/ 'BRCl xNCblx Government of India ~ fi?lIC1(1 Ministry of Railways (~ ~) (Railway Board) No.2019/CEDO/SRlI9 New Delhi, dated 23.09.2019 The Director General Research Designs & Standards Organisation Manak Nagar, Lucknow-226011 Sub:- Increase in sanctioned speed of rolling stock BG LHB variant coach type Non- AC Chair Car fitted with FIAT Bogies to RCF Layout Drawing No. LJ90004 [Unique Transportation Code: LWSCZ; Maximum Axle Load 16.2St] up to a maximum speed of 130 kmpb, by Zonal Railways Ref:- (i) RDSO letter No. MC/LHB/COACH/SanctionlL WSCZ, dated 22.08.19 (ii) CCRS letter No. Q.1301111212011-Cf.fct, RcrtiCh- 02.09.2019 With reference to your above application, sent through the Chief Commissioner of Railway Safety, Lucknow; sanction of the Ministry of Railways, Railway Board is hereby communicated for Increase in sanctioned speed of rolling stock BG LHB variant coach type Non-AC Chair Car fitted with FIAT Bogies to RCF Layout Drawing No. LJ90004 [Unique Transportation Code: LWSCZ; Maximum Axle Load 16.2St (already sanctioned by Board up to a speed of 120 kmph vide letter No. 2013/CEDO/SRlOS, dated 13.0S.2013)] up to a maximum speed of 130 kmpb, by Zonal Railways, with following stipulations: (i) Observance of all conditions laid down in RDSO Final Speed Certificate No. MC/LHB/Coach, Dated 31.03.2011 & its Amendment No. 1 (issued vide RDSO letter no. MC/LHB/Coach, Dated 06.03.2013) and Amendment no. 2(issued vide RDSO letter no. MC/LHB/Coach, Dated 19.07.2016) for operation up to the maximum speed of 130 kmph. Remarks of the Railway against each Para of the Speed Certificate shall be submitted to the Commission before the start of actual operation of rolling stock. (ii) As per Para 6.1.2 of Revised Policy Circular-6 Dated 31.10.2018, trains shall be introduced in the sections at the speeds as per provision of General Rules 1976- Rule 4.08 l(a). (iii) Track on the section shall be maintained to IRPWM standards. Railway shall impose suitable speed restriction in the sections where the track is not maintained to requisite Standards. Improved SEJ shall be ensured on entire section. (iv) Zonal Railway shall certify the adequacy of existing bridges for permitted rolling stock based on physical condition of bridges by keeping them under observations considered necessary by the Chief Bridge Engineer of the Railway. (v) Maximum speed of the coach shall be restricted as speeds proposed therein or the maximum permissible speed of the section, whichever is less. (vi) Observance of all permanent and temporary speed restrictions already in force and lor those that may be imposed from time to time on various accounts.

With reference to your above application, sent through the Chief Commissioner ofRailway Safety, Lucknow; sanction of the Ministry of Railways, Railway Board is herebycommunicated for Increase in sanctioned speed of rolling stock BG LHB variant coach typeNon-AC Chair Car fitted with FIAT Bogies to RCF Layout Drawing No. LJ90004 [UniqueTransportation Code: LWSCZ; Maximum Axle Load 16.2St (already sanctioned by Boardup to a speed of 120 kmph vide letter No. 2013/CEDO/SRlOS, dated 13.0S.2013)] up to amaximum speed of 130 kmpb, by Zonal Railways, with following stipulations:

Location of bridges on which speed restrictions have been imposed shall benotified by the Railways and incorporated in the working timetable.All turn-outs shall be with Fixed Heel Curved switches laid on PSC sleeper layoutwith CMS crossings.Sleeper on bridges (other than ballasted deck) would be steel channel/H-beam/Composite sleepers.Track geometry shall be monitored by Track Recording Car (TRC), OscillographCar and OMS at laid down frequency.Zonal Railway shall interpret the results of runs of OMS, TRC and OscillographCar and ensure corrective & preventive action, as considered necessary.Railway shall ensure provision of sturdy fencing at vulnerable locations toprevent accidents related to trespassing.

(a) All level crossing gates with in station limit should be manned and interlockedwith station signals. Level crossing in yard is in violation of Para 901 ofIRPWM. Such LCs in the yard should be suitably eliminated by means of outrightclosure, merger with adjacent LCs or by grade separators on priority within 2years time. If these LCs are not eliminated within 2 years time, Zonal Railwayshould seek extension of the sanction to comply this condition. A road map maybe prepared for elimination of LCs in the yard and submitted to the Commission.

(b) All level crossing gates outside station limit should be interlocked dependingon the classification of level crossing. All level crossings shall be provided withtelecommunication facilities. All level crossing should be replaced by gradeseparators within time bound manner as decided by the Ministry of Railway.Signaling to protect level crossings should be provided as per Section 'D' (Para7.43 to 7.46), Chapter-VII of IRSEM. As per Para 7.46.2 of IRSEM, there shouldbe no LC gate within the Block Overlap (180m) from the Home signal. If it isthere, Home signal should be relocated and placed beyond 180m. No new levelcrossing should be located within Signal/Block Overlap.Multi Aspect Colour Light Signaling (MACLS) with two Distant Signals ofAutomatic Signaling shall be provided. If two Distant Signals are provided, theDistant (outer most) signal shall be located at a Distance of not less than 2Km inrear of the home signal. The inner Distant Signal (existing Distant Signals) can beretained at its present distance in rear of the existing home signal. This shall alsobe applicable to the IBS and the interlocked level crossing gates located in theblock sections.Where Automatic Signaling is not provided, means for verifying complete arrivalof train by provision of Block Proving by Axle Counter (BPAC) is necessary onhigh density routes and for stations provided with central panel interlocking.Suitable communication shall be provided in the locomotive and guards van forcommunication between loco pilot, guard and adjacent station masterBefore starting the operation, the CME of the concerned Railway shall arrange tocertify the track worthiness and safety of the Rolling stock.Brakes of the rolling stock shall be in good working order during the operation.Suitable alarm mechanism to Train driver shall be available in case of isolation ofbrakes of any bogie.The Wheel Slide Protection (WSP) device of all the coaches in the rake shall befunctional at the starting station.Earthing in the coach body & all the panels shall always be properly maintained.

(xxiii) The maintenance of rolling stock shall be maintained as per "Maintenance manualfor Non-AC LHB design coaches".
