Two or more members shall be representatives of local public housing authorities. D. Two or more members shall be parents of eligible youth seeking assistance under Title I of

the WIA. E. Two or more members shall be individuals that have experience relating to youth activities,

including former participants, and representatives of organizations. F. In areas where Job Corps Centers are located, two or more members shall be representatives

of Job Corps. In other areas, Job Corps recruiters shall be solicited and Job Corps representatives shall be appointed, as appropriate.

G. Optional composition may include other appropriate individuals as determined by the chair of the local WIB in cooperation with the chief elected official.

Appointment. The Youth Council shall be appointed by the chief elected official, m collaboration with the WIB.

Terms of Office. Youth Council members shall be appointed for a one or two (2) year term from the effective date of appointment.

Resi2nations. Any member may resign by written notice to the Chairperson of the Youth Council, which the resignation shall be effective at the time specified in said notice.

Removal of Members. Any member of the Youth Council may be removed for cause by Chairperson ofthe Youth Council, subject to the approval of the WIB. Written notice stating the cause for such removal shall be provided to the member in question ten days prior to the effective date of removal in order to provide opportunity to meet and refute such charges. "Cause" for removal of a member under this section shall be fraudulent or dishonest acts, gross abuse of authority, and discharge of duties to the Youth Council.

Vacancies. Any vacancy in the membership of the Youth Council shall be filled in the same manner as the original appointment.

ARTICLE III

MEETINGS AND ATTENDANCE

Meetings. The Youth Council shall meet at least four ( 4) times a year at such times and at such places as it deems necessary to conduct procurement and evaluation of youth service providers. Special meetings may be called at any time by the Chairperson of the Youth Council.

Notice of Meetings. Written notice of each Youth Council meeting, stating the place, date, and hour of the meeting, shall be given to each member, either delivered personally or by mail, fax, or email at least ten (10) days prior to regularly scheduled meetings. If the notice is mailed, such notice shall be deemed to be delivered when deposited in the U.S. mail, addressed to the member, with postage prepaid.

Quorum. At any meeting of the Youth Council where a majority are m attendance shall constitute a quorum for the transaction of business.

Attendance. Members are expected to attend all Youth Council meetings unless excused from any meeting by the Chairperson. Any member who has three (3) consecutive un-excused absences during his/her term of office may be conclusively presumed to have resigned from the Youth Council, and the resulting vacancy may be filled pursuant to these by-laws. Members should notify the WIA program coordinator if circumstances prevent their attendance at any meeting.

ARTICLE IV

VOTING

Voting Authority. Each member of the Youth Council shall have one (1) vote, and only members of the Youth Council may cast votes on matters of Youth Council business. Except as specifically provided herein, a vote of the majority of members present at a meeting at which a quorum is present shall be the act of the Youth Council.

Conflict of Interest. No member of the Youth Council may cast a vote on any matter in which that member or the organization which such member represent has a direct interest. For the purposes of this section, a member or an organization represented by a member has a direct interest in a matter if the member or represented organization will provide services in connection with the matter, or will directly benefit financially or otherwise on account of such matter.

ARTICLEV

OFFICERS

Chairperson. The chairperson of the Youth Council shall be selected by the Chairperson of the WIB appointed by the Chairperson of Greenville County Council. The Chairperson shall preside at all meetings of the Youth Council, and shall have such powers and duties as are provided by these By-laws. The Chairperson may sign, on the behalf of the Youth Council, correspondences, agreements, MOUs, or other instruments which the membership has authorized to be executed, subject to the approval of the WIB.

The Chairperson shall hold office until his/her successor shall have been duly appointed, or until resignation, removal of office, death or incapacity.

ARTICLE VI

STAFF

The local WIA staff shall provide support to the Youth Council in order to carry out the duties and responsibilities of the Youth Council including program planning, budgeting, marketing, contract approval, program and financial oversight, and general administrative duties.

ARTICLE VII

RULES OF PROCEDURE

Meetings of the Youth Council shall be governed by Robert's Rules of Order, Newly Revised, in all cases to which they are applicable to these Bylaws, special rules of order adopted by the WIB, and/or the Workforce Investment Act of 1998.

ARTICLE VIII

RULES OF CONDUCT -PROHIBITIONS

1. Use of public materials, personnel, or equipment for private use; 2. Use of public office for personal benefit; taking action to influence personal economic

benefit $50 or more; 3. Acceptance of anything of value to influence an official action; (felony - $10,000 fine

and 10 years); 4. A lobbyist or lobbyist principal employing on retainer a public officeholder, member of

household, or organization in which there is an economic interest; 5. Acceptance of anything of value from a lobbyist principal, except under certain

conditions; 6. Acceptance of an honorarium from a lobbyist; 7. Acceptance of anything of value for speech in an official capacity; public officials or

members may be reimbursed for out-of-state speeches with prior approval of the chief executive officer;

8. Disclosure of confidential information; 9. Service on regulatory board with which regulates a business with which associated; nor

employee if there is a frequent conflict; 10. Making agency decisions affecting personal economic benefit of $50 or more if on

agency board and also agency employee; 11. Nepotism-hiring, promoting or advancement of a family member; 12. Accepting employment for one year from a business if the business was regulated by

former agency and if the employee participated directly and substantially in matters affecting the prospective employer;

13. Acceptance of employment with contractor if procurement duties involved that contractor;

14. An interest in a contract if authorized to perform an official function relating to the contact.

ARTICLE IX

AMENDMENTS

These Bylaws may be amended, altered or repealed by a majority vote of the entire membership of the Youth Council at any meeting at which a quorum is present; provided, however, that written notices of the proposed amendment shall be included in the notice of the meeting at which the amendment will be voted upon. These Bylaws shall be deemed to be automatically amended at any time to conform with applicable state or federal statutes and regulations.
